A review of the following After Action Review items was conducted and recommendations were made. 1) Use of VTC communications also amongst national EOCs could facilitate the exchange of information and coordination activity II. Review and Changes to the Technical Timelines and POA&M A. Site Surveys (is not required) 1) Nations Requiring Site Surveys (no site need survey) B. Equipment Preparation and Shipping Schedule 1) No need for shipping any technical equipment at this time. Will be reviewed at the MPC. C. Technical Training 1) Technical training should be conducted in Croatia during the period of 03-06 June 2014 (FCC). 2) JCATS operators’ training is nations’ responsibility. For the nations without JCATS licensed operators other nations will provide it for them. It will be determined under 6. B 1. D. Site Setup Schedule 1) EXCON Main site initial setup will be conducted 01 – 08 September 2014 (“IR”). 2) EXCON Forward site initial setup will be conducted 08-12 September 2014. 3) Final setup is 15-17 September 2014 with final communications testing 18-19 September 2014. Croatia EXCON Main Site a) ISP installation costs and user fees will be paid in accordance with the Terms of Reference (TOR). b) The host nation (Croatia) will provide 10 Mbps unfiltered symmetrical dedicated bandwidth in support of a Virtual Private Network (VPN), distributing video teleconferencing (VTC), Exchange server, exercise data, JCATS and VoIP telephone capability to all participating EXCON forward sites. c) SEESIM 14 web portal, JEMM servers. d) Internet café. 2. Nations and SEEBRIG HQ Sites a) ISP Fees – Each participant will pay for installation and user fees (if required). b) ISP minimum bandwidth requirements for each EXCON forward site: 2.0 Mbps unfiltered symmetrical dedicated bandwidth for a VPN distributing VTC, information management system (IMS), JCATS, VoIP back to the EXCON Main site. This bandwidth does not include training audience requirements. c) Each nation and SEEBRIG HQ will provide the ISP name and public facing IP address for Internet services NLT FCC. EXCON Manning 1. EXCON Forward The number of JCATS operators will be determined at the MPC. The operators should be trained on JCATS version TBD.
