1.
The Company/ Background:
Utility Stores Corporation, Pakistan’s largest retail chain having more than
6000 Stores with an annual sales turnover of around Rs.100 billion and over 14000
people engaged with it, wants to consolidate its leadership positions and realize its
true potential by delivering consumer solutions through world class offerings and
service in a highly competitive manner.
2.
Brief Scope of Work:
Services may include:2.1
Arrange assessments/ tests as per the requirement of USC.
2.2
Provide professionals with qualification, experience, set of skills,
knowledge and competencies as per requirements given by USC.
2.3
Negotiate salary, allowances and perks in consultation with
HR-Department of USC.
3.
Invitation of Applications:
Applications are invited for Pre-Qualification of Consultants/Firms for Human
Resource Consultancy.
4.
Submission of Applications:
4.1
The pre-qualification application (Annex-A) along with required
documents shall be submitted in duplicate (one marked “ORIGINAL”
and other marked “COPY”) envelop to be marked as: “APPLICATION
FOR
PRE-QUALIFICATION

given below:

4.2
The sealed envelope shall indicate the name and address of the
Applicant.
4.3
All the pages of application shall be signed and stamped by Applicant’s
authorized Representative(s). Proof of authorization in the form of
legally documented power of attorney shall be provided with the
application.
4.4
Deadline for Submission of Application
4.4.1 The original application, together with the required copies must
be delivered not later than dated 29th December 2014, at the
address specified in clause 4.1.

4.4.2 USC may, at its discretion extend the deadline for the
submission of applications by amending the Pre-Qualification
documents in which case all rights and obligations of the USC
and Applicants previously subject to the deadline will thereafter
be subject to the deadline as extended. To assist in the
examination, evaluation and comparison of applications the
Organization may at its discretion, ask the Applicant/ Firm for a
clarification of its application.

USC Right to Accept or Reject Any or All Applications.
The Organization reserves the right to annul the Pre-Qualification
process and reject all Applications at any time without thereby incurring
any liability to the effected Applicant/ Firm or any obligation to justify
the affected Applicant/ Firm or Applicants/ Firms of the grounds for the
Organization’s action.
Requirements for Consulting Firms.
5.1
The consultant firm should have 10 years experience as Global
business consultant primarily in the field of Human Resource
Management. The consultancy firms should have proven expertise in
the delivery of all aspects of the proposed project including:
organization design, job design and documentation, workforce
planning, change management, skills/competency development and
job leveling. Firms, who have extensive expertise of carrying out
assignments of such magnitude, will be eligible to submit their technical
proposals.
5.2
The consultant firm should have a dedicated team of professionals with
top class educational background and prior experience in the field of
retail business and commercial marketing with successful track record
of conducting / implementing similar projects with particular emphasis
on the following:
5 2.1 Organizational Re-structuring and Change management,
5.2.2 Manpower Assessment
5.2.3 Creation/evaluation of Job Descriptions
5.3
The consultant firm should have consulting resources and capacity to
deliver on a complex and multi-faceted with an aggressive timeline
5.4
The consultant firms’ designated team members must:
5.4.1 Hold relevant degrees
5.4.2 Expertise in re-organization and change management, and
manpower assessment with 10 years of relevant work exposure
5.5
Financial Strength of the consulting firm.

5.6
The evaluation criteria will be as under:5.6.1

The qualifying applicants will have to secure 70% marks.

In support of above, the consultancy firms are required to provide following
documents along-with their applications:

Project briefs of completed projects.
Project completions certificates provided by their clients.
Profile of Consultants (C.V) containing complete information including
the requirements.
Certified balance sheet.
Purchase of Documents
7.1
Tender documents can be obtained from the office of Manager
Administration, USC Head Office, Plot No. 2039, Sector F7/G7, Jinnah
Avenue, Blue Area, Islamabad on payment of Rs. 1000/- through Pay
Order/Demand Draft or on USC’s Cash Receipt from Monday to Friday
between 0900 hours to 1300 hours.
7.2
The above tenders are also displayed on websites of PPRA & USC.
7.3
Consultancy firms are required to provide copy of NTN Certificate (not
applicable for Foreign Tender) with request letter for the issuance of
tender documents alongwith undertaking on Rs. 100 non-judicial stamp
paper certifying that the firm is not blacklisted by any
Government/Autonomous body and is not a defaulted firm.
