United States Employment Authorization Information
For persons who are eligible for a contracted instructional position in a Detroit Public
Schools’ critical shortage area but who are not authorized to accept employment in the
United States, the Detroit Public Schools will cooperate in the submission of a NonImmigrant Worker (H-1B) petition. The applicant is responsible for the preparation of all
required forms. The Detroit Public Schools will provide the information required on the
petition and supplementary forms.
The Non-Immigrant Worker Petition will be submitted ONLY for persons who hold a valid
Michigan Teaching credential qualifying him/her to teach in a critical shortage area. Such
individuals in need of United States employment authorization should contact Ms. Barbara

The Office of Recruitment and Employment Services staff is available to assist applicants
in processing the following:
1. Applications. All applicants are subject to a criminal history check by the Detroit Police
Department, the Michigan State Police and the Federal Bureau of Investigation (FBI).
Applicants who have had a Michigan State Police and F.B.I. criminal history check
conducted by another school district in the State of Michigan ONLY, within the last six
months prior to submitting the completed application must still complete the Detroit
Police Department criminal history check. There is no charge for this. You must,
however, complete the authorization/release to have the results of the Michigan State
Police and F.B.I. criminal history check forwarded from the previous school district to
Detroit Public Schools’ Office of Public Safety. All other applicants must have the
criminal background check completed by Detroit Public Schools’ Office of Public Safety.
An appointment and authorization form for this process may be obtained from the Office
of Recruitment and Employment Services at the time the application is submitted.
2. Transcripts of college records. An official transcript confirming a four-year Bachelor’s
Degree must be submitted with the completed application. Failure to comply will result
in termination from of the application process. Transcripts must be submitted from each
college/university where twenty (20) semester hours or more were earned.
Transcripts showing course work and degrees earned from countries outside of the United
States must be evaluated by one of the following agencies: You must ask for a detailed,
course-by-course evaluation including grades earned. Your Application will not be
accepted without this transcript.

NOTE: All course work and/or degrees earned outside of the United States, with the exception
of Puerto Rico, are considered foreign and must be evaluated by one of the above agencies.
3. Social Security Card. A social security card with the same name as that which is
designated on the application, to be copied by staff, must be presented at time of
application. In the event a social security card is not available, we will accept a print-out
form the Social Security Administration verifying the social security number and request
for a duplicate card.
4. References/Employment Verification. Work Verification Forms (Form 4016b) will be
mailed to former and current employers. To expedite the process, the applicant may want
to forewarn employer(s) that the work verifications should be returned as soon as
possible. The applicant should complete the top portion of each Work Verification
Form, complete with the employer’s mailing address, city, state and zip code.
(Note): Incomplete addresses or information may delay the processing of your
application. (Special Note): DO NOT MAIL OR GIVE THESE FORMS TO THE
EMPLOYER(S). RETURN THE FORMS WITH YOUR APPLICATION AND
THEY WILL BE MAILED FROM OUR EMPLOYMENT OFFICE. Failure to follow
this instruction will result in delaying the processing of your application.
5. Fingerprinting. Applicants for employment with Detroit Public Schools must be
fingerprinted as a condition of employment. You will be given a Fingerprint
Authorization Form and an appointment for fingerprinting at the appropriate stage of the
employment process. State of Michigan law prohibits the hiring of persons with
felony convictions.
6. Address Information. The applicant is responsible for keeping the Office of Recruitment
and Employment Services informed of his/her official, current residential address, any
change in name and a day-time phone number where you can be reached. The
application must show a permanent address; a Post Office Box is not acceptable as a
permanent address.
7. Requested Documentation. All required documents must be submitted with the
completed application. Incomplete information will not be considered.
8. Detroit Public School Property. Please be advised that all documents submitted,
including the application, become the property of Detroit Public Schools. No items can
be returned or duplicated. You are strongly encouraged to make copies of all materials,
including the application, for your personal records, prior to submitting them to the
Office of Recruitment and Employment Services.
9. Requirements. Requirements are subject to change without prior notification. Please
consult an Office of Recruitment and Employment Services staff member to confirm
information contained in this booklet prior to submitting your application.

Application Process
Step 1: Applicant submits application and all requested documentation to Detroit Public
Schools – Welcome Center, New Center One, 3031 West Grand Boulevard, Detroit MI
48202.
Step 2: Upon receipt of your application, the Office of Recruitment and Employment
Services reviews application and documents for completeness.
Step 3: The Office of Recruitment and Employment Services notifies the applicant of
receipt of the application and any outstanding documents.
Step 4: Provided the application is complete and you meet the current qualifications for
the position in which you are applying, you will be scheduled for fingerprinting and a
medical evaluation as well as a preliminary interview. The Office of Recruitment and
Employment Services will contact you to schedule the aforementioned appointments.
Note: Preliminary interviews are conducted through the Division of Human
Resources (or designee) and are scheduled in accordance with District needs. The
interview will cover experience, education and general ability to perform the duties of the
position. This interview is designed to determine your suitability for employment with
the District.
Step 5: If you are found eligible for employment you will be notified and your name
will be placed in the District’s Eligibility Pool so that the principals can select and
arrange a personal interview with you. Furthermore, if you are ineligible for employment
our office will notify you via US mail.
Step 6: When openings occur, applicants who have completed a preliminary interview
and whose name has been added to the eligibility list are eligible to interview with
principals. The principal or designee will contact you to arrange the interview. The
principal makes the recommendation for selection to the Division of Human Resources.
Step 7: Upon receipt of the principal’s request for placement at his/her school site, the
Office of Placement will contact the applicant to offer the position to him/her.
Step 8: The Office of Placement is the ONLY official office to offer the following to
the selected applicant:
a. a contract
b. salary
c. advancement on the salary scale
. consideration for previous experience (according to District
guidelines) and an,
d. official employment starting date
CRITERIA FOR EVALUATION OF TEACHER CANDIDATES
LIMITED LICENSED INSTRUCTOR – BILINGUAL EDUCATION
Applicants applying for the Limited License to Instruct – Bilingual Education position must
possess the following:
1. A Bachelor’s Degree from a college or university accredited by the North Central
Association of Colleges and Secondary Schools or an equivalent agency.
2. A satisfactory college or university record, with an overall grade point average of at least
2.5.
3. Satisfactory references from current/former employers
4. Satisfactory results on the Writing Sample and/or Communication Skills Examination
5. Satisfactory interview recommendation from the curriculum supervisor or designee
6. Proficient knowledge in speaking and writing in a target language (Arabic, Bengali,
Chaldean, Hmog, Romanian, Spanish).
