O R D E R :
A unique scheme known as “TELUGU BALA MAHILA PRAGATHI
PRANGANAM” was conceived to bring atleast 100 destitute and deserted
women and orphans under one roof in the first phase with the aim of introducing
various crafts and small scale industries and to develop their skills in order to
make them viable in the job market, and to enable them to live self sufficiently,
it as decided to implement the scheme in all the districts, in a phased manner.
In the G.O. read above, orders have been issued for setting up of Pranganams
during 1986-87 in 8 districts viz., Rangareddy, Adilabad, Nizamabad. The
Managing Director, A.P. Women’s Cooperative Finance Corporation Limited has
suggested constitution of a District Level Committee for each Pranganam to
review the implementation of the scheme in the districts where Pranganams, are
already sanctioned and to constitute such committees in all other districts also
as & when a pranganam is sanctioned.
Government after careful consideration, hereby constitute District Level
Pranganam Advisory Committee as indicated below :

3. The following shall be functions of the Committee :
1.
The Pranganam Advisory Committee will be purely an Advisory body and
shall make recommendations / suggestions for necessary action by the
Government through the Managing Director, A.P. Women’s Cooperative
Finance Corporation Limited, Hyderabad.
2.
The Committee shall review interlaid the following items :
a.
Training Programmes in non-manufacturing units, strength in each
couse and the performance thereof.
b.
Training Programmes in manufacturing units, strength of each
training course and performance thereof.
c.
The expenditure incurred, on each training-cum-manufacturing unit
and the most benefit analysis thereof; with reference to the
marketing of the finished products and their sale proceeds.
d.
The expenditure incurred on the boarding and lodging of the
trainees and suggestions for improvement.
e.
The profit and loss of each training-cum-manufacturing unit,
Pranganam-wise.
f.
Scope for economizing the expenditure under each item.
g.
Resource mobilization to meet the expenditure for the Pranganam,
with particular reference to the following :
i.
Utilisation of all the funds under Government of India
Schemes.
ii.
Funds to be mobilized from other agencies and
iii.
Grants and loans required from the State Governments.
4.
The District Pranganam Advisory Committee shall meet once in every
quarter and the minutes of the meeting shall be communicated to the
Managing Director, A.P. Women’s Cooperative Finance Corporation
Limited, and Ex-Officio Secretary to Government, Woman’s Development
& Child Welfare Department, with specific recommendations, within a
fortnight of conducting the meeting.
5.
The term of the above, District Pranganam Advisory Committee shall be
for a period of one year.
