Provisional acceptance
The Certificate of Provisional Acceptance must be issued using the template in Annex V. The
Contractor shall deliver to the Contracting Authority, together with the request for provisional
acceptance, 3 copies of the Provisional Acceptance Certificate signed by the Contractor and the
Beneficiary as well as the official Certificate of Origin for all delivered supplies. The request for
provisional acceptance to the Project Manager (Contracting Authority) should take place before
the deadline specified in Annex V.4. Programme of implementation of tasks. The provisional
acceptance certificate will be issued by the Contracting Authority as stipulated in Article 31 of the
General Conditions.

Supplier shall be obliged to first install one prototype unit on one traffic line for
trucks and one for mix traffic on one border crossing point. This prototype shall be
used for a controlled consecutive four hour test using live traffic without NBMIS
application. The system shall demonstrate a minimum accuracy of 95 per cent
during this test.
The Supplier, monitored by the Beneficiary’s test team, shall test ANPR through
NBMIS application after beneficiary receives and approves Supplier’s prototype
test results for ANPR without NBMIS application.
Only following a successful ANPR / NBMIS test may the Supplier install ANPR on
traffic lines for the selected border crossing points.

integration and installation including software and hardware elements, firstly to
ensure the conformity of all equipment with NBMIS system which is established in
Phase 1 and Phase 2 of the NBMIS project and secondly to allow the immediate
use of it by the users.
The realization assumes the supply of all the applications, functions, and
components necessary for the operation of the NBMIS according to the Functional
Users’ Needs Description.
The Tenderer need to offer middleware and Commercial off-the-shelf (COTS)
software necessary for successfull implementation of all equipment in NBMIS
application from deliverables 2, 3 and 4.
The current software in use is described below. However the Beneficiary shall
consider a viable alternative open source middleware proposal.
The Tenderer shall include in his offer licence for every middleware and
Commercial off-the-shelf (COTS) software (open source of proprietary) and
propose organization of training for the beneficiary engineers (7 persons) for all
middleware and Commercial off-the-shelf (COTS) software components.
If the tenderer proposes middleware or Commercial off-the-shelf (COTS) software
different than that described below then it is necessary to state how the tenderer
plans to replace the existing middleware or Commercial off-the-shelf (COTS)
software (including all locations from Phases 1 and 2 of the NBMIS project) as a
deliverable under the scope of this tender component.
For all the middleware and Commercial off-the-shelf (COTS) software the
Supplier shall deliver technical documentation and training materials.
Installation procedures for any middleware and Commercial off-the-shelf
(COTS) software are required.
For any middleware and Commercial off-the-shelf (COTS) software perpetual
licences shall be provided. Warranty shall explicitly include the provision of

updates, patches, and newer versions as soon as published by the respective
manufacturers during the Warranty Period, without any additional cost for the
beneficiary or the Contracting Authority.
Warranty period for all the middleware and Commercial off-the-shelf (COTS)
software shall start after the Provisional Acceptance has been completed.

All the workstations shall be connected to the local computer network.
All the work places on the BCPs shall have a telephone for the communication in the work
network of the MoI.
The border crossing points shall have a telephone connection of a public communication
operator that shall be independent of the work network of the MoI.
The border crossing points shall have an ISDN dial-in back-up communication network on the
central information system that shall be automatically turned on as soon as the main 2 Mbps
leased line communication connections are cut off.
Main communication from border crossing points to police stations or regional police
headquarter shall be 2 Mbps leased line. ISDN dial-in back-up communication network shall
be minimum 128 kbps.
All communication from the border crossing points to the regional police headquarters and
police stations shall be secured with equipment for link encryption.
BCPs already have a fax for communications with the corresponding regional police
headquarter, police station and the MoI headquarter.
The chief of watch of the border crossing point and the person responsible for equipment
shall have an official e-mail address assigned by the Beneficiary.
All the communication and IT equipment shall be connected to the uninterrupted power
supply (UPS) that shall allow the functioning of the equipment minimally 15 minutes until the
generator is turned on.
In case that after 15 minutes of running on the UPS the generator supply does not turn on,
the IT equipment, with the help of the UPS, shall shut down in a proper way. After electric
power comes on the BCP than UPS shall automatically startup all connected IT equipment.

Border crossing-points shall have PVC Cabling Trunking System and Structured Cabling
System design, supplied, and installed according to the ISO 11801 standard and tested
according to the IEC 61935 standard. Data and telephone cable shall be CAT6, FTP. Every
work place on border crossing point shall have four socket modules (three data and one
telephone) that shall be 8 pin CAT.6 RJ-45. Data and telephone socket modules shall be
installed inside of PVC system.
All work places shall be equipped with a computer and an optical reader of documents. All
traffic lines shall be equipped with automatic number plate recognition system.
On road and maritime BCPs traffic lines without booths shall have a mobile passport reader.
For checking cars, buses and trucks on traffic line without booths a police officer shall be
provided with an automatic number plate recognition system which shall send information
related to the checked vehicles to police officer via wireless access point on mobile passport
reader due to the fact that the police officer needs to stay on the traffic line when he performs
the checking of vehicles and passengers inside the vehicles. After the police officer receives
via wireless connection information about the vehicle he shall check passengers and travel
documents by using off-line database on mobile passport reader for reading MRZ of travel
documents.
On the railway and maritime BCPs police officer shall be able to use mobile passport reader
for offline checking of passengers and travel documents in trains or boats.
For checking passengers and travel documents on cruisers police officers shall be provided
with portable inspection terminal with notebook, full page ePassport reader and a printer.
BCPs with traffic lines without booths need to have wireless access point.
The chief of watch on border crossing point shall be equipped with fingerprint scanner.
Room with communication rack and all border check booths on border crossing points shall
be equipped with an air-conditioner supplied under this tender.
Every border crossing point shall have one spare full set (PC with monitor, ePassport reader
and fingerprint scanner) for border check workplace to enable on-site maintenance 24 hours x
7 days with maximum 2 hours Mean Time To Repair (MTTR).
To enable network availability for all border crossing points Beneficiary shall have one spare
communication full set (router, switch and modem) for on-site maintenance 24 hours x 7 days
with maximum 6 hours Mean Time To Repair (MTTR).

All the communication and IT equipment shall be connected to the uninterrupted power
supply (UPS) that shall allow the functioning of the equipment minimally 15 minutes until the
generator is turned on.
In case that after 15 minutes of running on the UPS the generator supply does not turn on,
the IT equipment, with the help of the UPS, shall shut down in a proper way. After electric
power comes on the BCP than UPS shall automatically startup all connected IT equipment.
Border crossing-points shall have PVC Cabling Trunking System and Structured Cabling
System design, supplied, and installed according to the ISO 11801 standard and tested
according to the IEC 61935 standard. Data and telephone cable shall be CAT6, FTP. Every
work place on border crossing point shall have four socket modules (three data and one
telephone) that shall be 8 pin CAT.6 RJ-45. Data and telephone socket modules shall be
installed inside of PVC system.
All work places shall be equipped with a computer and an optical reader of documents. All
traffic lines shall be equipped with automatic number plate recognition system.
On road and maritime BCPs traffic lines without booths shall have a mobile passport reader.

provided with an automatic number plate recognition system which shall send information
related to the checked vehicles to police officer via wireless access point on mobile passport
reader due to the fact that the police officer needs to stay on the traffic line when he performs

via wireless connection information about the vehicle he shall check passengers and travel
documents by using off-line database on mobile passport reader for reading MRZ of travel
