FOCUS
In Africa development is strongly concentrated in Southern and East Africa. In terms of the number of
projects underway, Southern Africa leads with 38% of projects, followed relatively closely by East Africa
with 29%. West Africa has 21% of the total number of projects while North Africa and Central Africa lag
at 7% and 5% respectively.
Top sectors in African infrastructure development (rated by investment value) are Energy and Power,
Transport, Mining, Real Estate and Water, followed by Oil and Gas. Of the total number of large projects
under construction at 1 June 2013, 36% fall into Energy and Power and 25% in Transport, indicating that
there is a solid step being taken forward in these sectors.
Compared to other regions, Southern Africa has a broader sector spread in terms of construction
activity. Of the 123 large projects identified in the region, 31% fall within Energy and Power, 19% in
Mining, 18% in Transport and 17% in Commercial Real Estate. Of the projects, 53% are publicly
owned with the balance being privately owned or owned through PPP’s
Countries in East Africa differ distinctly from one another, specifically with regard to their level of
infrastructure development. Kenya is further down this road than Uganda, Tanzania and Ethiopia,
although Ethiopia is making some noteworthy developmental inroads. In this region, growth will be
driven through making the Oil and Gas and the Energy and Power sectors work optimally. In addition,
Transport projects will play a vital role while Real Estate and Water projects cannot be underestimated
in terms of enabling sustainable growth.
Covering critical sectors from Energy and Power to Healthcare, West Africa has a well-balanced range
of infrastructure projects that have broken ground. Nigeria and Ghana are the primary infrastructure
development hot spots.
In North Africa, French-speaking Morocco is a primary hub of infrastructure development, particularly
within the Energy and Power sector.

GENERAL PROCUREMENT NOTICE
1. The Government of the Republic of Zimbabwe has received a grant from the Zimbabwe Multi-Donor
Trust Fund (Zim-Fund) administered by the African Development Bank to finance Stage I of the Urgent
Water Supply and Sanitation Rehabilitation Project Phase 2. The Government of the Republic of
Zimbabwe has also applied for a grant from the Zimbabwe Multi-Donor Trust Fund (Zim-Fund)
administered by the African Development Bank to finance Stage II of the Urgent Water Supply and
Sanitation Rehabilitation Project Phase 2.
2. The principal objective of this project is to contribute to the health and social well being of the
population through improved provision of water and sanitation services.
3. The project includes the following components :
Component 1 – Rehabilitation of Water Supply and Sanitation Infrastructure

Stage I of this component will include the repair, rehabilitation and/or replacement of critical components
to enable increased and improved supply and distribution capacity of safe water and sewage treatment
for Harare. Stage II will continue the work in Harare and extend it to Chitungwiza, Ruwa and Redcliff.
Component 2 – Hygiene Promotion
Both Stages of this component will undertake participatory hygiene promotion in the most vulnerable
communities, the development of appropriate communication tools to promote behavior change on
pertinent WASH issues and develop or strengthen the water demand management strategy and
programme.
Component 3 – Institutional Capacity Building
Stage I of this component will provide technical assistance for the NRW programme in Harare. Stage II
will strengthen customer care management and database improvement, train operation and maintenance
staff and develop an investment plan for Redcliff and provide O & M equipment for all four of the above
mentioned councils.
Component 4 – Project Management
Both Stages of this component will include; Engagement of a Project Implementing Entity providing
project management, engineering design and supervision services (already engaged); Engagement of a
Procurement Agent to provide procurement services (already engaged); An independent Audit firm will
also carry out an audit of the project annually; and an independent evaluator to assess project delivery.
4. Procurement of goods and/or works will be in accordance with the Bank's Rules of Procedure for the
Procurement of Goods and Works (May 2008) Revised July 2012. Acquisition of the services of
Consultants will follow the Bank's Rules of Procedure for the Use of Consultants (May 2008) Revised July
2012. Bidding documents are expected to be available in October 2014 for Stage 1 procurement. Specific
Procurement Notices will be published for each procurement method under each component.
5. The Zim-Fund has appointed Crown Agents Limited (Crown Agents) to act as its Procurement Agent.

Project Details:
The Socialist Republic of Vietnam has received a loan from the Asian Development Bank (ADB) towards
the cost of the Development of the Northern Chu and Southern Ma Rivers Irrigation System
Project and it intends to apply part of the proceeds of this loan to payments under Package B.2.2: Canal
and Structures for the South Main Canal.
2. Central Project Office (CPO) under the Ministry of Agriculture and Rural Development invites
sealed bids from eligible bidders to construct and complete specific works detailed for Package B.2.2:
Canal and Structures for South Main Canal from Km 10+00 to Km 21 + 500 in Tho Xuan and
Ngoc Lac districts, Thanh Hoa Province.
The main items in Package B.2.2 include the construction of the South Main canal and structures from
Km 10+00 to Km 21+500. The main items are grouped into four (4) lots as follows:
Lot 1: Construction for canal section of the South main canal and structures from Km 10+00
to Km 12+800.
Lot 2: Construction for canal section of the South main canal and structures from Km
12+800 to Km 15+700
Lot 3: Construction for canal section of the South main canal and structures from Km
15+700 to Km 18+700
Lot 4: Construction for canal section of the South main canal and structures from Km
18+700 to Km 21+500
3. International Competitive Bidding (ICB) will be conducted in accordance with ADB’s Single-Stage:
One-Envelope Bidding Procedure and is open to all Bidders from eligible countries as described in the
Bidding Document.

Construction experience:
Participation (as main contractor) in at least two water resources works contracts within the last five
years that have been successfully or substantially completed and are similar to the proposed works,
where each of the contracts must have a value of at least $1.74 million for Lot 1; $ 1.92 million for Lot 2;
$ 1.84 million for Lot 3 and $ 1.76 million for Lot 4.
Financial requirements:
Minimum average annual construction turnover (calculated as total certified payments received for
contracts in progress or completed within the last three years) for the following lots: Lot 1: $2.17 million;
Lot 2: $2.40 million; Lot 3: $2.30 million and Lot 4: $2.20 million

1. The Government of Nepal has received financing from the Asian Development Bank (ADB) towards the
cost of Secondary Towns Integrated Urban Environmental Improvement Project (STIUEIP) part
of this financing will be used for payments under the contract named above.

i.e. 29 September 2014 at 2.30 p.m. (Bangladesh Standard Time) together with Bid Security as
mentioned in the bidding document .The Technical Proposals of the Bids will be opened on 29 September

2. Directorate General of Highways, in the Ministry of Public Works (MPW) of the Government of
the Republic of Indonesia (as the Employer) invites sealed bids for construction and completion of the

Historical Financial Performance
Submission of audited financial statements or, if not required by the law of the Bidder’s country, other
financial statements acceptable to the Employer, for the last three (3) years to demonstrate the current
soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth calculated as the
difference between total assets and total liabilities should be positive.
Average Annual Construction Turnover
Minimum average annual construction turnover of US$ 38,630,000 calculated as total certified payments
received for contracts in progress or completed, within the last five (5) years.
Financial Resources
Using Forms FIN – 3 and FIN - 4 in Section 4 (Bidding Forms) the Bidder must demonstrate access to, or
availability of, liquid assetsa, lines of credit, or other financial resources, (other than any contractual
advance payments) to meet the Bidder’s financial resources requirement indicated in Form FIN-4.
a Liquid Assets mean cash and cash equivalents, short-term financial instruments, short term availablefor-sale-securities, marketable securities, trade receivables, short-term financing receivables and other
assets that can be converted into cash within ONE YEAR.
Contracts of Similar Size and Nature
Participation in at least one (1) contract within the last seven (7) years that has been successfully or
substantially completed and that is similar to the proposed works, where the value of the Bidder’s
participation exceeds US$ 40,560,000. The similarity of the Bidder’s participation shall be based on the

submission of its final Technical Proposal, each Bidder will have the right to request the Executing Agency
for a clarification of the rationale for the Executing Agency’s required rectifications and confirm if its final
Technical Proposal is fully responsive.
b) Only Bidders submitting substantially responsive final Technical Proposals shall be invited to submit
Bids. All Bids that are received by the Executing Agency shall be evaluated and compared in accordance
with the criteria set forth in the Bidding Documents.
6. To be qualified for the Invitation for Bids, Bidders shall demonstrate, on the basis of the information
submitted in the Technical Proposal, that they would be qualified and capable of undertaking the Contract
satisfactorily. Bidders shall also be expected to satisfy the following specific qualification criteria:
i. a minimum annual construction turnover over the last two years of USD 18 million;
ii. access to financial resources such as liquid assets, unencumbered real assets, lines of credit in addition
to the liquid finance assets to meet their current cash flow commitments and those required for this
project;
iii. The Bidder or the lead partner of the Joint Venture Consortium or Association (JVCA) Bidder shall
demonstrate successful experience as a prime contractor or lead partner of a JVCA contractor in the
execution of at least one bridge design and construction project(s) of the value of USD 12 million or more
involving contractor’s single point responsibility for the design-build of works of a nature and complexity
comparable to the proposed Works within the last ten years
iv. The Bidder or any partner of a JVCA Bidder shall demonstrate that it has successful experience as a
prime contractor, partner of a JVCA contractor or a subcontractor in the completion of at least one bridge
construction projects of the value of USD 16 million involving the execution of works of equal or higher
complexity as the Works detailed by the Bidder in its Contractor’s Proposal during the past ten years.

ENERAL PROCUREMENT NOTICE
The Government of Azerbaijan has applied for financing in the amount of USD 224.42 mln. equivalent
from the Islamic Development Bank toward the cost of the “Upgrading and Reconstruction of UjarZardab-Agjabadi road” , and it intends to apply part of the proceeds to payments for goods, works,

Project Details:
Tajikistan received a Loan from the Islamic Development Bank in the amount of 11,340,000 ID
approximately equivalent to 17,490,000.00 USD for funding the project “Renovation and completion of
the Secondary Schools” – Phase III.
Project aim – The aim of the project is to expand an access and improving the quality of the secondary
school at the expense of construction and school equipping, teachers’ training, development of
curriculums and capacity building.

GENERAL PROCUREMENT NOTICE
The Government of the Republic of Uganda has applied for funding of US$ 83.35 million under Istisna’a
financing from the Islamic Development Bank (IDB) to implement construction of the 132 kV Mirama –
Kabale Transmission Line including installation of 132/33 kV substations and rural electrification
distribution networks; and it intends to apply part of the proceeds towards payments for procurement of
works and consulting services under this project.
The broad objective of the proposed project is to contribute towards improving the living conditions of the
citizens through the provision of the basic electricity infrastructure. The project shall contribute towards
meeting the projected target in the National Development Plan for the sector of achieving 100% national
electricity access by 2040.
The project will include the following components:
A. Procurement of Goods and Works
(i) Transmission component: detailed design, procurement, installation and commissioning of the Mirama
– Kabale 132 kV transmission line (85 km), expansion of the 132/33 kV substation in Mirama and a new
132/33 kV – 2x40 MVA substation in Kabale town;
(ii) Distribution component comprising rural electrification sub-projects in:
• Western Uganda (associated with Mirama – Kabale 132 kV Transmission Line Project):Medium Voltage (33 kV) lines (611 km), low voltage reticulations (86 km) and last-mile connections;

3. International Competitive Bidding (ICB) will be conducted in accordance with ADB's Single-Stage:
Two-Envelope Bidding Procedure, and will be open to bidders who meet the following technical and
financial criteria:
(A) Key Experience
(i) The bidder must have executed at least one specific contract of 132 kV or higher transmission lines in
hilly areas with the length not less than 15 km, within the last Ten (10) years. Each contract must be
worth at least US$ 2.67 Million, and the lines erected by the bidder must have been in satisfactory
operation for a minimum period of one (1) year as on the date of bid opening.
(ii) The bidder or the proposed supplier(s)/manufacturer(s) of the bidder must have carried out
fabrication, testing and supply of transmission line towers with a minimum of 640 MT of steel tower
fabrication that should have been in satisfactory operation for a minimum period of three (3) years as on
the date of bid opening
(B) Key Financial Requirement
(i) The bidder must have an average annual turnover (from the audited annual report) over last three
years of at least US$ 3.334 Million. In case of JV, each partner must meet at least 25% of the
requirement, and one partner must meet 40% of the requirement.
(ii) Net worth of the bidder must be positive for previous audited year as per audited financial statement
immediately preceding the current financial year.

1. BACKGROUND
The Inter-Governmental Authority on Development (IGAD) has received a grant from the African
Development Bank NEPAD Infrastructure Project Preparation Facility (NEPAD-IPPF) to finance the
Transport Facilitation and Road Upgrading Studies of the Kampala-Juba-Addis–Ababa-Djibouti Corridor.
Part of the grant is intended to cover eligible payments for an individual consultant to coordinate the
project under the Economic Cooperation & Social Development Division (ECSDD) in the IGAD Secretariat.
IGAD is therefore looking for dynamic, motivated, creative and open minded expert in Road Project
Management.
2. PROJECT COORDINATOR
The project contributes to the development of the Kampala-Juba-Addis Ababa-Djibouti Transport Corridor
to enhance regional connectivity, reduce transport costs, improve access to local, regional and
international markets and boost regional trade, promote tourism, foster regional cooperation and
integration, and improve socioeconomic opportunities of the people in the Horn of Africa.
The tasks of the expert shall be among others to coordinate and manage the implementation of the
Transport Facilitation and Road Upgrading Studies of the Kampala-Juba-Addis–Ababa-Djibouti Corridor
covering all the components which includes: (i) Kapoeta-Road Upgrading Study in South Sudan; (ii)
Trade and Transport Facilitation Study involving Soft infrastructure corridor issues and One Stop Border
Posts (OSBPs) studies.
The duties of the Expert among others will include:
(i) Project Coordination: The Expert under ECSDD shall coordinate all stakeholders including those in
the four corridor countries for effective implementation of the project components. This includes but

limited to outreaching executing agencies in the four countries and reach to an agreement on the project
implementation framework, undertaking necessary consultations, organize meetings and coordinate
document reviews. S/he shall (i) undertake procurements for travels, and miscellaneous goods and
services pertaining to JSC/JTC meetings, supervisions and etc.; (ii) prepare documents to be used at the
JSC/JTC meetings; (iii) prepare reports to be submitted to NEPAD-IPPF; and (iv) submit and follow up
disbursement request to the Bank. The Coordinator shall maintain records and documentations for audit/
review by the Bank.
(ii) Project Management: The Expert shall prepare procurement plan of the project components,
undertake and manage procurements for consultancy services of the project components which will be
executed under IGAD. The Expert shall also assist the Ministry of Transport, Roads and Bridges of South
Sudan in the procurements of a Technical Assistant and consulting firm for the road study. The Expert
shall provide procurement related reports/updates, list of contracts to the Bank as and when required.
The project Coordinator is responsible for the supervision, monitoring and review of the deliverables of all
consultancy services of the project components. S/he shall organize for the review of all documents by all
concerned relevant stakeholders. S/he shall keep, update all records including reports, correspondence,
instructions given to the consultants, payment records, claims, and all other relevant documents
pertaining to the project implementation.
3. QUALIFICATIONS AND EXPERIENCE
The desired attributes for the position are:
(a) Education:
Post graduate degree in Transport Engineering or Highway Engineering from a recognized University
(b) General Professional Experience:
At least 20 years of cumulative experience in Transport Engineering field.
(c) Qualifications and skills:
In-depth knowledge of the roads sub-sector sector and good knowledge and experience in the
management of road projects (10 years of relevant experience required).
Must have served as a Team Leader in at least five (5) road studies of similar magnitude and
complexity in the last ten (10) years.
A minimum of 5 years’ hands-on working experiences in similar procurement and contract
administration of road projects.
Must have a working experience in the IGAD region; fluency in written and spoken English is
mandatory.
4. EVALUATION CRITERIA
Evaluation of the above qualifications and experience will be done based on the following criteria and
scores:
(i) Academic qualifications 40%;
(ii) Adequacy for the assignment 55%;
(iii) Experience in IGAD region 5%;
Total weight 100%
5. DURATION OF THE ASSIGNMENT
The assignment will be for a period of sixteen (16) months starting from the date in which the consultant
signs the service contract.

MNC Infrastruktur Utama to begin first phase of Ciawi-Sukabumi toll road in
Indonesia

MNC Infrastruktur Utama, a part of the MNC Group conglomerate, will commence the construction of first
phase of the 54km long Ciawi-Sukabumi toll road in West Java, Indonesia.
MNC Infrastruktur president director Syafril Nasution told Jakarta Post that the total investment needed
for the first phase reached $172.71m.
"Half of the required funds will be taken from our internal cash, and the rest will be funded by bank
loans.
"We estimate that by October, we will have acquired 90 percent of the total land needed so we can begin
construction," Nasution added.
The Ciawi-Sukabumi toll road will be built in four sections: Section I Ciawi-Cigombong (15 km), section II
Cigombong-Cibadak (12 KM), Section III-Sukabumi Cibadak West (14 km), section IV Sukabumi WestEast Sukabumi (13 km).
The highway will be through four areas in Bogor, Bogor, Sukabumi and Sukabumi District.
Upon completion, the road is expected to ease traffic congestion along the route actively used for
logistics distribution.
MNC Infrastruktur Utama presently holds three toll road concession permits, namely PasuruanProbolinggo, Cimanggis-Cibitung and Ciawi-Sukabumi.
Atkins bags contract to design Doha Metro Gold Line in Qatar

UK-based engineering and project management firm Atkins has secured a design contract for Gold Line of
the Doha Metro in Qatar.
The consortium of contractors was appointed in April this year for the delivery of the project and it is led
by Greek firm Ellaktor, alongside Yapi Merkezi and STFA from Turkey, India's Larsen & Toubro and local
Qatari company Al Jaber Engineering.
The total cost of the Doha Metro Gold Line project is around $4.2bn. Work under the project will be
executed in phases.
Gold Line is touted as the largest and most challenging of the five contract packages to be awarded for
phase one of the Doha Metro, which is set to complete in 2019.
It crosses Doha from east to west and includes 15-km of twin tunnels and 13 underground stations. It is
expected to be completed by August 2018.

The other four contract packages include - Red Line North, Red Line South, Green Line and Major
Stations, were awarded in May 2013 under deals worth a combined $8.2bn.

Qatar starts Al Rayyan expressway road upgrade project
23 July 2014
Qatar public works authority Ashghal has commenced work on the first two phases of the QAR4.5bn
($1.23bn) Al Rayyan expressway project.
The project is part of Ashghal's Expressway Programme and is expected to enahnce traffic flow in the
region.
Work under the Phase I includes the construction of additional interchanges and roads, including a 2.9km
stretch from west of Khalid bin Abdullah al-Attiyah roundabout to the east of Bani Hajer roundabout.
The project is sceduled to be completed by the fourth quarter of 2016.
Phase II will see the construction of six main junctions, as well as a 5.3km-long road from between the
Sports and Khalid bin Abdullah Al-Attiyah roundabouts.
This phase is expected to be completed by the third quarter of 2017.
The construction work will include microtunnelling, treated sewage networks and upgrades to electrical
and telecommunication networks.
N-KOM secures contract to build floating jetty in Qatar

Nakilat-Keppel Offshore & Marine (N-KOM) has bagged a contract worth AED69m ($18.95m) to design
and construct a floating jetty for Qatar Primary Materials Company (QPMC) at Ras Laffan.
N-KOM is a joint venture shipyard established by Nakilat and Singapore's Keppel Offshore & Marine
(Keppel O&M).
The floating jetty is the first project that N-KOM will be undertaking for QPMC. It is scheduled for
completion in early 2015.
Under the terms of the deal, N-KOM will oversee engineering, procurement, installation and construction
(EPIC) of the floating jetty.
Upon completion, the jetty will have an annual aggregates handling capacity of 7.8 million tonnes.
The floating jetty at Ras Laffan Industrial City (RLC) will be QPMC's second floating jetty in Qatar, with
another jetty project ongoing in Lusail and Gabbro berths in Mesaieed.

QPMC chairman Abdulaziz al-Ansari said: "We believe this contract will contribute towards the further
strengthening of our business ties as well as our capabilities to support Qatar's construction boom by

Boskalis bags Singapore Tuas Mega Port expansion contract

Royal Boskalis Westminster (Boskalis) consortium has been awarded a contract to work on the expansion
of the Singapore Tuas Mega Port.
Jurong Town has awarded the reclamation project of Tuas Finger One to the consortium, comprising of
Hyundai, Samsung, Penta Ocean, Boskalis and Van Oord.
The total contract value is SGD960m ($760m) and the combined Boskalis / Van Oord share is
approximately €100m.
In addition to the land-reclamation work, the consortium will undertake dredging and construct 3.4
kilometers of quay wall. Majority of the 24.5 million cubic meters of sand required for this project is to be
supplied by long-distance bulk carriers.
Work is set to start within the next couple of weeks and will last until late 2018.
Nakheel signs deal for new shopping mall in Palm Jumeirah, Dubai

Dubai based property developer Nakheel has signed AED1.2bn ($326m) contract with United Engineering
Construction (UNEC) and Actco General Contracting Company to build the shopping mall on Palm
Jumeirah.
The companies were awarded the contract in May 2013.
Nakeel Mall will be centerpiece of Palm Jumeirah, which is an artificial archipelago being developed on
reclaimed land by Dubai government owned company Nakheel.
The 418,000m² mall will feature 100,000m2 of shop space spread across five levels, three basement
parking levels with 4,000 spaces, 300 shops, two anchor department stores, a nine-screen cinema,
medical centre and fitness complex.
There will also be a roof plaza housing several dining restaurants with diverse selection of food and
beverage outlets.
Construction of the mall is slated to begin very soon and is expected to be completed by 2016.
Beside the Nakheel Mall, a 50-storey hotel namely, 'The Palm Tower' and residential complex will be
constructed for which the construction contract will be awarded soon, Nakheel said.

Metac wins Dh44m Nakheel deal

The developer has appointed Metac General Contracting to build the new facility, which will
contain 24 shops, including a 3,000sqm supermarket, plus 10 cafes and restaurants.
Nakheel has awarded a contract worth Dh44 million for the construction of a new, 10,000sqm retail and
recreation centre at its Al Furjan community in Dubai.
The developer has appointed Metac General Contracting to build the new facility, which will contain 24

‘A milestone’ achieved to implement TAPI pipeline

The contract to lay the pipeline will be awarded within a short period of time. Chevron and
ExxonMobil, the two US companies, are among the top of list of contestants for project.
A milestone has just been achieved by the top leadership of Turkmenistan-Afghan-Pakistan-India, or TAPI
as the long awaited gas pipeline moved a giant leap forward to implement the project on a fast track
basis. The four countries, which at times, quarreled over issues like gas pricing to the transnational
pipeline’s route, now seem to be in a better mind to get the project going. This is particularly important
as the users, particularly Pakistan and India are hard pressed for energy in order to meet their growing
demand.
The four countries have signed the operational agreement, and agreed upon the key points of the salepurchase agreement of the planned 1,735-kilometre TAPI gas pipeline. The contract to lay the pipeline
will be awarded within a short period of time. Chevron and ExxonMobil, the two US companies, are
among the top of list of contestants for project. The winning company will arrange financing and laying of
the pipeline and later operate it.
TAPI will get gas from the world’s biggest gas field of Yolotan-Osman in Turkmenistan. The pipeline will
move from there to Afghan cities of Herat and Kandahar, enter southern Pakistan and terminate at
Fazilka on the Pakistan-India border. It will be a 56 inch diameter pipeline.
The project is being particularly supported by Washington, which has, for years, opposed laying of the
Iran-Pakistan gas pipeline.
TAPI will supply up to 33 billion cubic feet of gas. Pakistan and India will each get 42 per cent of the gas.
Afghanistan will get 16 per cent.
The project is estimated to cost $ 7.6 billion, according to the Operational Agreement signed at Ashgabat.
The financial close of the project is expected to be done in 2015, which will be followed by start of the
pipeline construction.
Thailand government approves $75bn transport infrastructure upgrade plan

Thailand's transport infrastructure is all set to undergo transformation over the next eight years,
following the approval of a $75bn master plan by the country's ruling military.
A spokesman for the Yongyuth Mayalarp junta was quoted by The Wall Street Journal as saying that the
infrastructure upgrade plan will see the expansion of dual-track rail lines, which will improve the
transport efficiency in the country's ageing rail sector.

Upgrade works also see the extension of elevated train lines in Bangkok and the metropolitan area,
increasing the capacity of airport and seaport improvements.
Previous governments also proposed plans to improve the ageing rail and road links in the country but

Last year, former prime minister Yingluck Shinawatra pushed a bill to allow the government to borrow
more than $63bn, in a bid to improve road and rail links by the end of 2020.
Atkins completes design of Asia Aerospace City in Malaysia

Atkins has completed the concept design and masterplan for the Asia Aerospace City (AAC), a high-tech
urban quarter being built in the Subang Jaya municipality in western Malaysia.
Inspired by wings of an aeroplane, the 328,000m² AAC will have research and development facilities,
integrated office suites, academic campuses, a convention centre and residential areas.
The streamlined buildings will be covered by 36,000m² of canopies that will shade outdoor areas and
generate electricity with photovoltaic panels.
Also, the development will have an electric bus system and a light rail link that will connect to the centre
of Kuala Lumpur and to nearby Subang Airport,
Atkins was awarded the design contract by MARA, the Malaysian government agency responsible for
education and entrepreneurship.
The aerocity is anticipated to attract global engineering services business worth $1.1bn to Malaysia by
2020.
Malaysia's rural and regional development minister Datuk Seri Mohd Shafie Apdalsaid the AAC
development would enable Malaysia to become the aerospace hub of south-east Asia.

Dubai’s RTA begins diversion work for $545m canal project

The Roads and Transport Authority (RTA) of Dubai has started works on Sheikh Zayed Road in a bid to
divert traffic as a part of the $545m Water Canal project.
Expected to begin in the Dubai-Abu Dhabi direction located near Safa Park, the initial traffic diversion
phase is 1km long and is slated for completion by October 2015-end.
RTA Traffic and Roads Agency CEO Maitha bin Udai said: "The Abu Dhabi-bound traffic stream will be
routed to the new traffic diversion, while maintaining the traffic movement outbound from Abu Dhabi on
the Sheikh Zayed Road by diverting it to the lanes currently directed towards Abu Dhabi.
"Parallel to this, the RTA will be starting construction works on the northern bridge in the direction of
Dubai on the Sheikh Zayed Road nearby the metro line after routing the traffic movement directly to the
traffic diversion."
The project is split into three contracts with the first contract comprising of construction of bridges across
the canal on Sheikh Zayed Road.
Rising 8m, the bridges will allow free navigation in the canal along with carrying a number of
improvements on the canal intersection.
The second contract will see the construction of bridges on the Jumeirah and Al Wasl Roads spanning
three lanes on the Jumeirah Road and two lanes on Al Wasl Road in each direction.
A flyover from Al Wasl Road to Al Hadiqa Road in the direction of the Sheikh Zayed Road will also be
constructed, while diverting the existing utility lines.
The third contract comprises the drilling of a 3.2 km-long canal and construction of three pedestrian
bridges above the canal to link the Jumeirah Beach Walk with Safa Park Walk.
Nakheel to develop 1,000 villas in Nad Al Sheba, Dubai

UAE based real estate developer Nakheel has unveiled a plan to develop a gated master planned
community of 1,000 villas in Dubai, as part of its leasing, hospitality and retail business expansion
strategy.
The development, which has an estimated construction value of AED2.5bn ($680m), will be located in
Dubai's Nad Al Sheba district.
It will comprise 900 three- to five-bedroom villas for lease and a separate resort-style complex of 100
high-end, serviced homes, all with private swimming pools.
Nakheel also signed a AED27m ($7.3m) contract with Dubai-based Arif and Bintoak Consulting Architects
and Engineers for design and engineering services for the project.

Oman floats $2.6bn tender for Al Batinah Expressway project

Oman's Ministry of Transport and Communication has floated a tender worth $2.6bn (AED1bn) for
construction of package-7 of the Al Batinah Expressway project.
The Al Batinah Expressway project will be a 265km-long dual four-lane expressway, which will connect
the Muscat Expressway in the wilayat of Barka to Khatmat Milahah in the wilayat of Shinas.
Initially, the entire project was divided into six large packages, and of them, package-2 is the only
package yet to be awarded.
Once completed, the Batinah Expressway will be an eight-lane road linking Oman's capital, Muscat, to the
new Sohar Port and industrial area and on to the UAE border.
As of now, five international contracting companies have already expressed interest in the project by
obtaining tender documents on 15 July.

Saudi Arabia allocates $2.6bn for two road projects

The Saudi Government has allocated SAR6bn ($1.6bn) for two road projects in the country.
The projects include SAR6bn ($1.6bn) road project which will connect Asir and Jazan regions. The road
will start from Al-Far'a recreation park in the south of Abha to Beesh in the north of Jazan region with a
length of 135 km.
It will be a dual carriage way with all services needed to facilitate the movement of travelers between the
two regions.
The approval will also see another road project linking Makkah and Jazan regions via Asir region at a cost
of SRA4bn ($1bn).The road will feature all the required services and rest houses.
These developments are part of the planned road projects at a total cost of SAR24bn ($6.4bn).

GDF Suez inks power and water deal for $1.5b Mirfa project in Abu Dhabi

GDF Suez has signed a 25-year Power and Water Purchase Agreement (PWPA) for the Mirfa Independent
Water and Power (IWPP) project with the Abu Dhabi Water and Electricity Company (Adwec), the Single
Buyer and Seller of Water and Electricity of Abu Dhabi.
The project will be built at a capital cost of approximately $1.5 billion and will involve the acquisition of
certain existing water and power facilities, the development, design, engineering and construction of new
power and water facilities, as well as the operation of the plant.
The new project is part of Abu Dhabi’s plans to add more electricity. The emirate, which generates 13849
megawatt of electricity, has plans to increase its generation in order to meet the growing needs of its fast
growing population and the economy.
Abu Dhabi whose power generation capacity tripled and power generation doubled in the years 20022012, has witnessed 11.3 per cent uptake in electric power consumption during 2011-2015.
Located 120km from Abu Dhabi, the Mirfa project is the Emirate’s tenth facility to be built under the
Public-Private Partnership model.
When finished, and with the existing and new facilities fully integrated, Mirfa IWPP will have a total power
capacity of 1,600 MW and a seawater desalination capacity of 52.5 MIGD. Commercial operation of the
project is expected on a phased basis between 2016 and 2017. The project is targeted to satisfy Abu
Dhabi’s rising demand for electricity and water as well as supporting the development of the UAE’s
Northern Emirates.

UAE construction records best half-year since 2008

The pace of construction in the UAE is set to rapidly accelerate in 2014, with more than $15 billion in
major projects awarded for the first half of the year — and with total construction awards expected to
jump to $46 billion over the full 12 months.
During the first half of the year, there were more than 50 contracts, worth a total of more than $5.4
billion, for newly announced or recovered residential projects and a further $3.8 billion for mixed-use
projects, all with strong residential elements, according to half year data produced by Meed Projects.
“A clear resurgence of interest in residential projects is behind the best half year for contract awards in
the buildings and transport sectors since 2008,” said Julian Herbert, Director of Meed Projects. “Civil
construction projects represented 75 per cent of all awards in the UAE in the first half of the year, and

with well over $20 billion of awards, the UAE was the GCC’s biggest market across all sectors – again, a
position it has not held since 2008.”
The strength of the residential projects’ sector is largely due to the recovery of the sector in Dubai, where
44 major contracts totalling $4.8 billion were awarded in the first six months of 2014. Abu Dhabi, with six
projects worth a total of $500 million, was the emirate with the second highest level of residential sector
awards measured by value. When smaller contracts worth less than $30 million are included, Dubai’s
total of 78 awards make up three quarters of all residential building projects awarded in the UAE in the
first half of 2014. Steady investment in transport infrastructure has been a feature of the UAE economy
for a decade and the first half of 2014 has been no different. Over $2 billion in contracts for roads were
awarded, mainly in Abu Dhabi, with awards for Dubai’s creek extension and Terminal 4 at Jebel Ali Port
bringing the total to over $2.5 billion.
Dubai Airports this year announced a $7.8 billion airport and airspace expansion programme which will
boost capacity at Dubai International from 60 million to 90 million passengers per year by 2018. Similarly
in Abu Dhabi, the Dh10.8 billion Midfield Terminal Building project — a 700,000 sqm site with what is set
to be the world’s largest baggage system — remains on schedule to open by July 2017.
According to a recent report by consultancy Ventures Middle East, “Exploring UAE’s Strong Investment
Environment”, the new projects, combined with many previously stalled projects now forging ahead, will
continue to bolster the 2013 upswing into 2014. The report sets the value of the country’s building
construction sector at almost 60 per cent of the total projects in the construction industry, followed by
infrastructure, oil and gas, and power and water, with total construction projects awarded in the UAE
totalling $38 billion in 2013. The total for 2014 is expected to reach $46 billion in awarded projects in the
country.
The top six contractors measured by value of contracts awarded in the first six months of 2014, all netted
over $500 million worth of contracts. Arabian Construction Company (ACC) and Arabtec topped the
ranking, with over $1 billion each. Eight of the top 10 and 17 of the top 20 contractors are either local
contractors or UAE-headquartered joint ventures. Damac Properties, whose recent developments include
the 42 million sqft master development, AKOYA by Damac and the four-tower Damac Towers by
Paramount project in the Burj Area, is bullish about the upswing in the market.
“The outlook for the real estate sector in the UAE and Dubai is positive, and this is mainly due to the
strong economic growth experienced since 2012. Dubai in particular has continued to witness solid
economic recovery and this is reflected on the real estate sector. Strong predicted growth of 4.5 per cent
this year will sustain demand for residential property; this explains the continuous solid levels of demand
in the market, which is reflected in the growth in rental levels and residential values on the short and
medium terms,” said Ziad El Chaar, managing director of Damac Properties.
The region’s leading international building and construction showcase, The Big 5, will demonstrate this
renewed industry confidence with its largest event yet.
The Big 5 2013 attracted a record number of visitors. Andy White, group event director, said 98 per cent
were planning to return this year. Combined with new exhibitors from across the world, this year’s event
would be the largest and best attended in its 35-year history, White said. The Big 5, PMV Live and Middle

Export of Goods and Services – Project Exports
Attention of Authorised Dealers is invited to Regulation 18 of Notification No. FEMA 23/2000-RB dated 3rd
May 2000 viz. Foreign Exchange Management (Export of Goods and Services) Regulations, 2000 in terms
of which export of goods or services on deferred payment terms or in execution of a turnkey project or a
civil construction contract requires prior approval of the approving authority, which shall consider the
proposal in accordance with the guidelines issued by the Reserve Bank from time to time. Further,
attention of Authorized Dealers (AD) is also invited to i) A. P. (DIR Series) Circular No. 32 dated October
28, 2003 in terms of which Memorandum of Instructions on Project and Service Exports (PEM) had been
revised, ii) A. P. (DIR Series) Circular No. 118 dated June 26, 2013 in terms of which the time limit to
submit form DPX 1 / PEX-1 / TCS-1 for obtaining post-award approval was increased to 30 days of
entering into contract and iii) A. P. (DIR Series) Circular No. 51 dated September 20, 2013 in terms of
which submission of forms DPX1, PEX-1, TCS-1 and DPX-3 to the Regional Office of the Reserve Bank of
India (Foreign Exchange Department) within whose jurisdiction the Head Office of the exporter is situated
by the Approving Authority (AA), such as, the AD Bank / Exim Bank/ Working Group has been dispensed
with. However, submission of these forms to ECGC and Exim Bank where their participatory interests by
way of funded / non-funded facilities, insurance /risk cover, etc are involved shall continue.
2. To further liberalise and simplify the procedure, it has been decided as under:
i) The structure of Working Group (consisting of representatives from Exim bank, ECGC & RBI), which has
hitherto been permitted to consider project exports and deferred service exports proposals for contracts
exceeding USD 100 Million in value will now be dispensed with. The AD banks / Exim Bank can now
consider awarding post-award approvals without any monetary limit and permit subsequent changes in
the terms of post award approval within the relevant FEMA guidelines / regulations. Project and service
exporters may accordingly approach AD banks / Exim Bank based on their commercial judgement. The
respective AD bank / Exim Bank should monitor the projects for which post-award approval has been
granted by them; and
ii) The stipulation of time limit of 30 days for the exporter undertaking Project Exports and Service
contracts abroad to submit form DPX1/ PEX-1 /TCS-1 to the Approving Authority (AA) for seeking post
award approval will not apply henceforth.
3. The revised Memorandum of Instructions on Project and Service Exports (PEM) is enclosed.
4. Reserve Bank has since amended the Principal Regulations through the Foreign Exchange Management
(Export of Goods and Services) (Second Amendment) Regulations, 2000 notified vide Notification No.
FEMA 310/2014-RB dated June 12, 2014 c.f. G.S.R. No. 434 (E) dated July 8, 2014.

5. Authorised Dealers may bring the revised guidelines in the Memorandum to the notice of their
constituents concerned.

PROJECT EXPORTS PROMOTION COUNCIL OF INDIA (PEPC)
India is a country with large and diverse infrastructure sector. The Government of India recognized the
imperative need for the infrastructure sector and takes several initiatives like Committee of
Infrastructure, National Highway Development Project (NHDP), National Maritime Development
Programme (NMDP), Tax Holidays etc for the development and promotion of the sector. In the recent
years, there has been several improvements in sectors like roads & highways, ports, railways and
airports, the policy and regulatory framework is already in place and investment in infrastructure has
risen considerably however there are still significant gaps that need to be bridged.
With a view to create a platform for all the stakeholders and for the conclusive growth & development of
the Infrastructure sector, PEPC works with the Central and Foreign
Governments, National &
International development organizations like World Bank, Asian Development Bank etc, Government
Agencies, and various other stakeholders to promote the Project exports.
PEPC discusses policy, regulatory and procedural issues with its members, industry experts etc. and
advice appropriate reforms to the government for the development of the project exports. For making
conducive business environment PEPC highlights encumbrances being faced by the industry players in the
process of development of the sector and interacts with various national / international agencies for
making feasible measures to overcome those encumbrances.
PEPC supports the Government in its efforts towards projecting the project exports. It act as a reference
point for investors (Domestic & International) interested in the sector and provide information related to
government guidelines, investment opportunities, government & development agencies (which are
involved in the development process of the sector).
For promotion of the sector PEPC works proactively and suggests necessary procedures during the
process of policy formation, budgetary allocation, forming legal framework etc. by the government. To
maintain smooth progress PEPC also insist government to make essential provision for timely upgradation
of the policies on the basis of regular feedback from its members and industry players.
PEPC organizes several investment promotion programmes, conferences, seminars, workshops, etc on
regular basis for facilitating interaction between various government agencies, international bodies,
industry players and its members that provide prospects to raises issues pertaining to the sector and
exchange ideas. These networking events provide a platform to share thoughts, explore business
opportunities among the varied stakeholders of the project sector. These measures help to analyse the
present developments and identifies the ways to overcome the constraint of the sector.
PROJECT EXPORTS
Project Exports from India commenced with a modest beginning in the late 1970s. Since then, project
exports have evolved over the years, with Indian companies demonstrating capabilities and expertise
spanning a wide range of sectors. The nature of Project Exports being undertaken reflects the
technological maturity and industrial capabilities in the country. Project exports are broadly divided into
four categories:




Civil construction
Turnkey modules
Consultancy services
Supplies, primarily of capital goods and industrial manufactures
Each of the above are explained here:
Civil construction projects Construction projects involve civil works, steel structural work, erection of
utility equipment and include projects for building dams, bridges, airports, railway lines, roads and
bridges, apartments, office complexes, hospitals, hotels, and desalination plants.
Turnkey projects

Turnkey projects involve supply of equipment along with related services and cover activities from the
conception stage to the commissioning of a project. Typical examples of turnkey projects are: supply,
erection and commissioning of boilers, power plants, transmission lines, sub-stations, plants for
manufacture of cement, sugar, textiles and chemicals.
Consultancy services Services contracts, involving provision of know-how, skills, personnel and training
are categorised as consultancy projects. Typical examples of services contracts are: project
implementation services, management contracts for industrial plants, hospitals, hotels, oil exploration,
charter hire of rigs and locomotives, supervision of erection of plants, CAD/ CAM solutions in software
exports, finance and accounting systems.
Supply contracts Supply contracts involve primarily export of capital goods and industrial
manufactures. Typical examples of supply contracts are: supply of stainless steel slabs and ferro-chrome
manufacturing equipments, diesel generators, pumps and compressors.
Project export contracts are generally of high value and exporters undertaking them are required to offer
competitive credit terms to be able to secure orders from foreign buyers in the face of stiff international
competition. Exim Bank plays a pivotal role in promoting and financing Indian companies in the execution
of projects. It has been closely associated with the growth of project exports from India by way of
providing finance, information and business advisory services. The bank supports Indian companies at all
stages of the project cycle from advance tender information, guidance in preparation of competitive bids
to providing financial facilities, including loans and guarantees. It extends funded and non-funded
facilities for overseas industrial turnkey projects, civil construction contracts, as well as technical and
consultancy service contracts. Exim Bank has in place a specialised cell to provide advance information to
Indian companies on projects being funded by multilateral funding agencies in various countries. Over
the past two decades, increasing number of projects have been executed by Indian companies in North
Africa, West Asia, South & South East Asia, CIS and Latin America.

export through accessing new markets or through increasing the share in the existing markets. Under the
Scheme the level of assistance for each eligible activities has been fixed.
The following activities will be eligible for financial assistance under the Scheme :

WTO Studies for evolving WTO compatible strategy;

To support EPCs/Trade Promotion Organistions in undertaking market studies/survey for evolving
proper strategies.

To support marketing projects abroad based on focus product - focus country approach. Under

FINANCIAL ASSISTANCE
There is no specific scheme to promote the exporting firms in the country. However, some assistance is
provided to exporters under Marketing Development Assistance (MDA) Scheme and Market Access
Initiative (MAI) Scheme. Other schemes for export promotion include Duty Neutralisation Schemes like
DEPB, Advance Licence, duty concession schemes like EPCG and Reward Schemes like Served from India,
Vishesh Krishi and Gram Udyog Yojana, Focus Market Scheme and Focus Product Scheme.
These schemes are reviewed periodically and necessary corrective measures are taken.
ANNEXURE-I
4.1 MARKET DEVELOPMENT ASSISTANCE (MDA) SCHEME
EXPORT PROMOTION ASSISTANCE GIVEN BY GOVERNMENT
The Government of India encourages Indian project/product exporters by providing financial assistance
under the following export promotion assistance schemes:
a. Market Development Assistance (MDA) Scheme
b. Scheme for Export Promotion by Small Scale Manufacturers
c. Market Access Initiative (MAI) Scheme
MARKET DEVELOPMENT ASSISTANCE (MDA) SCHEME
Under this scheme assistance is given to individual exporters for participation in following

(i)
Exporting companies with an f.o.b. value of exports of upto Rs. 30 crore in the preceding
year. No such ceiling is applicable for participation in Focus LAC region.

The exporter should have complete 12 months membership with concerned EPC etc
(iii)
Assistance would be permissible on travel expenses by air, in economy excursion class
fair and/or charges of the built up furnished stall. This would, however, be subject to an
upper ceiling mentioned in the table per tour.

SCHEME FOR EXPORT PROMOTION BY SMALL SCALE MANUFACTURERS
There is a separate scheme designated as Marketing Development Assistance for SSI Exporters meant to
encourage small scale manufacture exporters along the following lines:
(A)
Exporters eligible for assistance:
(i)
Exporting unit must be registered as SSI / SSSBE.
(ii)
Exporting unit must be a member of FIEO / EPC.
(iii)
Exporting units with aggregate exports of Rs. 2 crores and above over the last three financial
years (Rs. 1 crore for ISO 9000 certified exporters) are eligible for assistance from the Ministry of
Commerce & Industry through EPCs/other grantee organisations. SSI units with aggregate exports less
than this limit would now be eligible for direct assistance from the Office of DC(SSI) under this scheme.
SSI units which have not yet commenced exports are not eligible for assistance.
(iv)
An exporting unit would be eligible for assistance under SSI-MDA only once in a financial year.
(B)
Activities eligible for financing
(i)
Individual participation in overseas fairs/exhibitions.
(ii)
Individual overseas study tours/as member of a trade delegation going abroad.
(iii)
Production of material for overseas publicity.
(C)
Permissible binding limits:
90% of cost of return ticket by economy class subject to an upper ceiling of Rs.60,000/- (Rs. 90,000/for Latin American countries). In case excursion fare is cheaper than economy class fare, the excursion
fare will be considered.
(ii)
(D)
25% of the cost of production of publicity material limited to Rs.15,000/- in a financial year.
Other conditions:
(i)
Assistance shall be available for travel by one permanent employee/director/partner/proprietor of
the SSI unit in economy class by Air India. Air travel by airlines other than Air India would be permissible
provided that their economy class airfare is not higher than Air India.
(ii)
Applications must reach the Office of the DC(SSI) at least one month before the start of the
event in question.
(iii)
The SSI unit should not have been charged/prosecuted/debarred/ blacklisted under the export
and import policy or any other law relating to export and import business.
Total MDA assistance under SSI-M[DA scheme shall be inclusive of MDA assistance received from all
Government Bodies/FIEO/EPCs/Commodity Boards/Grantee Organiations etc.
