Revision of the Master of Science in Health Informatics

Description:
The change proposed is a revision to one required course, BHIS 511, Application of
Health Care Information Systems. The course previously required students in this
online degree program to attend computer training laboratory sessions at the
University of Illinois Medical Center, as well as compliance with HIPAA training and
confidentiality regulations. The revision will eliminate the campus visit and associated
requirements due to the lack of access to live patient data.
The learning outcomes are updated to include evaluation of hardware/software
applications in a variety of care settings, and assessment methods are revised,
substituting computer-based proficiency exams, mid-term and final assignments with
unit assignments, discussion, and minute paper surveys appropriate for a fully online
delivery of this course.
Sample sources & resource materials are updated to eliminate extensive use of
computer based training and instead incorporate vendor webcasts, virtual lab
assignments, and referenced articles.
By eliminating the computer laboratory session (2 contact hours), the type of
instruction now reflects two contact hours for lecture and discussion instead of one.
There is no change to the total credit hours for the course or the degree.
Justification:
The most significant course change is the elimination of the onsite computer
laboratory training session and associated privacy & compliance requirements.
Given the rapid growth in the number of students in the health informatics program, it
has become increasingly challenging securing space and resources for BHIS 511’s
onsite laboratory section. At the same time, web access and increased bandwidth
has enabled course objectives to be met in an exclusively online format similar to
other courses in the health informatics program. This is accomplished using vendorsupplied webcasts, prerecorded product presentations and demonstrations, and
completion of the American Health Information Management Association (AHIMA)
virtual lab assignments.
The decision to eliminate the compliance requirements (including the certificate of
completion of the NetLearning HIPAA training module) is a result of the change in
course delivery to a 100% online format. Students will no longer require or gain
access to UIMCC’s campus, therefore they will not access/view any live UIMCC
applications, patient information, etc. eliminating the need to satisfy privacy and
compliance requirements.
The learning outcome assessment methods have been reframed by eliminating the
mid-term test, final exam, and the executive-level presentation. Tailored
assignments and graded discussion forums enable greater depth and range in
achieving & assessing whether course objectives have been met. This also allows
for increased flexibility to continually & rapidly update course content with new,
evolving health information technologies & applications.

There is no impact – either positive or negative – these proposed changes may have
on minority students.
Budgetary and
Staff Implications:
There is no impact anticipated on budget and staff resources by eliminating the
onsite component and delivering BHIS 511 online. No billable services were utilized
during the previous onsite laboratory sessions. There is no change in the number of
instructors and/or co-facilitators whether onsite or online.
Library Resource
Implications:
There is no impact on Library Resources with the proposed changes in BHIS 511.
Space
Implications:
There are no space implications for the revisions planned for BHIS 511. No billable
services were utilized during the previous onsite laboratory session and the revisions
assume the course is delivered 100% online.
