Human Resources Department REQUEST FOR PROPOSAL TITLE: Assessment of current Job Evaluation method, recommendations for improvement, and implementation of changes A. Background The Northeast Ohio Regional Sewer District (“NEORSD”) is a political subdivision of the State of Ohio organized under Chapter 6119 of the Ohio Revised Code. It was established by a court order in 1972 and currently conveys and treats waste water for Cleveland and part or all of 61 surrounding communities. The District currently has approximately 700 employees occupying 250 unique position descriptions. The current weighted point factor job evaluation method used was implemented in 2002, updated in 2009, and is still being utilized today with an established job evaluation team/committee. There are 7 compensable factors, 4 being weighted as 16.75% of total and 3 as 11% for up to a maximum total of 900 points. The compensable factors have levels of 100 - 150 maximum points with 5 factors having 5 levels and 2 with 6. B. Scope of Services The Northeast Ohio Regional Sewer District’s Human Resources Department (hereinafter referred to as “the District”) is requesting proposals to: Evaluate/assess the current job evaluation method in use by the District. Make recommendations on improving effectiveness and efficiency of current evaluation system. Make recommendations on possible new job evaluation systems and alternatives. Detail implementation of changes to include: o Training of staff and documentation of methods and processes. o Transition and impact on current job descriptions and salary structure in accordance with District policy. o Recommendations on effective communication of changes. C. Requirements The District requires that prospective service providers have the ability to conduct an assessment of current District job evaluation methods and develop/discuss recommendations on alternatives which are compliant with applicable Federal, State, and Local laws. 1. Service Provider will utilize their own technology, such as computers, software, website or any other equipment required to deliver services to the District. 2. Service Providers must designate a representative who will serve as the District’s primary point of contact and will be responsible for overseeing and ensuring that the District is receiving timely responses to service requests. Relevant Experience Required The Service Provider must have experience and a proven track record of providing expertise with various job evaluation methodologies and related salary structure services. It is highly desirable that the Service Provider possess previous experience providing similar services to organizations in the public sector including local government agencies and/or utilities. D. Performance Measures Once a contract is signed the District will evaluate the Service Provider on the following: Human Resources Department 1. Services delivered, including timely completion and delivery of assessment of the current job evaluation method in use by the District, recommendations on alternatives to improve effectiveness and efficiency, communication/discussion of results, and implementation of any changes elected. 2. Preparation of detailed reports describing and documenting the types of services being delivered to the District with updates on milestone achievement. 3. Ability to produce statistical assessment documentation, to include evaluation of current system, comparison to alternative method proposals, alignment with external market data and internal equity pay structures, and any actions taken. 4. Ability to stay within scope, timeline, and agreed-upon price structure in the delivery of services. The District places a high degree of value on the timely delivery of these services and on accuracy of the information contained within issued reports. E. Proposal Instructions To allow for easier comparisons of all submitted proposals during the evaluation process, a specific format with a description of submittals will be as indicated with content as follows: 1. Scope of Services - Describe how the job evaluation assessment, recommendations, and implementation of changes process will be conducted. This will include: (a) A detailed listing, description of tasks, and project milestones (b) deliverables, (c) expected turnaround times for delivery of services and specified project milestones. Service providers should also address any services they are unable to perform, and may provide options for the District to review and consider. 2. Experience and Capacity – List and detail the job evaluation methods with which you have experience and the amount of time with each. Also list and describe any additional related services you may be able to provide if requested that are outside the scope of this project. Describe your qualifications and of those who will be assigned to the District’s account including professional experience, education and any other relevant information demonstrating ability to provide the required services. 3. Current Customers: Provide a list of current customers, highlighting experience providing these services to either current or former government/public service/utilities entities. 4. References – Provide a minimum of three (3) business references: A complete reference could include: Organization name, contact information and title of a representative within the organization, length of service provision relationship. 5. Cost - Indicate proposed total cost of services including details of all proposed services and options provided, as well as travel expenses if any, and a payment billing schedule. All pricing provided should be guaranteed to not increase for the duration of the contract. F. Date Proposal Must be Delivered Proposals must be received by November 12th, 2015 4:30 p.m. Eastern Standard Time. G. Acceptance of Proposals The District reserves the right to: a. Consider as acceptable only those proposals submitted in accordance with the solicitation. b. Reject, as unacceptable, proposals deleting or altering technical requirements. c. Reject, as unacceptable, proposals that are not received by the District by the specified date and time and at the specified address. Human Resources Department H. Evaluation Criteria Proposals will be evaluated based on the following criteria: 1. Service Fit: How well the scope of services offered meets the District’s objectives and needs. 2. Experience and Capacity: Qualifications, experience and capacity of those assigned to this project and a review of references. 3. Turnaround and Delivery Time: The length of time it will take the Service Provider to complete project milestones. 4. Cost Structure: The total cost of the services proposed and the individual cost of each of the proposed services. J. Project Schedule - Request for Proposals, Selection of Vendor and Awarding of Contract The District will be following the schedule as outlined below. The District plans to select a vendor and award a contract on or about November 1, 2015. The anticipated effective date of the contract will be on or after January 1, 2016.
