Mr Flannery introduced local Fireman Watch Manager, Robert Williams who has served 35 year’s service and also spoke of another local Fireman, Bryan Davies who has served 32 year’s service and explained that he was looking at succession planning and any ways of advertising to recruit personnel for the Talgarth Fire Station. It was suggested to advertise at the Flix in the Stix events and also in the Town Council Newsletter. 15/34 DECLARATIONS OF INTEREST – Cllr A Bufton declared an interest when Planning Application 15/11767 re Ty Pryor, Regent St, Talgarth, was considered. 15/35 MINUTES: Meeting 14 January 2015 - Previously circulated to all Councillors, Cllr A Lord, Mayor, sought their adoption. Proposed by Cllr M Dodds and seconded by Cllr J Wilding, all in favour, that the minutes of 14 January 2015 be signed as a correct record. 15/36 CORRESPONDENCE FOR ACTION RECEIVED SINCE 10 DEC MEETING Lack of Health Care and Facilities in Powys – Received copy letter dated 15 Jan from Pamela Coutts (Parent of Nia Davies) Welshpool, to Mark Drakesford, Minister for Health, Welsh Assembly Government, expressing her concerns regarding the dire lack of facilities for children with special needs in Powys. She stated that her daughter is not the only autistic child in Powys but would be grateful if the Town Council would take the time to read her letter, make comments and give any support to this appalling situation for every child/adult with learning disabilities and mental health issues in Powys. Noted Town Clerk has acknowledged the letter and asked Mrs Coutts to let us have copy of Mark Drakesford’s reply. Also asked Mrs Coutts to forward a copy of her letter to the Brecknock & Radnor Powys Community Health Council, for their information. 15/37 PLANNING APPLICATIONS AND PLANNING ISSUES – (a) Planning Application – 14/11729/LBC – “Proposed replacement of windows with timber slim double-glazed windows” – Great Porthamel, Talgarth LD3 0DL.Existing masonary wall to riverside curtilage of the property to be raised approximately 0.94m in like style and materials” – Town Council comments – Agreed to respond stating that whilst the Town Council would broadly welcome and support applications to improve and restore the Grade II listed farmhouse it was felt that this application should be viewed in the broader context of the extant S106 agreement. In the agreement's schedule at 2.1 it clearly states that a full survey and conservation plan should be carried out before the commencement of any works and this we are led to understand is to ensure that the works are prioritised and carried out using the correct materials and methods. Until such a conservation plan is drawn up the Town Council feels that this application is perhaps premature. (b) Planning Application – 14/11728/CON – “Variation of Condition 2 of 12/08032/LBC to allow concrete-based mortar to be used instead of lime-based mortar.” Great Porthamel, Talgarth – Town Council comments - Agreed not to support this application. It was felt that on a Grade II listed building of this importance that the cement pointing should be removed and replaced using the correct lime mortar. (c) Planning Application – 15/11744/TRCA – Crown prune one copper beech tree overhanging main road to Church and to farm traffic to Llanelieu and Ffostill”- Address: Hendre, Church St, Talgarth – Town Council comments – Proposed by Cllr P Turner and seconded by Cllr R Reid, all in favour, to support this Planning Application. (d) Planning Application – 14/11770/FUL – “Pair of semi detached houses on building plot to the rear of 20 Bronant Talgarth” – Address: Coed Duon, 20 Bronant, Talgarth – Town Council comments – Agreed to respond expressing observations: that the access road to this property is extremely narrow and used by many children to access the playground by the King George playing fields. the property is on the edge of if not in the C2 flood zone as shown on the Talgarth map in the document L-S-SD-6 Strategic Flood Risk Assessment.pdf produced by the BBNPA and as such is at risk. this site is adjacent to the River Ennig and in the past there have been issues with encroachment on the river bank from properties in Bronnant. This is of particular concern during instances of high river levels during flood. It should be stressed that the river bank must be left as it is. (e) Planning Application – 15/11767/FUL – “Proposed replacement of extension and balcony with two-storey extension – Address: Ty Pryor, Regent Street, Talgarth – Town Council comments – Agreed to support this Planning Application. (f) Brecknock Wildlife Trust Re Planning Application for a micro-hydro scheme at BWT Pwlly-Wrach nature reserve – Public meeting – Cllr A Lord, Mayor reported that he had spoken to Phil Sutton, Brecknock Wildlife Trust, who is going to arrange a date for a Public Meeting in the Town Hall as soon as possible. (g) BBNPA – Future Visit to Town & Community Councils by John Cook, Chief Executive/Chris Morgan, Head of Planning – Cllr A Lord, Mayor agreed to invite John Cook, Chief Executive and Chris Morgan, Head of Planning together with local BBNPA Members Alan Lovell, Chris Davies and Geraint Hopkins and County Councillors to a Special meeting of the Town Council soon. (h) BBNPA - Local Development Plan (LDP) (Adopted December 2013) - Consultation on Draft Supplementary Planning Guidance Notes - consultation for a period of 8 weeks running from Wednesday 24th December 2014 until Thursday 19th February 2015 –Agreed to accept Draft response prepared by Cllr A Lord, Mayor, and circulated in advance of the meeting, stating “Movement Access and Parking - Further traffic calming will need to be carried out on the A4078 between the Hay Road Junction and the junction between the A479, Bronllys road. Although this section of road is currently designated a 30 MPH zone it is a limit that is rarely observed. Dangerous overtaking manoeuvres have also been observed on this section of road in the Talgarth to Hay direction. Impatient drivers immediately attempt to overtake when still in the 30MPH limit but have passed the last centre refuge. This risks a head on collision with traffic turning left out of Hay road. When the new school is built there will be a considerable number of children crossing this road daily. Talgarth Town council would like to suggest the creation of a new roundabout at the junction of Hay Road and the A4078. This would slow down the traffic approaching from Three Cocks direction and would stop dangerous overtaking on leaving Talgarth. The junction of the A4078 and A479 would also benefit from a review and possibly the construction of a pedestrian refuge mid junction. We do realise however that this may need the cooperation of the Mid Wales Trunk Road Agency.” Noted Cllr A Lord, Mayor, had forwarded information of the Consultation to GP Biotec as some parts would be of relevance to them eg The section 4.8 and he advised them to read it very carefully as it may affect future planning applications for the AD plant. Noted letter dated 2 Feb received from BBNPA stating the Stakeholder Panel meeting will be held on Wed 11th Feb 10am in the Conference Room at the BBNPA Offices, Brecon and to confirm anyone attending by 9am Mon 9th Feb. (i) BBNPA – Local List Criteria – No new update. (j) BBNPA Public Speaking Scheme – Received below the link to BBNPA public speaking scheme. Please note there are now changes to the way in which Members of the Public / Agents / Applicants etc can apply to speak at Committee. http://governance.beacons-npa.gov.uk/ecCatDisplay.aspx?sch=doc&cat=13158&path=0 Please be aware that the deadline for submitting an application to speak at PAROW Committee has now been brought forward by 24 hours to 10am on Thursday prior to PAROW Committee. (k) Melin Homes/Proposed Churchfields development – On 30 Jan serious expressions of concern were received from Paul Jones, 5 Churchfields and Douglas Lee, 2 Churchfields regarding to the notification they had received on 29 Jan from TR33 Ltd, who are acting on behalf of Melin homes, informing the residents that they are planning on undertaking a “scrub clearance” exercise of the Churchfields development site on Tuesday 3rd February, where an EPS (European Protected Species) has been found in the adjoining hedgerows to the site. Town Clerk wrote to NRW with concerns and asked for clarification on this matter. Response received from Jonathan Saville,NRW, stating that he does cover the Talgarth area for NRW duties, but he does not have had any direct involvement in this case and do not have direct access to the key details (including the licence itself) and offered, if we wish to see the conditions of the relevant species licence, he can forward our request to NRW species licensing colleagues. Cllr A Lord, Mayor responded and pointed out that a wildlife crime will only be committed when the bulldozer actually destroys the dormouse habitat and strongly suspects that any action would be too late under those circumstances. At 9.30am on Mon 2nd Feb, Paul Evans, Churchfields, informed the Town Clerk that TR33 / Melin Homes have arrived at the Churchfields site with a flatbed TR33 truck and workers. Cllr A Lord visited the Churchfields development site at approx. 11am and reported back that the company Tr33 are clearing the main area with strimmers. No heavy machinery as yet. They are well away from the dormouse hedge. Cllr Lord felt they are preparing an area to put materials and probably equipment. Cllr Lord telephoned Enforcement at the BBNPA and was told that if we wish to register a breach it has to be in writing. Cllr N Bally suggested contacting Powys drainage and Highways to ask if they have sent their responses to BBNPA in regard to the last consultation which was focused on land drainage , sewage and highway issues. (l) Powys Local Development Plan 2011- 2026 - Update at January 2015 – Note the latest position with the preparation of the Powys Local Development (LDP). The Deposit LDP was published for public consultation from the 28th July to the 8th September 2014 and 670 comments or representations were received in response to the consultation. The representation received from Welsh Government advised the Council that further supporting evidence should have been available to support the LDP at the time of the deposit consultation. Without this in place, Welsh Government advised that there may be a risk that the LDP might be found unsound at examination or additional work would be required at that point. Having discussed and considered Welsh Government’s comments, the Council is in the process of ensuring that the supporting evidence is available with a view to repeating the deposit consultation in mid-2015. A revised LDP preparation timetable will be prepared in early 2015 through a revised Delivery Agreement. The representations that were received on the Deposit LDP, 2014 can be viewed on-line through the ref points in each of the consultation documents found on the following webpage. http://www.powys.gov.uk/en/planning-building-control/local-development-plan/ It is not PCC’s intention to consider and formally respond to individual representations but regard will be had to them in preparing supporting evidence and the revised Deposit Plan. Please note that the representations received on the Deposit LDP 2014 will not automatically be carried forward when the revised Deposit Plan is published for consultation. Further guidance on this will be provided at the revised Deposit stage. Should you have any questions regarding the above, please contact LDP@powys.gov.uk 15/38 VERBAL REPORTS – COUNTY CLLR WILLIAM POWELL AM – Cllr W Powell circulated an update in advance of the meeting, stating the most recent Powys County Council Cabinet considered key issues of local importance, including the proposals for the 2014/15 budget and council tax, together with the Price Waterhouse Coopers’ report on the sustainability of secondary schools in the County. He attached a copy of the minutes of that meeting, for colleagues’ interest. The budget and council tax will be decided at next week’s Full Council – and given the new alliance between the various ‘independent’ groups within the Council, it is safe to assume that it will be adopted as presented to Cabinet. As he mentioned in his report to last month’s Town Council meeting, he and Cllr John Hopkins attended a very useful meeting on Flood Alleviation on Wed 6th Jan, which included representatives of PCC Flood Alleviation team, Dwr Cymru/Welsh Water and key local stakeholders. A wide range of topics was covered – and, as promised last month, he has since circulated the minutes. One issue that has previously interested fellow members of the Town Council – in the context of planning applications – and that was raised again by Dwr Cymru/Welsh Water at the meeting, was the role of utility companies and statutory undertakers in development control. They are currently not statutory consultees – and thus their views can be ignored or overridden by local planning authorities. This is of relevance in terms of flood plain development, as well as sewerage infrastructure. In the light of Talgarth Town Council concerns, as well as those raised by Dwr Cymru/Welsh Water, Cllr Powell has raised these matters with the First Minister in Plenary session and in the National Assembly’s Environment Committee. As a result, a recommendation that utility companies should be made statutory consultees in planning applications has been incorporated into the Committee’s Stage 1 Report on the Planning Bill currently being scrutinised in the Assembly. ONE VOICE WALES –Noted Brecon & Radnor meeting to take place at 6.30pm Fri 30 Jan at Llanwrtyd Wells and attended by Cllr A Lord, Mayor. Cllr A Lord reported that OVW keeps a database of Case Studies of problems, for future reference. Minutes to follow. OVW Membership 1 Apr 15 – 31 Mar 16 – Proposed by Cllr M Dodds and seconded by Cllr Pip Turner to renew our subscription of £212 after 1 Apr 2015. TALGARTH PRIMARY SCHOOL – School Governors presence at School Tues 3 Feb - Noted Cllr J Wilding and Cllr M Dodds had attended the school 9am – 3pm the previous day, in a monitoring role. Cllr M Dodds said it was good news to have Welsh speaking in the School. Cllr J Wilding spoke of how well behaved and polite the children were. Also the pupil school attendance was high. ‘Green’ Award – Cllr M Dodds reported that Talgarth School was in the ‘Green’ Band (top award for Schools by Estyn. Agreed to forward a letter of congratulations to Headteacher Ydwena Jones, staff and pupils, on this success. FESTIVAL, LIGHTS & TIRC–MONTHLY REPORT Festival Group –Noted the next meeting will be held on 9 Feb 7pm in the Town Hall. Xmas Lights Group – Noted AGM was held at 6.30pm Wed 21 Jan in Town Hall – All officers were returned (Treasurer – Doris James, Secretary – Sid Fowler and Chair – Martin Draper) – 2 new positions were appointed: Vice Chair – Gethin Evans & Group Buyer – John from Truebox.-. Noted Switch on Lights Sat 29th Nov 2015 – joint event with Talgarth School Friends Xmas Fayre. Agreed to a road closure for the event – PCC fee £260 the first year and £130 each year thereafter. Noted the Xmas Lights Group wish to donate 50% £445 of the cost of the new LED lights purchased from LITE Ltd and will be paid after the Xmas Lights AGM. Cheque for £445 received. Tourist Information & Resource Centre (TIRC) – Cllr J Wilding reported that the TIRC’s application for £5000 from the Big Lottery – ‘Awards for All’ had been successful. Noted Cllr Wilding had assisted the TIRC with the completion of the application. TOWN HALL UPDATES – PCC Village Hall Annual Revenue Grant Scheme – Application received from PCC - Village Halls and Community Centre Revenue Grant precept form for the 2015/16 year. Noted Clerk has completed and returned to PCC by deadline of 31 Jan. Food Hygiene Rating (Wales) Act 2013 – The Food Hygiene Rating (Wales) Regulations 2013 – Premises: Town Hall, Talgarth – Received letter dated 20 Jan regarding these Regs and a Sticker which must be fixed to the Town Hall stating date of hygiene rating 20th Jan 2015 in respect of: Name of Business – Talgarth Town Council, Town Hall, Talgarth – Local Authority: Powys County Council. Clerk has given the Talgarth Luncheon Club a copy of this information. PAT Testing – Noted Mike Skyrme Electrical Contractor to undertake the PAT testing of portable appliances (approx. 40 – 50 items) both in the Town Hall and at the Clerk’s home at 8am Thurs 26th Feb at a quoted sum of £2 + VAT per item. Peter Edwards – Volunteer Painter – Noted the offer of local Volunteer Peter Edwards to decorate the main Town Hall and Entrance asap. Pictures/Certificates etc – Note Town Council to review the position of the picture/certificates etc on the walls in the Town Hall after the Town Hall has been re-decorated. Curtains in main hall – Agreed to look at purchasing new curtains, possibly via the Awards for All Grant next year. Notice Board for official notices of Town Council & Frames for official documents and for Chairmen names etc – Noted Cllr Bufton has matter in hand. Proposed rails at entrance - Sue Pascoe – Disability Dept. No new update. Heating Options, Town Hall – Noted Cllr J Lilly looking into heating options etc. Table Tennis – Update received from Gareth Walters - He is leaving Talgarth to permanently live in Haverfordwest next month March and he will finalise matters before he leaves. Gareth says it has been agreed that Jake Price, Llanigon, is running the Table Tennis at the moment from 7pm – 9pm on a Monday evening. Steven Cristian from Clyro (an ex Police Inspector) is, hopefully, going to take over the Table Tennis Club in the Town Hall – he has done courses on Emergency 1st Aid at Work Course and a Child Awareness Protection and Level 1 Coaching Course. Boilers in Town Hall – Cllr A Bufton confirmed that a further problem had occurred with the boiler now leaking nearest the entrance door and Alan Walters attend to this urgently. Agreed to payment of invoice for £60. Noted Alan Walters to undertake the Annual Service of the 2 boilers before the end of March 2015 at a cost of £100. Street Light outside Town Hall – TG218 – Clerk to report not in working order. Regeneration Group – Cllr J Wilding reported that the Flix in the Stix went extremely well with some 150 attendees on Sat 17 Jan – Film ‘Pride’. Noted a meeting of the Regeneration Group was held on 19 Jan 7pm in Town Hall. Cllr J Wilding circulated Agenda for the Regeneration Group meeting 5th Feb 7pm, Draft minutes of 19 Jan. Sunday Markets – Cllr J Wilding reported, with regret, that The Mill had withdrawn their stall of bread from the Markets. WWI Tea/Dance in Town Hall – Sat 25th April – 6pm – 9pm – Cllr J Wilding reported this forthcoming event was in hand. Talgarth Sports Extravaganza – 31 July – 2 Aug 2015 - Cllr J Wilding reported that this event is moving on well and that the Gliding Club has come on board. Also through the Twinning Group – a football team from Italy to take part. Flowers Spring/Summer around the Town – Cllr J Wilding reported that the group are planning on flowers for the town again this Spring/Summer with baskets and boxes/containers of flowers. A suggestion was made to ask the Cattle Market to sponsor the verges. 15/39 MAYOR’S PARLOUR – Cllr Andy Lord, Mayor, to hold a Mayor’s Parlour and invite reps of all the Voluntary Groups to attend a tea event, as a ‘Thank you’ to one and all for their voluntary work for Talgarth. 15/40 FUTURE PROVISION OF PUBLIC CONVENIENCES – Noted the Town Council has agreed to take over this responsibility from 1 April 2015. Cllr J Hopkins previously agreed to look at a single unit. 15/41 RURAL ALLIANCES - SIGNAGE FOR TALGARTH, INCLUDING BROWN SIGNAGE – Signage Talgarth – Cllr A Lord, Mayor reported that this is nearing completion Sunday Bus Service – Received from Carol Williams BBNPA letter of invitation to attend a workshop on 4th February 2pm-4pm at Talgarth Town Hall to explore the possibility for a new Sunday bus service. The BBNPA has agreed to support a feasibility study to investigate the reintroduction of a bus service on summer Sundays linking Hay, Brecon, Talybont-on-Usk, Bwlch, Crickhowell, Talgarth, Llangorse and Abergavenny railway station (Usk Valley bus). The study will consider route options and timetables and will also identify the likely costs of such an operation and possible sources of funding. While reductions in local authority funding mean that cuts to bus services are more likely at the moment rather than the creation of new ones, there is the recent example of the Hay Ho! Bus service between Hay on Wye and Hereford, whereby local communities and businesses have taken over responsibility for supporting Sunday bus services. https://www.facebook.com/pages/Hay-Ho-Bus/520031264799155 Local support amongst business and communities is crucial and in order to gauge the level of interest for the proposed service, BBNPA is holding a workshop at Talgarth Town Hall on 4th Feb 2pm – 4pm to decide what we would like to see happen. The workshop will take the following format: Presentation regarding Hay Ho! Bus Presentation of feasibility study Discussion regarding route options and costs Conclusions/Registering commitment Setting up of a Steering Group Timescales If the service is to start this Summer, timing is very tight. We will receive a copy of the feasibility study prior to the workshop, so people can come along fully informed and ready to make decisions. Noted Cllr A Lord, Mayor, attended this well supported workshop and said that the guy who undertook the Hay Ho Bus feasibility study was a Speaker and said the Hay Ho bus was already paying for itself. Community Asset Transfer 2 Launch - Update received via Cllr John Hopkins re the Launch. Rural Alliances final conference – information received. Note next meeting of the Rural Alliance Group on Tues 3rd Feb at 7pm in Town Hall. 15/42 WALKERS ARE WELCOME’ MEETING FOR TALGARTH – Clerk reported that Lucinda Williams organizer had monies available for the Walkers are Welcome Best Practice event on 11th Feb and Havard Prosser WAW has asked the Clerk to forward an invoice for Town Hall hire of £40. Noted a sub meeting at The Mill on 24 Jan took place to plan for 11 Feb event – attended by Cllr A Lord, Mayor and Cllr M Dodds who are both doing a piece for the Introduction. WAW meeting 4 Feb 7pm in Town Hall – Received Agenda for 4 Feb meeting and minutes of 26 Nov. Noted the WAW 2 – 5 May Programme is now out. Also that the Website has been updated and going live on 2 Feb. 15/43 EMERGENCY ACCESS/EGRESS - TOWN HALL BASEMENT ONTO THE MILL YARD – Planning Application & Listed Building Application for formation of opening through exit wall and construction of disabled access ramp –Agreed to ask Paul Tambling Architect for a full set of his recent plans. Agreed Cllr A Bufton and Cllr R Reid update the current Tender documents, to include this part, as quickly as possible, in order for us to obtain revised Quotes from the Tenderers. Noted we have to get approval for borrowing in May 2015. Received today, communication from Bruce Williams, The Mill, stating that he has met with Paul Tambling our architect and made some suggestions ie about the downpipe from town hall guttering where it enters the Mill yard and about the mortar to be used. Bruce has requested to be included in the Tender detail discussions. Agreed that Cllr Bufton and Cllr Reid meet with Bruce Williams when revising the Tender documents. 15/44 BLACK LIONS MOUNTAINS GROUP – REQUEST FOR POSITIONING DEFIBRILLATOR ON THE TOWN HALL – We have now found from the BBNPA that the Town Council needs to obtain Planning Permission and Listed Building Consent to erect a Defibrillator on the Town Hall, Talgarth (Listed Grade II building). We have been looking at alternative venues on The Square, Talgarth, but, unfortunately The Mill Cottage is also a listed building so the same consents would apply. Agreed that the Town Council applies for Planning Permission and Listed Building Consent to erect a Defibrillator on the Town Hall, Talgarth (Listed Grade II building). This, unfortunately, takes approx. 3 months to obtain. Cllr John Hopkins, who has had previous experience of obtaining these permissions, has agreed to pursue the applications on behalf of the Town Council. The Town Council has agreed to maintain and insure the Defibrillator when in place. Defibs & Measurements – Received from David James Black Mountains Group information and a link for viewing: https://www.aedvoordelig.nl/handleidingen/view.php?id=Handleiding_aivia_210 15/45 PCC HIGHWAY/TRUNK ROAD AGENCY ISSUES – Talgarth Traffic Review – High Street – Received letter dated 20th Jan from Jo Lancey PCC confirming that the initial proposal was to extend the limited parking bay across the whole width of the wider section of High Street, including the length opposite Ashburnham House. By reducing the length by 6.5 metres, account was taken of Mr. Martin and Mrs. Ingram’s concerns. However, if the length of 15 metres – as requested by Mr. Martin and Ms Ingram – was removed from the proposed parking then there would only have been space for 1.5 spaces. The length of parking bay was always going to be a balance to appease both objectors and supporters and not be dictated by an individual’s demands. Ms Lancey confirmed that all of the objections and letters of support were fully considered by officers and Breconshire Committee, which includes Mr. Martins and the revised proposals have now been confirmed by the making of the traffic order. Given the order has now been made, PCC is unable to make any alterations to what has been approved. She regrets that this may not be a favourable response to all but can assure us that this Authority has followed the correct legal procedure in making the order and on balance reflected the wishes of the town when shortening the section of limited waiting. Sign by the Tower Bridge directing through traffic along the High Street – Response received from Ian Mills PCC stating that this sign has been in that position for about 4 years now and it was erected then in response to complaints from some members of the Town Council due to the fact that many vehicles were driving up the old A479 trunk road and then having to turn back when the drivers realised that the road came to a dead end. It was merely a tactic to prevent this type of manoeuvre and to get vehicles out of town with the minimum of fuss and disruption. It is evident that the delayed transfers of care numbers are escalating within PTHB as Social Care Packages are not available or cannot be set up due to lack of care providers and one group has been released from PCC as they were unable to meet their contractual demand . Town Twinning with the Italian town of Pizzoferatto – Town Twinning Project – Noted Jane Green, Co-ordinator, has circulated an update – Successful fundraising event at the Castle Hotel for 25 Jan Burns Night which raised £185. In attendance Cllr J Wilding, Deputy Mayor, Cllr M Dodds, Josephine. Next event 6 Mar will be at the Bridgend and will be an Italian evening of food and wine - cost £15 per head including a glass of wine. This is the last fundraiser before the Italian delegation visit arriving on Thurs 30th April and leaving on Monday 4th May. There will be the Mayor of Pizzoferrato plus 7 other representatives and we are looking for people to host our visitors. A full programme will be published later but there will be a reception at the Bakers Table on Thursday evening. Tickets for this are £5 and include pizza and garlic bread as nibbles and a glass of wine. Our Italian visitors will be at Talgarth School on Friday morning followed by a tour of the Mill. They will then be visiting Jones the Brewer in Hay who have agreed to brew us a "twinning ale". Arrangements for Saturday and Sunday have yet to be finalised. The two primary schools are now in contact and Nicola Dixon from the Regeneration Group is now involved in working with the schools A football team from Pizzoferrato has been invited to take part in the Sports Event scheduled for August 1st and 2nd which is a very promising development. Megan Jones from the Young Farmers has agreed to be a contact for a group of young people in Pizzoferrato. The Town Twinning website is now up and running. Great Porthamel Planning Applications 14/11728/CON,14/11729/LBC – Received update dated 3 Feb from Virginia Brown informing the Town Council enclosing copy of her letter to BBNPA dated 29 Jan, in respect of these two Planning Applications, informing the BBNPA that she has recently become involved with the Community Liaison Group set up by GP Biotec to improve communications with Talgarth and her interest in the group relates to the listed buildings at Great Porthamel. She reminded the BBNPA of the Unilateral Undertaking under Section 106 of the Town and Country Planning Act 1990 made by the Jones family in 2010 relating to the Listed Buildings. Earlier this month Virginia met with Paul Jones at Great Porthamel and with his agreement contacted Rosie Burton and currently trying to arrange a meeting to discuss the way forward. She quoted that a former officer of the BBNPA suggested the following: ‘The Authority should ensure a thorough survey is carried out and that a comprehensive Building Conservation Plan be prepared for all the traditional buildings on the site. This should detail a proposed programme of works, prioritised on repair needs and based on a thorough understanding of the buildings and the surrounding archaeology based on survey and study. It therefore needs to be prepared by a competent specialist consultancy.’ Virginia asked the BBNPA would it not be more appropriate for the works mentioned in the above applications to be considered as part of a proper plan as detailed above? Mirror on Coleg Trefecca side – Cllr A Lord, Mayor, reported that a mirror was to be erected in this location opposite the lane from Dr Harvey’s home and that the College had agreed to this. 15/51 BURIAL GROUND Proposed Development at Churchfields & Land adjacent to St Gwendoline’s Churchyard, Talgarth - Cllr A Lord, Mayor, reported that, despite sending 2 further reminders in January to Mr Hiscock in respect of his promise in early Dec to reimburse the monies owing to the Town Council before the end of 2014 in order to conclude these matters, on 29 Jan, the Clerk had handed a letter to the Woodland Davies Partnership, expressing deep regret that the Town Council finds it has to write officially to the Partners of Woodland Davies Solicitors and in order to proceed with the matter, to request a copy of their Complaints Procedure. Response dated 4th Feb received from Mr Hiscocks. Cllr A Lord, Mayor agreed to look back in file and respond as soon as possible. Sun Dial outside St Gwendoline’s Church – Tim Martin has been to look at the remains of the dial which consists of a mid-19th century or earlier flat bronze plate set onto a much earlier stone pillar using wrought iron rivets set into dovetail sockets filled with lead. There is evidence of two mortises on the top of the dial for the gnomon. Surviving in one of these mortises is a wrought iron tenon from the gnomon. This plate will need resetting into the top of the stone with lead. He would also suggest the strap at the top of the post is cleaned, painted and caulked with lead. A budget of £400£500 + VAT will cover the cost of making a new wrought iron gnomon and the other repairs. In the meantime he is contacting the local history society to see if any photos exist showing the shape of the missing gnomon. Note that the local resident has offered some assistance with the cost. PCC has been operating a clinical waste service across Powys collecting material from residents’ homes separately from normal household rubbish. Following a review of the clinical waste collection service by PCC and Powys thB, in future only clinical waste classed as infectious will be collected separately to normal household waste. This change will result in significant savings for PCC, as all such collections will be the responsibility of Powys thB. Only clinical waste classed as infectious will now be collected separately, this includes infectious dressings, needles and syringes, and dialysis wastes. Non-infectious hygiene wastes, such as incontinence pads, catheters, colostomy bags, will be collected with normal rubbish using a wheeled bin or purple sacks for properties without wheeled bins. This material can be safely and legally landfilled with normal domestic rubbish. Residents whose waste is classed as non-infectious hygiene waste will receive letters informing them that their clinical waste collection service will end at the end of January and should place all such waste in with their normal rubbish for collection fortnightly.
