The Amateur Swimming Association North West Region Diving Championships and Competitions are open to bona fide members of clubs affiliated to the Amateur Swimming Association North West Region who shall reside within 5the Amateur Swimming Association North West Region continually from the 1st January in the year of the competition. A competitor not having a residential qualification may apply to the Amateur Swimming Association North West Region Management Board for permission to compete in the Amateur Swimming Association North West Region Diving Championships or Competitions, provided that they are a member of a club affiliated to the Amateur Swimming Association North West Region, and has not, and will not compete in the Championships or Competitions of any other Region in the year of competition. 2. If for whatever reason an Amateur Swimming Association North West Region diving event can not be held, competitors registered with the Amateur Swimming Association North West Region may dive in comparable events in other Regions as a guest. The diver’s scores shall be totalled and the diver will be presented with the respective Amateur Swimming Association North West Region place medal for that event that their score merits. The Amateur Swimming Association North West Region competitors will not be presented with another Regions medal when diving as a guest within that Region if their scores would have placed them within the first three places of that event. 3. The Amateur Swimming Association North West Region divers will qualify for the National Final of an event if their score is sufficient for them to qualify. Qualification can be made both in their own Region or if diving as a guest in another Region. 4. Competitors from other Regions may dive as a guest in all Amateur Swimming Association North West Region diving events. Amateur Swimming Association North West Region medals will not be presented to guest divers whose scores would place them in the top three places in any Amateur Swimming Association North West Region event. 5. Competitors from other Regions diving as guests in any Amateur Swimming Association North West Region event can be presented with place medals from the Region that they are affiliated to when their scores would have placed them in the first three medal positions of that Regions event. 6. Entries must be made on the official form of the Amateur Swimming Association North West Region, to reach the Diving Facilitator at least fourteen clear days before the appropriate Championship or Competition. In junior events, the official declaration of birth must be completed by a parent or guardian of the competitor. The definition of a junior is one who is under eighteen years of age as at midnight on 31st December in the year of competition. Entry forms not completed correctly and legibly may be returned. 7. Awards shall consist of a Trophy as appropriate and other Amateur Swimming Association North West Region Awards of such value as shall be determined by the Amateur Swimming Association North West Region Management Board. -8- 8. The Amateur Swimming Association North West Region Diving Facilitator shall maintain a record book of the points scored by all competitors within the Amateur Swimming Association North West Region Diving Championships and Competitions. 9. Any dispute or question arising from the foregoing or following rules of entry and conditions and those published by the Diving Facilitator or any matter not provided for shall be determined by the Amateur Swimming Association North West Region Diving Group subject to the approval of the Amateur Swimming Association North West Region Management Board. 10. Springboards, fixed platforms and depth of water must conform to the Amateur Swimming Association conditions. A ten per cent variation of measurement is permissible. 11. Whenever possible, boards shall be available to competitors for not less than one week before the advertised date of a Championship or Competition. 12. The officials for the Amateur Swimming Association North West Region events shall be appointed by the Amateur Swimming Association North West Region Diving Group and they shall consist of a referee, five judges, and nine judges for synchronised diving events, two recorders and an announcer when and where possible. 13. Dives shall be executed and judged in accordance with the Amateur Swimming Association conditions and practice. 14. A competitor must ensure that his/her dive sheet is handed to the Recorder or their representative not less than one hour before the start of the competition. Subsequent alterations to dive sheets after the one hour deadline may only be authorised by the Referee. 15. The Open three metre Springboard Championship shall be open to eligible competitors, who are members of organisations affiliated to FINA. 16. The entry fees for all events shall be as determined by the Amateur Swimming Association North West Region Management Board. Divers entering competitions in other Regions are eligible for the entry fee applicable in the Region for that event. 17. Junior Championship titles and medal placing will be extracted from the senior events. -9- Swimming Championship Conditions 1.1. The Regional Swimming Championships Long Course shall be open to all bona fide members of clubs affiliated to the Amateur Swimming Association North West Region and who hold current Amateur Swimming Association swimming registration who either: 1.1.1. Were born in the Region or 1.1.2. Reside in the Region The Management Board may grant exemption from the residential qualification in individual cases. 1.2. No individual may compete in the Regions Championships if he has competed in the Championships of another Region in any one calendar year. 1.3. A swimmer must have been a member of the club in whose name he is entered and registered as such with the Amateur Swimming Association at the closing date for entries. 1.4. A junior swimmer is defined as 16 years or under on the final day of the competition. 1.5. For age group purposes a swimmers age is the age as on the last day of the series of events making up the Championships. 1.6. The schedule and order of events for the Championships shall be contained in the relevant meet information pack. The Championship Hon Secretary has the authority to adjust the order to ensure the smooth running of the Championships. 1.7. Entries shall be made on the official form and together with the entry fee must reach the Championship Hon Secretary by the published closing date for entries for the event. 1.8. Qualifying times must be achieved in licensed meets within the dates specified in the meet information. All times to be twenty five metre times or times converted to twenty five metres and to one decimal place by use of the Amateur Swimming Association Equivalent Performance Tables. Second decimal places shall be disregarded before conversion. The Championship Hon Secretary reserves the right to require proof of entry time. Once an entry has been submitted improved times will not be accepted. 1.9. The Championship Hon Secretary reserves the right to reject entries where the number of entries for an event is limited by number. Submitted entry times shall be used for seeding and rejection purposes as required. 1.10.The entry fees will be set annually by the Amateur Swimming Association North West Region Management Board. 1.11.Acknowledgement and acceptance of entries shall be by the return of a list of entries to a club official. 1.12.For all Amateur Swimming Association North West Region Swimming Championships swimmers must inform the organisers at least one hour before the start of the session if they do not intend to swim. - 10 - 1.13.A penalty of £20.00 shall be imposed on an individual/team that having qualified for a semi-final or final fails to swim and has not previously given notice of withdrawal to the recorders. Qualified swimmers, including reserves, not wishing to take part in a semi-final or final are required to inform the recorders no later than thirty minutes after the heat or semi-final result has been announced. Withdrawals after the thirty minutes deadline may only be made on medical grounds. The responsibility for payment of the penalty shall rest with the Club under whose name the entry has been made. All swimmers, including reserves, who have qualified for a semi-final or final, unless they have withdrawn, must report to the Competitors Stewards for the race when called. If two swimmers withdraw from a semi-final or final no further reserves shall be called. 1.14.A swimmer failing to comply with any of the foregoing conditions shall not be allowed to compete further in the Championships Meet concerned. 1.15.The first three swimmers in each Championship shall receive a suitable award as determined by the Regional Management Board. 1.16.The winner of each Championship shall be entitled to hold the trophy where one has been provided. He shall comply with the regulations governing the holding of trophies. 1.17.There are no separate junior events but junior medals shall be awarded from the results of the individual championships. In HDW events the junior placings shall be determined from the heat results. In events with finals, should one junior swim in the final he shall be declared the junior champion, should two or more juniors swim in the final their relative final positions shall determine the junior placings. If required, other junior placings shall be determined from the heat results. 1.18.The Age Group Swimming Championships shall be swum in accordance with the British Age Group Categories. The age groups of competitors shall be: 1.18.1.Boys 10 years, 11 years, 12 years, 13 and 14 years 1.18.2. Girls 10 years, 11 years, 12 and 13 years Awards shall be presented in each age group based on the British Age Group Categories using GB points and the relevant age correction factors. The individual championship rules apply except that swimmers not eligible for events in their County Championships, for which they will become eligible in the Regional Championships, may have dispensation to enter the Regional event with a time achieved in a non licensed meet (e.g. a girl competing in the County Championships as a ten year old, whose birthday falls such that she competes in the Regional Championships as an eleven year old, will, not have had the opportunity to complete in one hundred metre events in her County Championships). 1.19.The age groups for the Youth Championships shall be as follows: 1.19.1.Boys 15 / 16 years, 17 / 18 years, 19 plus years 1.19.2.Girls 14 / 15 years, 16 / 17 years, 18 plus years Awards shall be presented in duel age groups. Events for Boys 19+ over and Girls 18+ over together with the 800 metres and 1500 metres Freestyle in the remaining age groups shall be swum HDW. The 50 metre and 100 metre events shall have heats, semi-finals and finals. - 11 - The semi-finals and finals shall be swum for Boys and Girls irrespective of individual age groups (see 1.17 above). The 200 metres and 400 metres events shall have heats and finals only. The finals for the 200 metres and 400 metres events will be double age groups – 15 / 16 and 17 / 18 men and 14 / 15 and 16 / 17 women. 1.20.In all Team Championships clubs may enter more than one team in an event. An individual swimmer may only swim for one team in a particular event. 1.21.Each competing team shall submit a list of the names of its swimmers in swim order to the recorders no later than forty five minutes prior to the published start time of the session in which the event takes place. If the individuals or swim order is changed for a final an amended list shall be submitted prior to the start of the final. 1.22.The qualifying rounds for the National Age Group Team and National Youth Team Swimming Championships shall be swum under the above conditions except that the ages shall be the age attained as per the relevant qualifying date for the National Championships as shown on the relevant entry forms. All events are HDW. The events shall be as follows: 1.22.1. National Age Group Team (Boys and Girls) 1.22.1.1.4 x 100m Medley and 4 x 100m Freestyle 1.22.2. National Youth Team (Boys and Girls) 1.22.2.1.4 x 100m Medley, 4 x 100m Freestyle and 4 x 200m Freestyle. 1.23.Any question or dispute arising from the foregoing conditions and those published by the Championship Hon Secretary or for which the conditions do not provide shall be referred to the Swimming Committee. - 12 - Open Water Swimming Championship Conditions 1. The Championships shall be open to members of clubs affiliated to the Amateur Swimming Association, the Scottish Amateur Swimming Association, the Welsh Amateur Swimming Association, or to FINA. 2. All competitors shall be registered with the Amateur Swimming Association or with their national federation. 3. The minimum age for competitors in junior events shall be twelve years of age as at 31st December in the year of the competition. 4. A junior swimmer shall be eligible to win both the junior and the senior titles. 5. The events shall be 2km and 5km. 6. Championship entries shall be accepted on the official entry form properly completed and duly signed by the competitor and shall be returned to the organiser with the appropriate fee by the closing date. Late entries shall not be accepted. 7. All events shall be freestyle. 8. All competitors shall wear a cap. 9. No swimmer shall be permitted to use or wear any device which may be an aid to speed or buoyancy. The wearing of wetsuits is not permitted. 10. The one start rule as defined by the Amateur Swimming Association Open Water Technical Swimming Rules shall apply. 11. Competitors shall call out their swim number at the finishing point on each circuit and have the number written on their back and / or upper arm. 12. Any protest shall be dealt with in accordance with Amateur Swimming Association Laws. 13. The Open Water Swimming Group shall determine any matter not provided for by these conditions. 14. The Open Water Masters Competition shall be held concurrently with the Championships and the junior event. 15. Age groups shall be 25 – 29 years and thereafter at four yearly increments. at 31st December in the year of the competition. Ages as 16. A time limit may be imposed at the discretion of the Open Water Swimming Group. - 13 - Synchronised Swimming Championship Conditions The following conditions and ASA Laws shall govern all North West Region Synchronised Swimming Championships and Competitions. Entries for and all communications referring to Synchronised Swimming Championships and Competitions must be addressed to the Synchronised Swimming Manager. 1. North West Synchronised Swimming Championships are open to bona-fide members of Clubs affiliated to the North West Region who shall reside within the North West Region continually from the 1st January in the year of competition. A swimmer not having residential qualification may apply to the Regional Board for permission to compete in the North West Region Championships and competitions providing that she is a member of a club affiliated to the Association, and has not and will not compete in the Championships of any other Region in the year of competition. 2. Entries must be made on the official form of the Association, to reach the Synchronised Swimming Manager at least twenty eight clear days before the appropriate championships and competitions. In junior events, the official declaration of birth must be filled up by the parents or the guardian of the competitor and attached to the entry form. The definition of a junior is one who is under 18 years of age as at midnight on 31st December in the year of competition. The names of the entrants with their clubs may be published in the Press. Entry forms completed incorrectly or illegibly may be returned. 3. Prizes shall consist of a trophy as appropriate (which shall be insured by the North West Region against fire, burglary and all risks) and Regional Awards of such value as shall be determined by the Regional Board. 4. The Synchronised Swimming Manager shall maintain a record book of the winners of all Synchronised Swimming Championships. 5. Any dispute or question arising from the foregoing or following conditions and those published by the Synchronised Swimming Manager or any matter not provided for shall be determined by the Synchronised Swimming Committee subject to approval of the Regional Board. 6. Championship Conditions 7. All competitors entering the Technical and Free Solos shall have passed Skill Level 5 of the ASA Award Scheme at least 28 days prior to the competition. Competitors entering the Free Duet Competition shall have passed Skill Level 4 of the ASA Award Scheme 28 days prior to the competition. In the Free Team section no Skill level is required and swimmers must have reached the minimum age of 15 years on the 31st December in the year of competition. 8. The Competition shall be as follows: Technical Solo 2mins.00secs +/- 15 seconds Free Solo 3mins.00secs +/- 15 seconds Free Duet 3mins.30secs +/- 15 seconds Free Team 4mins.00secs +/- 15 seconds Awards will be presented to the Champion, runner up and third place and the 3 highest placed juniors. Note Duets may be juniors, seniors or a combination of both. - 14 - Competitors may enter one Solo, one Duet and one Team routine. Should the entries for the Solo routine competition exceed the numbers stated below the results of the Technical Routine Competition shall be used to qualify swimmers to take part in the Free Solo Routine Competition. Solos: 8 Competitors (including at least 3 Juniors if entered) with the highest Technical Routine scores shall perform their Free Solo Routine. Duets: All Duets will swim a Free Duet Routine. 9. Routines All teams will swim. The Championship Team shall consist of no less than 4 and no more than 8 swimmers. 10. Timing of routines shall start and finish with the accompaniment. Timing of deck movements shall end as the last competitor enters the water. The accompaniment and judging shall begin upon a signal from the Referee. After the signal the routine must be performed without interruption. 11. One substitute may be listed for a Duet and two for a Team. No substitutes shall be allowed once the Championship event has started, except in the case of illness and only then with the permission of the Referee. 12. Music shall be recorded at the beginning of a new CD. One CD per routine is required. Competitors are responsible for labelling the CD(s) with name(s) of competitor(s) and section of competition, and for handing them to the controller of accompaniment before the commencement of the competition. 13. Each competitor is entitled to a trial test of a part of the accompaniment just prior to her competition, to check the volume and speed. If there is no music test and the music or sound level should be found to be incorrect during the deckwork, the competitor may stop and after adjustment of the music, restart without penalty. 14. All costumes for figures (in Age Group Competitions) shall conform to ASA Law and FINA Rules. 15. The order of appearance shall be decided by a draw by the Synchronised Swimming Manager at the time of the closing date for entries. Separate draws shall be made for all events. 16. Officials shall be appointed by the North West Region Synchronised Swimming Committee. 17. The Referee shall have full control as per ASA Law. He/she shall assign and instruct officials, he/she shall determine that the contestants are ready and signal for the start by blowing a whistle. He/she shall instruct the Scorers to deduct penalty points where applicable. 18. The Announcer shall make only such announcements as are authorised by the Referee. 19. The Rules relating to Officials and duties, methods of marking and penalties shall be in accordance with current ASA Synchronised Swimming Rules. - 15 - 20. Distributed with the entry form shall be diagram of the pool giving pool dimension, depth, position of diving boards, steps etc. 21. Any routine prepared as a North West Regional entry to a competition may not be entered by Clubs in the North West Regional Championships. Novice Competition Entry Conditions 1. The competition is open to members of all clubs affiliated to NWR. All competitors should be registered with the ASA minimum age for entry is 9 years on the 31st December in the year of competition. 2. Competitors must not have previously competed in any NWR Synchronised Swimming Competitions or Championships. 3. Swimmers entering this competition may not enter any Age Group sections of the competitions in the same year. 4. Competitors may hold up to Skill 1 of the ASA Award Scheme, but must not have held Skill 1 for more than twelve months on the day of the competition. 5. The scores of the highest place four from a Club will be averaged and will count for the Figure Team Trophy. 6. Figure Competition There shall be two groups of 3 Figures. one (1) week prior to the competition Group 1 Group 2 Tub Back Tuck S/S Back Pike S/S Blossom One group will be drawn from the following Bucket Leg Single Front Pike S/S 7. Free Routine Competition 7.1. Teams will consist of not less than 4 and no more than 8 swimmers 7.2. Clubs may swim more than one team provided that the first team has full 8 swimmers 7.3. All teams will swim 7.4. One half point shall be deducted from the total score for each member less than eight (8) 7.5. Routine time – 2mins.00secs (including 10 secs max deckwork). There is an allowance of +/- 15 secs. 7.6. The final result shall be calculated as per the ASA Handbook:- Figures 50 % Routines 50% 8. General regulations conform to NWR Synchronised Swimming Championship Conditions. 9. 12 and Under 9.1. No Skill levels required 9.2. Swimmers must be aged between 9 and 12 on 31st December in the year of competition. 10. Figure Competition 10.1.Swimmers will perform the Compulsory Figures plus one Group of Figures which will be drawn one (1) week prior to the competition. - 16 - 10.2.Compulsory 360 Walkover Front 2.1. 301 Barracuda 2.0. The figure section is open to all swimmers it is a requirement for the duet, but not compulsory for the team event. 11. Routine Competition The Routine Competition will comprise of Solo, Duet and Team. 17.1.Should the entries for the routine competition exceed the numbers stated below the results of the Figure Competition will be used to qualify swimmers to take part in the Routine section as follows: Solos: The 5 competitors with the highest figure scores Duets: The pairs with the 5 highest average figure scores 17.2.The Team will be a Free Combination Team. Swimmers may only enter 1 Solo, 1 Duet and 1 Team. - 19 - Water Polo Championship Conditions 1. Organisation 1.1. The Championships of the Association shall take place annually at venues and on dates approved by the Technical Water Polo Committee. 1.2. Any alteration to the conditions of any Championship or any other competition shall be subject to the approval of the Technical Water Polo Committee. 1.3. All competitors must be bona-fide members of a club affiliated to the Amateur Swimming Association North West Region and shall be registered competitors with the Amateur Swimming Association. 1.4. All entries together with the appropriate Entry Fees for the specific Water Polo Championships shall be made on the Official Entry Forms and returned to the Water Polo Secretary by the specified date. 1.5. The entry fee for each Championship shall be as determined by the Technical Water Polo Committee subject to the approval of the Amateur Swimming Association North West Region Management Board. 1.6. The Technical Water Polo Committee 1.6.1. Shall fix the dates, start times and venues of all tournaments, championship finals and other matches as required. 1.6.2. Shall be responsible for the selection or allocation of teams into competition groups or divisions of a league programme as required. 1.6.3. May decide that a Championship or a competition shall not take place if an insufficient number of entries are received. 1.7. Each club shall be responsible for its own travelling expenses to all tournaments and to all championship and competition finals. The Region shall be responsible for the cost of each final and for the appointed officials in accordance with Amateur Swimming Association Law. 1.8. The winning team and the runners up in each Championship shall receive awards of such value as shall be determined by the Amateur Swimming Association North West Region Management Board. 1.9. The management of the Championships shall be in the hands of the Technical Water Polo Committee who shall also decide any points that may arise which are not provided for in these Conditions. 2. Championship Entries 2.1. For each separate competition that it has been entered each competing Club shall send to the Water Polo Secretary not later than the specified date a list of fixtures as required, together with the names, addresses and Amateur Swimming Association Registered Numbers of the club members, from whom the team shall be selected. 2.2. A Club may only enter one team in each Championship. 2.3. A player may play for only one team in each individual championship or competition. A player may represent different teams in different championships and competitions. - 20 - 2.4. A player may be registered to play in a competition after the specified registration date upon receipt by the Water Polo Secretary, of an application with full details and the appropriate fee. A player so registered shall not be eligible to play until approval in writing has been received by the Club. 3. Championship Conditions 3.1. All matches shall be conducted in accordance with FINA Rules of Water Polo and Amateur Swimming Association Laws. 3.2. The Championships shall be conducted annually between 1st March and 31st October. An extension to the playing season may be granted at the discretion of the Technical Water Polo Committee in exceptional circumstances. 3.3. In each championship conducted on a tournament basis each team shall play each other once in the group stages. In each championship conducted on a league basis each team, in each division, shall play each other team twice, once at home and once away, unless specified otherwise by either the championship conditions or by a decision of the Technical Water Polo Committee. 3.4. In each league competition matches shall be arranged mutually by clubs and all clubs shall forward by the appropriate date to the Water Polo Secretary, a list of all their matches. 3.5. In each match two points shall be awarded for a win and one point for a draw. 3.6. If two teams have equal points, precedence shall be given to the team: 3.6.1. Gaining most points in the matches between those teams 3.6.2. With the greatest goal difference overall 3.6.3. Scoring the highest number of goals overall In the event of continuing equality the placings shall be decided by lot. 3.7. If more than two teams have equal points, the positions shall be decided on goal difference. 3.8. If a team fails to fulfil a fixture the secretary of each team shall within three days submit a written report to the Secretary of the Technical Water Polo Committee who shall have the power to make any or all of the following orders: 3.8.1. Award the points to the non-offending team 3.8.2. Order the match to be rearranged 3.8.3. Award a 0 – 0 score 3.8.4. Order payment of expenses by the offending team 3.8.5. Order payment of a fine not exceeding £50.00 3.9. Clubs playing an ineligible player may at the discretion of the Technical Water Polo Committee be subject to any or all of the following sanctions: 3.9.1. Fined to an amount not exceeding £10.00 3.9.2. Ordered to pay the expenses incurred in staging the match 3.9.3. Struck out of the Championship 3.9.4. Have the match awarded to their opponents - 21 - 4. Match Officials 4.1. Referees for all matches in the Championships shall be appointed by the Amateur Swimming Association North West Region Technical Water Polo Committee. Any Referee who is unable to fulfil an appointment shall notify both the home Club and the Secretary of the Technical Water Polo Committee. The appointment of substitute Referees to be the responsibility of the Technical Water Polo Committee. 4.2. The Referee and each club as required shall forward the Match Report Sheet duly completed to the Secretary of the Technical Water Polo Committee within three days of the match. 4.3. The home club shall pay the expenses of the appointed Referees. The home club shall also be responsible for providing the Timekeepers and the match Secretary. 5. Senior Men’s Championship 5.1. The Perpetual Challenge Trophy shall be awarded annually to the winner of the highest division. 5.2. The Fred Isherwood Memorial Trophy shall be awarded annually to the winners of the second highest division. 5.3. The Championship shall be conducted on a League basis with the League consisting of sufficient divisions to accommodate the entries up to a maximum of six teams in each division. 5.4. The lowest positioned team in the higher division shall be relegated to the next lowest division at the end of each season, with the exception of the lowest division. The highest positioned team in each division shall be promoted to the next highest division at the end of each season, with the exception of the highest division. 6. Junior Men’s Championship 6.1. The Championship shall be for players who reach the maximum age of 18 years in the year of the Championship. 6.2. The George Wilkinson Trophy shall be awarded to the winning team. 6.3. The Championship to be conducted on a league basis. 7. Youth Championship 7.1. The Championship shall be for players who reach the maximum age of 16 years in the year of the Championship. 7.2. The Danny Glautier Trophy shall be awarded to the winning team 7.3. The Championship shall be conducted on a league basis. 8. Academy Championship 8.1. The Championship shall be for players who reach the maximum age of 14 years in the year of the competition. 8.2. The Fred Moorhouse Memorial Trophy shall be awarded to the winning team. 8.3. The Championship shall be conducted on a tournament basis. - 22 - 9. Academy Inter Association Championship 9.1. The Championship shall be open to representative teams from the following Local Associations: Bolton and District, Central Lancashire, Cumbria, Liverpool and District, Manchester and District, North Lancashire and North Midlands. 9.2. The John Wallbank Trophy shall be awarded to the winning team. 9.3. The Championship shall be for players who reach the maximum age of 14 years in the year of the competition. 9.4. The Championship shall be conducted on a tournament basis. 10.
