The next meeting will be held in Midsomer Norton to give easier access to those organisations located that side of the Local Authority Area. Wandyke Play Association have generously offered the venue for this meeting. Apart from looking at any issues that have arisen from recent meetings attended by our representatives we will hear an update on the new Disclosure & Barring Service (with information from the recent DBS Roadshow, and subsequent updates) from Julie Campbell Regional Manager, Children England.The meeting will be preceded by a free Safe Network Training Event on ‘Preventing and Responding to Bullying’ from 10:00am – 1:30pm at the same venue: WPA, 10 Redfield Road. Do you have a free venue that the Network could use for a couple of hours once a year for 15 – 20 people? We would like to hold network meetings and events outside Bath from time to time to increase accessibility for members in the wider B&NES area. If you have a venue we could use for an event please let us know. Ideally there would be parking nearby and the venue should be accessible by public transport. Potential for Universal Credit Briefing. Please could you indicate your interest in a free talk on Universal credit and the potential impact on families from Angela Chadda, Partnership Development Manager, Department for Work and Pensions. Angela has agreed to come and deliver this briefing for us but I want to make sure there is enough interest before committing to dates. Representatives Needed for Interface Panel Meetings. The interface panel meetings have been established to provide multi-agency consultation where there are blockages for particular children or families. They have also been established in response to Ofsted guidance which stresses the need for processes which support children whose needs place them on the cusp of the threshold for social care intervention, or who will continue to require a package of support following a Child Protection or Child In Need Plan. The purpose of each interface panels is to: Provide a framework for formal communication between universal, targeted and specialist services To problem-solve and identify agencies within the wider workforce where children/young people are no longer receiving interventions from social care or there is no further action from social care, including those children referred to the duty team who do not meet the threshold for social care, and it is unclear who should co-ordinate the on-going plan Identify agencies within the wider workforce who can contribute to packages of support and provide a lead professional role where children/young people’s needs are unresolved or actions are considered to have drifted Meetings are approx 1.5 hours and take place every six weeks in Riverside and are chaired by the Service Manager Safeguarding Outcomes. National News and Information ............................................................................ Proposed changes to childcare staffing - Government consultation. The proposals in this consultation arise from the report "More Great Childcare" which was published by the Department for Education on 29 January 2013. This proposes that staff:child ratios for childcare providers will change and that qualification requirements will increase. The report has prompted some debate.. For example, see Nursery World Childcare providers and others (parents, local authorities, etc.) are encouraged to respond to the consultation which runs until 25th March 2013. A particular concern is that childcare settings will have the option to increase the number of children each childcare worker can look after. The Pre-School Learning Alliance has launched a petition to challenge this decision. For more news on this see http://www.bbc.co.uk/news/education21375010. Working with Special Educational Needs and Disability? Preparing for Adulthood (PfA) is a 2 year programme funded by the Department for Education as part of the delivery support for 'Support and aspiration: A new approach to special educational needs and disability' green paper. The website has lots of information, resources and webinars to inform and support your work. See: http://www.preparingforadulthood.org.uk/who-we-are Park life - protection for England's green spaces! The Big Lottery Fund has announced that it will be supporting a national project to protect green spaces that are at risk of decline due to funding cuts. BIG is awarding £416,450 to GreenSpace’s ‘Love Parks’ project which will see the assembly of a nationwide network of trained volunteers to help conserve parks and green spaces up and down the country. Love Parks will work to empower communities to become confident local champions at the heart of protecting, conserving and improving their local green space. Training, resources and networking will equip volunteer groups across England with the knowledge they need to work with their local managing authorities and on challenges ahead, such as declining standards, loss of facilities or reduced commitment to maintaining activity programmes. The grant, awarded to GreenSpace, demonstrates ongoing commitment in this area. ‘We hope that this project will ensure that parks are still there for the next generation to benefit from and enjoy by bringing whole communities closer together and giving them the tools they need to protect their local green space.” For more information, visit: www.biglotteryfund.org.uk/global-content/press-releases/england/140213_eng_loveparks_volunteers-at-heart-of-parks. Children and Families Bill. The Department for Education has published The Young Person’s Guide to the Children and Families Bill. The report provides a summary of the information young people need to know is in the Bill and explains what will change for children and families if the Bill gets agreed. Commissioning Masterclasses. The Cabinet Office has announced the Masterclasses workshops to help VCS organisations bid, win and deliver public service contracts are open for registration. The Masterclasses have been developed by the government, in collaboration with private and third sector partners, and will use case studies, practical tools and the direct experience of experts to help guide organisations in winning and delivering public service contracts. The workshops will be offered in different locations the next being Manchester and London, but to register for updates on more event details email: commercialmasterclasses@ncvovol.org.uk. More information on content and background can be found here. PUBLICATION: the Voluntary & Community Sector workforce. Skills - Third Sector have published their latest Labour Force Survey findings. They show that the voluntary sector's paid workforce is increasingly made up of temporary employees, growing numbers of people unable to work the hours they would like, and fewer staff are benefitting from on-the-job training. Keith Mogford, chief executive of Skills - Third Sector says: "The sector's overall workforce growth should not happen at the expense of long term investment in skilled people. If our sector is going to attract and retain talented people who will enable it to continue to deliver vital services to the communities we serve, it must demonstrate how it is investing intelligently in planned career pathways and the development of its staff in order to continue to meet the needs of service users." The Portal is a free to use online library, designed to be a 'one stop shop' for third sector research, evidence, and analysis. It is based at TSRC (the Third Sector Research Centre) at the University of Birmingham, and brings together content selected from a huge range of sources - click here for more info. Recently added - a collection of reports on community development from CDX (Community Development Exchange) to the Portal catalogue, with CDX signing an agreement for their long term preservation. Click here for the full CDX document list. Gift Aid is Going Online: Here's How Charities Can Get Ready. HMRC is moving Gift Aid online from April 2013. If you claim Gift Aid already, you need to take action to get ready for this change. Please read the information just published on HMRC’s website. For most charities, these changes will require you to use a new HMRC form or spreadsheet to submit your claims. For others, it may require more detailed changes to your database systems. The Small Donations Scheme will also go live in April 2013. Under the new scheme, charities that have a track record of making Gift Aid claims will be able claim on small cash donations, without a donor declaration form. Guidance for the Small Donations Scheme will be published by HMRC in mid March. By claiming Gift Aid for two years, you will also become eligible for the Small Donations Scheme. Take a look at HMRC’s website to find out more about Gift Aid and how to register using the new system from April. Pass it On: a resource for teaching storytelling with young people. PASS IT ON, is aimed at helping teachers and youth workers of all kinds to engage and educate young people in the ancient art of storytelling. With contributions from many of the UK’s top tellers, PASS IT ON contains practical advice and exercises derived from years of experience that will help teachers, trainers and leaders to introduce storytelling to young people as an enjoyable performance art. Designed primarily for group leaders working with young people aged 13 to 25, most of the exercises and ideas can easily be adapted for other age groups, as well as differing abilities. It covers warm up games, how to remember a story, developing the narrative, performance techniques, telling in a group, evaluation techniques, where to find stories for young tellers and a guide to further reading and resources. Integrated Working in B&NES. The statistical information the Local Authority collect is showing the really great work that organisations (both statutory and VCS) are doing to support children, young people and families in the area via integrated working. During the period OctoberDecember 2012 they received 92 common assessments and those 92 children/young people were offered integrated packages of multi-agency support. Positive outcomes have been secured for children and young people which includes successful transition to secondary school and improved, settled behaviour at home. In total, 318 common assessments have been completed and logged since 1st April 2012. New training dates have been planned for 2013 for those new to integrated processes, and those staff seeking a refresher. These multi-agency, practical training sessions are designed to support you in helping children, young people and families understand the benefits of integrated processes and use them to best advantage with children, young people and families. B&NES Census 2011 Data. Includes profiles for each of the wards in Bath and North East Somerset and for parishes and the smaller census geographies. The ways in which people can participate in shaping these services is also changing. From 1 April, a new local consumer champion – local Healthwatch – with the powers to hold local services to account, will be set up in every city and county council in the country. In B&NES The Care Forum are responsible for running our local Healthwatch and there is an information event for the South West – Somerset in Taunton on Monday 11 March, 10am – 3pm organized by South West Forum and The Care Forum. Over the coming months there will be a range of activities and training to raise awareness encourage a more diverse range of local people and organisations to get involved in their local Healthwatch and the health and social care system. This is the NSPCC’s flagship conference for everyone working in child protection. Delegates will gain exclusive access to high-profile speakers including Children and Families Minister, Edward Timpson MP, and will hear about the most recent developments in policy and cutting-edge practice from across the UK. The conference also sees the launch of a new NSPCC report which, for the first time, assesses how effective UK child protection is at protecting children from abuse and neglect. Measure young people’s well-being and prove the impact of your work. New Philanthropy Capital have developed an online survey tool, the Well-being Measure that tracks these changes, analyses the results and produces reports for you. Young People (aged 11-16) can complete it in just 10-15 minutes. By asking a series of questions about 8 aspects of well-being at the start of a programme or activity, and the same questions at the end, you can see the difference you’ve made. You can understand sub-groups (e.g. by age, gender) and add your own questions specific to the service you provide. A free half day workshop in Bath on 14th March 1.30 – 4.00 will take place at the Southside Youth Hub and you can book your place here. The workshop offers a chance to discuss what is meant by well-being and why it’s important, address the challenges of capturing ‘soft outcomes’ and understand how this particular tool can be valuable. Clinks is running a series of consultation events to identify what support the Sector needs to be confident about making the right decision about whether and how to bid for and deliver payment by results (PbR) contracts. This session will explore the elements of a new relationship between statutory agencies, services and children and families. The Green Paper 'Support and Aspiration, a new approach for special educational needs and disabilities' and the recent 'Progress and Next Steps' document from the Department for Education has set out an ambitious programme of service transformation for children with special education needs, their families and disabled children's services for the next few years. This programme of change consists of many different elements including workforce change, the role of the private and voluntary sector, new approaches to assessment and planning and the introduction of personal budgets across social care, health and education. At the heart of this transformation is the development of a new relationship between statutory agencies, services and children and families. And critical to its delivery is the development of a joined-up approach between agencies. Peter Cruddas Foundation gives priority to programmes designed to help disadvantaged and disengaged young people in the age range of 14 to 30, to pursue pathways to Education, Training and Employment with the ultimate aim of helping them to become financially independent. Preference will be given to the support of projects undertaken by UK registered charitable organisations (currently not CIC's or Social Enterprises), in England and Wales only, for the benefit of such people. The Big Break Bacs Payment Schemes Ltd, the organisation behind Direct Debit, have announced The Big Break, a campaign that aims to benefit 100 good causes this year. From March until June 2013, the most popular causes nominated to win a Big Break will share in a £5,000 monthly pot. Each month, the organisation with the highest number of votes will receive £2,000, with second place receiving £1,000 and the rest shared out among the other runners up. More information. Free Child Protection Training from The Care Forum & PEYTU. This FREE training is aimed at those working for registered and unregistered groups providing social care and health support for children and young people.
