PART II – CE DUTIES Post Context: Assistant to the Chief Security Cell and Theatre Security Officer (TSO), CJ2X Section in the CJ2 Branch at HQ ISAF, responsible for providing theatre-wide Security policy and support to the Command. Reports to: Chief Theatre Security Officer. Principal Duties: - Provides Security support to the commands security posture throughout ISAF’s Area of Responsibility (AOR). Assists in supervising the Theatre Pass and ID Offices. Supervises for administering technical and security aspects of the production and distribution of Access, Security passes and Force Exemption Card (FEC). Assists the Chief Security Cell, CJ2X/TSO in planning and managing the Theatre Security posture throughout ISAF’s AOR. 1 NATO UNCLASSIFIED NATO UNCLASSIFIED - - - - - - Develop, implement, coordinate and disseminate the theatre-wide Security policy (Theatre Security Directive & SOP 231) for the Command and assigned forces. Assists in implementing & coordinating security measures to negate and counter identified threats. Compliance with NATO, national, theatre for Unit Security Directives and Procedures. Assists in overseeing the theatre security and education awareness programme and when required, preparing and presenting Security briefings or training. Assists and coordinates with the Chief TSO and Regional Commands as Point of Contact (POC) for International Organisations (IOs), United Nations Assistance Mission in Afghanistan (UNAMA) and other United Nations Organisations, Government Organisations (GO) and Non-Government Organisations (NGOs), Non ISAF Embassies, non-ISAF Close protection team (CPT) personnel and all other Non ISAF individuals or Organisations within the International Community for access procedures within ISAF facilities. Provides advice on all matters relating to administrative procedures regarding personal and physical security standards, to include physical security of technical equipment. Provides advice and assistance on handling as well as reporting security violations. In conjunction with the CI and HUMINT Teams and CJ2X; reviews all incoming threats and reports. Additional Duties: - - Serves as acting Chief TSO in the absence of Chief TSO. Primary Security Officer for the HQ ISAF Staff. Assists the Chief TSO in all security matters with CJ3 Force Protection, CJ2X Counter Intelligence (CI)/HUMINT, CJ6 INFOSEC, subordinate unit Security. Assists in periodic reviews of the theatre security posture, including procedural, operational and technical security requirements, in order to enhance security on future missions. Works with the HQ Security Officer to maintain and to develop policy regarding access and security within ISAF HQ. Performs other duties as directed. PART III - QUALIFICATIONS Essential Qualifications: Professional / Experience: - Previous security exposure at the tactical/operational level with a minimum of 5 years experience in a National or NATO/Operational HQ. Education / Training: - National Security Course. 2 NATO UNCLASSIFIED NATO UNCLASSIFIED Security Clearance: NATO SECRET Language Mandatory Proficiency: English: 3333 The normal working language within the organisation is English for all written and oral work. Standard Automated Data Processing (ADP) Knowledge: Word Processing : Advanced Knowledge Spreadsheet : Working Knowledge Graphic Presentation : Working Knowledge Database : Working Knowledge Desirable Qualifications: Professional: - Prior Security or Admin posting to a NATO Command. Previous deployment with a NATO or multi-national HQs. CI/HUMINT and/or Intelligence assignment or background at the tactical/operational level. Basic knowledge of NATO or national personnel security, force protection and operational security policies. Education / Training: - - ADP/Systems Training. NATO Security Course. A good knowledge of AD 70-1, SECURITY OPERATING PROCEDURES (SOPs) for NATO SECRET AND ISAF SECRET LANs inclusive VOIP and the Theatre Security Directive. Bachelors Degree. Needs to have a working understanding of counter-intelligence procedures and how they relate to the requirements of the NATO Afghanistan Mission. Professional Contacts: - - On an as required basis maintains regular professional contact with HQ ISAF Branches that affect daily operations at all levels to resolve problems and to exchange information. Working relationship with NATO, SHAPE or national security offices. Able to build additional professional contacts within the AOR. Contribution to the Objectives: - - Will be responsible for ensuring the oversight and implementation of theatrewide security policy. Must understand the short and long term implications of the security of information in relation to the NATO Afghanistan (ISAF) Mission and acceptance of national concerns. Must be able to integrate security policy into an environment where information sharing is critical to the overall mission of ISAF/NATO. Work Environment: - Must be able to work in a collaborative, team-orientated environment. Must understand the long term vision in regards to the consistency and continuity of the CI requirements of the NATO Afghanistan (ISAF) Mission.
