INCIDENT
On 27.06.2009 Shree Mukesh Kumar s/o Shri Nagar mal r/o House
No/22/222-A, West Sagar Block, J Block Pankha Road, Delhi reported that his brother
Suresh Kumar, a heart patient and resident of C-87, UG-II, Gulmarg Apartments,
Shalimar Bagh Extension, Sahibabad, UP informed him that his son Rahul who is
working with HDFC Bank, Vasant Kunj, Delhi did not return from his place of

No.254/09 u/s 365 IPC was registered at PS Vasant Kunj and investigation taken up.
The father of kidnapped boy Rahul was unable to reach at such a distant place
being a heart patient, hence the case was registered on the complaint of his uncle and
investigation was entrusted to SI Sukhram Pal. It was further reported by the
father of the kidnapped boy that he had been receiving ransom calls for Rs.25
lacs from the kidnappers. The kidnappers were using the phone of Rahul.
Accordingly, the section of law was changed to 364-A IPC.
TEAM & INVESTIGATION
In view of the seriousness of the incident, immediately a team consisting of SI
Sukhram Pal, SI Jai Prakash, HCs Subhash, Bane Singh and Harjeet Singh and
Constable Surender under the supervision of Inspr. S.P.Singh, SHO/Vasant Kunj and
Mr. Mohd. Ali, ACP was constituted.
The team so constituted activated the informers and analysed the movements
of the victim as well as his friends and acquaintances. Traps were laid at different
places where the ransom money was demanded. Suddenly it was learnt that the
victim had been coming in the train from Sanpla to New Delhi Railway Station
from where he was traced. He was having some injuries in his body and was in
very poor condition. He was immediately taken to hospital and after giving the
medical aid, he was questioned about the incident in detail.
This questioning led the team to one Naveen s/o Raj Singh r/o 23/181, Gali
No. 3, Mahabir Park, Bahadurgarh, Haryana who is a distant relative of Rahul. He is
the son of younger brother of Rahul’s uncle and his friend Kuldeep s/o late Satpal
Sharma r/o 17/69, Gali No. 5, Mahabir Park, Bahadurgarh, Haryana who is presently

association with his friends Manoj, Harsh and Kuldeep hatched a conspiracy to
make some easy money out of kidnapping of Rahul. He lured his relative Rahul
for enjoying a specially organised party which was likely to have alcohol and
sex. He told Rahul that he was busy and he should come with Manoj. In fact, Manoj
was on a motorcycle and Naveen and another friend Harsh in a car present in the
area of Vasant Kunj and using STD to call Rahul under a conspiracy to play safe in
the matter. Rahul who was under the impression of going to attend this rocking party
rode pillion with Manoj and reached in the area of Rahoni. They met Naveen and
Harsh and had drinks. Then they left for G.B. Road in the same car. Meanwhile,
Rahul was overpowered by Manoj and Harsh. Naveen handed over Rahul to Manoj
and Harsh in his car. He then left on the motorcycle from parking and met another
associate/friend Kuldeep who was responsible in making ransom call in Eastern UP
dialect so as to hide their identities.
Kuldeep made several calls to the father and mother of Rahul and
demanded Rs.25 lacs for the release in the name of some Munna. Manoj and
Harsh kept Rahul in hiding in the area of Village Ismila for the said period.
Kuldeep and Naveen were to take money from the father of Rahul. Therefore,
Kuldeep was making calls and Naveen was always there with him on a
motorcycle and guiding him about phone numbers of the father and mother of
Rahul. Both of them were together in order to collect money from the father of
Rahul and they first called him at ISBT with a bag of money alone and therefrom
to park his car in Millennium Park and take a TSR to Sarojini Nagar Market,
thereafter board a train to Shakur Basti, throw the bag of the money from train
at Punjabi Bagh and then to reach Mahabir Hospital with the bag full of money.
But the father kept demanding to talk to his son and to realease his son first and
then ensure delivery of money which they could not do as Rahul was away in
Haryana with Manoj and Harsh.
