Duties Summary:
Assists in the design and development of planning
projects through the analysis and application of social,
economic and physical data and reports; and performs other
related duties as required.
Distinguishing Characteristics:
This class differs from that of Planner III in
that the Planner IV assists and participates in the
development of planning projects by performing selected
aspects of professional planning work; whereas the Planner
III independently performs technical research and
analytical work and conducts land use, housing and
environmental surveys and studies.
This class differs from the Planner V in that the
Planner IV assists and participates in the development of
planning projects by performing selected aspects of
professional planning work; whereas the Planner V
independently performs the full range of professional
planning work in the development, analysis and completion
of planning projects.
Illustrative Examples of Work:
Assists in the design, development and processing
of developmental and general plans, involving present and
future zoning, land use, housing, recreation,
transportation, urban renewal, capital improvement program,
and other planning areas; analyzes and utilizes social,
economic, demographic and physical data and reports and
recommends proper zoning, land uses, building types,
remedial course of action, etc.; may supervise lower level
technicians and clerks in the conduct of data collection
surveys necessary for sound planning; conducts analytical
studies to establish standards of measurement relating to
land use mixes, emerging patterns and trends and other
similar problems; participates in the preparation of
technical reports, maps, graphs, etc. necessary to support
or illustrate plans; interviews governmental and business
officials for factual information, judgments and opinions
related to the assigned study; evaluates data or new
concepts from technical journals, bulletins, books, etc.
and prepares interpretive reports on their application to
local situations.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of
education and experience substantially equivalent to
graduation from an accredited college or university with
major work in city planning, architecture, engineering,
economics, sociology, public administration or a related
field, and,
(a) (CITY PLANNING)...three years of professional
experience in architecture, engineering, or socio-economic
research, including or supplemented by one year of
professional work experience in city planning or related
planning activities.
(b) (SOCIAL PLANNING)
(1)(GENERAL)... three years of professional
experience in socio-economic research, including or
supplemented by one year of professional work experience in
the planning, development and formulation of social or
community action projects and programs.
(2) (Gerontology) ... three years of
professional work experience in socio-economic research,
including or supplemented by one year of professional work
experience in gerontology, which must have included the
planning and development of social or community action
projects and programs.
(c) (TRANSPORTATION PLANNING):
(1) (General)...three years of professional
experience in architecture, engineering or socio-economic
research, including or supplemented by one year of
professional work experience in transportation planning
and/or engineering projects.
(2) (Systems)...three years of professional
experience in architecture, engineering or socio-economic
research, including or supplemented by one year of
professional work experience in transportation planning
and/or engineering projects involving computer application
related to transportation activities.
(d) (ENVIRONMENTAL)...three years of
professional experience in architecture, engineering, or
socio-economic research, including or supplemented by one
year of professional work experience in several aspects of
environmental research and/or analysis relating to land use
planning.
(e) (ARCHITECT)...a combination of education and
experience substantially equivalent to graduation from an
accredited college or university with major work in
architecture and two years of professional architectural
work experience, six months of which shall have been in
physical land use planning, environmental design, or other
related activities involving environmental analysis and
review of the design and compatibility of structures with
their surroundings.
(f) (GRANTS MANAGEMENT)...three years of
professional experience in professional, administrative or
analytical experience involving locating, monitoring,
evaluating, obtaining, and/or administering federal, state
and/or private grants.
(g) (PROGRAM MONITORING)...three years of
professional, administrative, fiscal or analytical
experience in monitoring, evaluating and/or administering
federal, state or private grants.
License Requirement: Possession of an
appropriate valid Hawaii State driver's license, as
required.
Knowledge of: the principles, practices,
purposes, scope and techniques of the various phases of
city planning; trends in Federal, State and local planning
as they affect city planning; research methodology and
statistical procedures; sources and uses of socio-economic
information; State and local laws and ordinances related to
city planning.
For Grants Management positions only: laws,
rules, regulations, policies and procedures applicable to
social service, community development and related programs;
sources of grants; research methodology and statistical
procedures; Federal, State and local laws and ordinances
related to grants; basic accounting principles and
practices.
Ability to: develop planning ideas and
recommendations which are in accordance with laws,
regulations and the public interest; collect, analyze and
interpret data pertaining to planning and zoning
situations; prepare graphs and charts; prepare reports.
For Grants Management positions only: plan,
organize, and prepare grant program applications; collect,
analyze and interpret data; prepare graphs and charts;
prepare reports.
Physical Requirement:
Persons seeking appointment to positions in this
class must meet the health and physical condition standards
deemed necessary and proper for performance of the duties.
