Marriott Northwest Hotel. January 17, 2009. . . OHHA President Steve McCoy called the meeting to order at 2:30pm.. . The following Directors and Employees in attendance were: Hugh Beatty Jr., Tom Blankenship, Dr. Scott Booher, Richard Brandt, Roy Burns, Robert Cain, Dr. Barry Carter, Senena Esty, Joe Ewing, Randy Haines, Amy holler, “Skip― Hoovler, Jerry Knappenberger, Suanne Kochilla, Rick Martindale, Kim Marts, Steve McCoy, dr. John Mossbarger, Linda Nance, Sam Noble III, John Poppe, Ayers Ratliff, Kim Rinker, Betty Shaw, Daryl Sherman, Robert Sidley, Carl Wick.. . President Steve McCoy showed evidence as to notice of meeting. . . Motion made by Rick Martindale to approve 2008 meeting minutes second by Senena Esty. Motion passed.. . Steve McCoy spoke on expanded gaming and race days set by Lebanon agreement on racing dates during winter months. Ohio Harness Horsemen’s Association will be involved with expanded gaming plan. Advanced Deposit Wagering is the cause of decline in handle at tracks for the past 5 to 6 years. Tracks are losing money due to patrons staying at home to wager through ADWs. ADW needs addressed at the national level for 2009. . . Bob Schmitz introduced State Representative Terry Blair form Montgomery County.Schmitz also stated there are several ballot issues on casinos and state legislators have not put a gambling issue on the ballot for 40 years except for the lottery. . . Daryl Sherman gave the financial report stating the financial reports are audited by a CPA group. There was a decline in revenue for 2008, but budget cuts to personnel and other reductions have made a significant improvement to the budget. Membership income has declined from $87,000 in 2007 to $80,000 for 2008, had a tax saving on personnel and fringe benefits, with operating expenses at around $500,000 for a net loss of $32,000. Making cuts as much as possible and need to increase revenue. . . Motion made by Dick Brandt to approve financial repot second by Bob Cain. Motion passed. . . Owner Section report was given by Suanne Kochilla, who said she would remain section Chairman for 2009, along with Vice Chairman Joe Ewing. The past year there was a decline of purses and mutual handles. Ohio Equine Industry Coalition was formed to unite all horse owners. Out of 300,000 horses in Ohio only 9% are standardbred. Membership needs to continue to contact State Legislators; there is information is on the OHHA web site. . . . . Breeders Section report was given by Senena Esty stating she would remain chairman for 2009, along with Vice Chairman Dr. John Mossbarger. She reminded everyone the stallion auction room was open throughout the day for bids. There are concerns with 300 horses from Kentucky having an STD. Senena said she testified at the Department of Agriculture meeting with the Governor for one voice. . . Trainer/Driver Section report was given by Roy Burns ,who stated he would remain chairman for 2009, with Hugh Beatty as Vice Chairman. . Burns stated they had discussion on the whipping rules. USTA Representative for the Driver/Trainer section are Sam Noble and Dan Ater. . . The Nomination Committee report was given by Bob Sidley. No one filed a petition to run in the 2009 OHHA elections. Therefore, the following directors were reelected: Breeder Directors – Senena Esty, Betty Shaw & Bradley Wallace; Owner Directors – District 2 -Rod Newhart, District 5 - Dayle Roof, District 8 - Dr. Scott Booher and . Trainer/Driver Directors – William Irvine, Rick Martindale and Gene Reigle. Motioned to approve election by Suanne Kochilla, second by Dr. John Mossbarger. Motion passed. . . General Manager’s report was given by Jerry Knappenberger, who introduced the staff of the OHHA. He said postings to the OHHA web site will be available through Kim Rinker. He discussed the 2009 racing dates which have been set. Horsemen’s purse pools are in good shape at all tracks, except Northfield which will be a concern for 2009. . There has been discussion on whipping rules with OSRC Safety Committee. Ohio Fairs Fund is down approximately 10% and all 69 fairs are racing again this year. The Ohio Breeders Stakes will be offered again for 2009, to help replace the lost leg in Ohio Sires Stakes. The entire Ohio stakes program is in one stakes nomination book this year.. . Doug Thomas spoke on behalf of the Ohio Standaradbred Development Fund stating the two- three year old purses will be minimum of 16,000, but will be re-evaluated and could be 17,000-18,000. Doug feels OSDF should be alright with purses staying about the same and the 4yo&up finals for 20,000. He also encouraged people to bet at the race tracks, not ADWs, so the OSDF receives revenue. He also reiterated about talking with legislators on expanded gaming. He said the OSRC’s Economic Impact study shows all aspects of the industry, and the study is available on disc format for $1 or free if picked up at the OSRC office. Steroid testing began in January, with a 90 day grace period for a first time positive a warning is given to the trainer and owner. The penality phase will begin 4/1/2009. Dick Brandt asked if the economic impact study could be posted on the OHHA web site. Kim Rinker will post to site, and provide information to talk with legislators. . . Dr. John Mossbarger discussed the Ohio Equine Industry Coaliation coming together to be the voice for the Ohio equine industry. The Governor has appointed an Equine Task Force to study the industry. Mossbarger also stated he is working with the Ohio Farm Bureau for their support of the equine industry. . . Jerry Knappenberger discussed the Ohio fair racing program stating, the OHHA/USTA fair summit meeting resulted in the formation of the OFMA/OHHA Fair Racing Advisory Committee which has completed a booklet which is titled “Guide To Best Practices Of Fair Racing―.. . Joe Ewing also spoke about fair racing, stating the initial summit meeting group saw a need for the best practices guide. The guide has been distributed to fair board members and local horsemen’s groups. The book is available on the OHHA and USTA web site. Fair managers stated the booklet need a glossary and revisions added to the manual. The USTA will give each fair a matching grant of $500 to help with promotions and to help implement a marketing plan for the test markets to be conducted in 2009. Phil Terry stated that it is important to educate Fair Board members on the idea of harness racing and stimulate the public at the grassroots level and create events that the whole state can follow in regards to wagering, horses and horse management.. . Jerry Knappenberger discussed the OHHA membership dues stating we will still offer the two year membership, which includes third party insurance providing up to one million dollars worth of coverage and sulky insurance up to $1350.00. The on track driver insurance cost will remain same for fairs, with a slight increase for commercial tracks. Reduced rates for Workers Compensation coverage can be obtained through the OHHA membership.. . Steve McCoy stated the financial situation for the OHHA is operational expense of $621,000 for 2007 with a decrease for 2008 of $524,000 with no reduction in services.. . Jim Walters spoke on article in the January Hoof beats about Buckeye Battle Ground.. Suggested a letter be written with the article and send to all Ohio legislators. Steve McCoy stateed it would be considered along with other points of interest. . . . Under New Business a motion was made by Skip Hoovler suggesting a committee be formed to consider a name change for the association. Second by John Poppe. Motion passed.. .
