REPORT ON “INDEPENDENCE, WELL-BEING AND CHOICE – OUR
VISION FOR THE FUTURE OF SOCIAL CARE FOR ADULTS IN
ENGLAND”
1.
PURPOSE OF REPORT
1.1 To inform elected Members of the publication of the Government’s Green
Paper on the future of Adult Social Care and to set out the process by which
the Borough of Poole will respond to the consultation invited on key
recommendations in the Green Paper.

RECOMMENDATIONS

For Members to note the content of the report which is for information only.

PUBLICATION OF “INDEPENDENCE, WELL-BEING AND CHOICE”
3.1 In March 2005, the Department of Health published a Green Paper setting out
the Government’s vision for the future of Adult Social Care. The “Executive
Summary” is attached at Appendix 1 and the full document is available on the
internet – www.dh.gov.uk/socialcare
3.2 In addition, the Department of Health produced “Best Practice Guidance on the
role of the Director of Adult Social Services” and brief summary information is
contained in Appendix 2 with the full document available on the internet –
www.dh.gov.uk/consultations
4.
RESPONSE TO CONSULTATION
4.1 In relation to both the above documents, the Government has invited
consultation on a wide range of issues to be submitted to the Department of
Health by 28 July 2005.
4.2 The Principal Officer Quality Assurance in Adult Social Services will be coordinating responses to the questions and will invite responses from:


Service Users and Carers

Elected Members

Any elected Member who wishes to submit individual perspectives on the
consultation can do so by e-mailing Neil Smurthwaite, Principal Officer, Adult
Social Services.
4.3 A report containing a draft response to the consultation questions will be
presented to the Community Support Overview Group on 19 July 2005 for
discussion.
