Per DCMR Title 15, Chapter 42 and D.C. Code, Section 34-

1504c (2) (A) (i) & 34-1517(b), the PSC requires electricity suppliers’ to file Fuel Mix

Reports every 6 months, that is on June 1 and December 1 of each year.

009376), the PSC established electric quality of service standards. Those rules were subsequently modified twice in 2008, in NOFRs published in the D.C. Register on

2/29/08 (55 D.C. Reg.

001943) and 7/25/08 (55 D.C. Reg.

The PSC opened this docket on

9/7/10 in Order 15967. One of the key issues in this case is dynamic pricing. The PSC issued an IDIQ in 2011 to identify qualified individual and firms to conduct several legal and technical analyses. In the Fall of 2011, the PSC issued several

Task Orders to the qualified individuals and firms. After responses were received, in

December 2011, the PSC assessed Pepco for the costs of the consultants.

With the funding secured, in January and February 2012, the PSC engaged 3 consultants to advise the PSC on issues in this proceeding. Work is nearing completion.

11/18/11 and Horizon filed reply comments on 12/2/11 after requesting an extension.

2/16/12, the PSC issued Order 16712 approving Horizon’s six-part action plan to restore and improve its customer solicitation process. In the order, the PSC granted Horizon permission to resume customer solicitations after it first submits a 30day written notice to the PSC. If the

PSC does not receive any complaints six months thereafter, the PSC will consider the matter resolved and may close the case. Horizon did not provide all of the information requested by the PSC in Order 16712 , so the PSC issued a show cause order on 9/20/12. The company filed its response on 10/2/12. On 2/15/13, the

PSC issued Order 17076, accepting

Horizon’s filing but directing the company to file sample sales calls and voice verification for each month between January through May 2013.
