Introduction of University
I.
About NTNU
Originally founded in 1946 as the Taiwan Provincial Teachers College, the
school’s mission was to train outstanding secondary education teachers. The name
was changed to National Taiwan Normal University (NTNU) in 1967, but the
commitment to quality education and teacher training remained. With the enactment
of the Teacher Preparation Law in 1994, NTNU transformed itself, creating many
new academic departments, and fostering an international environment conducive to
the free exchange of ideas, as well as welcoming international students to enroll in
academic programs. NTNU has established sister-school ties with 138 well-known
institutions in over 17 countries, spanning five continents: Europe, Asia, the Americas,
and Australia. NTNU is a diverse, multinational institution and community, with an
international student population of nearly 3,000 students, including students enrolled
at the Mandarin Training Center.
NTNU is composed of three campuses: the main campus, the campus (home to
the College of Science) and the Linkou campus (home to the College of International
Studies and Education for Overseas Chinese). Fifty-eight academic departments and
graduate institutes are divided between ten distinct colleges: the College of Education,
College of Arts, College of Music, College of Liberal Arts, College of International
Studies and Education for Overseas Chinese, College of Science, College of Sports
and Recreation, College of Management, College of Social Science, and College of
Technology. Currently, around 49 departments or graduate institutes are open to
international students.
The Linkou campus is located in Linkou, Taipei County. It is about 17
kilometers from Taipei City, covers 23 hectares of land. School buildings occupy
more than 66,000 square meters, encompassing an administration building, teaching
buildings, a science building, a multi-purpose gymnasium, as well as a standard
athletic and sports field, all of which provide a distinctive and distinguished learning
environment for the students.

II. Campus Life
Libraries
The NTNU main library is located on the main campus. There are also branch
libraries on the Gongguan campus and the Linkou campus, and each department
maintains its own standing library. The current library holdings include: 1,300,000
books in bound form (890,000 in Chinese and 410,000 in other languages) and 26,000
different periodicals (including periodicals in electronic format). The current holding
of information not in book form is 1,160,000.
Computer and Network Service
NTNU is equipped with a computer center and a campus network that is
available throughout the campus.
Ten computerized classrooms located around campus used for in-class
instruction are also available for student use from 8 a.m. to 10 p.m., as well as on
weekends and holidays. Equipment in the computerized classrooms is updated and
revised annually to provide the latest software and hardware for teachers and students
to use. The computers are all equipped with at least Pentium P-II processors,
CD-ROM players, multimedia headsets and printers. In addition, each computer has
Microsoft Office Suite as well as software and tools that support the use of the
Internet and graphic design installed. There are also two multimedia production rooms
located on campus.
Transportation
Both the main campus and the Gongguan campus are located in the heart of
Taipei city where mass transit is very convenient. There are many bus routes and the
Metro Rapid Transit (MRT) system is nearby.


The main campus and administrative offices are located on He-ping East road,
just a five minute walk from Guting MRT station on the Xindian line.
The College of Science is located on the satellite Gongguan campus, just five
minutes by car from the main campus. The Gongguan campus is also on the
Xindian MRT line, just a ten minute walk from either the Gongguan station or
the Wanlong station.

The Linkou campus is located in Linkou Township, Taipei County. You can take
the bus, Taxi, or drive a car to reach there. NTNU has school bus route from Main
campus to Linkou campus on week days.

From Taipei Main Station
Highway: Take the National Highway #1 (southbound) and drive along it. Pass
through the TaiShan Toll Booth and leave the Highway at the 1st Linkou
Exit. Turn right to WenHua 1st Road and drive along until you reach the
crossroads of RenAi and WenHua 1st Road and then turn right to RenAi
Road and you will reach the NTNU entrance.
Bus: Taipei- Gongsi Line, get on at North Gate of Taipei City (Tacheng St.) and
then get off at Linkou stop and take a 20-minute walk.

From the Taiwan Taoyuan International Airport
Highway: Take the eastbound Airport Highway to the National Highway #1
(northbound) and drive along it .Leave the Highway at the 2nd Linkou Exit
and turn left to WenHua 1st Road and drive along until you reach the
crossroads of RenAi and WenHua 1st Road. Turn right to RenAi Road and
you will reach the NTNU entrance.
Bus: Taoyuan - Linkou Line, get on at Taoyuan Main Bus Station and then get off
at Linkou stop and take a 20-minute walk.
Recreation
Exercise facilities on campus include indoor swimming facilities (Olympic-size
pool, a small swimming pool, a SPA pool, a steam room, and sauna), track, tennis
courts, basketball courts and a large gymnasium that houses space for weight training,
aerobics, dance, etc., providing students with a comfortable environment in which to
maintain their physical fitness while pursuing their studies.
Cultural Activities
NTNU’s College of Arts is Taiwan’s oldest institution for arts education.
Through the years it has had the honor of seeing many esteemed scholars and
lecturers in the field. For these reasons, NTNU is considered the core of the art and

cultural community in Taiwan. The annual “NTNU Art Festival” is quite an occasion,
hosting artwork, music, photography exhibitions and even theatrical productions. Not
only has magnitude of the event grown every year, but so has the variety of exhibits
and activities. The festival is strongly supported by the community and is a means by
which one of NTNU’s defining qualities--that the spirit and vitality of art and culture
flow from the school to the community--is made manifest.

I.
Introduction of Program
Faculty members from the College of Technology, National Taiwan Normal
University (NTNU), have long been involved in the teaching and conducting of
research in fields of technical and vocational education as well as Human Resource
Development. Extended from this extensive experience, the college established the
Graduate Institute of International Workforce Education and Development (IWED) in
2002. To fit in with the curriculum framework and have a better opportunity to obtain
employment for graduates, IWED has been renamed as Graduate Institute of
International Human Resource Development (IHRD) in 2009 academic year.
Moreover, for a better learning environment, all lectures are held in Linkou Campus
from 2009 academic year.
Both domestic and international students can enroll in this program, and all
courses are taught in English. Its educational goal is to cultivate international business
Human Resource Planning and Management professionals, governmental Human
Resource Planning and Management professionals, and international nonprofit
organization Human Resource Planning and Management professionals.
Three blocks of courses are offered: Research and Management Foundation
Theories, Human Resource and International Capability, Project Studies on Human
Resource Development and Management and integrated curriculum.
Professors of IHRD have accepted solid academic training for Ph.D. degrees
either overseas or in Taiwan, and are able to give lectures in English. In addition,
students’ backgrounds are quite diverse. They come from different countries, such as
the U.S.A., Canada, Japan, the Burkina Faso, Senegal, Belize, Gambia, Malawi,
Panama, Hungary, Romanian, Honduras, Thailand, Philippines, Indonesia, Haiti,
Czech, Russia, India, Poland, St. Lucia, Nicaragua, El Salvador, Bolivia, St.
Christopher & Nevis, Mongolia, Guatemala, Kiribati, Vietnam and so on. Their
undergraduate majors include business management, economics, psychology,
education, foreign language, sociology and so forth.

Program Objectives



Developing international business Human Resource Planning and Management
professionals.
Cultivating governmental Human Resource Planning and Management
professionals.
Cultivating international nonprofit organization Human Resource Planning and
Management professionals.
Scopes of Curriculum




Three blocks of courses are offered: Research and Management Foundation
Theories, Human Resource and International Capability, Project Studies on
Human Resource Development and Management and integrated curriculum.
The Curriculum has a strong linkage between theory and practice. There will be
connections with private or governmental organizations, and practical visits,
monographic lectures or internships will also be arranged to establish the firm
ground of becoming international human resource professionals.
A minimum of 36 credits is required for graduation.
The students will earn the “Master of Business Administration” degree from the
Graduate Institute of International Human Resource Development after
completing their studies.
Future Prospects



Networking with other universities around the world.
Preparing upper level International Human Resource Development professionals
in accordance with the changes of business and industries.
Bridging the gaps between theory and practice of International Human Resource
Development through research endeavors.
II. Qualification


Applicants with bachelor’s degrees or above (students graduating this year
included) at universities or colleges accredited by the Ministry of Education,
ROC (Taiwan) are eligible for the program.
English proficiency proof (transcript of TOEFL, TOEIC, IELTS or document
from language centers or degree from any English-speaking country) is required
to provide or through the interview by director or professors to approve your
English proficiency before enrollment.

Before graduation, students who have not obtained a college degree from an

English-speaking country must achieve (1) a 88 or higher on TOEFL-iBT, or (2)
a 230 or higher on TOEFL-CBT, or (3) a 800 or higher on TOEIC, or (4) a 6.5 or
higher on IELTS, to qualify for the master’s degree examination.
All lectures will take place in Linkou Campus.
III. Admission

R.O.C(Taiwan) Embassy/Representative Offices in the country where the
documents is issued.

All materials must be forwarded by ROC (Taiwan) Embassy/Representative

Human Resource Development, National Taiwan Normal University.
※The above-mentioned term “ROC (Taiwan) Representative Offices in the country where
the documents is issued” means ROC (Taiwan) embassies, consulates, representative
offices, trade offices or other agencies authorized by the Ministry of Foreign Affairs of
R.O.C.
※The diploma and academic transcripts must be authenticated by the ROC representative
office in the country of the institution which originally issued the diploma and the academic
transcripts. If the authentication process is not completed before the deadline, a signed
Deposition of Admission Documents will be required, (as in attachment I) and is to be
submitted with the application.
※Eligible applicants who graduate at the same year as the admission to National Taiwan
Normal University must submit transcripts for each academic semester and the
“Deposition of Admission Documents” for National Taiwan Normal University
International Applicants (as Attachment I), and are not required to submit the diploma

during application. The diploma and transcripts for each academic semester must be
submitted upon registration (foreign diplomas and transcripts must be verified by the ROC
representative office in the country of the institution which issued the diplomas and
transcripts); otherwise, the applicants admitted to NTNU will have their admission revoked.
