The January 16th, 2013 meeting was called to order at 10:07 a.m. by Vice President Janna Diehl.
Roll call was taken.

Volunteer and Donations Management –
A company that donated dryers during the 2011 Missouri River Flooding has reached out with some appliances that may become available for donation. Appliances include commercial ice makers and residential dryers. If you are interested, would like to know the product specs, or have room to house the items once they become available for donation, let Blake know.
Disaster Case Advocacy–
On March 25 th the committee will be holding Case Advocacy and State IA Training at the Gloria
Dei church in Urbandale
Morning session will be for CAP agencies to train on the State IA program (Marvin and Tiffany are the trainers). Afternoon session will be to train disaster case advocates from around the state (Mike Stadie is the trainer)
Next committee meeting is January 30 th to finalize details of the training and begin to take registrations
A informational flier with information will be coming out in near future for people to send out to help spread the word
Functional Needs and Mass Care –
FEMA will be rolling out a monthly webinar series on the National Mass Care Strategy. Blake was given a chance to weigh in on the proposed monthly topics. If you’d like a draft schedule of topics or the feedback provided, please let him know.
Cerro Gordo County requested a meeting with representatives from IDPH, HSEMD, DHS, and local public health to review their ESF 6 plans in light of the recent Department of Justice decisions on accessible mass care and sheltering o Very good plans already in place for inclusive, all-purpose sheltering o Local service provider has done an assessment of pre-identified shelters to determine
ADA shortfalls. Many of the shelter owners are working to fix those issues o Local public health (lead local agency in Cerro Gordo County) reviews their emergency sheltering plan annually, which will be a incorporated into the local ESF 6 plan for the

Finance Committee –
Need to confirm Ty’s interest in the Finance Committee Chair
Need Treasurer!!!! o Responsible for writing checks, balancing check book, depositing checks, completing finance reports, and account reporting o Karin will try to get a contact from the Iowa Finance Authority to see if we could get someone involved in the Council and also be the treasurer o Please come forward if you are interested or capable of holding this office
Long Term Recovery Committee –
No report
President’s Report –
Rick was unable to attend today’s meeting and is scheduled for a Heart Ablation surgery today to correct an arrhythmia. Keep him in your thoughts and prayers.
Secretary/HSEMD Report –

o Committee information that is verbally discussed during the meetings will be captured in the minutes, but the formal committee reports from the Committee Chairs will be posted online.

Don Hampton Award and Expo Update
Planning for the expo has been slower this month with the holidays
Eddy took Gina on a tour of the expo center
Eddy, Blake, and the convention center will be putting together a flier/letter to advertise and preregister folks
Next 30 days will be busy as we work on getting the save the date information
Will be developing time slots for each of the rooms to start filling out agendas
Karin will pick up the award coordination again o Will reach out to ICVS for ideas, information, and promotion
Logo and Name
When we researched the National VOAD Branding Standards we found modifying the VOAD logo to include the state outline is expressly forbidden by National VOAD
Basically we have two choices that have been discussed. Keep doing what we’re doing with cobranding the IDHRC and Iowa VOAD while using the anchor logo with the state outline; or transition fully to the Iowa VOAD with use of the State VOAD logo
It’s been discussed and tabled for a few months now; we just need a motion one way or the other so we can vote and settle the debate in New Business
Annual Meeting March 20th
Marla suggested having the annual meeting at the State EOC
Karin echoed that she likes it at the State EOC as well. Stated she likes the visiting/networking aspect of the lunch and speaker along with the general meeting and board of directors meeting
General consensus was to cater food, and have the meal in the Galley of the State EOC o Dan is going to work on a lead for a speaker for lunch, but if there are any ideas, please let someone on the Board of Directors know
New Business
Vote on IDHRC Logo and name
Trish moved to keep the IDHRC logo and name as we currently use it, along with the cobranding of The Iowa VOAD

Agency Updates
Black Hawk County COAD:
Trying to reintroduce themselves and looking for potential speakers to reenergize their membership
Marla said this is a great idea statewide and the COAD Community Relations Committee should start working to update the LTRC/COAD Map
Eddy suggested having a large statewide COAD meeting/session at the Don Hampton Expo
Mike Pickerel said FEMA would like the GIS information on the map
HSEMD: Fulfilled an EMAC request to send 3 Public Assistance personnel to help in Colorado with their flooding recovery
FEMA Region VII:
Wants to host the National Mass Care Exercise in 2016
Will be requesting a letter of support from the state VOADs and HSEMD to endorse trying to host the exercise in Kansas City o Funding at the moment will be up to the participants, but Region VII is trying to find funding streams for participants
Red Cross:
Dan introduced a new website through the Iowa Finance Authority called: www.iowahousingsearch.org
to provide real time rental information for individuals looking for short or long term housing
The website does have an emergency management aspect to it as well as social work
Lori said that Catholic Charities has also been introduced to it and loves the site so far
