DIRECTOR OF PROPERTY MANAGEMENT
I have been actively involved in the Property Management of Residential Income producing properties for over
20 years for various third party owners Supervised, managed, and maintained daily property management
activities. Supervised and managed the tax credit conversion of two properties. Possess intricate knowledge of
public and assisted housing programs. Successfully worked out problems between HUD and Owners. Posses
ample knowledge in Public Housing Authorities regarding Voucher and Certificate programs. Developed and
implemented procedures to minimize the abatement of units under PHA programs and obtained rent
increases where the HA would deny the rent increases. Have 2530 clearance with HUD. Audited tenant and
complex files to ensure compliance with HUD and local government. Coordinated transition plans for assisted

GENERAL CONTRACTOR
As General contractor for a tax conversion of 2 properties, managed, supervised and reported on the tax
credit status of the rehabilitation work to the developers and The City of Los Angels, including Earthquake
reinforcement, Replacement of plumbing, electrical, repair of balconies, welding, and many other projects
required for the tax credit development. General contractor for a substantial rehabilitation of a development
under the Sound Insulation program which included the replacement of all windows, installation of heating and
air conditioning units where none existed, roof replacement, replacement of sound insulated doors and
installation of sound baffles. Responsible Managing officer for two separate general contractor companies.
Performed and supervised substantial modernization/rehabilitation of multifamily developments. This included
but was not limited to roofing systems, plumbing systems, electrical, etc. It also included the overseeing of
other subcontractors. Developed the necessary specifications for request for proposals for specific jobs. In
addition, I have overseen many other minor contracting jobs for private developers, investors and insurance
companies.

COMPUTER SPECIALIST
Maintained and designed Web pages for personal and commercial use. Possess ample knowledge of the
World Wide Web and related fields. Assisted in the installation of several network systems. Installed and ran
several computer programs. Assisted as the computer system administrator. Installed several satellite
computer systems, and trained personnel in the use of these systems. Worked with the software
manufacturers to correct problems that were encountered while working the program into a network
environment. Trained personnel in the use of software packages from custom packages to accounting,
payroll, operating systems, word processing, Utilities, data base management, etc. Also maintained, installed
and repaired computer hardware and software and miscellaneous office equipment.

PRESIDENT OF HOMEOWNER’S ASSOCIATION
As the President of Parthenia Court Homeowner’s Association, a non profit organization, worked closely with
the management company, the owners and during the transition with the developer of the 18 unit complex.
Reviewed budgets, approved invoices. Negotiated contracts with vendors. Organized Board of Directors and
Homeowners meetings. Implemented House Rules, initiated changes to the By-Laws and Covenants
Conditions and Restrictions that governed the association. During the negotiations with the insurance
company for the 1994 Northridge earthquake, procured half a million dollars more than their original two
hundred fifty-thousand dollar estimate. The estimate was upgraded after it was proved the damages were
more extensive than originally estimated.

ENTREPRENEUR
Own two apartment buildings which were purchased in dilapidated condition and have managed to make them
excelent profit making ventures after making extensive rehabilitaion work. Managed and maintained two
conventional apartment buildings of 35 and 20 units each. Managed a successful commercial office cleaning
business. Managed a two year building maintenance contract with the L.A. Job Corps.

BUILDING MANAGER
Managed 85 units of housing in six separate buildings designed for low income elderly persons under Section
8 program. Certified and recertified residents’ eligibility under the HUD program. Developed a basic
understanding of resident needs and problems. Performed repairs on most divisions of construction including
major appliances, heating/cooling, plumbing, roofing, electrical, etc. Developed and organized the waiting lists
for the buildings. Secured a superior rating of all six buildings from both the Housing Authority of the City of
Los Angeles and the U.S. Department of Housing and Urban Development.
