The Board of Commissioners of Lorain County, Ohio met this day in a regular meeting, in the J. Grant Keys Administration Building,
226 Middle Avenue, Elyria, Ohio, at 9:30 a.m. with the following members present: Commissioner Lori Kokoski, President, Commissioner Tom
Williams, Vice-President and Commissioner Ted Kalo, Member and Theresa L. Upton, Clerk.

BE IT RESOLVED, by the Lorain County Board of Commissioners that we hereby accept the assignment and assumption of lease
between Zane Pritts, Wellington and R.E.I.L., LLC, Westlake at Lorain County Regional Airport.
Said agreement is considered a part hereof to this resolution by reference thereto and can be found on file in the
Commissioners/Purchasing Office.
FURTHER BE IT RESOLVED, said original agreement was dated March 20, 1998 and extended and amended on October 20, 1998 and
is effective pursuant to and subject to the provisions and conditions of Article 8 of said lease.

In the matter of supporting passage of SB2884 and HR5542 )
the “BRING JOBS HOME ACT”
)
July 18, 2012
Commissioner Kokoski said this was held from last week so Commissioner Williams could review the bill. Commissioner Williams said
he did and it was generic and has concerns as this would go to corporate welfare for foreign companies. They could close foreign companies
move here to get tax break, what is the benefit. Commissioner Kalo said no, this gives business an opportunity to end tax breaks for companies
that outsource jobs from U.S. and in turn creates a tax break for companies that in source jobs and brings jobs back to the U.S. Commissioner
Williams also has concerns that it only went through the house not senate and before he commits he would like to see more details.
Commissioner Kalo & Kokoski said this should be supported so it can move through and if there are things within we do not like we can
withdraw. Commissioner Williams believes this is a political theatre.

In the matter of supporting the passage of the “BRING)
JOBS HOME ACT” as introduced and pending in the )
U.S. Senate as SB2884 and in the House as H.R. 5542 )
July 12, 2012
WHEREAS, U.S. Senate Bill 2884 and House Bill 5542 proposes to end tax breaks for companies that outsource jobs from the U.S. and
in turn creates a tax break for companies that in source jobs and bring jobs back to the U.S.; and
WHEREAS, in the last decade there have been more than 50,000 manufacturing closures in the U.S.; and
WHEREAS, it is the desire of Lorain County, Ohio to support legislation that promotes and encourages job creation within the United
States and the return of jobs that have been previously outsourced in an effort to revitalize our economy and put an end to tax breaks that
encourage the outsourcing of U.S. Jobs in the future.
NOW, THEREFORE BE IT RESOLVED, by the Lorain County Board of Commissioners,
State of Ohio:
1.
That Lorain County hereby supports the passage of S. 2884 / H.R. 5542 as it is presently proposed and encourages residents and

Robin Jones, Director 911 said this department has evolved by providing cost effective dispatch services to other entities to include
about 15 and more are looking to join. By allowing other agencies to join 911 dispatch this allows the 1st responders to be out in the field rather
than dispatching. Recently the Sheriff’s Dispatch combined with 911 and is a cost savings along with only 1 cad and 1 maintenance system. In
the recent years wireless has grown and with new technology we are able to get the call back number and gps but with the Next Generation 911
there will be additional equipment needed. Commissioner Kokoski asked if this was mandated, Ms. Jones said the FCC has made the initiative
and this will also allow for texting to 911, where as the previous generation only used landlines, this generation is all about technology.
Commissioner Williams asked what the cost of upgrade would be; Ms. Jones said around $4 million and this will enable the department to get
precise location and detail of event and up to date communication with all agencies in real time. She also indicated that the fee that is charged on
all cell phone bills $.28 cents will be sun setting and without this money no equipment can be purchased or upgraded. County Administrator
Cordes said with a .5 mill it will cost around $2.50/month and is a very cheap insurance policy that someone will be there when you call. He
also indicated he met with City of Avon this past week and also in discussions with Sheffield Lake on offering varied services.
Commissioner Williams asked if these services are expanding what is the benefit, what is the fee. County Administrator Cordes said everyone
participates now by paying their cell phone so why not have entities recouped the services that are being paid for.
County Administrator Cordes thanked the management team; they and the staff do an excellent job and would recommend this levy it is around
$0.03 cents/day
Commissioner Williams said .35 renewal would have a deficit in 2013 around $1.3 million; .35 replacement would reduce deficit under
$300,000; .45 replacement no deficit until 2017 and .5 will have a carry over until 2017. He indicated that there is a need but not sure how
taxpayers will proceed being this would be a higher increase. Commissioner Kokoski said we need to prepare for the worst and if there the fee
does not sunset would could choose not to collect.

County Administrator Cordes stated that this Board made strategic progress, which was not popular to close the Lorain County
Tuberculosis Clinic and allow to contract with Mercy Hospital, Lorain. Mercy has done an excellent job with infectious diseases and under code
of the State it is the responsibility of the Commissioners to provide tb services and if there is no levy than it is paid through the general fund. He
recommends the levy be reduced to .65 which has been a 33% reduction of cost since the merge.
Mrs. Hobart, Budget Director said the review would be 636,000 for 0.7 and 431,000 for .65 a cost savings of $200,000

Please note that the Commissioners’ meetings are open to the public. The scheduled air times for the meetings will be shown on Saturday at
12:00 Noon and Monday at 11:00 p.m. subject to change at the discretion of the Lorain County Community College. The meetings might be also
broadcasted in additional time periods as scheduling permits. If anyone wants to purchase a copy of the Commissioners Meeting Tapes, please
