14/273 DECLARATIONS OF INTEREST – There were 2 declarations by Cllr J Hopkins in respect of:

14/274 MINUTES: The Minutes of the meeting held on 8 October and the Special Planning Meeting
re Proposed Melin Homes development 15 October and the Burial Committee meeting 15 October,
previously circulated to all Councillors, Cllr A Lord, Mayor, sought their adoption.
Proposed by Cllr Pip Turner and seconded by Cllr John Hopkins, all in favour, that the minutes of
8 October be signed as a correct record.
Proposed by Cllr A Bufton and seconded by Cllr J Lilly, all in favour, that the minutes of Special
Planning meeting 15 October be signed as a correct record.
Proposed by Cllr A Bufton and seconded by Cllr R Reid, all in favour, that the minutes of the Burial
Committee meeting on 15 October be signed as a correct record.
14/275 TALGARTH TOWN COUNCIL COMPLAINTS PROCEDURE – Cllr A Lord, Mayor, in
advance of the meeting, circulated a draft Complaints Procedure and sought approval. Agreed to
adopt draft Complaints Procedure with one amendment, to include – ‘…it applies equally to the
Council’s employees.’
14/276 CORRESPONDENCE
Talgarth Traffic Review – Concerns re double Yellow lines etc High Street –Further concerns
received from John Williams, Talgarth Stores asking to whom the Town Council is responsible and
also for a copy of the Town Council Complaints Procedure.
Received also an e-mail from Peter Weavers regarding the Talgarth Traffic Review.
Cllr A Lord, Mayor reported that he had responded to both Mr Williams and Mr Weavers.
14/277 PLANNING APPLICATIONS AND PLANNING ISSUES –
(a) Planning Application 14/11265/FUL – “Change of use from ecclesiastical to A3” Address:
Tabernacle Baptist Chapel, Regent Street, Talgarth. – For ratification – Supported by deadline
3/11/14. Town Council comments – Unanimously agreed to support this Planning Application.
(b) Planning Application 14/11355/REM – “Proposed Residential Development Comprising 27
Units and Associated Infrastructure and Landscaping.” – Land North of Doctor’s Surgery, Talgarth.
Noted Cllr J Hopkins declared an interest and took no part in the discussion or the decision making.
Town Council comments – Cllr A Lord, Mayor, thanked Cllr N Bally for preparing such a
comprehensive draft response which had been circulated to Town Councillors for further comment.
Unanimously agreed to accept draft response and to forward to BBNPA by deadline 13 November.
(c) Planning Application Planning Application 14/11287/FUL – “Development of 18 dwellings
and associated works” – Land at School Lane, Talgarth. NOTE – Planning Application Listed on
8th Oct was withdrawn and deemed invalid. A further Planning Application 14/11433/FUL –
“Development of 18 no dwellings and associated works” – Land at School Lane, Talgarth was
submitted. The meeting with Churchfields’ Residents Group and Town Council to discuss this
Planning Application, was kept on the Agenda as previously agreed.
Noted the deadline for responses had changed to the 21st Nov and our response was still being
written on the 12th Nov based on the previous and current application. The permission for 12 houses
granted in 2010 was discussed, as both officers and the applicant consider this permission to be
extant. In fact it is evident from all the documentary evidence that it has expired and is invalid.
Therefore unlawful with no fall-back position for the present application as believed.
(A response based on the revised Planning Application 14/11433/FUL was finally prepared and
forwarded to the BBNPA by the extended deadline date of 26 November. This date was based on
what was found on a site notice near the site. The deadline was previously the 12th Nov, but the
BBNPA were obviously not aware of when they posted and updated these site notices )
(d) Planning Application – 14/11443/FUL – “Outbuilding containing carport, store and log store” –
Dinas Cottage, Pengenffordd, Talgarth” – Town Council comments – Proposed by Cllr R Reid and
seconded by Cllr J Hopkins, all in favour, to support this Planning Application.
(e ) Planning Application – 14/11470/FUL – “High head micro-hydro scheme, with turgo runner in
turbine house, system consisting of intake weir and separate forebay tank, pipeline, turbine house
and outflow pipe.” Address: Proposed hydro scheme on the Grwyne Fachan watercourse, utilising
land relating to Pen Twyn Mawr, Crickhowell. Town Council comments – Proposed by Cllr G
Jones and seconded by Cllr J Hopkins, all in favour, to support this Planning Application.
(f) Planning Application – 14/11482/TRCA – “Various trees to be removed in conjunction with
flood alleviation (land drainage) works At rear of Ty Arfon, Bronllys Road, at rear of the Farthings,
the Willows, Aberenig House, at various locations along the River Ennig between River Ennig
Bridge at Glanenig”. Noted Cllr J Hopkins declared an interest and took no part in the discussion or

Jones, all in favour, to support this Planning Application but to emphasise that it is essential that the
residents are fully informed.
(g) BBNPA LDP – Consultation on Draft Supplementary Planning Guidance Notes – 6 Nov – 8 Jan.
Agreed Cllr N Bally prepare a suitable response for circulation to Town Councillors and to be
submitted by 8 Jan 2015.
(h) BBNPA – Local List Criteria – No new update
(i ) Melin Homes/Proposed Churchfields development – Received Residents’ letter to PCC re.

(j) BBNPA - LAND AT END OF CAR PARK 13/10186/FUL – Concerns that this has suddenly
emerged after being dormant since March. Officers are recommending it. Noted a letter has been
forwarded to the BBNPA cc Mr Buckle, stating that our objections have been dismissed. All our
reasoning with regard to a conservation area, scale and visual impact now not seen to be of
importance. There are conservation policies and government circular 61/69 that control and give
guidance on developments in conservation areas. This proposal does not conform to these. We now
have a development that will have fake stone, fake slate, reconstituted lintels, plastic windows,
gutters, barge boards , front and back doors. Also an abundance of 6ft wood panelled fencing. This
site is particularly important as it is on the main gateway to Talgarth. We have all agreed on this and
it will not look good and will be seen from all angles. Unlike most sites it does not have a back and
front. Received the BBNPA Officer's report and agenda. Noted it is too late to take a public
speaking slot.
Received for information exchange of e-mails with Steve Groves and BBNPA and Carwyn Jones
WAG in respect of his complaint to the Ombudsman in respect of this Planning Application.

14/278 VERBAL REPORTS – COUNTY CLLR WILLIAM POWELL AM – Cllr W Powell forwarded
his monthly report, in advance of the meeting, stating that at the most recent Powys County Council,
a motion proposed by Vice Chair of Council, Cllr Paul Ashton and seconded by Cllr W Powell was
passed, endorsing the principles of Dementia Friendly Communities and seeking to promote a deeper
understanding of Dementia, together with more effective local support.
Cllr Powell reported that he had raised a number of ongoing issues with Cabinet Members, some of
them flowing from the recent publication of the CSSiW report into domiciliary care provision by
REACH in the North of Powys. Whilst the longest standing waits for allocation of care packages
that he has encountered in specific case work have at last been resolved, there is still significant
dissatisfaction with the quality of service provided. Cllr Powell has recently raised in the National
Assembly the need for a more proactive approach from CSSiW in addressing the longstanding
shortfall in trained carers in Powys. He has also been informed of issues pertaining to the timeliness
of payments due to care companies sub contracted to those firms that gained the main contracts. He
is working with colleagues to address the issue, as, if it persists, it will cause major cash flow
problems for the companies concerned - and further threaten the sustainability of the service.
At the forthcoming Breconshire meeting on 26th November, the final stage of the Parking Review
process is due to be included on the agenda, with the package of amendments on yellow lineage and
parking restrictions that this Town Council has committed so much energy to over time. He hoped
that a decision will be agreed at that Breconshire Committee, enabling the circulation of Minutes
ahead of the December Town Council. This may well be of interest to fellow Town Councillors, as
well as to key local stakeholders.
Colleagues may well recall that Cllr Powell raised the concerns of the Wales Audit Office at a PCC
Audit Committee earlier in the year. These concerns centered on a number of emerging issues in
Powys County Council, including whistle blowing, specific concerns around officer propriety and
the procurement of consultancy services. Whilst he urged the County Council to expedite the
development of a comprehensive whistle blowing policy then, as recommended by the WAO, he is
not currently satisfied with the pace of progress and is in correspondence with the Head of Legal
Services on the issue.

TALGARTH PRIMARY SCHOOL – November Newsletter received. Noted:
 Friends of the School Christmas Fayre to take place on Sat 29 Nov in the Town Hall, in
conjunction with the Xmas Lights Group ‘Switch on’ of the Town’s Xmas lights.
 Christmas Junior Concert & Talgarth Male Voice Choir at St Gwendoline’s Church on 12 Dec.
 £390 has been raised from the clothes collection.
Noted School Governors’ meeting re the new School, on Mon 17 Nov at 5.30pm.
FESTIVAL, LIGHTS & TIRC–MONTHLY REPORT
Festival Group –Noted the Festival AGM is to be held on Tues 18 Nov in the Town Hall.
Noted Heather Summerfield had reported that Martin Leighton, on behalf of the Talgarth YFC, has
agreed to supervise the Talgarth YFC to run the Market event at the August Bank Holiday Festival.
Xmas Lights Group – Talgarth Christmas Lights Group Update – Agreed Clerk forward PCC
Bunting Licence Application for the Xmas Lights across the Highway – Fee £56.
Proposed by Cllr J Wilding and seconded by Cllr W Powell, all in favour, that the Town Council
pays for the Licence out of the precepted Xmas Lights money.
Agreed to pay LITE Ltd for new LED lights - £890 + £50 p/p + £188 VAT – Total £1,128.00.
Agreed to pay Talgarth Stores Invoice £45.27 + £9.05 VAT – Total £54.32 for sweets for ‘Switch
on ‘ evening Sat 30 Nov.
Agreed to pay invoice from Trubox £4.95, General Tool Store £7 & Wilkinson £4.98 for Xmas
Lights maintenance items.
Tourist Information & Resource Centre (TIRC) – Request to support their NW Bank letter –
Agreed to send letter of support.
TOWN HALL UPDATES –
Minor works –Noted that Alan Evans Builder had repaired the leaking guttering above the
Committee Room area. Awaiting invoice.
Noted Cllr A Bufton and Cllr R Reid collating a list of minor works requiring attention, redecoration
of the main hall etc.
Peter Edwards – Volunteer Painter – Clerk reported that Peter Edwards has offered to decorate the
main Town Hall and Entrance in early January. Agreed to purchase of 20 litres Emulsion/Magnolia
and masking tape for this purpose.
Pictures/Certificates etc - Agreed to review the position of the picture/certificates etc on the walls
in the Town Hall after the Town Hall has been re-decorated.
Curtains in main hall – Agreed to look at purchasing new curtains, possibly via the Awards for All
Grant next year.
Notice Board for official notices of Town Council & Frames for official documents and for
Chairmen names etc – Noted Cllr Bufton has matter in hand.
Proposed rails at entrance - Sue Pascoe – Disability Dept. No new update.
Heating Options, Town Hall – Noted Cllr J Lilly looking into heating options etc.
Agreed Clerk contact Alan Walters urgently regarding the Boilers constantly loosing pressure.
Launch for New Chairs - Town Hall – Noted on Tues 18 Nov at 12 noon during the Luncheon
Club Dinner, the Launch of the New Chairs, with the Brecon & Radnor Express, will be held to
promote our lottery grant. Noted Cllr A Lord, Mayor and Cllr J Wilding, Deputy Mayor to attend.
Table Tennis – Noted Cllr A Lord, Cllr A Bufton and Cllr R Reid are to meet with Table Tennis
Club re issue of moving the piano on Table Tennis nights.
Noted Talgarth Youth Club members have not yet re-commenced Table Tennis on a Tuesday
evening and will be starting up again in January.
Chubb Fire – Noted a 3 and 5 year quote had been received for Fire Extinguisher Maintenance.
Agreed Cllr Bufton and Cllr Reid look into this offer and report back to 10 Dec meeting.
Macmillan Welsh Tea in Memory of Mrs Val Harvey – Tues 28 Oct 2.30pm – 5.30pm – Noted
£1638 was raised.
Luncheon Club Xmas Dinner Tues 2 Dec – Invitation received to all Town Councillors. Noted
Cllr J Wilding, Deputy Mayor, Cllr M Dodds, Cllr J Hopkins, Cllr Pip Turner, Cllr W Powell and
Josephine, Town Clerk would be attending.
Thermostat in Main Hall – Cllr A Lord, Mayor, reported that the thermostat had to be relocated to
allow room for the WW1 plaque and surround to be put in place and Brecon Fire & Security had
undertaken the work. Proposed by Cllr J Wilding and seconded by Cllr A Bufton, all in favour to
pay invoice of Brecon Fire & Security in the sum of £39.43 + £7.89 VAT.
Boilers in Town Hall – Cllr A Bufton reported that the boilers were still losing pressure etc.
Agreed to ask Alan Walters to attend to the boilers as soon as possible.
Town Hall Clock – Cllr A Bufton reported that he had met with J B Joyce Ltd for the annual
maintenance service and it was found that in the clock faces a bulb holder was damaged/broken.
Agreed to ask Brecon Fire & Security to check fittings and replace the bulb holder.
Street Light on rt hand side of Town Hall – Agreed Clerk report this flickering light to PCC.
Regeneration Group – Cllr J Wilding reported that Christmas Market arrangements are well in
hand for Sat 6 Dec at the Cattle Market and that The Mill was planning to hold an Open Day the
same day.
14/279 FUTURE PROVISION OF PUBLIC CONVENIENCES – Already agreed that the Town
Council takes over this responsibility from 1 April 2015.
Cllr J Hopkins agreed to again look at a single unit.
PCC Ladies’ toilet– Clerk reported that PCC confirms that the leaking toilet has been repaired.
14/280 BBNPA – TOWN & COMMUNITY COUNCILS LIAISON MEETING – 26 Nov 6.30pm –
8.30pm at the Guild Hall, Brecon . Noted Cllr A Lord, Mayor agreed to attend.
14/281 RURAL ALLIANCES - SIGNAGE FOR TALGARTH, INCLUDING BROWN SIGNAGE –
Signage Talgarth – No new update.
Sunday Bus Service – Noted that neighbouring Town & Community Councils, Brecon,
Crickhowell, Llangorse and Bronllys have been asked by the Rural Alliance group for their support
the proposed Sunday Bus Service.
14/282 WALKERS ARE WELCOME’ MEETING FOR TALGARTH – Cllr A Lord, Mayor reported
on behalf of the WAW group, that they have had an invitation from Lucinda Williams who is
Walking With Offa Coordinator to host a Walkers are Welcome Best Practice event in Talgarth in
January. Lucinda is able to cover all of the costs, and help with the organising and promotion. Carol
Williams has also offered to help with the event. The format of the day is flexible. Past events have
had workshops /presentations in the morning, followed by lunch and then usually a walk in the
afternoon. As with the other events, the day should support local business by visiting those who are
keen supporters and hold different sections of the day at different locations.
It seems that the event is about learning more about how Talgarth WaW group was formed, how the
Walking Festivals have developed, what are the lessons learnt from organising the Walking Festivals
and other events, and what are our future plans. So it is about us show-casing what Talgarth is doing,
rather than having external experts. The audience will be local WaW groups in the Walking with
Offa partnership - probably limited to a maximum of 30-40 people.
Agreed to offer the support and assistance of the Town Council and to waive the Town Hall hire fee
but would look for a contribution to cover heating and electricity.
Received Agenda and draft minutes of the meeting held on 22 Oct. Received draft 2015 Festival
Programme. Noted next meeting of the WAW – Wed 26 Nov 7pm in Town Hall.
14/283 TOWN HALL GROUND FLOOR – Re Town Centre Partnership – Application for Funding –
Agreed Cllr Andy Lord, Mayor, Cllr Jacqui Wilding, Deputy Mayor and Cllr John Hopkins to meet
with Ms Sam Lloyd-Clayton, PCC, for the ‘Town Centre Partnership Debriefing’ discussion on
Thursday 27th November at 4.30pm in the Town Council Committee Room, Town Hall, Talgarth.
14/284 EMERGENCY ACCESS/EGRESS - TOWN HALL BASEMENT ONTO THE MILL YARD –
Planning Application & Listed Building Application for formation of opening through exit
wall and construction of disabled access ramp – Noted BBNPA Approval received Planning
Application 14/11096/FUL and Listed Building Consent – “Formation of fire escape door in position
of window opening and construction of level access platform and ramp to provide wheelchair exit”,
Town Hall, Talgarth. Cllr Lord reported that we cannot get approval for borrowing until May 2015.
Agreed Cllr Bufton and Cllr Reid update the Tender information to include this part and for us to
inform Tenderers and Bruce Williams of the latest position.
14/285 PCC HIGHWAY/TRUNK ROAD AGENCY ISSUES –
Talgarth Traffic Review – Concerns re double Yellow lines etc –Update received from Jo Lancey
PCC confirming the outcome of the PCC meeting on 3 Oct with Tony Caine, Jo Lancey, County
Councillor W Powell, to which Cllr A Lord Mayor and Cllr J Hopkins had been invited to attend.
She confirmed that it was agreed that they reduce the length of the parking bay adjacent to Black
Mountain Interiors to allow access to properties, the proposed bays adjacent to Powells Terrace was
removed from the scheme, and the raised crossing was to go ahead as per design and the proposals
will go to the Breconshire Committee meeting in November.
14/286 TALGARTH FLOOD ALLEVIATION SCHEME – Cllr A Lord, Mayor, reported that Flood
Alleviation documents from PCC had been placed in 2 box files in the Committee Room for
members of the public to view, through Josephine, Town Clerk.
Received concerns from Mrs E Starling re the Model Information and Minutes of 15 Oct meeting.
14/287 POWYS TEACHING HEALTH BOARD & BRECKNOCK RADNOR CHC
Bronllys health and Well Being Park proposal report - "Bronllys Park: a vision for the next
100 years" – Cllr J Wilding reported that at the Brecknock & Radnor CHC meeting, 10.30am Wed
3 Dec Lydia Powell will be presenting the report and encouraged as many Town Councillors as
possible to attend.
Veterans’ Site, Bronllys Hospital – Agreed Clerk chase Chief Executive for current position.
Welsh Affairs Committee - Event on Cross Border Health Care – Received information and
writing to inform us about an event the Welsh Affairs Committee is holding in Newtown and
Hereford on Monday 24 November as part of its inquiry into cross-border healthcare .
14/288 DOMICILIARY CARE IN THE TALGARTH AREA – Cllr J Wilding agreed to forward an
update to Town Councillors. She reported that Gareth Bayer BBC had requested copy of all Town
Council correspondence regarding our concerns sent to WAG and PCC. This information has been
forwarded to him.
14/289 TALGARTH ISSUES
Newsletter – Noted the Winter Newsletter is well in hand and going to print on 18 Nov for
distribution 20 Nov.
Police – October update received and on circulation.
Closure of National Westminster Bank, Talgarth – Noted the Bank will close on 24 Nov.
Website for Talgarth Town Council –Noted ICT Vision has been liaising with both Cllr J Wilding
and Josephine and hopefully there will be some news to report that it will be live asap.
King George V Playing fields/Talgarth & District Sports and Community Association
(TDSCA) – Received Minutes of the 1st Meeting of the TDSCA held on 1 Oct at Gwernyfed RFC
Clubhouse which was attended by Cllr A Lord, Mayor. Also received a draft constitution for the
T&DSCA which is to be considered at the next meeting on 12 Nov meeting. Noted Cllr Lord has
sent his apologies as it is the same date as our Town Council meeting.
Cllr A Lord reported that he had met with Steve Butcher PCC on 5th Nov at the Pavilion and
completed the ‘Expression of Interest’ (EOI) form in respect of the Community Asset Transfer from
Powys County Council and the final version had been circulated to Town Councillors.
Town Councillors agreed to ratify the application and give it full support.
Tree of Light Service – 4pm Sun 30 Nov – Agreed to light a candle in memory of the late Lord
Livsey of Talgarth, the late Cllr Mike Mullan and the late Cllr V Davies - £2.50 per candle.
Cllr A Lord, Mayor, agreed to light the candles at the Service.
Town Twinning with the Italian town of Pizzoferatto – Town Twinning Project – Noted Town
Twinning group will have a stall at the Xmas Markets on 5 Dec. Also a fund raising event on Sun
25 Jan (Burns Night) at the Castle Hotel, Talgarth.
Agreed that the Protocol be framed and displayed in Town Hall. Approx cost of framing £35.
Woodlands Play area – No new update.
Woodlands Centre – Awaiting update from Steve Evans PCC. Clerk to chase matter.
GP Biotec – Great Porthamel Farm – Odours in Talgarth – Noted GP Biotech Porthamel
telephoned Cllr A Lord, Mayor, inviting the Town Council to visit the AD plant and look around at
4pm Thurs 16 Oct. Cllr A Lord attended. Cllr N Bally and Cllr A Bufton were to visit on 17 Oct.
Noted, following the Open Public Meeting held on 23 Oct, GP Biotec agreed to set up a Community
Liaison Group. The main objectives of the group will be to provide a forum for the exchange of
information between GP Biotec, local residents, reps of local businesses and relevant regulatory
body representatives; and to provide local residents and other interested parties an opportunity to
raise any concerns arising from site operations. The aim is to represent a cross section of views,
including:
 Local Residents – 4 persons
 Town Council representatives – 2 persons
 Local Businesses – 3 persons
 Relevant regulatory body representatives – 4 persons
 GP Biotec representatives – 2 persons
The advertisement will be circulated with the Town Council Newsletter.
Cllr A Lord, Mayor, reported that he had been asked and agreed to Chair the group.
Agreed Cllr J Lilly be the second Town Councillor representative on the group.
It was suggested that Virginia Brown would be a useful member of the public to be on the group,
with her knowledge of listed buildings renovation grants etc.
Concern received from Virginia Brown saying that it would be useful for the Town Council to ask
the operatives of the Anaerobic Digester if they have a plan for dealing with a breakdown in the
function of the Carbon filters which she believes are supposed to eliminate odour. If the filters cease
to function will the plant immediately be shut down? If that occurs will there be a backlog of raw
material to be dealt with and will delivery of more cease until the plant is running again? It would be
unsatisfactory to be told that it is very unlikely to happen because a maintenance regime is in place
and if it should happen it will be dealt with. It would be better to have a plan in place for the worst
case scenario. Virginia felt the idea of a liaison committee sounded useful and if one is formed she
would like to suggest that the young woman from a farming background who spoke so eloquently at
the meeting is invited to be a member.
Listed Barn at Porthamel Farm – Concern received from Virginia Brown, enclosing emails from
2012 and wondering if the Town Council knows if the issue was resolved.
Cwrt-y-plyffin Lagoon/Porthamel issues – New Lagoon etc – E-mail received from Delyth
Rowlands, Clerk, Felinfach CC, requesting contact details of Jon Goldsworthy NRW. She said that
she has sent a letter to Kirsty Williams and Roger Williams, expressing that the Community Council
feels that NRW have too much power, to be able to grant permission for significant projects, without
Powys County Council or Community Council involvement and awaiting a reply.

14/290 REQUEST FOR DEFIBRILLATOR TO BE PLACED ON THE TOWN HALL PLUS
ELECTRICITY SUPPLY AND ON-GOING COSTS WHEN DEFIBRILLATOR USED –
Noted that the Black Mountains Lions Club has agreed to donate a Defibrillator for a site in the
Square in Talgarth Town Centre. The Town Council agreed, in principle, that it may be fitted in an
accessible place on the wall of the Town Hall, Talgarth, for the benefit of the community and
visitors. Clerk to ask BBNPA if there are any Planning permission or listed Building Consents
required. Proposed by Cllr A Bufton and seconded by Cllr J Wilding, all in favour, that the Town
Council maintain/insure the Defibrillator.
14/291 REMEMBRANCE SUNDAY 9 NOVEMBER –
Remembrance Sunday – 9 Nov – Noted the Remembrance Sunday Services has been well attended
at St Gwendoline’s Church and at the War Memorial.

 to donate £30 to the Talgarth Army Cadets for their attendance again this year
 to pay Invoice British Legion for Poppy Wreath £18 plus £2.50 for each Poppy cross – 7 War
graves in St Gwendoline’s Churchyard and 1 War grave at old Mid Wales Hospital.
 to pay Brecon & Radnor Printers £6 for copying 50 leaflets for the War Memorial Service.

Xmas wreath for the War Grave at the old Mid Wales Hospital (brought to our attention by Virginia

WW1 Plaque in Town Hall – Cllr A Lord, Mayor reported that the Unveiling of the WW1 plaque
back in its original location, by John Gwynne, and the blessing of the WW1 plaque by Canon
Rowland Edwards and Rev Richard Walker, was well attended. Noted Cllr Pip Turner had
arranged the tea/biscuits – Proposed by Cllr J Wilding and seconded by Cllr A Bufton, all in favour,
to pay for tea/biscuits from Co-op – cost £6.49.

14/293 TREFECCA ISSUES – Proposed Footpath – Trefecca – Talgarth – No new update.
Speeding through Trefecca – Request for 30 mph Speeding Device to be fitted through
Trefecca Village –Response dated 4 Nov received from Ian Mills PCC, confirming that he has put
a request through to PCC Speed Management Group and Trefecca has been put on the list for when a
set becomes available.

Burial Committee – Noted Burial Committee held on Wed 15 Oct and Minutes on circulation.
Proposed Churchfields Development/Burial Ground Issue– Response received from Stephen
Hiscocks Solicitor, who appears not to understand what we have asked him ie that we need to
conclude the current situation as soon as possible and definitely before any new negotiations are
opened officially with Melin Homes should that happen.
Agreed Cllr A Lord, Mayor, call in Mr Hiscocks office to finalise the matter, face to face.
Churchyard/Churchfields Boundary Survey – Cllr A Lord, Mayor, reported that he was meeting
with Alex Nesterow, Brecon, to survey the boundary between the extension to the burial ground and
Melin Homes development on Fri next, 14 Nov. Noted the cost quoted at £195 + VAT.
H & S Memorial Stones – Town Clerk reported that a further 4 Memorial Stones had now been
repaired by Memsafe. Agreed to pay Memsafe Invoice £444.00 and to invoice relatives of the 4
repaired stones. Also noted two further stone ES and MT were being repaired by Josh Davies.
Noted at the Burial Committee meeting it was agreed to get the remaining failed stones approx. 18
socketed into the ground at a cost of £26 each.
St Gwendoline’s Churchyard – Renewal of Maintenance Contract 2015/2016, 2016/2017,
2017/2018 – Clerk sent out for Tenders to 5 companies. Only 2 Tenders received:
Martin Leighton Garden Services – as per the Tender request an annual cost £2917.30 Yr 1,
£3063.30 Yr 2 and £3216.30 Yr 3.
High Ground - received as a cost per cut £455 + cost of grass removal. Town Councillors felt it may
be more appropriate to pay by the cut. Agreed Cllr A Bufton liaise with Martin Leighton for a price
per cut and the anticipated number of cuts during the growing season and to report back to the
10 Dec meeting.
