WORKSHOP DESCRIPTION INCLUDING LEARNING OBJECTIVES
A Reusable INSPIRE Reference Platform (ARE3NA, ISA Action 1.17) has been
addressing several ‘missing items’ that aid INSPIRE implementation with the
broader scope of cross-border and cross-sector reusability and interoperability
of the ISA Programme.
Several presentations will be made at the conference but, at a little more than the
half-way stage of ARE3NA, there is a need to explore a sustainable approach to
the identification and sharing of reusable components for the remainder of the
project and in the future. This will involve key technologies for INSPIRE
implementation and also other sectors wanting to build on INSPIRE or reuse its
tools.
Building on experience to date, ARE3NA is investigating the further development
of a platform to share components towards a sustainable means to support
implementation and reuse. This includes trying to make best use of existing
resources such as the INSPIRE Forum and JoinUp (plus other activities relating
to reuse via the ISA Programme), while adding an extra layer to guide
implementers and ‘re-users’ to the components available, showing how they
could be reused and how implementers and solution providers can identify
components that need refinement and further development.
This workshop will bring together software developers and Member State
representatives to discuss requirements for the platform and requirements for
software development. In order to explore how software needs can be met in an
innovative way, the topic of crowdfunding for the variety of INSPIRE
stakeholders across Europe will be discussed at the workshop, alongside other
approaches.

The workshop will be run as a series of topics for discussion led by ARE3NA
team leaders. The idea is to agree on topics of common interest and then have
delegates identify them for the duration of the conference, and hopefully after.
To aid this spill-over of activity into the main part of the conference, the
workshop will also set up a game, where delegates/players will be able to notify
ARE3NA team leaders of their observations of benefit to the platform/specific
requirement topic via twitter (provided with a short list of hashtags) and e-mail.
Let the games begin!
DESCRIPTION OF TARGET WORKSHOP AUDIENCE
The intended audience is:

Member State representatives implementing INSPIRE and any egovernment/ISA participants interested in reusing INSPIRE data

Software developers from both open source (e.g. OSGEO) and proprietary
companies interested in sharing details about their tools for INSPIRE
implementation and reuse.

SMEs interested in implementation and wanting to reuse data

Conference delegates wanting to have fun.
WORKSHOP REQUIREMENTS
AV requirements
A projector and laptop (etc.) will be needed for presentations
Room setup
Lecture set-up is foreseen at this stage but space will be needed for small group
discussion (better if chairs are not fixed).
If possible we would also like to display progress in a space at the conference (a
screen showing top components identified at the conference or from known
activities) to show progress and show delegates who were not at the workshop
how they also can play.

We will be providing game rules at the workshop in electronic and hard copy
form. A presentation will be made too.

First session

Introduction to ISA and ARE3NA

Presentation of the ARE3NA platform idea

Discussion with Member States and developers about platform features
(e.g. shop windows for tools, implementation videos, case studies and
app-development highlights, detailed implementation guides) and
requirements.

Discussion on barriers to a sustainable community-driven approach
Second session

Presentation and discussion of examples of software needs (based on
ARE3NA survey)

Discussion on how crowdfunding or other approaches to a communitydriven approach could aid INSPIRE development and what the likely
barriers could be
Third session: the Eyes and Ears Game

Explanation of the game objective and how to play

