Change of Area name
At the EPHA Annual General Meeting on 15 October 2103 it was agreed that the Central area
should now be called Mid, in line with the LA change made a couple of years ago. Central EPHA
will now be known as Mid EPHA or MEPHA.
d)
Election of a new Chair and Vice-Chair
Doretta Cowie, Chair of MEPHA, is leaving the area at the end of term to take up a new post as
Headteacher of Alton Park Juniors in Clacton. Doretta has been Chair of Mid EPHA since June
2010 and she will be very much missed, particularly for her passion for the job and her sense of

humour.
Sue Foster, the current Vice-Chair of MEPHA, was elected as Chair for the remainder of the school
year, and Helen Hutchings (who represents Chelmsford West on the EPHA Executive) was elected
Vice-Chair for the remainder of the school year. Both were thanked for taking on these vital roles.

EPHA update and report from EPHA Liaison Officer
Mike Blant circulated a report at the meeting, giving details of meetings that he has attended on
behalf of primary headteachers.
He noted that he attends meetings of the Southend, Essex and Thurrock Strategic Child
Exploitation Group. This group, chaired by Ewen Wilson, Deputy Superintendent of Essex Police,
is concerned to spread the messages, in the most effective ways, which need to be heard by all those
working with children, their parents and their communities. The chairman holds members to
account and approaches the task with some sense of urgency. Training sessions for school based
‘champions’ (deemed to be the designated person in each school) should now have been circulated
to schools. Half day conferences on CSE have recently been publicised (in addition to whole day
conferences, recently publicised by ECC).
Domestic Violence notifications
Mike highlighted that at the current time the DV notifications to schools will only relate to open
cases with social care. In time, it may be possible to widen this to other cases, but there are
logistical issues due to the number of notifications in Essex, not all of which involve school age
children.
Mike reminded headteachers that 4Myschools, the not for profit supply agency, working in
partnership with EPHA and ASHE (the secondary association) has offered a £25,000 donation to
primary school partnerships, to support the development of community projects. Interested groups
of schools should contact Mike for more information.
The Education Estates Strategy
As you will see from Jo Twine’s briefing paper and as Tim Coulson has indicated in past EPHA
meetings, the principle of an ‘invest to save’ proposal has been tabled to the Schools’ Forum,
though further costings and potential savings need to be worked through. The idea of top-slicing the
DSG (£4m p.a. over 10 years – although other measures may reduce this amount e.g. using existing
redundant sites or those due to close) to invest in new SEND/BESD provision will of course impact
on school budgets across the board (including all key stages & all school types). In the long term, by
providing in-county facilities (4 new special school facilities proposed at a cost of £42m), the
financial burden reduces and funds presently spent on out-of-county placements can be redirected
into Essex schools – assurances that such savings will indeed be ploughed back into the schools are
being sought.
The consultation with Schools, Heads and Governors over the next few months is:
 Should we proceed with the SEN capital strategy on an invest to save basis? or
 Do nothing and stand increasing costs of out-of-county placements – thereby reducing the
amount of DSG available to all Essex schools anyway?
We have to advise our school forum reps what the majority view is to make a final decision in the
February Schools’ Forum meeting.
Local Offer
Headteachers will be invited to half day conferences in the spring term to focus on the requirements
of the Local Offer. In September 2014, for example, it will be necessary to publish 13 statutory
duties on the schooli’s website.
