JEWELLERS ARRESTED FOR DEFRAUDING INVESTORS IN MULTILVEL MARKETING RACKET Economic Offences Wing, Crime Branch, Delhi Police has arrested two directors running an agency in the name and style of M/s B.K. Jewellers House Marketing Pvt. Ltd., at WZ-16, Sant Nagar, Tilak Nagar, namely Chetan Malik, age 25 years s/o Shri Balkishan Malik and Rajesh Malik, age 40 years s/o Shri Rajinder Lal Malik, both r/o 42, Vaishali, Pitampura, Delhi. More than 150 complaints alleging that the company had floated many lucrative schemes of investments. In the scheme, if a persons joins as a investor either by paying a sum of Rs. 3533/- or Rs. 13444/- ( silver investor) or Rs. 68216(gold investor) or Rs. 3,36,738/-(platinum investor), give huge returns the company would give huge returns not only on the investment made but also commissions were offered for bringing in more investors. The alleged company conducted seminars/conference at their office premises and other places also for attracting the investors to invest money in their schemes. For the investment of Rs. 13444/- the investor was promised returns varying from 26000/- to 26,00,000/- in a period of 12 months,depending upon the growth of the company. It has come to the notice during investigation that the accused had made large number of dummy investors to siphon out money from the company for their illegal gains. The directors of the company were evading their arrest for last two months by shifting their locations continuously. Raids were being conducted at their hideouts as per investigation. The accused could not sustain the persistent pressure and raids by the police and they surrendered to the police on 10.7.09. As the number of complainants likely to go up, therefore, auditors have been appointed to assess the exact dimension of the scam. The accused persons are being produced before Shri R.K..Tripathi, ACMM, Tis Hazari Court today. Further investigations in the case are going on. PRESS RELEASE DATED 11-07-09 DELHI TRAFFIC POLICE To bring about order on Delhi roads Delhi Traffic Police has been putting strenuous efforts to bring violators of traffic rules and regulations to book and to sensitize the motorists. Various drives are being organized by the traffic police from time to time to stress the importance of safe driving. Traffic police has been constantly campaigning against drunken driving by educating the road users and carrying out prosecution of those indulging in drunken driving. On the night of 10.7.2009, 40 locations were identified for checking against drunken driving around pubs, bars, restaurants and major thoroughfares to apprehend those indulging in dunking driving. Each team was supervised by an Inspector. Senior police officers were also present. The checking which took place between 9 PM to 12 midnight caught many unaware. As a result of the drive, a total of 573 persons were challaned, including 384 for drunken driving. 77 persons were challaned for dangerous driving. 46 vehicles were impounded during the checking. Traffic police has launched a major campaign by educating road users through F.M. channels to avoid drunken driving. Those who consume alcohol should either take a taxi or have sane/sober driver to drive for him. In case of a party it is the moral responsibility of the host to see that if the guest is under the influence of alcohol he should arrange for his reaching home by either providing an alternate driver or by using a cab. Nirale Hassan R/O H.no.1708, Gali no.19, Sangam vihar NEW Delhi AGED 24 Years and 4. Imran S/o Afsar Ali R/O Advocate Abrar Ka House, Jatav Puri Firozabad (UP) Aged 22 years, the Special Staff of South East District has recovered 15 vehicles till now from the areas of Police Stations Govind Puri, C R Park, Hauz Khas, Vasant Vihar and Kalkaji, New Delhi. Team, operation and Incident: In view of the instances of auto thefts in area of South-East Distt,specially in the area of PS Govind puri , a special team of officers of special staff was constituted to develop information. The Special Staff, South East District was working on an information for last two months regarding Shahid Gang involved in Motor vehicle thefts in Delhi and NCR. This information was developed and specific information was received by Ct. Mohd. Yasin No. 2152/SE,1967/SE ,Ct Sunil and Ct. Mohd. Talim No. 2085/SE of Spl. Staff/ South-East Distt. On 07.07.09 secret informer informed that some members of this Gang including gang leader will pass through Road No. 13, Okhla Phase-I, New Delhi. On this a team comprising of HC jai Kishan, HC Shiv charan, HC Sompal, HC Satyendra, Hc surrender, Ct.Mohd talim, Mohd. Yasin, Ct. Mohd. Muslim, Ct. Vikram, Ct. Arun, Ct. Surender under the leadership of SI Shivraj Singh Bisht, SI Omprakash and under the close supervision of Sh. Rajeshwar, ACP/Operations Cell, South-East Distt. The team intercepted an Indica car No. HR 26AC 9319 at Road No. 13, Okhla Phase-1, New Delhi and apprehended suspects namely Shahid S/O Iqbal Khan R/O H.no.30- A, Chadanhola New Delhi and Mohd. Adanan @ Babloo S/O Sh.Nawab Khan R/O Mohalla Ghannas Pur, PS Kurawali, Distt. Manpuri (UP), While one person could not be apprehended and he ran away from the spot. On personnel search of Shahid one loaded country made pistol and one live cartridge were recovered from his possession. During questioning they neither gave any satisfactory reply nor produced any document regarding ownership of the Indica Car. On sustained interrogation, it was revealed that this Indica Car was found to be stolen from the area of PS Pashchim Vihar vide FIR No. 777/06 dated 30.07.06 Interrogation: At the instance of accused Shahid & Adnan, another gang member Owesh S/o Nirale Hassan R/O H.no.1708, Gali no.19, Sangam Vihar, New Delhi was also arrested. During sustained interrogation, they disclosed that they have been working with Shahid for last 2-3 years. Shahid engaged budding criminals through his sources to carry out auto thefts and seldom comes in contact with them. Another accused Shahid & Zahid who lives in Firozabad & Etawah respectively are close associate of arrested accused Shahid and they tempers the Engine No. and Chassis No. of the stolen vehicles given to them by gang members of Shahid and they also prepares forged registration documents of these stolen vehicles. Thereafter these vehicles were given for sale. Accused persons come to Delhi in stolen car with forged no. plate of UP registration & used duplicate key for opening of parked cars in the late night. Accused Imran was master in opening car and Shahid used to carry firearms while stolen/supplying the vehicles. They further revealed that they operates their gang by frequently shifting their base and communicates with the gang on mobile. On the instance of the accused nine more vehicles including 3 Maruti Vans, 4Maruti-800, one Esteems, and one indica cars. Shahid has been involved in 12 cases including Arms act Auto lifting and NDPS Act. During the course of investigation 4 days Police custody remand was obtainedand in this period five more vehicles have been recovered at the instances of accused persons. PROFILE All the accused persons were subjected to sustained interrogation and their profiles are as under:Shahid Shahid disclosed revealed that he was born in chadanhola, Delhi. He is school dropout from Govt. Primary School, Chadanhola, New Delhi. After that he worked as cleaner in local bus route in Delhi In this period he joined the company of Bad Character of the area and started committing auto thefts. In 1999, he was arrested for the first time in case of auto lifting in the area of PS Mehrauli, New Delhi. In jail he came in contact with other criminals and graduated to other crimes. He has been involved 12 cases of Auto theft, cases of Arms Acts and NDPS Act. He is familiars to various nick names namely Rashid, Asif, Nisar, Asia. Since then he has been absconding and committing crimes unabated. He has got no fear of law. Mohd.Adnan @ Babloo Mohd.Adnan @ Babloo disclosed revealed that he was born in village of distt Manpuri, UP. He is illiterate and never gone to school. He had worked as a labour in glass factory in Firozabad and later shifted to Aligarh with his brother-in-law. After that he has learnt the work of car mechanic and started a small workshop near his village. He is the relative of gang leader shahid and started committing auto thefts with the other Owesh S/o Nirale Hassan Owesh S/o Nirale Hassan disclosed revealed that he was born Sangam Vihar delhi. He got his primary education from MCD primary school sangam vihar . He was school dropout . After that he has opened the cycle reparing shop at Sangam Vihar and later learnt driving and worked as driver.His marrage was solemnised in Firozabad UP and came in contact with Imran( brother-in-law ) and started committing auto thefts with his brother-in-law. IMRAN S/O AFSAR ALI Imran disclosed revealed that he was born in a village of Ghirore of Distt.Manpuri ,UPSangam Vihar delhi. He got his primary education from primary school in his native village. He was school dropout and is fifth fail .Later he had worked as a labour in glass factory in Firozabad Accused Imran is brother- in-law of accused Shahid & and started committing auto thefts with his brother-in-law Recovery: 1. SOUTH-EAST DISTT., NEW 11.07.2009 EX-MULTINATIONAL SENIOR BANKER CUM NOTORIOUS CHEAT, INVOLVED IN MORE THAN 75 CASES ARRESTED: ARTICLES WORTH RS. 1.5 MILLION RECOVERED South District Police has arrested one Ravi Kumar Sindhu aged 23 years s/o Subhash Sindhu r/o H. No. 38-D, Aram Bagh, New Delhi and unearthed one of the most prominent cheating rackets in Delhi in recent times involved in the cheating of more than 4 crores and duping more than 75 innocent people. Large number of costly articles including Accent Car, split ACs, LCD TVs, cameras, mobile phones, wrist watch, branded clothings, juicer-mixer-grinder, deep freez, computer and house hold furniture worth Rs. 1.5 million were recovered from him, which he had purchased from the credit cards acquired through impersonation and cheating. INCIDENT The complainant Samir Gupta r/o G-I/737, Sarojini Nagar, Delhi had filed a complaint at police station Sarojini Nagar alleging therein that he had applied for Standard Charted credit card. On 27.04.09, a courier boy from Blue Dart Express visited his house and handed over the credit card to his wife Manit Gupta, who was present at that time. Immediately after 10 minutes, one person impersonating himself as Harsh Kumar, another employee, an executive of Blue Dart Courier requested him to return the above credit card for some correction and promised to return the same after two hours following some necessary correction. The accused also gave a duly filled receipt of the courier company and signed with mobile number. The complainant got deceived by the impersonation of the accused and in good faith returned the card to him but after two hours, he received a message that the accused duped him to the tune of Rs. 40,000/- by shopping at various shops of Sarojini Nagar Market. A case vide FIR No. 268/09 u/s 419/420/468/471 IPC was registered at PS Sarojini Nagar and a team consisting of Sh. Ramesh Kumar, SHO/S.Nagar, Inspr. Anil Sharma, SI. A.K.Singh, HC. Manphool, HC. Ravinder Kumar, Ct. Shish Ram, Ct. Vinod and Ct. Manoj under the overall supervision of Sh. Mohmmad Ali, ACP/Vasant Vihar was constituted to solve the case and nap the accused. An extensive groundwork in association with the officials of nationalized/multinational banks- Blue Dart Express and radio taxi operators. The mammoth exercise revealed that the accused used 10 mobile hand sets and 56 mobile numbers during the span of 8 months, all on fictitious identities and duped more than 75 credit card holders of various multinational/nationalize bank customers in every nook and corner of Delhi , Faridabad, Gurgaon and NOIDA. The information about his whereabouts and movements were gathered and developed minutely. Frequent raids were conducted all over NCR and finally, the accused was nabbed on 08.07.09 at Sarojini Nagar Market, while he was planning to dupe another innocent credit card holder. Seven fake IDs, five credit cards and sixteen forged card receiving letters on behalf of M/s Blue Dart Express were recovered from his possession. On subsequent investigation and raids, a large number of costly house hold articles including split air conditioners, LCD TVs, computer, printer, scanner, CPU, juicer-mixer-grinder, expensive speakers, expensive wrist watch, deep freez, costly house hold furniture, mobile phones, branded clothing, expensive shoes and one Hundai Accent car having forged number plates were recovered from his house at Aaram Bagh, Paharganj and from the cafeteria in Faridabad. MODUS OPERENDI The accused being an educated person of destructive mindset and having vast banking experience with specialty in credit card transactions, was fully aware of functioning of the credit card division and delivery pattern of M/s Blue Dart Express. He came across the unique way of impersonations by targeting one particular area on particular day. After zeroing down the delivery boy of courier company, he used to impersonate himself as senior representative of the Blue Dart Express and used to ask for the delivery details. After getting the details he used to strike at a particular house carrying an Identity Card of senior Blue Dart official. By befooling the targeted person, he used to take his credit card and a lot of purchasing particularly of costly and branded articles was immediately done in the nearby shopping mall. Sometimes the purchase was to the tune of more than Rs. 1.5 lacs. PROFILE OF ACCUSED The accused Ravi Kumar is a Graduate, computer diploma holder, applied for MBA and had worked as Asstt. Managers in Citi Bank and Barclays Bank for a total span of 4 years. Presently he is running a cafeteria in one of the prominent hospitals in Faridabad as alibi and to give cover to his earnings through cheating . His father is a Govt. Employee working with DGS&D. So far, a total number of 75 cases has been linked and the investigation is under process. The officials of major multinational banks viz. HDFC, City Bank, ICICI Bank, Standard Charted, ABN Ambro, Axis Bank, American Express, Kotak Mohindra and Blue Dart Express heave a sigh of relief and they have expressed gratitude to the police as this act was also causing harm to the reputation of their organizations. RECOVERIES Large number of costly articles including Accent Car, split ACs, LCD TVs, cameras, mobile phones, wrist watch, branded clothing, juicer-mixer grinder, deep freez, computer and house hold furniture were recovered from him, which he had purchased from the credit cards acquired through impersonation and cheating. The investigation of the case is in progress. The accused is on police custody remand and efforts are being made to effect more recoveries. The staff involved in good work is being suitably rewarded. (H.G.S.DHALIWAL) DCP/SOUTH DISTRICT 11.07.09 TWO MORE ACCUSED IN SENSATIONAL DOUBLE MURDER CASE OF CHIRAG DELHI ARRESTED South District Police has arrested two more accused namely 1. Manoj Gulia age 22 years s/o Ramesh Chand r/o B-552, Chirag Delhi and 2. Shashi Kant Bhardwaj @ Kaku age 21 years s/o Late Kulbhushan r/o 522 Jhankar Gali, Chirag Delhi in sensational double murder case of Chirag Delhi. A base-ball bat used as weapon of offence has also been recovered from accused Manoj Gulia. INCIDENT In the night intervening 26/27.06.2009, one Akash Shandilya @ Hunny s/o Mool Chand Shandilya r/o 710, Chirag Delhi, New Delhi, a student of Hotel Management, reported that on 25.06.2009 the Ring Ceremony of one Kuldeep s/o Shiv Hari was scheduled at Sanatan Dharam Mandir, Chirag Delhi. In this function, two boys namely Nikku and Amit had also come from their native village and they had consumed liquor. The duo started passing remarks on the guests and also started a scuffle. The guests took an offence to this and father of Kuldeep alongwith his cousins Vijender @ Vijay and Vikas @ Vipul tried to pacify them but they continued with their mischievous activities. On this, they were taken out of the place of function. While leaving the place, they threatened Vikas and Vijender with dire consequences. On 26.06.2009 at about 10.30 p.m., Amit and Nikku alongwith their other associates namely Mahne and Sonu residents of Mundewala, Kuldeep, Manoj, Bhisham and Kaku all residents of Chirag Delhi and Sonu, Monu, Kapil Jogiwale alongwith 2-3 other boys having sticks, knives, razor etc. came to the house of Vikas @ Vipul and Vijender @ Vijay and started beating them. Manoj was having a country made pistol in his hand. They pushed Vikas and Vijender on earth and Amit and Nikku stabbed them while others continued beating them with fists, legs, sticks etc. When Akash Shandilya and his neighbourer Mahesh tried to save them, they also beat them up and one of the assailants bit on the left shoulder of Akash and snatched his gold chain. The crowd gathered in the meantime and the assailants tried to flee from the spot. One of the assailants was captured by the crowd. The injured were taken to the hospital. Initially, a case vide FIR No.323/09 u/s 147/148/149/392/397/307/452 IPC was registered at PS Malviya Nagar and investigation taken up. Later, Vikas @ Vipul s/o Mool Chand and Vijender @ Vijay s/o late Shri Jai Bhagwan scumbbed to their injuries and one of the assailants namely Sumit @ Mahne s/o Ram Chander also expired due to the beatings by the crowd in the early hours of 27.06.2009. Later on, section 302 IPC was also added and investigation taken up. Earlier five accused namely Amit Gulia @ Andal age 23 years s/o Sukhbir Singh r/o 557, Chirag Delhi, New Delhi, Kuldeep Sehrawat @ Kanji age 25 years s/o Raj Kumar r/o 150, Chirag Delhi, New Delhi, Sunil Pandey @ Sonu age 24 years s/o Mahesh, Chirag Delhi, New Delhi, Amit Pandey @ Monu age 25 years s/o Daya Kishan r/o Chirag Delhi, New Delhi and Bhisham Sharma @ Sidharth age 20 years s/o Harender r/o 370-D, Chirag Delhi, New Delhi were arrested in this case on the following day of incident. The police team consisting of Inspector Dheeeraj Narang Inspr.( Inv), SI Ajay, ASI Gopi Chand, HC Sanjeev and Const. Suresh under the supervision of Inspector Jarnail Singh, SHO/Malviya Nagar and Shri Mehar Singh, ACP/Hauz Khas continued their efforts to arrest and nab the remaining accused involved in this case. After the incident when the crowd gathered in large numbers, these two assailants also managed to flee away from the spot and then went out of Delhi. Raids were conducted at their possible hide-outs and staff was also deployed in disguise around their houses. Accused Manoj Gulia and Shashi Kant were arrested by the police team from the area of police station Malviya Nagar, when they were trying to contact their families. INTERROGATION During their interrogation, it was revealed that at the time of quarrel Manoj Gulia was present and he was also humiliated by the other party. Shashi Kant Bhardwaj is a common friend of the other accused including Manoj Gulia, who were involved in a brawl on that day. Next day, i.e., on 26.6.09, these two accused also went to the house of the victims along with other co-accused persons. Manoj Gulia was armed with base-ball bat and these two along with other assailants attacked the victims. Manoj Gulia used his bat for beating the victims, where as Shashi Kant assaulted them with fist and kicks. PROFILE Manoj Gulia is born and brought up in Chirag Delhi. He has studied upto 12th class and thereafter also did a course of Draftsmanship. He was working in a private company. Accused Shahi Kant Bhardwaj @ Kaku also hails from Chirag Delhi and has studied upto class 10th. He was working as DJ in marriage parties. They have not been previously involved in any criminal case as per the police record. Investigation of the case is in progress. Efforts are afoot the arrest the remaining involved accused. ( H.G.S. DHALIWAL ) DCP/SOUTH DISTRICT 11.07.2009 ABSCONDING ACCUSED IN SENSATIONAL BLIND MURDER CASE OF MBA STUDENT OF IIPM ARRESTED South District Police has arrested accused namely Arun Raghav @ Arun @ Upender aged 21 years, s/o Ashok Kumar r/o Hindon Vihar, Ghaziabad in the sensational murder case of an MBA student of IIPM, which was committed on 25.05.09 in Qutub Institutional Area, Hauz Khas, New Delhi. INCIDENT On 26.05.2009, while one Ankur Singh s/o Virender Singh r/o M107, Greater Kailash-I, New Delhi was strolling in Sanjay Van area, he noticed some stones smudged with blood and a trail of blood towards Nullah near Rockland Hospital, Prithvi Raj Chauhan Fort. He proceeded towards Nullah and found a dead body in the Nullah. He immediately informed Police Control Room. After receiving the call regarding dead body, the local police from Police Station Hauz Khas reached the spot and found one dead body of a boy aged about 25 -26 years. The deceased was wearing one T-shirt of IIPM, Qutub Institutional Area, New Delhi. The face of the deceased was deformed by crushing it with stones as some blood stained stones were also found nearby. Accordingly, a case vide FIR No.189/09 dated 26.05.2009 u/s 302/201 IPC was registered at Police Station Hauz Khas and investigation taken up. Accused Rahul Chaddha was arrested in this case on 08.06.2009 and during his interrogation the involvement of other accused Arun and Arjun was revealed. The police team consisting of Inspector Virender Jain, SIs Rajeev, HCs Islamuddin, Sanjeev, Constables Dara Singh, Jaiveer and Kaushar Mehndi under the lsupervision of Inspector Atul Kumar, SHO/Hauz Khas and Shri Mehar Singh, ACP/Hauz Khas continued their efforts to arrest and nab the remaining accused involved in this case Sources were deployed in various areas to locate the possible hideouts of the accused persons and raids were conducted at several places to apprehend them. The efforts of the police team bore results and on secret information accused Arun Raghav was arrested on 10.07.2009. INTERROGATION During sustained interrogation, accused Arun Raghav disclosed that he was known to Rahul Chaddha for the last seven years as they both used to go to gym in Ghaziaabad. On the fateful day, Rahul Chaddha told him that he was in love with a girl and the deceased Anand Tewari had also very ‘intimate’ relations with the same girl, who was student of the same institution and both were supposed to go to Switzerland on 27.05.2009. Earlier Rahul Chaddha had quarreled on this issue with Anand Tiwari and Rahul asked him to help him in eliminating Anand Tiwari. Then they hatched the conspiracy with one of their accomplice Arjun and as per plan Arjun invited Anand Tiwari for a drink in Saket pub and took him to the jungle of Qutub Institutional Area on his motorcycle on the pretext of taking a walk, while Rahul and Arun followed them in a car. In the jungle, Arjun hit Anand Tewari on his head with the help of an iron rod and when Anand Tewari fell down, Rahul and Arun also hit him with stones and iron rod. After taking away the wallet, mobile phone and bag of the deceased, they threw his body in the Nullah and escaped from the spot. The accused Arun also confessed that he had taken away the goggles and pen of the diseased after commission of the crime, which he has kept concealed in his house. After the incident he was moving from one place to the other for hiding himself. Knowing the fact that his name has also been surfaced in the crime he was very upset and had also applied for anticipatory bail, showing that he was not known to the main accused. The police strongly opposed the bail and also apprised the court about their intimacy and produced photographs showing them together. The bail was rejected. The accused was arrested near India Gate, while was going to meet someone. The accused will be produced in the court today and Police Remand would be taken to affect the recoveries of those articles as well as the blood stained cloths wore by him at the time of incident. PROFILE Arun has studied up to 10th standard. At present, he is jobless. He is a close friend of Rahul. All the three accused persons are residents of Ghaziabad. Allahabad UP who is employee of a cash Collection Company and has lodged a false complaint of robbery of Rs.3.75 lacs. Cash amounting to Rs.1 lac, mobile phone and other documents have been recovered from him. INCIDENT, TEAM & ARREST On 16.06.2009 one Anuj Kumar Singh s/o Sudershan Singh made a complaint that he is working in Jumbo Courier Company as a supervisor. Today he was coming on his motorcycle after collection of company cash Rs.3.75 Lacs approximately from Chakkarpur Gurgaon. When he reached near Ghitorni Village, two young boys riding on black color Pulsar motorcycle intercepted him and one of them asked him to hand over his mobile phone. After that they asked him to hand over the bag which contained cash and documents but he refused. On which, they started beating him by fist and blows and snatched away his bag containing cash and documents. A case vide FIR No. 327/09 dated 17/06/09 u/s 327/379 IPC PS Meharuli was registered on his complaint and investigation was taken up by the local police. The incident was widely reported in the media. To solve this sensational crime, several teams were constituted and a team of special staff consisting of SIs Jeet Singh, Sanjeev Kumar, Surinder Dahiya ASIs Ashok Kumar HCs Beer Singh, Shyamvir, Shiv Kumar, Vijay, Rajinder, Satish, Ashok, Ram Kishan, Sheo Ram, Manoj, Bhoop Singh, Mahender, Ct.’s Raghubir, Vijay, Shailender and Subash was also formed under the supervision of Inspector Vijay Singh, I/C Special Staff and Sh K.S.Bhatnagar ACP/Operations to apprehend the accused persons. The team so formed worked very hard and also questioned the complainant several times at length. Every time he narrated slightly different story from his previous version which raised suspicion on his complaint. Enquiries and surveillance were conducted to check his movements. The hard work of the above team bore fruits and it was concluded that no such incident has happened and the complainant has lodged a false complaint of robbery. INTERROGATION During sustained interrogation, complainant Anuj Kumar Singh disclosed that he initially worked with Jumbo Courier Company on salary basis but after sometime he bought franchise of the same company and started collecting cash from Gurgaon and nearby areas on commission basis. He suffered big loss in this business as some of boys whom he employed eloped with cash and he deposited the same to company after taking loan from private financers on high interest rates to save his reputation in company and due to this he came under big debts. So he concocted a false complaint of robbery of cash. He kept the cash and mobile phone with one of his employees and made a false call of robbery of cash and mobile phone and after registration of false case he took back the said cash from his employee and paid his debts. PROFILE Anuj Kumar Singh was born in 1982. He completed his 12th class from Gopal Vidhyalya Inter College Koroan, Allahabad and after that he did his B.A. from Allahabad University through correspondence. After completing his graduation, he came to Delhi and started working with Jumbo Courier Company as a Supervisor. He got married with one Poonam who is working as teacher in a Primary School at Koroan, Allahabad, UP. He bought the franchise of the Jumbo Company and started collecting money on commission basis. (H.G.S.DHALIWAL) DCP/SOUTH DISTRICT 11.07.2009 A DESPERATE BUS ROBBER ALONGWITH FOUR ACCOMPLICES ARRESTED – DACOITY IN THE RUNNING BUS FOILED - ONE LOADED PISTOL, TWO KNIVES, ROBBED CELL PHONES, CASH ETC. RECOVERED. With the arrest of five desperate bus robbers, the South District police has foiled an attempt of dacoity in a running bus and has been able to nab the kingpin of pick pockets in South Delhi area. One loaded pistol alongwith two cartridges, two knives, two surgical blades, robbed cell phones etc. have been recovered from their possession. ACCUSED ARRESTED ARE 1. Vinod @ Galcutta, age 38 years s/o Om Prakash resident of Khanpur village, presently putting up in Palla, Faridabad, a BC of P.S. Ambedkar Nagar; 2. Mohd. Alam @ Raju, age 22 years s/o Fakira r/o Patparganj, Pandav Nagar; 3. Chamman, age 21 years s/o Jan Mohd. Shashi Garden, Pandav Nagar; 4. Salman, age 19 years s/o Mohd. Tasleem resident of Shashi Garden, Pandav Nagar; and 5. Babbal, age 32 years s/o Bhoop Singh r/o B-II/35, Madangir, Ambedkar Nagar INCIDENT For the last few months, incidents of pick-pocketing and menace of desperate pick-pockets have increased. In order to prevent this crime, a drive against the notorious pick-pockets was launched at the district level. This was also suggested that beat constables would travel in plainclothes in buses to identify such criminals at the affected bus routes at affected time. A few bus routes and desperate bus robbers involved in such crime were identified and various teams of the district were assigned the job to launch a massive drive against them. TEAM & ARREST To identify and apprehend the criminals involved in such incidents, a team of Police Station Lodhi Colony consisting of ASI Anand Prakash, HCs Balbir, Rajender, Tara Chand, Vinod, Suresh, and Constables Manjit, Asgar, Sachin, Mumtaz Ali, W/Ct. Lalita under the supervision of Inspr. Rajender Singh, SHO/Lodhi Colony and Sh. Vikramjeet Singh, ACP/Defence Colony was also formed. The team so formed travelled in the buses plying on routes falling in the jurisdiction of P.S. Lodhi Colony in order to identify the criminals operating in these buses. The efforts bore fruit and it was revealed that a gang of TransYamuna area headed by desperate criminal Vinod Galcutta, a BC of P.S. Ambedkar Nagar, had been committing crime in buses at the point of knives and pistol. It was also revealed that he follows the targeted bus on his ‘Platina’ motorcycle No. DL- 3S-BG 4602 whereas his ‘juniors’ commit crime in the bus. On a specific information that the gang is operating on route No. 522 plying through the area of Lodhi Colony, a trap was laid at a bus stand opposite Jawahar Lal Nehru Stadium and all the above named five accused were arrested at around 6.30 PM on 8.7.09 while they were planning to commit dacoity in the bus and carrying firearm and knives. They all were booked for having assembled at a bus stand and carrying out preparation for dacoity in running bus with the weapons they were carrying with themselves. INTERROGATION & MODUS-OPERANDI On sustained interrogation, the arrested persons disclosed that they have been involved in a number of incidents of pick-pocketing and cell phone thefts in running buses and also snatched cash from bus passengers at the point of knives. A cell phone and cash Rs.1200/- was also recovered from them which they had taken forcibly from a bus passenger yesterday who did not come forward to lodge a formal report to the police. Vinod Galcutta, a desperate bus robber in South Delhi area and known as “ Daboo of South Delhi” takes protection money from various “companies” (group of pickpockets) plying on the routes in South Delhi area. He is B.C. of Police Station Ambedkar Nagar and has been involved in more than 30 cases. He has also been involved in taking protection money at Sales Tax Plaza at Faridabad-Delhi Border. He has also been arrested twice in cases of preparation for committing dacoity in running buses in 2007 and 2008 at P.S. Badarpur. He started his criminal career in the year 1989 when he killed Manoj Maurya, the President of Desh Bandhu College due to some rivalry and for this crime he remained in jail for 9 years. He again committed murder of one person in the running bus in the area of Ambedkar Nagar in the same year. Later, he committed robberies in running buses and led various pick-pockets group. He had earlier been arrested in cases of robbery, preparation of dacoity, snatchings, thefts etc. in the area of Amb. Nagar, Sangam Vihar, Badarpur, Sarita Vihar, Malviya Nagar, R.K. Puram etc. He has also been declared P.O. in several cases. The other accomplice of Vinod @ Galcutta hails from Pandav Nagar area and to earn money he was committing pick-pocketing in running buses South Delhi under the protection of Vinod @ Galcutta. They used to travel in the buses plying on route numbers 534, 522, 460, 479 etc. They travel twice a day in the morning and evening shift. Morning shift starts from 6 AM and finishes at 10 AM. The evening shift starts at 4 PM and ends at 8 PM. Before boarding the targeted bus they would assemble at a pre- decided bus stop which is called “Phool” and after committing crime they would reassemble at a pre-decided place generally park etc. to distribute the booty. The leader of the gang used to keep his position either at motorcycle or at three-wheeler and follow/lead the targeted bus to identify any police presence on the route and give protection to gang members operating in bus. PROFILE Vinod @ Galcutta is putting up at his hideouts in Palla area of Faridabad presently and frequently changed his residences in past to avoid police dragnet. Chamman and Alam @ Raju have been involved in cases of pick-pocketing in the area of Trans-Yamuna and New Friends Colony. Salman is the new entrant to the gang and joined the gang to earn quick money just to make arrangement for his marriage fixed for 22nd July. It has also been revealed that this gang of criminals use a 14 years boy as a “Machine” ( person who picks the pocket discreetly) who hails from the area of Pandav Nagar.
