FOREWORD
People considering using consultants often have problems identifying which
one will be the best for their purposes. Similarly, consultants can have
difficulty promoting their services to the increasingly wide range of economic
development and regeneration organisations now operating. The Institution of
Economic Development's List of Consultants is an attempt to meet these
needs.
The consultancies listed either are run by or employ members of the
Institution of Economic Development. They vary in size and in the range of
services offered but IED asks them to keep their entries within a standard
format, so the entries can, of necessity, only give an indication of the skills
and expertise available.
IED also has a Consultants Group which exists to promote the interests of
IED members who are consultants and the value of consultancy to the wider
economic development profession. The group has an e-mail discussion forum
and operates within a Code of Professional Practice. This Code is

Amwell Consultancy and Training Ltd (ACT) was formed in 1998. It is a UK practice specialising in
consultancy and training with particular specialisms in leisure, libraries, heritage, tourism, economic
development, regeneration, education, management and training. The company has close links with RQA
Ltd., which is based in West Sussex, and regularly works together on joint projects.

Experience of funding regimes, including (former) SRB, NRF, Housing Market Renewal Pathfinder,
Objective 2, European Social Fund, National Lottery and Foundation for Sport and the Arts. Specialists in
economic development, European funding, PFI bids, town centre revitalisation, consultation, (including focus

RECENT PROJECTS
Various tourism, leisure and cultural strategies for local authorities throughout the UK. Economic
development and tourism strategy work with a major County Council and regeneration projects in inner
London Boroughs and elsewhere. Large feasibility studies for sports and arts developments as part of larger
regeneration projects, including PFI. In late 2005, successfully negotiated a £66m leisure PFI in Norfolk for
two new lesiure centres. Also Project Manager for one of the nine Housing Market Renewal Pathfinders, (as
an Interim Manager).
Preparation work for Best Value Reviews and advice and guidance on alternative methods of service delivery.
Educational support and input to major educational developments such as City Academies and new PFI
schools. Experience of working with a major housing developer and advising on the leisure aspects of the
scheme.
Experience of Local Strategic Partnerships (Keith formerly sat on the Board of the East Herts LSP). Keith

Arte Research is an independent consultancy operating in the West Midlands and South West, with bases in

Alex started his independent consultancy in 2005, building on his 30 years management experience in the
Social Economy. Trained as an Engineer, his career has spanned Power Generation, Printing, Economic
Development and Social Care. Alex has experience of setting up new businesses and the strains of rapid
growth, as well as of successfully obtaining £millions of ESF, ERDF, EQUAL and Assembly Grant
programmes.
He has been a Board member of a wide range of organisations including Cardiff YMCA Housing Association,
the Wales Co-op Centre, Social Firms UK and the Prince’s Trust Cymru. He Chairs the Advisory Board of the

developed a range of practical techniques to make the most of project learning and promote the work of

with trustees and stakeholders in order to determine whether it had a sustainable future.

Baseline assessment of two of Somerset’s most disadvantaged wards. This included a thorough
analysis of ONS statistics at ward and SOA level and of local strategies; initiatives and action plans. The
analysis was undertaken as a pre-cursor to the development of local neighbourhood strategies and in
anticipation of this, recommended a number of priority subject areas.
Client: Taunton Deane Borough Council
Enterprise Advisor to a range of schools across Devon. Providing strategic advice to the senior
management team regarding enterprise learning: typically undertaking an audit of their enterprise activities;
preparing an action plan to at least fulfil the school’s minimum statutory requirements and assisting in the
delivery and achievement of the action plan.

Secretary & Treasurer to Plymouth Manufacturers Group a three year contract to provide strategic

Tim works as an independent consultant both within the UK as well as internationally and in particular subSaharan Africa and Asia, based on research and practical experience in development planning, community

Tim is currently working with nef (the New Economics Foundation), exploring the potential within local and

Operating as a sole trading practice since 2005, Pete is a qualified town planner with over 30 years experience
in regeneration with local authorities, the voluntary sector and SRB and Local Strategic Partnerships. He is
based in Merseyside but will undertake assignments across the UK. He has successfully managed (delivery on
time and within budget) a variety of complex projects. He has a particular interest in encouraging sustainable
social enterprise and capacity building in deprived areas.

Viv Collie is a chartered town planner with a business degree and a professional marketing qualification.
Over the last nine years she has worked as a specialist consultant involved in a wide range of projects
including economic development, research, marketing, town centre management development, event
management, public/private sector partnership advice and evaluation and international networking. Before
becoming a specialist consultant she spent eight years with various local authorities in Scotland working on a
wide range of economic development and planning activities. These duties involved working with different
external funding agencies and a wide variety of community, business and partnership organisations. Vivid
Ideas and Solutions Ltd has access to a number of other highly qualified and experienced consultants with a
proven track record of working together on large and/or specialist projects.
Since 1998 Viv has used her knowledge and practical experience to offer a specialised consultancy service
