What has been the impact of PNL changes on criminality and night time safety?

Overall crime has fallen in Hertfordshire.

Overall crime occuring between 00:00 and 06:00 has fallen in Hertfordshire.

Overall crime occuring between 00:00 and 06:00 has fallen at CSP level
Methodology
Recorded crime data for the period 1st September to the end of February the
following year has been reviewed for 2009/10, 2010/11, 2011/12 and 2012/13.
Crimes that were known to have occurred between 00:00 and 06:00 were extracted
and formed the basis of a more detailed analysis.
Comments
It is not possible to determe which crimes or which crime types are directly related to
PNL.
For example, criminal damage or burglary occuring during PNL may or may not have
a direct correlation to PNL.
Other crime types such as drink driving, shoplifting, malicious communications,
disqualified driving are unlikely to have a direct correlation with PNL.
The analysis does not address feelings of insecurity that may have been caused by
PNL and is outside the scope of this work.
The analysis considers all crimes and also considers certain crime types that may
have or may be perceived to have a relationship with PNL. For the sake of
transparency all reasoning is given in the appropriatre section.
There will always be some variation in levels of criminality irrespective of whether it
is day or night or if street lighting is on or off. 1

Results
Chart 1 indicates a year on year reduction for all recorded crime occuring between
September and February at any time of day or night.
Chart 1
If there was a direct relationship between PNL and overnight crime it may be
reasonable to expect to see rising levels of crime across all areas impacted by PNL
as suggested in chart 2.

Hertfordshire has ten CSPs and recorded crime has been reviewed at CSP level.
The following series of tables and charts have been created for a variety of crime
types where to crime took place between 00:00 and 06:00.
The selected examples relate to crimes that may be associated with night time
crime. These include:
 Burglary
 Theft from person
 Assault
 Criminal damage
 Public order
Other crime types, such as drink driving, shoplifting, malicious communications,
disqualified driving are also presented separately, but these are not usually thought
to relate to or be rddsinfluenced by part night operating street lighting.
The charts give year on year comparisons and the tables break this down at CSP
level and at county level.
The tables are colour coded to try to impart greater clarity. The colour coding is as
follows and each block represents a 6 month period:

Numbers in each box indicate the number of recorded crimes for that crime type
occurring between 00:00 and 06:00. For example

2009/10. Three Rivers had 20 burglaries in 2009/10 compared to 23 burglaries in
2012/13.

Conclusion
Crime levels in Hertfordshire have been falling for a number of years.
Overnight crime (between 00:00 and 06:00) at both CSP and County level has also
continued to fall.
The position at beat level is more varied. Many beat have low crime levels and some
of the variation will be natural variance and some may be as a direct consequence of
NPL.
Whilst there is some variation at beat level there is no overall aggregated increase in
criminality at beat level.
The evidence does not appear to support the view that PNL has caused an increase
in criminality within the county.
