Summary
This document contains list of accredited private higher education institutions (PHEIs) in
Ethiopia. The document has three sections. Section I is introduction to the frameworks of
accreditation and re-accreditation. Section II presents the list of PHEIs and their accreditation
status. And section III is about the list of PHEIs which are not providing degree level programs.

Introduction
Higher Education Relevance and Quality Agency (HERQA)
In recognition of the importance of education in ensuring Ethiopia's Growth and Transformation
Plan (GTP), the Government of the Federal Democratic Republic of Ethiopia is implementing a
higher education capacity building program aimed at reforming the sector. Central to meeting the
objectives of the social, economic and political development of the nation is assuring and
enhancing the quality and relevance of the higher education in the country. To assure quality the
Higher Education Relevance and Quality Agency (HERQA) was established by proclamation
(351/2003) in 2003 as one of the key agencies responsible for guiding and regulating the higher
education sector. One of the central roles of HERQA is to encourage and assist the growth of an
organizational culture in Ethiopian higher education that values quality and is committed to
continuous improvement.

to be a nationally and internationally recognized center of excellence in the safeguarding and
enhancement of quality and standards in higher education.
Mission
Our mission is to ensure a high quality and relevant higher education system in Ethiopia. To this
end, the Agency will assure stakeholders that accredited HEIs are of an appropriate standard and
that programs of study offered by these HEIs are of an appropriate quality and relevance to the
world of work and the development needs of the country.
Objectives
HERQA's operational objectives have been derived from its mission statement. These are:
Assessing the relevance and quality of higher education offered by higher education institutions
(HEI's); Ensuring that the higher education curriculum supports the country's development

needs; Providing an efficient and transparent accreditation system; Disseminating information
regarding standards and programs offered by both Ethiopian and foreign HEI's.
Accreditation of HEIs
HERQA is responsible for assuring quality in HEIs in Ethiopia. To this end, the Agency has been
providing accreditation to PHEIs and conducting institutional quality audit at both the private
and public HEIs.
The process of accreditation by HERQA involves procedures ranging from an application
request made by an HEI to the issuance of a letter describing the accreditation status of the
program/s for which the institution is granted or denied accreditation permit.
Currently, in Ethiopia, public HEIs are established and accredited by proclamation for all
degrees programs they are awarding.

Historical development of accreditation in Ethiopia
Formal accreditation of PHEIs was started in 2003 with the establishment of HERQA by
proclamation 351/2003. Before 2003 a section in the Ministry of Education had been responsible
to license PHEIs to offer training of diploma, advanced diploma (12+3), and degree programs.
The accreditation of the diploma programs continued only until 2005, after which it was
transferred to be under the jurisdiction of a respective regional technical and vocational
education Agencies. Hence, currently, the Agency is offering accreditation and reaccreditation
permits to HEIs offering degree level programs all over the country.
During the first HE proclamation, proclamation 351/2003, there were three categories of permits
namely: pre-accreditation, accreditation and re- accreditation permits given to PHEIs. However,
in the current HE proclamation, proclamation 650/2009, pre-accreditation is ruled out. Thus,
PHEIs have been given an accreditation to start and run a program/s for three years and then
reaccredited to sustain the program/s. A brief description of each kind of permit is explained
below.
Pre-accreditation permit
A “pre accreditation permit” refers to the type of licensing which had been given to PHEIs to
register students and start training for only a period of one year.
Accreditation permit
“Accreditation permit” refers to the type of licensing given to PHEIs which was pre-accredited
for one year. This license will be given to PHEIs to offer training for additional three years.
Re-accreditation (renewal of accreditation) permit
“Reaccreditation permit” refers to the type of licensing which was/will be granted to a higher
education institution to continue the previously accredited program/s. In proclamation 351/2003
it was effective for three years beginning from the day the institution received the reaccreditation
permit. However, in proclamation 650/2009 such permit will be effective for five years
beginning from the day the institution received the reaccreditation permit.
Accreditation status

An accreditation status of an HEI indicates:
o the duration of the accreditation permit granted,
o
the campus where the accredited program is found,
o whether it is an undergraduate or graduate study,
o
the mode of delivery endorsed, and
o
Allowable number of students (when appropriate).
Modes of delivery
Currently there are three modes of delivering undergraduate Bachelors and/or graduate Master’s
level programs in the PHEIs of Ethiopia.
1. Regular mode
This mode involves the delivery of courses on either full time basis during the day, where
HEIs are allowed to offer up to 18 credit hours per semester (16 weeks) or a part time
study (also known as extension) where HEIs are allowed to offer up to 12 credit hours per
semester. In a regular mode of delivery, a program of study will take from 3 to 6 years for
the fulltime students depending on the student’s major. Whereas, for the part time
students a minimum of additional one year is required to complete their study. Doctor of
medicine programs are allowed only in a fulltime mode of delivery.
2. Distance mode
In this mode of delivery students are not expected to sit in classroom unless twice or
three times per term (3 to 4 months) which are known as tutorial programs. Here,
learning is expected to be through reading modules supported by resource centers with
printed and electronic reference materials.
3. Cross-border mode
In this mode of delivery teaching learning will takes place by an institution in a
source/provider country to students studying in Ethiopia using collaborative and noncollaborative transnational arrangements, such as franchising, twinning and joint degree
programs. This mode of delivery is also applicable to an Ethiopian higher education

institution providing training in another country using collaborative and non-collaborative
transnational arrangements. In this mode of delivery the involved parties are required to
submit how they intend to offer the degree jointly as per the minimum requirements set by
Ministry of Education. Additional requirements have been implemented to evaluate such
programs because of the involvement of another institution working in a different context.
This modality is a recent development in the history of HE in Ethiopia where standards are
still developing to make the delivery efficient in terms of quality assurance in HE.
Status of Institutions
The HE proclamation, 650/2009, indicated four statuses of HEIs. These are University;
University College; College, and Institute. On the basis of the criteria indicted in the HE
proclamation HERQA has been providing statuses for HEIs that apply to the Agency or the
ministry of education.
It should be noted however that the naming shows only the status of the institution, not refers to
the quality of individual programs offered.
Qualifications

Diploma [12+2 or 12+3]
In proclamation 351/2003 this level was categorized under the higher education, but
currently it is under the technical and vocational education.

Bachelors Degree:
This is an undergraduate level study which requires students to complete at least 108
credit hours of study unless he/she has been exempted from some courses he/she covered
in previous studies. The total credit hour may reach up to 180 for Law and Engineering
studies; up to 252 credit hours for Medicine. The admission criteria for bachelor’s degree
programs have been issued every year by the Ministry of Education. This degree is a pre
requisite to continue master’s level degrees.

Graduate studies
1. Master’s Degree: - refers to the type of degree offered by HEIs for those who
completed a minimum of three years undergraduate studies. It requires the completion of
one to two years of course work with and culminated with or without research thesis. To
be admitted to such programs a person must have a bachelor’s degree and fulfill other
admission requirements set by the institution..
2. Doctoral Degree: - refers to the type of degree offered by HEIs for those who
completed a minimum of two years postgraduate studies. This usually takes four years
with course works and a dissertation of an original research.
