PRODECURES AND RULES ALICIA BRADY 9 YEAR-OLD MEMORIAL SOFTBALL TOURNAMENT ***ROSTERS***: Each team may have between 12 and 15 players on their roster. NO ALTERNATES ARE ALLOWED. This is intended to be a 9 year-old tournament. In the Brady softball tournament, up to four (4) non all-star 10 year-old players will be permitted, but none of these may pitch in the games. This is an accommodation made due to difficulties experienced by some programs in arriving at a full roster of nine yearolds. The spirit of the tournament is that the ten year-olds be used to fill out the roster, not to deprive deserving 9 year-olds of roster spots (the 9 year-olds may be members of a 9/10 district team). In the alternative, if there are insufficient nineyear-olds available, up to three 8 year-old girls may be designated, but only if, in the manager's opinion, they can fairly compete. If a league cannot field a sufficient number of players to field a team, it may propose a “combined team”, filling in a number of players from another league (preferably a neighboring league) sufficient to reach the 12-15 girl roster indicated above. This provision is specifically intended to give an undermanned league an opportunity to field a team. It is not intended to deprive girls from the applicant league a chance to be on the team, or to gain a competitive advantage in the tournament. The tournament committee reserves the right to decline the application for a combined team if evidence is found that the applicant league can in fact field a sufficient number of its own members to enter a full team. After entry of a combined team, if such evidence surfaces and is considered reliable by the tournament committee, the committee shall decide if said team will be disqualified from tournament playoffs. A combined team may, in the discretion of the committee, be called or referred to by the name of the primary league (the league with the greater number of players). Each team, before competing in the tournament, must submit a written roster listing the players, their Little League ages and regular season teams. The roster must contain the signature of the League president, player agent or vice-president of softball. Substitutes must be verified in the same fashion. A sample roster format is enclosed. Programs: The name, uniform number and regular season team of every player is needed for the souvenir program (if uniform numbers have no yet been assigned, please send the other information, and follow up with the numbers as soon as possible, and we will include them if the program has not gone to print). Managers Meeting: The managers meeting for the Brady softball tournament will be held on Tuesday June 30, 2015, at 7:30 p.m. at the Pearl River Little League complex – Anderson Field. **Behavior**: For most players, this is their first year of tournament competition. For this reason, and due to the nature of this tournament, the tournament emphasizes sportsmanship. It is expected that all managers, coaches and players will display the utmost respect for opponents, umpires and league officials. Managers and coaches are required to be cognizant that 9 year-olds are looking to them for leadership, good example and sportsmanship. A "win at all cost" mentality has no place in this tournament. Any violations of the playing rules or unsportsmanlike conduct, may result in suspension. All and any decisions will be made by the protest committee and reported to the District Administrator. If a manager or coach is ejected, he must leave the complex within five minutes or risk game forfeiture. No alcohol or tobacco is permitted at Anderson Field. Infield Practice: The following are guidelines. Common sense will prevail. Teams for the first scheduled game of the day may have practice as follows: If no preceding game: Visiting team beginning at a time from 25 to 15 minutes prior to game time; Home team beginning at a time from 15 minutes to 5 minutes prior to game time. However, if the grounds crew is still working on the field, teams will wait and have their infield practice time shortened accordingly. Infield practice after a previous game will be determined based on the time allotted between games. There will usually be about 15-20 minutes between games. In this case, infield practice will be shortened or eliminated, if work needs to be performed on the fields by the grounds crew. Lineups and Changes: All lineups shall be given to the official scorer at least 5 minutes prior to game time. All changes made during the game must be reported to the official scorer as they occur. Once a change has been reported to the official scorer, it cannot be changed with the exception of an illegal substitution. Once a player takes part in the game, the change will be considered an official change. Coin Toss: Home team will be determined prior to each game by a coin toss, except in the finals. The coin toss for home team will take place at the field on which the game is to be played. Managers should check in as soon as they arrive and when both managers are present, the coin toss will take place. The winner of the coin toss will have the choice of home team or visitor. The home team will be in the first base dugout. In the semi-finals and finals, the higher-ranked team will be home team. Parking: Due to space limitations and restrictions placed upon us by our landlord, parking at Anderson Field is not permitted. All Pearl River Little League and guest parking is located at the Verizon Wireless Parking lot which is at the back of Anderson. All leagues will be issued parking passes for their team families and a map to Verizon Wireless. It is important that these be distributed to parents before the first game. Schedule: Each team will be guaranteed three games. The schedule, depending on the number of teams participating, will be either (a) pool play, followed by semi-finals and finals, or (b) two games per team to determine ‘seedings’, followed by single-elimination tournament-style play. Method (a) will be used in 2015. Schedule Changes: Any changes necessitated by weather or conflicts with other district all-star games, will be made by the tournament committee. This may result in moving games to other fields within the Pearl River Little League complex. Tie-Breakers: The tie-breakers between teams with the same record, used to seed teams, or to break ties in a pool grouping, will be as follows: (a) head-to-head; (b) common opponent; (c) least defensive runs allowed. Rules: There will be NO Infield Fly enforced. Players must make the catch. Fake Bunts where the Batters pulls back and swings are NOT allowed. Any batter who violates this rule will be called OUT and all runners will return to the base they posed prior to the pitch. All other playing rules will be the rules governing the Little League 9 & 10 Year Old Tournament play. Time Limit: There will be a two-hour time limit, from the start of the game, beyond which no new inning will begin. This rule will apply only in pool games. There will be no time limit in playoff, semi-final or final games. Managers will make every effort to minimize delays between innings. Protests: All protests must be decided on the field before the next pitch. If the protest cannot be resolved, the protest committee will make the final decision.
