SAFE AND ORDERLY ENVIRONMENT
We believe the most effective education occurs when the campus is a safe and secure
facility. The administrative structure of Alta Loma High School (ALHS) supports the
development of a safe, clean and nurturing environment. The safety and support of
students and cleanliness of the facilities are monitored by the Principal, three assistant
principals, teachers and other support staff. Together the entire staff works to establish
a clean, safe and orderly environment where all students have the opportunity to learn.
Another integral part of the schools safety climate is the School Resource Officer
(SRO). This officer is provided by the San Bernardino County sheriff’s department and
assists with campus safety and crisis planning. Parents are also a major partner in the
school community. A parent forum provides the opportunity for all parents to shape the
vision and organization of the school and have significant impact on the plans for
student safety and success.
Alta Loma High School is located in the north side of Baseline in the city of Alta Loma.
The school is on 47 acres of land and is surrounded by residential areas, retail
establishments, and multiple restaurants.
The facility is made up of 11 buildings. These buildings include 98 classrooms, a
library, gymnasium, boy’s and girl’s locker room, career center, guidance office,
administration office, auditorium, county special education facilities, cafeteria, pool
house, and a grounds building. Appropriate physical conditions exist in each area that
ensures a safe, positive and orderly learning environment. If an accident occurs,
standard procedures exist to properly report the incident.

Safety is an on-going concern. Since ALHS has opened, various improvements have
been made to enhance the campus environment and comply with disabilities act. A Site
Safety Committee exists to deal with both long-term and immediate situations. This
committee also takes an active role in planning the earthquake, fire and intruder
evacuation plans. Many signs have been posted prominently around the campus.
These signs inform the students and public about school safety, vehicle procedures and
visitor registration. The campus is continually patrolled by security staff to ensure
student safety. Gates are kept closed during the school day and students are
encouraged to enter through the front of the school.
Collegiality is valued and encouraged among all members of the ALHS family. Time is
set aside for faculty, department, and collaboration meetings. Sharing of ideas is
promoted. Teachers, administrators and classified staff assist each other in maintaining
the high level of expectations. All school community members expect consistent and
firm adherence to school policies. All students and parents review and sign the school
and district behavior standards, dress code, safe school statement, sexual harassment,
and network use contracts. ALHS is a closed campus with four full time security
officers. The San Bernardino County Sheriff provides support through the SRO. A

“We-Tip” hotline has been an integral part of crime reporting and campus safety. A well
trained peer counseling, student conflict management resolution team has been
available to mediate student conflicts. This group facilitates a Unity Forum that meets
quarterly to bring all of the campus’ differences together to establish a common ground.
To maintain a safe and orderly campus, the administration has implemented a
supervisory system. Uniformed and mobile security personnel patrol the campus. They
are supported before school, throughout the day, during lunch and after school by
administration and counselors. Their presence results in increased safety. The
relationships they build with the student body allow students to feel comfortable talking
with them about possible conflicts, solving problems before they happen.
School facilities are modern and provide a clean, pleasant, and comfortable
environment conducive to learning. Modernization, along with construction of additional
buildings, provides adequate classroom space. ALHS takes pride in maintaining a
clean campus. Each morning a Grounds Foreman and Head Custodian survey grounds
for graffiti and vandalism. Graffiti and vandalism are taken care of immediately by
school or district personnel. Vandalism reports are made and investigated by both the
school site and the sheriff’s department. Students who are found to be involved are
held responsible for damages and law enforcement is involved.
To maintain a drug-free environment, the school follows district guidelines when dealing
with students. Students found under the influence are automatically suspended and
recommended to attend the CSI program provided by the district. A second infraction
results in due process and possible recommendation for expulsion.
Together, the school and community work to maintain a safe and orderly environment
where all students have the opportunity to learn. The counselors and administration
have developed a Crisis Prevention Plan in case of a school-wide crisis. The site safety
committee continually meets to discuss concerns and implement ideas and solutions for
improvements.

STUDENT BEHAVIOR
The staff at ALHS is dedicated to providing a safe and successful educational experience for
every student. ALHS students are expected to display positive behavior and conduct
themselves in an appropriate manner. Unfortunately, some students experience difficulty in
maintaining an appropriate attitude toward school rules. Students who behave inappropriately
create problems for themselves, as well as for their fellow students, parents and school staff.
When difficulties occur and school rules are violated, disciplinary action is taken in order to
provide a safe and orderly educational environment.
STUDENT BEHAVIOR GUIDELINES
Rules and Procedures Pursuant to EC35291 and EC35291.5:
In commitment to providing each student with a safe and secure learning environment Alta
Loma High School, in accordance with California Education Code 35291.5 has adopted these
rules and procedures.

SUSPENSION AND EXPULSION POLICIES
An important part of High School is learning to be a good citizen and using your
freedoms responsibly. A student acting in a responsible manner should be expected to
be treated with dignity and respect. A student must learn self-discipline and
accountability. Preventative discipline counseling is also an important part of the
service provided and may include reviewing school procedures with students and staff,
conflict resolution, development of interpersonal skills, drug and alcohol awareness
programs, and campus supervision. Steps taken to remediate inappropriate behavior
represent a team effort by the school, student and parent. This may include classroom
referral, conferences with counselor and/or teachers, suspension, due process
preparations and hearings and expulsion.
Alta Loma High School is committed to a safe environment for all students and staff.
Students shall be suspended from the classroom and school environment when other
means of correction fail or when the student’s continued presence is likely to be
dangerous or disruptive to others.
Causes for suspension (Education Code 48900):
a) -1 Caused, attempted to cause, or threatened to cause physical injury to another person
-2 Willfully used force of violence upon the person of another, except in self-defense
b) Without authorization, possessed, sold, or furnished a firearm, knife, explosive or other
dangerous object.
c) Unlawfully possessed, used, sold, or furnished, or was under the influence of a
controlled substance, or alcohol, or other intoxicant
d) Unlawfully offered, arranged, or negotiated to sell a controlled substance, alcohol, or
other intoxicant, then sold, delivered, or furnished something else instead, and
represented it as a controlled substance, alcohol, or intoxicant.
e) Committed robbery or extortion.
f) Caused or attempted to cause damage to school or private property.
g) Stole or attempted to steal school or private property.
h) Possessed or used tobacco.
i) Committed and obscene act or engaged in habitual profanity or vulgarity.
j) Unlawfully possessed or offered, arranged, or negotiated to sell drug paraphernalia.
k) Disrupted school activities or defied the authority of school personnel.
l) Knowingly received stolen school or private property.
m) Possessed an imitation firearm.
n) Sexual assault.
o) Harassed, threatened or intimidated a pupil who is a witness.

Upon the recommendation of a principal and/or administrative hearing panel, expulsion

2) The student has violated the sub-divisions f, g, h, I, j, k or one of Ed Code 48900,
48900.2, 48900.3, or 48900.4 and that other means of correction have failed to bring
about proper conduct.
3) The presence of the student causes a continuing danger to the physical safety of the
student or others and that other means of correction are not feasible.
Suspension and Expulsion of pupils with disabilities
All students are responsible for their conduct and should be expected to be disciplined
under the same due process procedures. The law gives students with disabilities
different status than non disabled students, a separate process has been developed to
determine if the apparent misconduct of a disabled student is caused by or is a direct
manifestation of the students disability or is a result of inappropriate placement. If use
of this procedure results in a decision that the misconduct of a disabled student is not
caused by or a direct manifestation of the student’s disability or inappropriate
placement, then the student will be provided appropriate due process in the same
manner as all other students. If the misconduct is a result of the student’s disability or
inappropriate placement the IEP team will meet to discuss placement and discipline
alternative rather that suspension or expulsion. In this way, the Board insures that all
students in the district be held responsible for the consequences of their actions and be
treated equally while at the same time recognizing the different status the law affords to
those with disabilities.

SAFE SCHOOLS ACT (SSA) VIOLATORS NOTIFICATION
Pursuant to Education Code 49079, and for the safety of our staff, the Assistant
Principal (either personally or through the students’ counselor) notifies teachers
as to which of their student are classified potentially dangerous.
TEACHER NOTIFICATION OF SUSPENSION
Teachers of suspended students are notified daily by computer generated
Suspension notice. The teacher’s attendance screen also denotes an “S” in the
daily attendance box for the duration of their suspension.
Teachers are notified that a student has been previously suspended by certain
delineations of their attendance screen. An asterisk (*) after a student’s first
name indicates the student has been previously suspended. An asterisk (*) after
the student’s last name indicates that the student has been identified as a
“potentially dangerous” student under the guidelines of the Safe Schools Act. A
student identified in this manner has been suspended sometime in the previous 3
years for causing an injury that has required serious professional medical
attention. A staff member may gather additional information about the individual
student disciplinary records from a counselor or administrator.
THREATS TO STAFF MEMBERS
Anyone who directly communicates a threat to a school employee where that
person reasonably believes such a threat could be carried out has violated Penal
Code 71. Any person who uses offensive words likely to provoke and immediate
violent reaction has violated Penal Cod 415.5. Such violations include fines
and/or incarcerations. Students who communicate such a threat to a staff
member are subject to suspension and possible recommendation for expulsion.

The Chaffey Joint Union High School District is committed to a safe environment for all
students and staff. Therefore, the District will not allow any weapons or aggressive
behavior on campus. The following violations will result in a due process hearing. If the
charges are documented, a recommendation for expulsion may be made when the
following occurs:
A. The possession, use, furnishing, or selling by the student of (including causing,
attempting to cause, or threatening to cause physical injury to another person using the
items listed below):
1. knives of any size, including knives attached to key chains, razor blades, box
cutters, Exacto knives or any sharp object, including scissors
2. guns, including look-alikes, such as, but not limited to, toy guns, air pistols,
paintball guns, BB/pellet guns
3. martial arts weapons, including throwing stars, nunchaku, etc.
4. chemical sprays, including mace, pepper spray or similar-type substances
5. selling of controlled substances or a substance represented as a controlled
substance
6. repeat or severe controlled substance infraction or a significant amount of a
controlled substance or other intoxicants
7. any dangerous object, but not limited to the following:
a. bat or club
b. brass knuckles
c. screwdriver or ice pick
d. metal pipe
e. chain
f. syringe or needle
g. laser pen or pointer
h. electronic devices, such as a stun gun, electrical pen or a tazor gun
8. the manufacturing of any of the above weapons, including making these objects
in shop classes
9. Possession/detonation of an explosive device

The cause, attempt to cause, or threat to cause physical injury to another person or
their property, or willfully use force or violence upon the person of another, except
in self-defense. Physical injury may warrant the involvement of the police
department.

DRESS CODE
The Chaffey Joint Union High School District in conjunction with ALHS have developed
dress standards to create a positive atmosphere for learning, as well as keep the school
and students free from the threats of harmful influence from individuals, groups or gangs
who advocate disruptive behavior. The Chaffey District recognizes that students
represent a cross section of society. The District also understands that fashion and
clothing styles change. In order for our standards to remain sensitive to society’s
variations, each year an ongoing Dress Standards Committee will review the standards
listed below prior to publication.
Parents have the primary responsibility to see that students comply with the District
Dress Standards. The Chaffey District believes that clothing worn on campus must
promote cleanliness, safety and decency while contributing to the educational
atmosphere of the school. The dress standards below apply to all students while
they are on campus, leaving campus and adjacent to all school campuses. The
only exception is school related organizations wearing designated uniforms for a specific
purpose.
Basic Dress Guidelines
1. School approved, unaltered, baseball-style hats and visors, in school colors, with a
school logo, are allowed. Hats and visors must be worn outdoors only, with the bill
facing forward to provide facial protection. Other head coverings are not allowed.
2. Shoes must be worn at all times. Steel-toed shoes are not allowed.
3. Clothing, jewelry or accessories that are determined by administration and/or law
enforcement agencies to represent or support a gang or party crew lifestyle will
be not allowed. This includes but is not limited to:
• Overly large pants (measured over 5” from kneecap to crease in pants)
• Pants that are two sizes larger than the waist (measured over 2” from waist)
• Pants that present a gang-like appearance even though they were altered at
the waist or knee
• Pants that are sagging below the hip bone
• Sports jackets or shirts aligned with gangs including the Raiders and Kings
logos
• Any other item that is gang related or inappropriate (chains, handkerchiefs
hanging from pockets or socks pulled up to meet cut-off pants, etc.)
4. Clothing that is revealing (excessively short skirts and shirt, determined by the
administration) is not allowed. This includes overly tight clothing, bare midriffs,

must be 2” wide over the shoulder. Beach wear, including beach footwear
(specifically shoes with flimsy soles) are not allowed. See-through tops covering
shirts violating dress code are still considered a violation. Sleepwear and slippers are
not allowed.
5. Clothing that advertises and/or promotes alcohol, tobacco, drugs, sexual activity or
suggests obscenity or anti-social behavior is not allowed. Derogatory messages or
messages which disparage any individual or set of individuals are not allowed.

6. Clothing must be free from excessive tears, rips or holes.
7. Sunglasses may be worn outside only.
8. Earrings, jewelry, or clothing which present a safety hazard are not allowed.
9. Chains, such as those attached to belts or wallets, present a safety hazard and therefore, are
not allowed.
10. Electronic equipment including pagers, remote control devices, personal stereos (such as
IPODs) and recording equipment are not allowed. These items will be confiscated and
released to a parent.
11. Skin art that promotes activities or products not allowed by the dress standards must be
covered by an appropriate article of clothing.
12. Boys may not wear tank tops or muscle shirts.
All students are expected to comply with the school’s dress standards. Failure to comply
will result in progressive disciplinary action up to and including suspension and or
placement in alternative program.

SEXUAL HARASSMENT POLICY
Each year the District is required to notify students, staff, parents and community
members of policies and procedures relating to specific state and federal laws. If you
have any questions regarding any of the subjects below, please get in touch with the
individual whose name appears as the contact person.
Sexual Harassment (student version)
The district is committed to a work and educational environment that is free from intimidation,
hostility and offensive behavior. Where staff and students are integral parts of the team, there is
mutual respect and confidence, people are treated with dignity, and where individuals can work
and learn in a professional atmosphere.
Sexual harassment can be defined in many different ways. Unwelcome sexual advances,
requests for sexual favors, and other verbal or physical conduct of a sexual nature made by
someone from or in the work or educational setting. These are all examples of sexual
harassment defined under the California Education Code.
Types of physical harassment are stroking, cornering, patting, grabbing, poking, pinching,
brushing against or any touching that is perceived as sexual in nature, such as massaging
someone’s neck or shoulders or even hugging if it is intimidating/ unwelcome.
Types of verbal harassment are: offensive jokes that insult, provoke, or degrade an individual or
group based on gender, sexual remarks ranging from subtle hints to direct requests for sexual
favors; repeatedly asking out a person who is not interested and has made that clear; threats or
attempts to influence another’s job or academic status in exchange for sexual favors; offers of
rewards in exchange for sexual favors; asking personal questions about another’s sex life or
offensive comments about someone’s body or dress.
Other forms of harassment are leering, sexual gesturing, sexual pictures, unwelcome letters,
intimate gifts, and sexual objects. All of the above non-verbal actions can create an intimidating
or offensive academic environment.
If you feel that you have been subjected to one or all of these abuses you must let someone
know. Your concerns will be kept confidential. It is important to know that the California state
law forbids retaliation against those who file a sexual harassment complaint, or who testify,
assist, or participate, in any manner, in an investigation or proceeding.
Resolution Process
To accommodate sexual harassment complaints, an informal process is provided for the
primary purpose of resolution of a complaint at the earliest possible date. Elements of this
process are:

If a student believes that he/she is being sexually harassed, the student and/or
parent/guardian may report the incident to a staff member, counselor or an
administrator. If a complaint received by a staff member cannot be resolved, the
complaint shall be forwarded to a counselor or an administrator.

The incident will be investigated, the student will be counseled, options will be outlined
and, when parents/guardians have not been involved, inform them of the complaint and
the procedures to be followed.

When it is determined that sexual harassment has occurred, appropriate discipline will
take place that may include suspension and/or expulsion.

If the student and/or guardian are not satisfied with the resolution of the problem, the
complaint may be carried to the Assistant Superintendent, Personnel.

NETWORK USE CONTRACT
Network Use Contract
Chaffey Joint Union High School District computer network provides access to the Internet.
The Internet is an electronic information and communications “resource” connecting people
worldwide through computers.
The Board of Trustees and the administration of the CJUHSD believe that the valuable
information and interaction available on this worldwide network to support curriculum and
student learning outweigh the possibility of users procuring material that is not consistent
with the educational goals within each school.
These guidelines establish the responsibilities you are about to acquire. If you violate any of
these provisions, your access privileges may be terminated and appropriate disciplinary
action taken.
 Acceptable use:
The purpose of CJUHSD provision of access to the Internet is to support research
and education in and among schools and academic institutions in the U.S. by
providing access to unique resources and the opportunity for collaborative work.
Your access to the Internet must be in support of education and research and be
consistent with the educational objectives of Chaffey Joint Union High School District.
Use of other organization’s networks or computing resources must comply with rules
appropriate for that network.
II.
Unacceptable Use:
Transmission or reception of any material in violation of local, state, and federal laws
or Board policy is prohibited. Unacceptable use includes but is not limited to:

Transmission or reception of material that is threatening, obscene, sexually
explicit, protected as a trade secret, classified by an agency of the federal
government, or that harasses or disparages others based on race, national
origin, sex, sexual orientation, age, disability, religion or materials promoting

Transmission or reception of material which violates an individual’s right to
privacy, including but not limited to disclosure of address, telephone number
and private or personal facts about an individual.

Deliberate unauthorized attempts to delete, change or destroy data or files of
another user or of other agencies, networks or computers connected to the
District system.

Use of the District electronic resource system for commercial activities
(buying, selling and marketing of products and services) by users or
unauthorized individuals, firms, corporations or associations.

broadcast messages to lists of individuals or any other types of use which
would cause congestion of the networks or interfere with the work of others.
 The distribution of unofficial literature shall apply to students who create
their own Web pages without using school facilities but access them on
school grounds to distribute or show to other students. Students shall be
disciplined for speech that causes or is likely to cause a material or
substantial disruption of the work and discipline of the school.
 Privileges:
The use of the CJUHSD network services is a privilege, not a right, and unacceptable
use may result in termination of this privilege. The district and/or school site
administrators will deem what is unacceptable use, take appropriate action and
determine consequences. The district and/or school site administrators may suspend or
terminate access at any time deemed necessary.

Services (Disclaimers):
The Chaffey Joint Union High School District makes no warranties of any kind, whether
expressed or implied, for the service it is providing. The District will not be responsible
for any damages suffered while on the network, including loss of data or service
interruptions caused by the system or by the user’s errors. Use of information obtained
via electronic information resource is at the user’s risk. The District disclaims any
responsibility for accuracy or quality of information obtained through electronic
information resources. The District is not responsible for access or lack of access to the
World Wide Web or other remote sites or computers.
 Vandalism:
Vandalism is defined as any deliberate, unauthorized attempt to delete, change or
destroy data or files of another user or of an agency, network or computer connected to
the system. This includes, but is not limited to, the uploading or creation of computer
viruses. Vandalism will result in loss of computer access, disciplinary action and possible
legal action. Students will be responsible for the costs of vandalism.
VI.
Security:
Security on any computer system is a high priority, especially when the system involves
many users. If you feel you can identify a security problem within the CJUHSD network,
you must notify a system administrator either in person or via the network. Do not
demonstrate the problem to other users.

UNIFORM COMPLAINT PROCEDURES
The district is primarily responsible for compliance with federal and state laws and regulations.
The Assistant Superintendent/ Instruction is the person responsible for coordinating all concerns
relating to the operation of the following programs or compliance areas:

A discrimination complaint must be filed within six months from the alleged occurrence or when
the knowledge was first obtained. The review of the complaint will be concluded within 60 days
from the date of filing. Nothing precludes a complainant from pursuing other available local civil
law remedies, including, but not limited to, injunctions, restraining orders, etc. A complainant
may pursue available civil law remedies outside of the districts complaint procedures.
Complainants may seek assistance from mediation centers or public/private interest attorneys.
Civil law remedies that may be imposed by a court include, but are not limited to, injunctions

A Supplemental Uniform Complaint procedure is to be used to identify and resolve complaints
related to instructional materials, emergency or urgent facilities conditions that pose a threat to

involving the above conditions shall be filed with the school principal or designee. He or she
shall resolve complaints within 30 working days. The Principal shall forward a complaint about
problems beyond his/her authority to the superintendent or designee within 10 working days. If a

ATTENDANCE POLICY
TARDY POLICY
A student who is not in the room when the tardy bell rings and is not excused by one of the
following is considered tardy to class (1) a pass signed by a staff member that excuses the
tardy; (2) a parent note indicating medical reason. The tardy policy is a five-step progressive
disciplinary system that begins with a warning and ends with a loss of the class.

1 Unexcused Tardy: Record is taken by the classroom teacher. Possible detention held by
teacher.

2 Unexcused Tardy: Teacher will record truancy and in a “good-faith effort” notify both parent
and student of the possible loss of credit and class if tardiness persists.

3 Unexcused Tardy: Parent conference will be held with teacher and student will be placed
on contract outlining specific conditions for continuing in the class.

4 Unexcused Tardy: Violation of contract will result in parent notification and may result in
loss of class.
According to district policy, a student may be dropped from a class provided that the above
procedures have been followed by the teacher.
Alta Loma has implemented a new system that maintains records of all student tardiness. This
system allows for a progressive discipline that focuses on lose of activities and privileges at
school rather than academic courses. Teachers still have the right to uphold the board policy if
a student is habitually tardy. Many teachers believe a student’s lose of school activities assists
with correcting their tardy behavior.
TRUANCY
A student may not be absent from school/class without prior permission and verification from a
parent/guardian. Once a student is on campus, any absence must be approved in advance by
an appropriate school official. Four repeated truancies from a class may result in the loss of
class and credit. All truancies may involve law enforcement. (EC 48260)

CLEAN SWEEP PROGRAM

The philosophy behind Operation CleanSWEEP is to tackle the problem of youthful
offenders on campus with a multi-pronged approach-that is, with several
complementary components that work together to accomplish the goal of reducing
juvenile offenses on school campuses.
Another purpose of the Operation is to foster a spirit of cooperation between the
Sheriff’s Department and the schools (and, indirectly, the public).
Yet another goal of the Operation is to change the way deputies view crime on campus.
Traditionally, deputies have looked on offenses at school as negligible incidents to be
handled exclusively by administrators. This attitude left the two groups estranged, and
have overlooked the fact that crimes against persons committed on a campus are just
as serious as crimes committed at a mall. We intend to get officers interested in
bettering both the school environment, and their relations with the schools themselves.
Moreover, the Operation hopes to be able to create a perception of increased safety on
campus, and to promote willingness on the part of students to support the effort. To do
this, such tactics as logo-printed promotional giveaways, Clean SWEEP awards and
contest, and program posters and announcements will be used to stir up interest in what
everyone desires -safer surroundings.

SAFE INGRESS AND EGRESS FROM SCHOOL
Approximately 4% of ALHS students are provided transportation by district bussing.
Busses load and unload in a bus loading zone located at the front of the school.
Many of our students transport themselves via automobile to and from school. The
school provides two student parking area for their needs. The school also has a
separate parking area for staff. Security staff patrols these areas before and after
school.
There is a traffic light on Vineyard entering the east parking lot. Elevators are available
for handicapped students who need access to our two-story Math/ Science building.
Evacuation routes have been posted in all classrooms, administration office and
guidance office in case of disaster.

EMERGENCY PREPAREDNESS PLAN
There are numerous disasters which can impact schools in California; fire, flood, chemical accidents, explosions, fallen
aircraft, severe windstorms and earthquakes. In most of these disaster situations, we can expect outside assistance from city
and/or county agencies within minutes to hours. A major earthquake, however, is a regional disaster that can isolate our
school, cut off communications, severely injure students and staff, and destroy resources without warning. A major
earthquake can also trigger other disasters such as fires, explosions, chemical accidents, and floods.
The Federal Emergency Management Agency (FEMA) as well as the California State Office of Emergency Services has
advised California schools to be self sufficient and to expect little or no outside assistance for a minimum of 72 hours. It is
evident that when planning for disasters that a major earthquake is the worst case scenario. It is for this reason that the
primary focus of our school disaster plan will be planning for a major earthquake.
The goal of this plan is to minimize the impact of a disaster and facilitate the rapid recovery of the school after the disaster.
Specific strategies will be employed to reduce loss of life and injuries, minimize fire damage and ensure the psychological
well being of our students and staff.

DISASTER DRILLS AND PROCECDURES
At the sound of the alarm, everyone should duck, cover and stay there until directed to evacuate. If you are in are near a
desk go immediately under the desk, duck and cover. If you are in a hallway, position yourself in a doorway or near an
outside wall. If outside, keep away from power lines and proceed to an open area.
When the all clear signal is made or the directive to evacuate is given, evacuate the building using the pre-determined
route or the safest and quickest way possible. Avoid walking through or close to buildings. Teachers should take their roll
sheet and the emergency envelope located near the door. Place the green or red tag on the outside of the door indicating
the condition of students and classroom. The green is for clear and safe and red for injured or unsafe conditions.
Escort your class to the designated evacuation area as quickly and safely as possible. When your class is assembled in
your designated area, take attendance and provide a report to your assigned collector. Stand in your designated area on
the field until released by incident commander, administrator or administrative designee.
EMEREGENCY PROCEDURES
The following procedures have been developed to help reduce injury to staff and students and to create a safe
environment in the event of emergencies or natural disasters.
All staff members must remain at school until released by their principal or designee. Once a teacher accepts the
responsibility for a class of students, the teacher may not relinquish responsibility until relieved by a supervisor or other
responsible school/district personnel. For the emergency plan to serve its purpose, all staff is needed to perform their
assigned functions.

BEFORE THE EARTHQUAKE

along with your evacuation route(s) should be posted at the classroom entrance. Your packet should

KEEP CALM! DO NOT PANIC OR RUN! Students are influenced by the emotional state of their teacher.
Act calm even if you are frightened. Give direct commands in an authoritative voice.

Give the command DUCK, COVER & HOLD.
* DUCK or drop down to the floor.
* Take COVER under a sturdy table, desk or other furniture. Position your back towards windows to avoid
flying glass.
* HOLD on to the desk or furniture with one hand and bury your face in the crook of your elbow. Place your
other arm behind your head, covering your neck. Move with the furniture as it moves.
If you do not have furniture to take COVER under, then brace yourself in an inside corner or against an
inside wall away from windows. An interior doorway is also a secure area to brace yourself, but be aware
that heavy doors may start swinging during the earthquake and cause injuries. Use anything handy (coat,
blanket, book) to shield your head and face from falling debris.
IF YOU ARE OUTSIDE, STAY THERE. Move away from buildings, walls, lamp posts, and large trees. Sit
down on the ground until the shaking stops.
III.
AFTER THE EARTHQUAKE

Check yourself for injuries.

With the students remaining under their desks, command the class to be silent and have them check the
people around them for injuries.
C.
If students have minor injuries, do not treat in the classroom, they can be treated after evacuation at the
Medical Treatment Command Center. If students have major injuries and/or cannot walk, they are to be left
in the room. The Search and Rescue Teams will be by within minutes to render aid. Exception: if a fire
has erupted in your room and/or smoke is filling the room, remove all injured individuals when you evacuate.

Walk to the exit, check for hazards outside the room, and if clear, order the class to stand up and exit the
room in an orderly fashion. Tell the students to stay together and remain as a class as they walk to the
assembly area and remain as a class at the assembly area. Stay clear of buildings and overhangs on your

Take your roll book and emergency packet with you when you evacuate.
Place your red/green door tag in the door jam after the students have left the room. These tags will help the
Search and Rescue Teams locate injured students.
Green Side: Place this side out if all students have evacuated your room.
Red Side: Place this side out if you have left injured students in your room.
Leave your door(s) UNLOCKED. (Lock doors in evacuation drill). The doors will be locked after the room is
inspected and verified empty by the Search and Rescue Team. The team will mark inspected and empty
rooms with an "X" in masking tape.
At the assembly area, take roll to determine who is missing and fill out the Evacuation Status Report form.
Have a student runner deliver the forms to the assigned Counselor.
DO NOT RELEASE STUDENTS without prior authorization. Authorization for the release of individual
students will be made by the Student Control Command Post.
Authorization for mass release of students will be made by the Incident Commander (the principal or
designee).
After an earthquake, do not send uninjured students to the Medical Treatment Command Post. Students
are to remain with their teacher. Students who are suffering from anxiety or emotional trauma will be
handled by the Crisis Response Team Peer Counselors.
Note: Upon receiving release signal from Principal (or designee), all staff should report to their assigned
specialty team meeting areas as soon as they have evacuated their students to the field and completed
documentation forms.

advise your students to crouch down as low as possible as they evacuate. Smoke is usually warm and will
rise toward the ceiling; the cooler clean air will be near the floor. Do NOT run!

If the hallway or classroom you must use to exit the building is filled with smoke, then remain in your
classroom! Do not attempt to run through the smoke! Eighty percent of fire deaths are caused by smoke
inhalation not by fire. Remain in your classroom and seal the gap around the door with a cloth (preferably
wet). Telephone someone for assistance. Do not break out a non-opening window; smoke may be sucked
into the room from the outside. If help is not forthcoming and the room is filling with smoke, then the
windows may be used for escape.
Never attempt to re-enter a burning building. After the fire is extinguished, do not re-enter the building until
the fire department gives clearance.
Do not attempt to fight any but the smallest of fires. Precious time may be lost, and even small fires may
produce lethal levels of toxic fumes within minutes.
Practice fire safety: know where the nearest fire extinguisher is located and have a fire extinguisher on hand
when working with flammable substances and sources of ignition.

Industrial Arts: Use flammable solvents with plentiful ventilation. Do not use solvents near any source of
ignition: heaters, etc.
Science: When using burners, instruct students on proper safety techniques. Use flammable solvents
under a fume hood.
All Classrooms: Do not overload electrical outlets. Have frayed or damaged electrical cords replaced.
INTRUDER/ LOCK DOWN
1. PA Announcement
The following announcement will indicate that there is a potentially dangerous intruder on campus: “Please lock and shut all
your doors”
2. If students are inside class, the above announcement will indicate the need to keep students inside and secure the doors.
3. If students are outside of class, the regular bell system may be interrupted and the bell to return to class may ring earlier than
normal. The above announcement will follow to indicate an intruder. If lockdown occurs during lunch or passing students and
staff are to enter nearest and safest room. Security and administration will assist getting people to safety.
4. Keep students in class until you hear an all clear announcement or emergency personnel take over.

GENERAL CRISIS INFORMATION
A crisis is a sudden, generally unanticipated, event that profoundly and negatively
affects a significant segment of the school population involving serious injury and /or
death. Unanticipated events, such as a terrorist attack, deaths, suicides or bomb
threats, can quickly escalate into a school with catastrophe if the situation is not dealt
with immediately and effectively. Knowing what to do if such a crisis occurs will
minimize chaos, rumors and the impact of the event on other students, as well as their
parents.
The following procedures should be implemented if a school wide crisis occurs:











The principal or designee notifies staff of a crisis via announcement over the PA
All doors and window are to be locked and shut.
Staff and student take cover away from windows
Security/Administration should lock entrances to the building
No one should leave campus until released by the principal or designee
The principal or designee should contact the Police and Superintendent of the
school district and inform them of the crisis. Be specific. Implement phone tree if
needed.
Implement the instructions above through a chain of command if principal is
unable.
Guidance counselors will serve as liaisons for information dissemination.
Campus security reports to designated stations and serves as eyes and ears.
Office staff is not to give information within the school community or outside
unless told otherwise. Only adults should answer phones at this time.
Implement evacuation procedures when instructed or depending upon situation.

DISASTER EVACUATION PROCEDURES
All staff should familiarize themselves and their students with the evacuation
procedures. The same procedures will be used for fire and earthquake drills. Drills will
be held once a quarter and involve the entire student body and school staff.
Basic Reminders:

Walk quickly, but do not run
Leave lights on
Close doors to ensure students do not re-enter, do not lock (except during drill)
Check attendance in assembly area to ensure everyone is accounted for
Keep sidewalks and driveways clear for emergency vehicles
Before a disaster:
Staff members should have their emergency packet readily accessible in the event of an
emergency. The emergency packet along with the evacuation routes should be posted
at the classroom entrance. Each packet should include:

Staff should teach their students the proper procedures for different disasters. Inform
them of evacuation routes, known hazards along the route and location of your class
assembly. Teachers need to inform each of their classes of the assembly area. Staff
should instruct their students that if a disaster occurs during passing period or lunch
they are to report to the assembly area of their second period class.

information and actions to be taken for a variety of disasters.

Quick Reference Guide for Lock-Down Procedures
Intruder on Campus and Lock Down-CLASS INSTRUCTIONS
 The following announcement will indicate that there is a potentially dangerous intruder/situation on
campus: “THIS IS A LOCK-DOWN—LOCK AND CLOSE ALL DOORS”. We will not use special codes, as
substitute teachers or others may not know to lock their doors
 If a teacher or staff member discovers an intruder with a weapon, they should call 911, and stay on the
line as long as possible. Have another teacher or staff member call the office for further communication.
When calling for help, please secure yourself in a classroom or office. Use a school phone, as cell phone
calling will be directly routed to the California Highway Patrol. If you must use a cell phone, please

 Classroom doors should be locked as a daily practice during instructional time. In the event the doors are
not locked, please lock the door at the first sign of an emergency
 Turn out lights
 Instruct students to take cover on the floor away from windows and doors.

 DO NOT let any students out of room during a lock down.
 If students are out of class (passing, lunch, before/after school) they should quickly travel to the closest
available room to take cover.

CANCELLED”
Intruder on Campus and Lock Down-SECURITY OFFICER INSTRUCTIONS
 If you witness an intruder on campus, alert an administrator and the School Resource Officer over the
radio
o Remain calm--- be specific on location of intruder and weapon
 If there is a call for an intruder over your radio, please respond promptly to your assigned area(s) to lock
down doors and sweep students/staff into nearby classrooms.
 If there is a potential intruder in the school’s vicinity, make sure all exterior gates are locked to keep
subject out.
 Stand-by for further instructions.
 Keep radio traffic clear, unless there is immediate need for assistance/information
