This request for expressions of interest follows the General Procurement Notice for this project that appeared online in dgMarket on November 27, 2008 and in UN Development Business on November 28, 2008, as well as published on National Commission on Financial Markets web-site of free access. The Republic of Moldova has received financing from the International Bank for Reconstruction and Development toward the cost of implementation of the Financial Sector Reform Project (FSRP), and intends to apply part of the proceeds under the contract for Development of the Codes of conduct for the professional participants in the non-banking financial market; development of training programs and conducting trainings. The main objective of consultancy assignment is (i) to develop the Codes of conduct for the professional participants in the non-banking financial market based on the best practices applied at European and international level, according to the national legislative and normative framework and perspective drafts in the mentioned fields and to (ii) develop training programs and conduct trainings for professional participants in the mentioned fields in order to ensure a clear understanding and well-defined requirements to the professional conduct of professional participants in the non-banking financial market in relations with consumers and beneficiaries of financial products and services. During the implementation of the assignment, the Consultant will have to perform the following tasks: 1. To develop Code of conduct for professional participants in insurance market; 3. To develop Code of conduct for professional participants in micro financing sector, micro financing organizations and savings and credit associations; 4. To develop Code of conduct for professional participants in facultative pension funds; 5. To develop Code of conduct for credit history bureaus; 6. To develop training programs regarding the requirements towards professional conduct of professional participants in the non-banking financial market in relations with consumers and beneficiaries of financial products and services; 7. To organize trainings for professional participants. This assignment will require a Consulting company, which: Has first hand experience in working within non-banking financial market with minimum five years of practical work experience related to the background; Has working experience related to the development of codes of conduct in the field of non-banking financial market in Central and Eastern Europe; Has staff with prior experience in working with the non-banking financial sectors’ regulators; Has prior successful experience with donors’ and IFIs’ sponsored projects with similar nature; Has experience in organizing trainings in the field of the assignment. 1 The Project Implementation Unit of the World Bank Competitiveness Enhancement Project now invites eligible Consultants (companies) to indicate their interest in providing the services. Interested companies must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, CVs of the key staff to be involved in the assignment, etc.). Consultants may associate to enhance their qualifications in form of joint venture (consortium or association), in which case the members will be jointly and severally liable and all members will sign the contract. This Request for Expression of Interest will lead to the preparation of a Short List of consultants. For evaluation of the expressions of interest for this assignment the following criteria will be applied: Company first hand experience in working within non-banking financial market with minimum five years of practical work experience related to the background (35 points); Company experience related to the development of codes of conduct in the field of non-banking financial market in Central and Eastern Europe (35 points); Staff with relevant prior experience in working with the non-banking financial sectors’ regulators (20 points); Prior successful experience with donors’ and IFIs’ sponsored projects with similar nature in other developing countries from Central and Eastern Europe (10 points). A Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, Para. 3.7 “Selection Based on Consultants’ Qualification”. The assignment will be implemented in the period from October to December, 2011 and will require an effort of approximately 40 man/days.
