STV Incorporated as a CM/Builder for New York City Housing Authority (“NYCHA”)
is seeking to pre-qualify A/E firms for engineering / inspection services related to the
structural stability remediation project at various buildings at the Johnson Houses
development. A brief description of the project is as follows:
Johnson Houses is a public housing development consisting of approximately 1,308
apartments in ten buildings and associated public spaces located on the lower side of
Harlem in Manhattan, bounded between E. 112th Street and E. 115th Street and between
Third Avenue and Park Avenue. The work under this contract covers four (4) buildings.

Required Services:
Engineering and inspection services for structural repairs to reinforced concrete
members, including slabs, columns and beams inside occupied and vacant apartments and
exterior spaces. Services may include, but are not limited to: 1) surveying existing
conditions and developing construction documents; 2) providing inspection,
engineering, and administrative services during construction.
IN ORDER TO BE CONSIDERED, A FIRM MUST MEET THE FOLLOWING
CRITERIA:
Experience:
The sub-consultant shall submit a minimum of three projects that include the type of
work described under “Required Services.”
References:
Of three random reference calls made to contacts provided in the project experience list,
at least two references must rate the firm either 1 or 2 on a scale of 5 (1 being excellent, 2
good, 3 satisfactory, 4 marginal, 5 unsatisfactory). A third reference must rate the firm
no less than 3 (satisfactory).
Capacity:
The overall size of the firm must be no less than 30 technical personnel, with sufficient
in-house capacity in structural engineering to perform this work.

Financial Strength and Stability:
Submit audited or reviewed financial statements which demonstrate the following:
The firm’s current assets to liability ratio must be at least 1.0 to 1.5.
The firm’s debt to equity ratio shall be a maximum of 6.0 to 1.
Alternative or equivalent measures may be considered.
Compliance with Local Laws/Integrity:
The firm must submit an acceptable NYCHA Business Entity Questionnaire.
Firms that meet pre-qualifying criteria will be invited to submit Price Proposals for the
above described work. The successful firm will contract with STV Incorporated to
