CONNELLSVILLE AREA SCHOOL DISTRICT BOARD OF EDUCATION REGULAR BOARD MEETING –OCTOBER 9, 2013 Minutes of the regular meeting of the Board of School Directors of the Connellsville Area School District held in the Connellsville Area Career and Technical School, 720 Locust Street Extension, Connellsville, Pennsylvania, on Wednesday, October 9, 2013, at 7:00 PM. CALL TO ORDER The meeting was called to order by the President, Jon Detwiler at 7:36 p.m. ROLL CALL Dr. P.J. MINUTES OF PREVIOUS MEETING President Detwiler called for approval of the minutes of the September 9, 11, 2013 meetings, whereupon motion was made by Dr. Carte and seconded by Mr. Wandel to approve said minutes, a copy of same having been previously received by all board members and distributed to all buildings. CONNELLSVILLE AREA SCHOOL DISTRICT PROPERTY LEASE AGREEMENT Made THIS 9TH DAY OF OCTOBER, 2013 by and between the CONNELLSVILLE AREA SCHOOL DISTRICT of Connellsville, Fayette County, Pennsylvania, party of the first part, hereinafter referred to as Lessor, A N D CONNELLSVILLE PONY LEAGUE, INC., Connellsville, Fayette County, Pennsylvania, party of the second part, hereinafter referred to as Lessee. WITNESSETH, that the said lessor, in consideration of One ($1.00) Dollar per annum and the covenants hereinafter mentioned, does hereby let, demise and lease unto the said lessee: All that certain area known as the Junior High West Industrial Arts Building Baseball Fields, excluding the field currently leased to the Connellsville Teener League, located in Dunbar Township, Fayette County, Pennsylvania, and including a concession stand and parking area beginning at the western fence approximately 250 feet wide, and extending East to the edge of the tract 140 feet. TO HAVE AND TO HOLD unto the Lessee, subject to the conditions, terms and provisions of this lease for a term of twenty (20) years, beginning March 1, 2014 and ending February 28, 2034, upon the following terms and conditions: Page 47 of 78 CONNELLSVILLE AREA SCHOOL DISTRICT BOARD OF EDUCATION REGULAR BOARD MEETING –OCTOBER 9, 2013 1. For and in consideration of an additional One ($1.00) Dollar, the receipt whereof is hereby acknowledged, the Lessee shall have the right, option and privilege, subject to the terms of this Lease, to extend the term for an additional ten (10) year period upon written notice to the Lessor at least thirty (30) days prior to the expiration of the original twenty (20) year term. 2. The premises are to be used for the purpose of Pony League Baseball and any improper use or improper conduct shall cause termination of this Lease at the option of the Lessor. 3. It is further herby covenanted and agreed by both parties that, in the event Lessor should need the premises for public school purposes or for some reason the Lessor should sell or otherwise convey the said land, then this Lease may be terminated at the option of the Lessor, unilaterally, upon thirty (30) days written notice to Lessee. 4. In the event the Lessor terminates the Lease (either prematurely or due to conveyance), any improvements may be removed so long as the premises are not damaged or are restored to their original form. 5. The lessor herby accepts and reserves the right to use the said ballfield for physical education purposes and all other school district related programs. In the event of use of the said premises by the Lessor, the Lessor shall have priority in the scheduling and use of said ballfield. The Lessor agrees to notify the Lessee of any such scheduling that is not during normal school hours at least ten (10) days prior to the scheduled event. 6. In the event the Lessee shall fail to use the said field as its league facility for one full baseball season during the term of this Lease, then this Lease shall automatically terminate and revert back to the use of the Lessor. 7. The Lessee shall be responsible for carrying public liability and property damage insurance and herby exculpates Lessor from any claims of damage. The Lessee shall submit a complete copy of liability and property damage insurance to the Lessor prior to the implementation of this lease. 8. The Lessor hereby reserves the right to enter the premises at reasonable times and reasonable hours for the purpose of examining the same and for making repairs and/or improvements as may be required, both surface and subsurface. 9. The Lessee shall be responsible for all maintenance, upkeep, improvements and remodeling of said premises. Any and all improvements plans by the Lessee must be submitted to the Lessor for approval prior to implementation. 10. The Lessee shall retain the privilege of subletting to other organizations so long as written consent of the Lessor is obtained, and permission is not unreasonably withheld. 11. Lessee shall abide by all current and future school district board policies relative to the utilization of school district property. 12. This document supersedes the existing lease agreement in effect from March 1, 2014 through February 28, 2034, between the Lessor and the Lessee, and said lease is now considered null and void. SUPERINTENDENT’S REPORT I would again like to thank the board for letting me attend the Safe Schools Conference last week. It was my first time attending this conference, and it was excellent overall. Perhaps we should think about a small team attending next fall. I have shared some of the information I received with Mr. Parlak and Mr. Omatick, and my full report is in the board packet. I would just like to share a few bullet points from some of the highlights of what was taught and learned: • Drills all need to be practiced, and some of them don’t even have to involve students. Practice is a requirement, not an option! However, you cannot train for everything either. • Every year, an average of 11 students in the USA are lost due to school violence. Although any loss is too much, children are statistically much safer at school than anywhere else. There is a 0.0006% likelihood of a child dying in school. Page 74 of 78 CONNELLSVILLE AREA SCHOOL DISTRICT BOARD OF EDUCATION REGULAR BOARD MEETING –OCTOBER 9, 2013 • Emergency management should include 5 mission areas: prevention, protection, mitigation, response, and recovery. • Security decisions should always be made on the basis of assessed risks and needs, and not on fear. • 6 security mitigation domains that should be addressed are physical, electronic, cyber, operational, cultural, and non-tangible. These domains all need to be integrated, balanced, and operational. An example was given of a potential new school building site near a toxic chemical disposal plant, prisons, car-jacking activity, and a flight pattern overhead… • Improving lighting can be a cost-effective way of improving security. • No protective action is risk-free. Therefore, over-evacuation is as detrimental as underevacuation (a student commented on this regarding evacuation to the stadium in his district), and public opinion will never be unanimous. • If you do not control the situation, the situation will control you. • Following chain of command is essential, especially in an emergency. The School Performance Profiles have been released to the public, and I am happy to report that none of our buildings were designated as either “focus” or “priority” schools, that is, in the bottom 15% of schools in the state. They all were considered “undesignated” which is the new terminology instead of Adequate Yearly Progress. I have given the board this information. There is a difference between what was originally released to superintendents and the public scores – the state decided to not include promotion rates for the 2012-2013 school year. They wanted a baseline, so promotion rates were removed from the calculation. Since our elementaries and junior high have excellent promotion rates, this dropped our scores slightly for this year. Our Cyber Solution initiative, or CSI, agreement with the IU has been very successful. At a recent superintendents’ meeting, they shared information with each participating district as to their cost saving by using CSI. I am happy to report that Connellsville Area saved $418,088.94 in 2012-2013 with 58 students enrolled in our CSI, and so far, we have saved $187,419.18 in this school year with 26 students. My thanks goes to Dave Tangretti, who has been supervising this initiative, as well as Dr. Stern, who has been instrumental in our involvement in this initiative.
