Fitness Testing Worksheet History: The President's Council on Physical Fitness and Sports (or the PCPFS) strives to make the health and fitness of all Americans a top national priority. The history of the Council dates back to 1956, when President Eisenhower initiated the first national testing program. Boys and girls who score at or above the 85th percentile on all five events are eligible for this award. The National Physical Fitness Award Students who score above the 50th percentile on all five events - demonstrating a basic, yet challenging, level of physical fitness - are eligible for this award.
