FOCUS
The Mena region is experiencing a rail boom. From Africa's first high-speed rail network in Morocco to
Oman's first ever rail scheme, billions of dollars are being invested in rail and metro projects for the first
time. In total there are more than $200bn worth rail and metro projects either planned or under
way in the Middle East. This translates to more than 33,700km of mainline routes and 3,000km of
metro.
Qatar, Egypt and the UAE are the next largest future markets. The latter has the Abu Dhabi metro and
the second phase of the Etihad Rail schemes as well as the extensions of the Dubai metro.In Qatar, there
are still several contracts to be awarded on the Doha metro in addition to the main packages on the longdistance passenger and freight networks. And in Egypt, there are long-held plans to develop lines 4-6 of
the Cairo metro together with high-speed networks from the north to the south of the country.
The UAE’s construction market is predicted to return to near full capacity with a number of megaprojects
in the pipeline and the ramping up of social infrastructure spend,

The Government of the People’s Republic of Bangladesh has received a loan from the Asian Development
Bank (ADB) towards the cost of City Region Development Project (CRDP) ADB Loan no. 2695 BAN (SF).
Part of this financing will be used for payments under the contract mentioned above. Bidding is open to

Project Details:
The Republic of Uzbekistan has received financing in the amount of US$ 89.55 million from the Islamic
Development Bank toward the cost of the Improvement of Water Resources Management of Hazarbag
Irrigation System in Surkhandarya Region (Reconstruction of Khazarbag-Akkapchigay Canal System), and
it intends to apply part of the proceeds to payments for goods, works, related services and consulting
services to be procured under this project. This project will be jointly financed by Government of
Uzbekistan.
The Project objective is to contribute to food security by improving agricultural production and
productivity, and to improve the welfare of the local communities in Surkhandarya region, through
reconstruction of Khazarbag-Akkapchigay Canal Systems. The following contract/packages are expected to
be procured under the Project:
A. PROCUREMENT OF GOODS AND WORKS
1. Improvement of Main Irrigation System Component:
1.1. Reconstruction of Right Bank Canal and Tupolang–Karatag Irrigation Canal
1.2. Reconstruction of Khazarbag Canal with structures;
1.3. Reconstruction of Akapchigay Canal with structures;
1.4. Reconstruction of Connection Canal to ShMK and Tangimushsay;
Procurement method - International Competitive Bidding limited to IDB Member Countries.
2. Capacity Building of Water Management Authorities and Water Users Component:
2.1. Supply of agricultural and maintenance machinery;
2.2. Supply of water measurement, control instruments and laboratory equipment;
2.3. Introduction of water saving technologies (drip irrigation) by establishing three demonstration plots.

B. PROCUREMENT OF SERVICES
1. Consulting Services includes: preparation of detailed design, bidding documents, support in carrying out
bidding process and supervision of works. Selection method – Quality and Cost Based Selection from

shortlist of firms from IDB Member Countries.
2. Financial Audit includes: audit services to be carried out on annual basis throughout the project
implementation period. Selection method – Least Cost Selection from shortlist of national audit firms.
Procurement of contracts financed by the Islamic Development Bank will be conducted through the
procedures as specified in the Islamic Development Bank’s Guidelines for Procurement of Goods and
Works Under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as
defined in the guidelines. Consulting services will be selected in accordance with the Islamic Development
Bank’s Guidelines for the Use of Consultants Under Islamic Development Bank Financing (current edition).

3. Bidder’s qualification will be examined as part of the bid evaluation. Bidder’s must meet the following
minimum requirements:
A. Financial
(i) The Bidder shall have an average annual construction turnover (calculated as total certified payments
received for contracts in progress or completed) within the last five (5)years of at least US$88 million.
(ii) Using Forms FIN – 3 and FIN - 4 in Section 4 (Bidding Forms) the Bidder must demonstrate access to,
or availability of, liquid assets, lines of credit, or other financial resources, (other than any contractual
advance payments) to meet the Bidder’s financial resources requirement indicated in Form FIN-4.

B. Experience
The Bidder shall have participated in at least one contract within the last ten (10) years that have been
successfully or substantially completed and that are similar to the proposed works, where the value of
the Bidder’s participation exceeds US$143 million.
The similarity of the Bidder’s participation shall be based on the physical size, nature of works,
complexity, methods, technology or other characteristics as described in Section 6, Employer’s
Requirements.
For other qualifying criteria please refer to Section 3 (Evaluation and Qualification criteria) of the Bidding
Document.

General Procurement Notice
The Government of the People’s Republic of Bangladesh has applied for a loan from Asian Development
Bank (ADB) and the OPEC Fund for International Development (OFID) to help finance the cost of the
Third Urban Governance and Infrastructure Improvement (Sector) Project.
The project will strengthen urban governance and improve urban infrastructure and service delivery in 30
pourashavas (municipalities) in Bangladesh. The project will develop towns with high growth potential in
an integrated and holistic way both in terms of governance and infrastructure with an aim at making
them model towns of the country. In addition to the focused interventions to these towns, application of
governance performance criteria linked to fund allocation will be rolled out to all class-A pourashavas in
the country.
Project impact will be improved living environment in project towns. The outcome will be improved
municipal services and urban governance in project towns. Thirty preselected towns will be supported in
an integrated manner under the project.
Procurement
All procurement of goods and works will be undertaken in accordance with ADB’s Procurement Guidelines
(March 2013, as amended from time to time). International Competitive Bidding (ICB) procedures will be
used for any civil works contract estimated to cost $2 million or higher, and any goods contract valued at
$1 million or higher. National Competitive Bidding (NCB) procedures will be used for any civil works
contract estimated to cost less than $2 million and any goods contract estimated to cost $1 million or
less. Shopping will be used for procurement of works and goods worth less than $100,000.

The Federal Republic of Nigeria and the Republic of Cameroon have received financing from the African
Development Bank toward the cost of the Transport Facilitation Programme on the Bamenda-MamfeEkok-Abakaliki-Enugu Corridor, and intends to apply part of the agreed amount for this loan to payments

The bridge is jointly owned by the Governments of Federal Republic of Nigeria and Republic

The services included under this contract shall involve the supervision and control of works of
the bridge (approx. 280 m long) and approach roads from inception to completion. They include:
a) before the beginning of work:- participation in preparation of the works contract; during the
construction works:- issuing of Commencement of Works; checking of setting-out; monitoring
and supervision of quality of works; preparation of interim and final certificates and other laims;
production of periodic and circumstantial reports; preparation of monthly statements of work

Nakheel awards Dh59million contract for Al Furjan work

Developer Nakheel has awarded a contract worth almost Dh59 million for major infrastructure
work at its Al Furjan master community in Dubai.
The contract with Dubai-based Ghantoot Road Contracting includes the construction of a new road,
modifications to existing roads and utilities network connection for more than 30 mixed-use plots at the
growing community. The work is due to be completed by Q3, 2015.
The plots, on which third party developers will build a mix of apartment blocks, retail and hotel
accommodation, are located in Al Furjan Phase 2, which spans 1.2 million square metres and also
includes 500 third party villa plots, already sold by Nakheel. Al Furjan Phase 1, with 800 homes, was
completed last year and is now a thriving community with over 2,500 residents.
Last month, Nakheel handed a contract for Dh44 million to UAE-based Metac General Contracting for the
construction of Al Furjan’s new, 10,000sqm retail and recreation centre. Featuring a supermarket, more
than other 20 shops, 10 cafes and restaurants, a swimming pool, sports courts and parking for 360 cars,
the new facility is due to open in March 2016.

Essar Projects, a global engineering, procurement and construction, or EPC, contractor
headquartered in Dubai, said on Tuesday that its Hydrocarbon SBU, or strategic business unit,
has secured its maiden contract from Saudi Aramco, the national petroleum and natural gas
company of Saudi Arabia.
The $54 million EPC project involves the upgrading of a crude stabilisation unit at Aramco’s
Abqaiq plant in Shaybah, one of the largest oilfields in the world, Essar Projects said in a
statement.
The scope of work entails engineering, procurement and construction of a crude tank,
replacement of crude pumps and associated civil, piping, electrical and instrumentation
facilities. The project is scheduled to be completed in 29 months, the company said.
Amit Gupta, chief executive officer of the Hydrocarbon SBU at Essar Projects, said the Aramco
contract is a reflection of Essar’s capability to undertake global projects from reputed clients in
this region.
“We will leverage the capabilities gained to enhance our foot print in other Middle East

countries.”
Bhupendra Gupta, vice-president for Dubai at Essar Projects, said Essar is already executing
several other projects in the region, including the UAE, in the hydrocarbon sector. In June
2013, Essar Projects secured two orders worth $90 million, one from Abu Dhabi Polymers
Company and the other from Abu Dhabi Gas Industries.
At present, Essar has a total of five projects in Abu Dhabi amounting to $170 million.
Of these five projects, three have been directly awarded on an EPC basis to Essar Projects.
With this the order book of Essar Projects has swelled to over $3.5 billion.
Essar Projects has the requisite experience in refinery projects having previously executed a
world-scale grass-roots refinery at Vadinar, Gujarat, with an initial capacity of 10MMTPA, which
was gradually expanded to 14MMTPA and then 20MMTPA.
The company has also executed the supporting infrastructure and facilities that include SBM
for crude unloading, product jetty for refinery product export, a tank farm with total tankage of
three million cubic metres for crude, products and intermediate and 77MW of captive power
plant.

Arabian Construction to develop Emaar Square in Jeddah, Saudi Arabia

UAE-based Arabian Construction Company (ACC) has secured a construction contract to develop Emaar
Square, a major commercial project in Jeddah.
Awarded by developer Emaar Middle East, a subsidiary of Emaar Properties, Emaar Square is touted to
become one of the most prestigious commercial real estate developments in the Saudi Arabian city.
Work under the contract involves constructing three buildings in Jeddah with a total built up area of
45,000m². Work began this month, and the first offices will be handed over to customers in 2016, ACC
said.
Emaar Square, a AED146.9m ($39.9m) contract, will be located close to the headquarters of the Jeddah
Chamber of Commerce & Industry and is in proximity to the Crescent Plaza, a retail and lifestyle hub
within Jeddah Gate, the Saudi port city of Jeddah.
Emaar International CEO Fred Durie said: "Emaar Square is one of the iconic developments within Jeddah
Gate, which is now a full-fledged lifestyle community.

Hill International bags Bidbid Sur road contract in Oman
8 August 2014
US-based construction firm, Hill International has received a contract from the Ministry of Transportation
and Communications of Oman, for providing project management services for the construction of
Sections 1 and 2 of the Bidbid Sur road.
The contract will last for three years and its value for Hill is estimated to be around $4m.
The complete cost of the project, which includes the building of nine interchanges, two underpasses, two
overpasses, associated retaining wall structures and about 171 reinforced concrete culverts, is around
$1.1bn.
The project will connect the cities of Bidbid and Sur by a 247km long, six-lane highway.
Hill Project Management Group Middle East managing director and senior vice president Mohammed Al
Rais said: "The positive impact of the highway on commerce and tourism will benefit all of Oman."
In the first half of 2014, Oman's Tender Board awarded various road projects, which included the second
phase of the Bidbid-Sur Road dualisation.
Skai Holdings to build new hotel in Dubai
7 August 2014
Property investment company Skai Holdings unveiled a plan to build a AED1.2bn ($326.9m) four-star
hotel in Dubai's Jumeirah Village Circle district.
The project was launched in June and Skai had already pre-sold all the available hotel rooms and
serviced apartments in the 60-storey tower, raising $252.4mn (AED927mn) in the process.
The remaining food & beverage outlets, meeting rooms, a spa and retail units will be retained by Skai
Holdings.
China State Construction Engineering Corporation (Middle East) has been appointed the main contractor.
Located in proximity to Al Khail Road, Suites in the Skai will comprise 234-hotel rooms, 234 one-and-two
bedroom apartments and 33 penthouses.
It will also feature lush green balcony-gardens and 271 sky-high swimming pools and floating bathtubs
within the apartments.
Overall, 60-storey tower will contain five dining venues, a sports bar, lobby cafe', pool bar & grill and a
rooftop Chinese restaurant. The project also features a supermarket located on the podium level.
Work is set to start on the site next month, with an opening due by September 2017.
Atkins has been appointed lead consultants and architects while Tokyo-based Nao Taniyama will design
the interiors and Australia's Topo Design Studio will provide the landscaping services.
Skai Holdings' Group CEO Kabir Mulchandani said: "Skai Holdings' strategy is to build high quality hotels
in several key locations in Dubai that will cater to the growing demand for tourism in the Emirate."
MNC Infrastruktur Utama to begin first phase of Ciawi-Sukabumi toll road in
Indonesia

MNC Infrastruktur Utama, a part of the MNC Group conglomerate, will commence the construction of first
phase of the 54km long Ciawi-Sukabumi toll road in West Java, Indonesia.
MNC Infrastruktur president director Syafril Nasution told Jakarta Post that the total investment needed
for the first phase reached $172.71m.
"Half of the required funds will be taken from our internal cash, and the rest will be funded by bank
loans.

"We estimate that by October, we will have acquired 90 percent of the total land needed so we can begin
construction," Nasution added.
The Ciawi-Sukabumi toll road will be built in four sections: Section I Ciawi-Cigombong (15 km), section II
Cigombong-Cibadak (12 KM), Section III-Sukabumi Cibadak West (14 km), section IV Sukabumi WestEast Sukabumi (13 km).
The highway will be through four areas in Bogor, Bogor, Sukabumi and Sukabumi District.
Upon completion, the road is expected to ease traffic congestion along the route actively used for
logistics distribution.

6 tunnels in new Suez Canal project to be built by Arab Contractors

Arab Contractors Company (AC), the Egypt’s largest and leading construction firm will commence digging
to expand the Suez Canal.
This is according to Chairman Arab Contractors Mohsen Salah, who revealed that his company had began
conducting studies of executing six new tunnels in the Suez Canal. He said three are in Port Said and
three others in Ismailia.
Mohsen Salah said that the state-run company will take the main role in digging process, in cooperation
with Orascom. He added that the digging would help developing and operating Suez Canal.
However, the Egypt government is also considering sending its dredgers to the Suez Canal project, which
the Arab Contractors Company (AC) considers that digging one tunnel is a separate project for the
company,

The Arab Contractors (AC) has construction undertakings in the Middle East and Africa. The company is

Nine Energy Transmission Projects worth US$4bn Identified in Southern Africa

Nine energy transmission projects valued at above US$4bn have been identified in the Southern Africa
region for promotion and marketing. These nine projects are in different stages of development according
to the report released in the 34th Summit of SADC in Victoria Falls in Zimbabwe.
The projects include the Flagship ZizaBona interconnector project which will be implemented by Zambia,
Botswana, Zimbabwe and Namibia.
There is also the Central Transmission Corridor (CTC) and the proposed Namibia-Angola Interconnector
to link Angola to the Southern Africa Power Pool (SAPP). Other two projects are the Mozambique
Backbone Project and the Zambia-Tanzania-Kenya Interconnector.
A joint committee of officials from Zimbabwe Electricity Authority and ESKOM of South Africa was formed
to cater for the CTC project.
The tendering process for ZiZaBoNa project had been completed in 2013 by Southern Africa Power Pool.
The latter is the main coordinator of planning, generation, transmission and helps in looking for markets
for power utilities in the region. Several investors have shown interest in this project.
The Zizabona project is a good example of regional integration and upon completion; SADC countries will
be able to share energy without restrictions although they will be expected to contribute for the project.
The capacity for the interconnector will be 300MW initial with an expected increment to 600MW later.
Central Transmission Corridor (CTC) is expected to cost US$100m upon completion while the
Mozambique Regional Transmission Backbone project (STE) will be at US$2.8bn.

Arab Contractors to implement $27m new road projects in Egypt

Arab Contractors Company (AC), a leading construction firm has been awarded a tender worth $27M to
implement construction of 400km roads stretch in Egypt.
In a statement sent to the media by Arab Contractors Company (AC) and signed by the board of
Directors Eng. Mohsen Salah, the company is still negotiating to obtain an extra 200 km so that the
targeted length of implementing the projects for the first phase will be up to 600 Km.
The statement added that the company is scheduled to finalize the works of implementing 400 km within
one year.
Arab Contractors, which is still in talks with Egyptian General Petroleum Corporation (EGPC) to provide
servings of raw materials of bitumen required for road projects, has actually started implementing the
projects awarded just a week ago.
However, the awarding of the tender involving construction of 400km roads stretch in Egypt is among the
works of phase I of new project that aims at establishing 1300 Km with total spend exceeding EGP17
billion.
Waterfall Development Secures Different Projects in South AfricaNewsSouthern

Waterfall Development has secured development projects valued at over US $0.66bn making it one of the
fastest mixed use developments in Gauteng, South Africa.
Capital growth property fund Attacq, who are widely involved in the development project noted that the
project is already bringing about positive results, and there is an expectation of the year being eventful
given that some of the major developments under the property fund are completed.
The waterfall development is located between Northern Sandton and Midrand on a 340 ha of land. It
boasts of 1.753million square meters of bulk. Currently, more than 175 000sqm of the project has been
developed.
Attacq Waterfall Investment Company holds 81.2 percent of development rights to the project while
Atterbury Property Holdings, who are the development partners have the remaining 18.8 percent.
At the heart of Waterfall City is the US 0.39bn Mall of Africa expected to be officially opened to the public
in April 2016.
Morne Wilkenthe, CEO of Attacq noted that the construction of the mall is going on well, and over 1 100
000m of material have been removed from the site. In addition, 50,000m3 of concrete has been spread,
making the structure visible from the highway.
The waterfall corner and lifestyle are now open for business and have gotten great tenants such as
Woolworths, Virgin Active, clicks and Trendy restaurants.
Attacq is expected to open its first 149 room City Lodge Hotel in Waterfall City in December 2014. The 3
star hotel, which has five floors, is expected to have a value of US 9.901m upon completion.
Another major Waterfall development to be secured within Waterfall City will be the Swiss Pharmaceutical
Giant, Novartis, which will be 7 000sqm with an expected completion value of US $17.16m.

Department of Human Settlements South Africa to spend US $0.47b on housing
Aug 19, 2014
Department of Human Settlement has released its budget and according to the human settlement MEC
Jacob Mamabolo, US $0.42bn will be used for all housing programmes in the department, something
which will be of help to the many citizens looking for housing help.
Mamabolo also noted that the rapid urbanization in Gauteng called for new homes which accommodated
people of different races. The housing department was capable of bringing this into place through the use
of land and houses.
The department would ensure that the appropriate pieces of land are bought so that the rent can be
affordable to the locals. US $4.72m would be used for acquisition of land parcels.
Mixed income housing projects will help prevent discrimination as people with different incomes will be
able to live as neighbours. All South Africans were advised to apply for government subsidiaries.
The housing department had already offered shelter to 53 Alexandra families that had been evicted and
was in the process of building 91 emergency units for families that were displaced in Marlboro.
The budget was presented by Mamabolo to the Gauteng Legislature for adoption.

IDB Approves US$ 987 Million for New Development Projects

Jeddah, KSA, 26.08.2014 – At their 299th meeting, which commenced on Sunday, 24 August, the
members of the Board of Executive Directors of the Islamic Development Bank (IDB) have approved US$
987 million of financing for new socio-economic development projects in member countries and Muslim
communities in non-member countries.
The approvals included several major projects such as: US$ 226.8 million for Development of Sharm ElSheikh International Airport as well as US$ 198 million for the Assiut Oil Refinery Upgrade in Egypt; US$
179.3 million for the Construction of Olama-Bingambo Section of the Olama-Kribi Road – Cameroon; US$
176 million to Wadi Dayqah Water Supply Project – Oman, and US$ 100 million for the Construction of
Modern Rural Housing Project (Phase-1) – Uzbekistan.
Other approvals were; US$ 50 million Line of Finance for the Africa Finance Corporation (an international
institution based in Nigeria), US$ 26.7 million for the Construction of the Southern Coastal Highway
Project (Phase V) – Lebanon, US$ 20 million for the Construction of Kushar Washha Road Project –
Yemen, US$ 10 million Two-Step Installment Sale Facility in favor of the Government of Uganda to be
used by the Uganda Development Bank to finance small and medium size projects as well as US$
550,000 as grant under IDB’s Waqf Fund for three educational and vocational projects in Cambodia (US$
150,000), Italy (US$ 200,000) and Vanuatu Republic (US$ 200,000).
IDB President Dr. Ahmad Mohamed Ali, who chaired the meeting, stated that the Board reviewed a report
on the administrative and organizational arrangements of the 39th annual meeting of the Board of
Governors as well as the IDB 40th anniversary celebrations held in Jeddah, KSA, in late June.
The Board also expressed appreciation to the Custodian of the Two Holy Mosques, King Abdullah bin
Abdulaziz, for generous sponsorship of the ceremonies and to His Royal Highness Crown Prince Salman
bin Abdulaziz – for gracing the opening of the event underlining that this greatly impressed the
participants, and best displayed the support rendered to the IDB Group by the Kingdom of Saudi Arabia.
The Members of the Board further commended efforts by various departments in the Government of the
Kingdom of Saudi Arabia and by the IDB Group staff that immensely contributed to the success of the
events. Implementing the ten year strategic framework of the IDB Group approved by the Board of
Governors and the proposed plan of action were discussed at the meeting as well.

According to IDB President, a report was presented to the Board on the ongoing Strategic Partnership
between the Bank and its Member Countries. The Board Members also discussed the action plan and
budget outlines for the year 2015 comprising Ordinary Capital Resources as well as the programs within
the framework of the Waqf Fund, the Islamic Research and Training Institute (IRTI), trust funds, and the
Islamic Solidarity Fund for Development (ISFD).
On the occasion of the 299th meeting of the Board of Executive Directors, a special ceremony was held to
honor the nine Board Members who completed their term of three years and to welcome the new
members who were elected for the next three years. The IDB Board of Executive Directors comprises 18
members nine of whom represent groups of member countries for three-year terms while the other nine
members are appointed by the major shareholders of the Bank.

in October, a report in the Gulf Daily News said.

Mohammed Abdulrahim and chairman Ali Abdulla Marhoon to discuss preparations for the event.

Construction projects worth $212bn under way in UAE

The volume of announced and planned projects in the UAE in 2014 is expected to be worth $315 billion,
and as of May 2014, $212 billion worth of construction projects were under construction, a new report
said.
The UAE’s construction market is expected to return to near full capacity with a number of megaprojects
in the pipeline and the ramping up of social infrastructure spend, according to the EC Harris’ 2014
International Focus on the UAE report.
According to EC Harris’ Construction Cost Index, construction prices in the UAE are set to rise by 4 to 5
percent over the duration of the year and approximately 6 percent in 2015.
“The UAE has experienced a shifting momentum of activity over the past decade with 2009 onwards
being difficult years for the market. The dynamic has changed from a period of negative to low inflation
over the last few years to a period of moderate increase,” said Christopher Seymour, partner and head of
property and social infrastructure at EC Harris.
"The market is finally showing real signs of recovery and prospective growth suggesting that the
construction market will remain strong this year," he said.
The report takes into account the UAE’s estimated real gross domestic product (GDP) growth, accelerated
momentum across industry sectors, market conditions and construction tender price levels.
The report highlights key discrepancies between the emirate of Abu Dhabi and Dubai as both cities are

the country’s growth drivers. Dubai’s real estate market is stronger and more sustainable whilst Abu
Dhabi’s market is steady. However, the report states the capital may increase construction spend in the
latter half of 2014 and early 2015.
Seymour said: “We are seeing tenders in the market covering the full range of projects including large
scale programmes and also smaller schemes right down to the small fit out work. To this extent, the
market is showing a healthy profile with opportunities for SME and large international contractors and
joint ventures. Similarly, the supply chain at all levels is seeing strong growth across the range of

country’s gross domestic product for 2014 by four per cent to approximately $404 billion, up from $390
billion in 2013.
Abdulaziz bin Yagub Al Serkal, general manager of Dubai Investments, said: “2014 has been a
momentous year for Dubai Investments’ business growth in the real estate and construction sector. The
construction industry has always been a key source in driving growth for the UAE’s economy and the
current upswing, especially in residential projects, has led to unprecedented demand for quality building

He added: “High demand as a result of the construction boom in Saudi Arabia, Qatar, Oman, Kuwait and
across the Middle East is also placing added demand on the capacities of our companies dealing in

In line with this, some of the Dubai Investments subsidiaries have bolstered their production capacities.
Emirates Building Systems has announced major expansion plans in the UAE and Saudi Arabia, Emirates
Extruded Polystyrene has also announced plans to double its production capacity in the coming two years
to approximately 2.4 million sqm per year, and Dubai Cranes and Technical Services recently announced
opened the first-of-its-kind crane storage and assembly facility in the region to cater to the heightened
demand for cranes across the GCC and Mena region.

Export-Import Bank Of India (Exim Bank) Has, At The Behest Of Government Of India, Extended A Line
Of Credit (Loc) Of Usd 18 Million To The Government Of Mauritius, For Financing Supplies From India. The
Loc Agreement To This Effect Was Signed In New Delhi By Ms. Geeta Poojary, General Manager, On
Behalf Of Exim Bank And Mr. Radhakrishna Chellapermal, Deputy Financial Secretary, Ministry Of Finance
And Economic Development, On Behalf Of The Government Of Mauritius.
This is the third Line of Credit extended to Mauritius by Exim Bank at the behest of the Government of
India. Exim Bank had earlier extended an LOC of USD 48.50 million for financing an Offshore Patrol
Vessel to be built by Garden Reach Shipbuilders & Engineers Ltd., Kolkata and an LOC of USD 46 million
for financing purchase of specialized equipment and vehicles.
Under the LOC, Exim Bank will reimburse 100% of contract value to the Indian exporters, upfront upon
shipment of goods. The LOC will be used for sourcing of goods and services from India. Exim Bank has
now in place 193 Lines of Credit, covering over 75 countries in Africa, Asia, Latin America, Europe and
the CIS, with credit commitments of over USD 10.53 billion, available for financing exports from India.
Exim Bank's LOCs afford a risk-free, non-recourse export financing option to Indian exporters. Besides
promoting India’s exports, Exim Bank's LOCs enable demonstration of Indian expertise and project
execution capabilities in emerging markets.

Export-Import Bank of India [Exim Bank], extended a Line of Credit [LOC] of USD 82
million to the Government of Democratic Republic of Congo
Export-Import Bank of India [Exim Bank] has, at the behest of Government of India, extended a Line of
Credit [LOC] of USD 82 million to the Government of Democratic Republic of Congo for financing
completion of the Ketende hydroelectric project in Democratic Republic of Congo. The LOC Agreement to
this effect was signed in New Delhi by Mr. Yaduvendra Mathur, Chairman & Managing Director, on behalf
of Exim Bank and H.E Mr. François BALUMUENE NKUNA, Ambassador of the Democratic Republic of
Congo in India, on behalf of the Government of Democratic Republic of Congo, in the presence of officials
of Embassy of Democratic Republic of Congo in India and Exim Bank.
With the signing of the above LOC Agreement for USD 82 million, Exim Bank, till date, has extended five
Lines of Credit to Democratic Republic of Congo, at the behest of the Government of India, taking the
total value of LOCs extended to USD 350.50 million. The first LOC of USD 33.50 million was extended to
the Government of the Democratic Republic of Congo in August 2005 for financing supply of buses, spare
parts, cement project, hydraulic excavators in Democratic Republic of Congo. The second LOC of USD 25
million was extended to the Government of Democratic Republic of Congo in August 2009 for financing
supply of hand pumps, drilling rigs, submersible pumps, DG sets and spare parts and equipment for
workshops for execution of rural water supply project. The third LOC of USD 42 million was extended to
the Government of Democratic Republic of Congo in August 2010 for financing Kakobola hydroelectric
power project. The fourth LOC of USD 168 million was extended to the Government of the Democratic
Republic of Congo in July 2011 for financing Katende hydroelectric power project. Democratic Republic of
Congo is a West African country bordered by South Central Africa with a narrow strip of land on the
northern bank of the Zaire River and is surrounded by the Republic of Congo and the Atlantic Ocean to
the west, Angola and Zambia to the southeast, Tanzania, Burundi, Rwanda and Uganda to the east,
South Sudan to the northeast and the Central African Republic to the north and northeast. The major
items in India’s export basket to Democratic Republic of Congo are pharmaceuticals & fine chemicals,
transport equipment, machinery and instruments, manufactures of metals, meat and preparations,
primary and semi-finished iron and steel.
Under the LOC, Exim Bank will reimburse 100% of contract value to the Indian exporter, upfront upon
the shipment of goods/ provision of services. With the signing of this LOC Agreement, Exim Bank has
now in place 194 Lines of Credit, covering 75 countries in Africa, Asia, Latin America, Europe and the CIS,
with credit commitments of over USD 10.61 billion, available for financing exports from India. Exim
Bank's LOCs afford a risk-free, non-recourse export financing option to Indian exporters. Besides
promoting India’s exports, Exim Bank's LOCs enable demonstration of Indian expertise and project

Kenya has a warm, humid climate along its Indian Ocean coastline, with wildlife-rich savannah grasslands
inland towards the capital. Nairobi has a cool climate which becomes colder closer to Mount Kenya, which
has three permanently snow-capped peaks. Further inland, there is a warm and humid climate around
Lake Victoria, and temperate forested and hilly areas in the western region. The northeastern regions
along
the
border
with
Somalia
and
Ethiopia
are
arid
and
semi-arid
areas
with
near-
desert landscapes. Lake Victoria, the world'ssecond largest fresh-water lake and the largest tropical lake,
is situated to the southwest and is shared with Uganda and Tanzania. Kenya, along with Uganda
and Tanzania is famous for its safaris and diverse wildlife reserves and national parks such as
the East and West Tsavo National Park, the Maasai Mara, Lake Nakuru National Park, and Aberdares
National Park. There are several world heritage sites, such as Lamu; there are also many world renowned
beaches, such as Kilifi, where international yachting competitions are held each year.
The Republic of Kenya obtained independence in December 1963. Following a referendum in August 2010
and adoption of a new constitution, Kenya is now divided into 47 semi-autonomous counties, governed
by elected governors.
The capital, Nairobi, is a regional commercial hub. The economy of Kenya is the largest by GDP in
Southeast and Central Africa.[9][10] Agriculture is a major employer; the country traditionally exports tea
and coffee and has more recently begun to export fresh flowers to Europe. The service industry is also a
major economic driver. Kenya is a member of the East African Community. Compared to other African
countries, Kenya enjoys relatively high political and social stability.
Kenya is characterised by a significant roadworks programme financed by the African Development
Bank, China, Brazil and Japan.
A portion of infrastructure development is designed to connect Kenya to its neighbouring countries,
simultaneously helping to operationalise the East African Community. For example the LAPSSET (Lamu
Port Southern Sudan – Ethiopia Transport) project aims to connect Kenya, South Sudan and Ethiopia.
Nairobi is also experiencing significant commercial, retail and residential apartment construction and
numerous hotel developments.

PROJECT EXPORTS PROMOTION COUNCIL OF INDIA (PEPC)
India is a country with large and diverse infrastructure sector. The Government of India recognized the
imperative need for the infrastructure sector and takes several initiatives like Committee of
Infrastructure, National Highway Development Project (NHDP), National Maritime Development
Programme (NMDP), Tax Holidays etc for the development and promotion of the sector. In the recent
years, there has been several improvements in sectors like roads & highways, ports, railways and
airports, the policy and regulatory framework is already in place and investment in infrastructure has
risen considerably however there are still significant gaps that need to be bridged.
With a view to create a platform for all the stakeholders and for the conclusive growth & development of
the Infrastructure sector, PEPC works with the Central and Foreign
Governments, National &
International development organizations like World Bank, Asian Development Bank etc, Government
Agencies, and various other stakeholders to promote the Project exports.
PEPC discusses policy, regulatory and procedural issues with its members, industry experts etc. and
advice appropriate reforms to the government for the development of the project exports. For making
conducive business environment PEPC highlights encumbrances being faced by the industry players in the
process of development of the sector and interacts with various national / international agencies for
making feasible measures to overcome those encumbrances.
PEPC supports the Government in its efforts towards projecting the project exports. It act as a reference
point for investors (Domestic & International) interested in the sector and provide information related to
government guidelines, investment opportunities, government & development agencies (which are
involved in the development process of the sector).
For promotion of the sector PEPC works proactively and suggests necessary procedures during the
process of policy formation, budgetary allocation, forming legal framework etc. by the government. To
maintain smooth progress PEPC also insist government to make essential provision for timely upgradation
of the policies on the basis of regular feedback from its members and industry players.
PEPC organizes several investment promotion programmes, conferences, seminars, workshops, etc on
regular basis for facilitating interaction between various government agencies, international bodies,
industry players and its members that provide prospects to raises issues pertaining to the sector and
exchange ideas. These networking events provide a platform to share thoughts, explore business
opportunities among the varied stakeholders of the project sector. These measures help to analyse the
present developments and identifies the ways to overcome the constraint of the sector.
PROJECT EXPORTS
Project Exports from India commenced with a modest beginning in the late 1970s. Since then, project
exports have evolved over the years, with Indian companies demonstrating capabilities and expertise
spanning a wide range of sectors. The nature of Project Exports being undertaken reflects the
technological maturity and industrial capabilities in the country. Project exports are broadly divided into
four categories:




Civil construction
Turnkey modules
Consultancy services
Supplies, primarily of capital goods and industrial manufactures
Each of the above are explained here:
Civil construction projects Construction projects involve civil works, steel structural work, erection of
utility equipment and include projects for building dams, bridges, airports, railway lines, roads and
bridges, apartments, office complexes, hospitals, hotels, and desalination plants.
Turnkey projects

Turnkey projects involve supply of equipment along with related services and cover activities from the
conception stage to the commissioning of a project. Typical examples of turnkey projects are: supply,
erection and commissioning of boilers, power plants, transmission lines, sub-stations, plants for
manufacture of cement, sugar, textiles and chemicals.
Consultancy services Services contracts, involving provision of know-how, skills, personnel and training
are categorised as consultancy projects. Typical examples of services contracts are: project
implementation services, management contracts for industrial plants, hospitals, hotels, oil exploration,
charter hire of rigs and locomotives, supervision of erection of plants, CAD/ CAM solutions in software
exports, finance and accounting systems.
Supply contracts Supply contracts involve primarily export of capital goods and industrial
manufactures. Typical examples of supply contracts are: supply of stainless steel slabs and ferro-chrome
manufacturing equipments, diesel generators, pumps and compressors.
Project export contracts are generally of high value and exporters undertaking them are required to offer
competitive credit terms to be able to secure orders from foreign buyers in the face of stiff international
competition. Exim Bank plays a pivotal role in promoting and financing Indian companies in the execution
of projects. It has been closely associated with the growth of project exports from India by way of
providing finance, information and business advisory services. The bank supports Indian companies at all
stages of the project cycle from advance tender information, guidance in preparation of competitive bids
to providing financial facilities, including loans and guarantees. It extends funded and non-funded
facilities for overseas industrial turnkey projects, civil construction contracts, as well as technical and
consultancy service contracts. Exim Bank has in place a specialised cell to provide advance information to
Indian companies on projects being funded by multilateral funding agencies in various countries. Over
the past two decades, increasing number of projects have been executed by Indian companies in North
Africa, West Asia, South & South East Asia, CIS and Latin America.

Scheme the level of assistance for each eligible activities has been fixed.
The following activities will be eligible for financial assistance under the Scheme :

WTO Studies for evolving WTO compatible strategy;

To support EPCs/Trade Promotion Organistions in undertaking market studies/survey for evolving
proper strategies.

To support marketing projects abroad based on focus product - focus country approach. Under

FINANCIAL ASSISTANCE
There is no specific scheme to promote the exporting firms in the country. However, some assistance is
provided to exporters under Marketing Development Assistance (MDA) Scheme and Market Access
Initiative (MAI) Scheme. Other schemes for export promotion include Duty Neutralisation Schemes like
DEPB, Advance Licence, duty concession schemes like EPCG and Reward Schemes like Served from India,
Vishesh Krishi and Gram Udyog Yojana, Focus Market Scheme and Focus Product Scheme.
These schemes are reviewed periodically and necessary corrective measures are taken.
ANNEXURE-I
4.1 MARKET DEVELOPMENT ASSISTANCE (MDA) SCHEME
EXPORT PROMOTION ASSISTANCE GIVEN BY GOVERNMENT
The Government of India encourages Indian project/product exporters by providing financial assistance
under the following export promotion assistance schemes:
a. Market Development Assistance (MDA) Scheme
b. Scheme for Export Promotion by Small Scale Manufacturers
c. Market Access Initiative (MAI) Scheme
MARKET DEVELOPMENT ASSISTANCE (MDA) SCHEME
Under this scheme assistance is given to individual exporters for participation in following

(i)
Exporting companies with an f.o.b. value of exports of upto Rs. 30 crore in the preceding
year. No such ceiling is applicable for participation in Focus LAC region.

The exporter should have complete 12 months membership with concerned EPC etc
(iii)
Assistance would be permissible on travel expenses by air, in economy excursion class
fair and/or charges of the built up furnished stall. This would, however, be subject to an
upper ceiling mentioned in the table per tour.

SCHEME FOR EXPORT PROMOTION BY SMALL SCALE MANUFACTURERS
There is a separate scheme designated as Marketing Development Assistance for SSI Exporters meant to
encourage small scale manufacture exporters along the following lines:
(A)
Exporters eligible for assistance:
(i)
Exporting unit must be registered as SSI / SSSBE.
(ii)
Exporting unit must be a member of FIEO / EPC.
(iii)
Exporting units with aggregate exports of Rs. 2 crores and above over the last three financial
years (Rs. 1 crore for ISO 9000 certified exporters) are eligible for assistance from the Ministry of
Commerce & Industry through EPCs/other grantee organisations. SSI units with aggregate exports less
than this limit would now be eligible for direct assistance from the Office of DC(SSI) under this scheme.
SSI units which have not yet commenced exports are not eligible for assistance.
(iv)
An exporting unit would be eligible for assistance under SSI-MDA only once in a financial year.
(B)
Activities eligible for financing
(i)
Individual participation in overseas fairs/exhibitions.
(ii)
Individual overseas study tours/as member of a trade delegation going abroad.
(iii)
Production of material for overseas publicity.
(C)
Permissible binding limits:
90% of cost of return ticket by economy class subject to an upper ceiling of Rs.60,000/- (Rs. 90,000/for Latin American countries). In case excursion fare is cheaper than economy class fare, the excursion
fare will be considered.
(ii)
(D)
25% of the cost of production of publicity material limited to Rs.15,000/- in a financial year.
Other conditions:
(i)
Assistance shall be available for travel by one permanent employee/director/partner/proprietor of
the SSI unit in economy class by Air India. Air travel by airlines other than Air India would be permissible
provided that their economy class airfare is not higher than Air India.
(ii)
Applications must reach the Office of the DC(SSI) at least one month before the start of the
event in question.
(iii)
The SSI unit should not have been charged/prosecuted/debarred/ blacklisted under the export
and import policy or any other law relating to export and import business.
Total MDA assistance under SSI-M[DA scheme shall be inclusive of MDA assistance received from all
Government Bodies/FIEO/EPCs/Commodity Boards/Grantee Organiations etc.
