At about 2.15 PM two persons namely Ahsan & Saleem came on a LML scooter bearing number DL-7S-AF-8336 and told Safiq that they are in need of money and want to sale their mobile phones on cheap rates. The person driving the scooter namely Ahsan showed him an original mobile phone (Nokia E-8) and the person who was sitting back whose name later on learned as Saleem showed him a black pouch comprising the size of same mobile and handed over the pouch to complainant and took Rs 2000/- and ran away. Complainant opened the pouch and found a blue soap cake instead of mobile phone. Complainant followed them and shouted for help. On hearing the shout and cry of the victim, the beat staff namely Ct. INCIDENT: On 3/10/12, information regarding admission of one Nitin S/o Satya Pakash with gunshot injury in the Bhagwan Mahavir Hospital was received at PS Subhash Place. Accordingly, IO/SI Umesh Rana along with Ct. Bachhu Singh reached hospital and saw injured a shot on his temple area. Luckily Nitin survived the assault. Injured Nitin deposed that basically he is a resident of V.P.O. Barbatpur, Post Banda Khera, Distt. Unnao, U.P. and had come to visit his aunt home at M-686, J.J. Colony, Shakurpur, Delhi with his real sister Swati Mishra. In the intervening night of 2-3/10/12, he was sleeping and during the wee hours of morning of 3.10.12, he felt pain in his head and woken up because of that and found that blood was oozing out of his head. The other inmates of the house confirm to have heard a gunshop and accordingly, an attempt to murder case was registered vide FIR No. 392/12 dated 3.10.12 u/s 307 IPC PS Subhash Place and investigation was taken up. INVESTIGATION: During investigation, all the inmates present in the house were interrogated as nothing was stolen and the entry of the assailant seems friendly. Moreover, it was clear that the assailant was well acquainted with topography of the house as well as surroundings. The activities of the sister of the injured appeared suspicious, as she looked least concerned with the injuries caused to her brother. Moreover, at the time of assault, all the other members of house have seen her standing near the staircase leading the room of the injured. Accordingly, a team comprising SI Umesh Rana, lady Ct. Puja, SI Vikas was constituted under the leadership of Inspr. Pankaj Malik, SHO/PS Subhash Place and under the overall supervision of Sh. Ashish Anan, ACP/Saraswati Vihar. The constituted team interrogated prime suspect Swati Mishra. During sustained interrogation, she admitted her guilt in assaulting her own real brother. She did so because of her love towards her paternal uncle Anil Mishra. It was Anil Mishra who had not only given her the desi katta and have also conspires the entire plot to eradicate Nitin. INTERROGATION: During interrogation, Swati Mishra told that she fell in love with her Chacha Anil Mishra. Her uncle trained her how to drive motorcycle and use of fire-arms. Anil Mishra had licensed gun. Gradually, Swati's brother learnt this fact and was furious. Nitin prohibited Swati from seeing Anil Mishra but Swati did not stop. As a result for almost two months, Nitin has resistant Swati from even stepping out of the house without her permission. But however, they were in touch. Anil Mishra persuaded her to get rid of Anil Mishra. Meanwhile, Swati watched a movie 'Ishqzade', she got inspired from that as heroine was shown to be using gun in the movie. Drawing the inspiration, they planned to kill Nitin using a gun. Almost 20-25 days back, Anil Mishra came to their house quietly and gave one desi katta loaded to Swati and told her to do the work as soon as possible. On 1/10/12, Swati Mishra with her brother came to her aunt’s home in Delhi . Her brother Nitin has come here in search of a suitable groom for her marriage. But on 3/10/12, Swati quietly went to the room where her brother was sleeping and shot him at point blank range. Luckily, Nitin survived this attack. During investigation, weapon of offence i.e. Desi Katta has been recovered at the instance out of Swati. On the disclosure statement of Swati, Anil Mishra was apprehended and intensively interrogated. During interrogation, Anil Mishra admitted his guilt and gave vital clues. On receiving PCR call SI Ranbir Singh reached at the spot where HC Harkesh No. 875/NW and Complainant Smt Aruna Takkar W/o Hitesh Takkar R/o H.No. 800, 2nd Floor, Dr Mukherjee Nagar met and handed over a knife (Dagger), a Silver coloured chain fitted sparkling stones in pendent and two silver coloured bangles fitted with sparkling stones which was taken into police possession through seizure memo. Further the complainant stated that at about 2.30 PM when she was at home suddenly someone rang the door-bell when she looked from the window she saw that accused Ajay who used to work at their shop in Gandhi Nagar and had left the job earlier was there. When the complainant asked why he has come here accused Ajay said that Babuji (Puran Jeet Takkar) had sent him with card. Then the complainant keeping on belief opened the door but suddenly accused Ajay pushed her inside the room and brought out a knife from his pant and put on the neck of complainant Smt Arun Takkar and threatened if she make any move she will be stabbed. In the meanwhile his other associates also entered into the house and he urged their associates to rob for everything whatever you can as they are so rich. On this one of his associate later on identified as Neeraj @ Kashi robbed her wearing silver coloured neck chain and third one later on identified as Pardeep Aggarwal hold her hands and extract the silver coloured bangles from her hands forcibly. When accused increase the pressure of knife, she screamed and on hearing her sound, her mother-in-law who was also present in the house and witness of the incident came outside in the gallery and started shouting. COMMISSIONER OF POLICE, NORTH-WEST DISTRICT, DELHI. 05th October, 2012 PRESS RELEASE CENTRAL DISTRICT THREE HIGH PROFILE CHEATS ARRESTED: SEVERAL UNEMPLOYED YOUTHS CHEATED ON THE PROMISE OF GETTING JOBS IN LIBYA AND OTHER GULF COUNTRIES : 125 PASSPORTS (INDIAN AND NEPALI), AND VARIOUS OTHER INCRIMINATING DOCUMENTS RECOVERED With the arrest of (1) Shiv Kumar Saini, aged about 35 years s/o Pritam Chand r/o Village Bhojwal, District AnandPur Shah, Punjab (2) Shiv Kumar, aged about 26 years s/o Tarsem Lal r/o Village Demo Khurd, District Una, Himachal Pradesh and (3) Fanni Malik, aged about 30 years s/o late Ramesh Chand Malik r/o Village - Mosipada, Ravinder Nagar, Kolkata, Central District police has busted a gang of cheats, who had cheated several unemployed youths on the pretext of providing them jobs with handsome salary in Libya and other Gulf Countries. The accused persons had collected several lakh of rupees from the gullible youths by charging them between Rs. 1,30,000/- to 1,60,000/- for the promised jobs. This racket was being run for the last 5-6 years. 125 Passports (Indian and Nepali), various applications and medical certificates have been recovered from their possession. TEAM AND THE INCIDENT A team consisting of Inspr.Suresh Kaushik, SHO/Paharganj, SI Yash Pal, HC Kiran Pal, HC Ranjit and Ct. Joginder was constituted under the close supervision of Sh. Anil Kapoor, ACP/Paharganj, Central District. On 03-10-2012, a PCR call was received at P.S. Paharganj that one person was staying at a hotel, who cheats unemployed youths on the promise of sending them abroad for jobs. On receipt of this information, SHO/Paharganj along with other staff immediately rushed to the said hotel. One person namely Fanni Malik, was found staying at Shyam Guest House, Paharganj, Delhi whose conduct was found suspicious. Fanni Malik was interrogated at length and it was revealed that he was working as an agent and lured unemployed youths on the pretext of sending them abroad on handsome salary. It was further revealed that Fanni Malik was the front man of a big racket being operated by Shiv Kumar Saini and Shiv Kumar from their office at District. Una, Himachal Pradesh. The complainant further reported that the accused persons took Rs 50,000/- from him as an advance and failed to provide him any job. They also refused to return the amount paid to them. On his statement, a case vide FIR No. 201/12 u/s 420/34 IPC and 3/12 Passport Act was registered at P.S. PaharGanj, Central District, Delhi. INVESTIGATION On sustained interrogation, accused Fanni Malik disclosed that he was a part of racket being run by Shiv Kumar Saini and Shiv Kumar. His role was to lure unemployed innocent persons from the rural areas on the pretext of sending them abroad on handsome salary and handover them to Shiv Kumar Saini, the Kingpin of this racket. On the basis of secret information, accused Shiv Kumar Saini and Shiv Kumar were apprehended by the police team from Royal Prince Hotel, Paharganj, Delhi. On sustained interrogation of the accused persons, it was revealed that earlier Shiv Kumar Saini had also tried for a job abroad. He was also lured by one agent who then sent him to Dubai on a tourist visa. He did not get a job and he had to come back to India. Getting clues from the incident that happened with him, he made his own group and started cheating people. He engaged a number of agents from all over the country who used to bring innocent persons to him. These agents were given handsome commission. The accused used to interview the candidate(s), get an application form filled by them and thereafter their medical examination was got done at a reputed clinic of Delhi. After this, a part of the payment was made. Later, on the pretext of getting the paper work done for the visa, the accused would frequently change his base to remain undetected. The accused persons have collected several lakh through this modus-operandi. The accused have no fixed source of income but was used to lead a lavish life style. Further investigation / interrogation is in progress. PROFILE 1. Shiv Kumar Saini, s/o Pritam Chand r/o Village Bhojwal, District AnandPur Shah, Punjab is 35 years old and has studied up to 10 th class from National Fertilizers Senior Secondry School, Nangal, Punjab. He started his career as a daily wager on a sweet shop. He was desperate to go abroad for a job. To fulfill his desire, he went to Dubai but had to come back. To recover the lost money, he formed his own gang and stared cheating innocent persons. 2. Shiv Kumar, s/o Tarsem Lal r/o Village Demo Khurd, District Una, Himachal Pradesh is 26 years old and has studied up to higher secondary, he is known to Shiv Kumar Saini as he also hails from the same area. He started working in his office and then become active partner in luring and cheating the persons. 3. Fanni Malik, s/o Late Ramesh Chand Malik r/o Village - Mosi Pada, Ravinder Nagar, Kolkata is 30 years old. He is graduate from West Bengal. COMMISSIONER OF POLICE, CENTRAL DISTRICT, DELHI. 05th October, 2012 PRESS RELEASE CENTRAL DISTRICT TWO CHEATS INVOLVED IN MULTI LEVEL MARKETING SCAM ARRESTED: RS. 33 LAKHS SEIZED With the arrest of (1) Naved Chaudhary, aged about 37 years s/o Shri Rahish Chaudhary r/o H. NO. 753, Haveli Azam Khan, Chandni Mahal, Delhi and (2) Tanseer Ahmed, aged about 40 years s/o Shri Rahish Chaudhary r/o H. No. 753, Haveli Azam Khan., Chandni Mahal, Delhi, Central District police has busted a gang of cheats who had cheated several people on the pretext of allotting them agencies for sale of house hold items. Rs. 33 lakhs has been seized which was in the account of accused Tanseer Ahmed. This racket was being run for the last three / four months. INCIDENT On 4.10.2012, a PCR call was received at P.S. Chandni Mahal that one thief has been caught at Vardhman Plaza, Asaf Ali Raod, Chandni Mahal, Delhi. On receipt of this information, SHO/Chandni Mahal along with staff rushed to the spot. On the spot, it was found that one NGO namely ‘India Fire’ has taken an office on rent on 01.10.2012 at Vardhman Plaza, Asaf Ali Road, Delhi for carrying out its activities. During the course of enquiry, it came to notice that the said NGO had given an advertisement in the newspapers offering agencies for distribution of wheat/ flour and other household items. The items were branded as ‘Rahat Yogna brand’ and it was claimed that these items would be available on a much cheaper rates than the prevailing market rates. During the investigation, it was found that the accused had no means to provide the items on a cheaper rate, it was only a ruse to trap innocent persons They had mentioned that the willing person has to invest Rs. one lakh and the investor would be provided the wheat flour etc. on cheaper rates for sale on commission basis. Under this scheme, the investor would be paid Rs 15,000/- as monthly income with 50 paise per kg as commission. To convince the prospective investors, it was also mentioned in the advertisement that 25 agencies are already being run successfully. The whole scheme was given the garb of a NGO and its address was mentioned as 709 A, 7th floor, D Mall, Netaji Subhash Place, Pitam Pura, Delhi. A joint complaint signed by 25 aggrieved ‘agency’ holders/investors was received alleging therein that after taking money from the investors the accused persons had closed their office at 709 A,7th floor, D Mall, Netaji Subhash Place, Pitam Pura, Delhi and had absconded. The investors came to know that the accused had now shifted its activities to control and had taken a premises on rent in Vardhman Plaza at Turkman Gate, Chandni Mahal. Further, the promised supply of wheat flour and other items to the agency holders also did not materialize. On the complaint of Hina Arora r/o Dharampura Extension, Najafgarh and 25 other cheated agency holders a case vide FIR No. 155/12 dated 4.10.12 u/s 420 IPC PS Chandni Mahal, Delhi was registered and investigation was taken up. TEAM A team consisting of Inspr. Satender Mohan, SHO/Chandni Mahal, Insp. A.T.O, Satish Malik, Inspr. Vinod Kumar, Inspr (Inv.) SI. Ram Niwas, HC Naveen and Ct. Neeraj was constituted under the close supervision of Sh. Om Parkash Sharma, ACP/Daryaganj, Central District, Delhi. INVESTIGATION During the course of investigation, other 35 similarly cheated persons have also approached Police Station Chandni Mahal against the accused persons alleging therein that they have been cheated by the owners of this NGO namely ‘India Fire’ as they had given Rs. one lakh each and the chairman of NGO, Naved Chaudhary has not adhered to the terms of the agreement and hence they have been cheated. During the investigation, it was revealed that the alleged persons had a registered Trust under the name and style ‘India Fire’. The whole operation was being done to cheat innocent persons, who were promised an assured return on the money (Rs. 1 lac) deposited by them along with commission on the various items that were to be sold by them. Naved Chaudhary has further disclosed that he had earlier started a business under the name Citizen Foundation Bazar few years back by giving an advertisement in the leading dailies. He along with his brother, Tanseer Ahmed (General Manager) started this ‘NGO’ and called upon the people to invest in his NGO. The main conditions were to invest 5 lacs for store and 3 lacs for a social branch. In total, 74 such stores and more than 100 social branches were started. After about a year, he abruptly gave a public notice in the newspaper and intimating the investors that he had incurred loss in the business and thus he is not in a position to continue. He also requested the investors to give him some time to re-pay the amount of investors. The promised return of money never materialized. In the year, 2012, the accused again came up with a new idea and again put up advertisements in the leading Hindi Newspapers. His brother got an account opened at Yes Bank, Rajouri Garden Branch on 20.8.12 and the investors money was deposited in this account. A team of the officers of Special Cell led by Inspr. Attar Singh and consisting of SI Praveen Kumar, SI Jitender Tiwari, ASI Rakesh Kumar, HC Rajbir Singh, HC Dilawar Singh, HC Suresh, HC Ram Niwas, HC Ramesh, HC Hawa Singh, HC Sanjeev, Ct. Sandeep and Ct. Vikas under the supervision of ACP Subhash Tandon has apprehended five members of an Interstate drug syndicate and have recovered 04 kgs fine quality heroin. The value of recovered drugs is more than Rs. 08 crores in the international market. 07 mobile phones and 08 SIM cards used in drug trafficking have also been recovered. Information had been received by Inspr. Attar Singh that an Interstate drug syndicate was active in Delhi and NCR region. This information was further developed and on 03/10/2012, specific information was received that there would be an exchange of consignment of heroin near Brahampuri, Trans Yamuna. On this information, a trap was laid and three drug traffickers were intercepted. They were identified as Akram Khan, (aged 22 yrs) s/o Israr Khan r/o Vill Behra, Distt Bareilly, UP, Abdul Rehman @ Raja (aged 20 yrs) s/o Mehmood Khan r/o Faridpur, Bareilly, UP and Imran Khan (aged 24 yrs) s/o Tafaju Khan r/o Bahera, Distt Bareilly, UP. 03 kgs heroin was recovered. 07 mobile phones alongwith 08 SIM cards were also recovered. Case under the appropriate section of law was registered at PS Special Cell, Lodhi Colony. The drug traffickers were subjected to intensive interrogation. It was revealed that they were part of an interstate drug syndicate operating in U.P. and Delhi led by Imran Khan (arrested) and his brother Taimur @ Bhola (absconding). Further interrogation led to the arrest of their fourth associate Mohd Sami (aged 42 yrs) s/o Mohd Baksh, r/o Churiwalan, Delhi. Their fifth associate Javed Khan (aged 25 yrs) s/o Nafees Khan r/o VPO Faridpur, UP was arrested from Arvind Mohalla, Brahampuri and one kg. heroin was recovered from his possession. 01 mobile phone with alongwith one SIM card was also recovered. Invesigation have revealed that Imran Khan (since arrested) and Taimur Khan both r/o Bareilly, U.P. were the kingpins of the drug syndicate. Bareilly is an opium growing area and crude heroin is locally available. Crude heroin is prepared from opium. They prepared pure heroin from crude heroin at their village Bahera in Bareilly, U.P. Imran Khan and his close associate Abdul Rehman (since arrested) would come to Delhi alongwith consignments of heroin. In Delhi they would hand over the consignments of heroin to their couriers Akram Khan (since arrested) and Javed Khan (since arrested) for further delivery in Delhi. In Delhi one of their main receiver was Mohd. Sami, a BC of P.S. Chandani Mahal. He has since been arrested. Profile Imran Khan, (aged 24 years) s/o Tafaju Khan r/o Vill Bahera, Distt Bareilly UP has studied upto 5th standard and belongs to a middle class family. He is involved in drug trafficking for more than 05 years. He was previously arrested by the Crime Branch of Delhi Police in a case of NDPS Act. He was convicted for 09 months RI and fine of Rs 5000/- also on 01/06/2011 by the Court of Shri V.K.Bansal, ASJ Rohini, Delhi. Mohd Sami (aged 42 yrs) s/o Mohd Baksh r/o H No 2629, Churiwalan, Delhi-06. He is BC of PS Chandani Mahal and is previously involved in 21 criminal cases including NDPS Act. He was involved in an infamous case of dacoity of cash and jewellery worth Rs 05 crores in the year 1996 pertaining to PS Anand Vihar. He is also convicted in six criminal cases including dacoity, NDPS Act, Arms Act etc. Akram Khan (aged 22 yrs) s/o Israr Khan r/o Vill Behra, Distt Bareilly, UP. He belongs to a very poor family and he is educated upto only 3rd standard. Earlier he used to work in a shoe assembling unit at Bapa Nagar, Karol Bagh, Delhi. But due to poverty he started working for the drug syndicate since last 6 months. Javed Khan (aged 25 yrs) s/o Nafees Khan r/o VPO Faridpur, UP. He is educated upto 6th standard. Earlier he used to work in a tailoring unit in Patel Nagar, Delhi. But due to poverty he started working for the drug syndicate since the last 6 months. Abdul Rehman @ Raja (aged 20 yrs) s/o Mehmood Khan r/o Faridpur, Bareilly, UP. He belongs to a poor family and is educated upto 8 th standard. Tilak Nagar and the call was entrusted to SI Surender Kumar for further action. On reaching the spot, one empty cartridge was found, on the statement of Smt. Inderjeet Kaur W/o Sh. Rood Singh R/o H-37 Sant Nagar Ext. Tilak Nagar a case FIR No.386/12 U/S 506 IPC & 27/54/59 Arms Act was got registered. According to the complainant, her daughter was engaged in the month of April-2012 with accused Harvinder @ Hallu, but the notorious activities of the accused came in between the way of their marriage. The proposal for marriage was rejected from the girl side. Hence, the accused in a bad mood and reached the house of his fiancée and there some heated arguments were exchanged with the parents of girl. When they were not ready to marry their daughter with the accused, in a fit of anger, the accused opened fire in the street to pressurize the parents of girl for the marriage and also threatened them with dire consequences. INFORMATION AND OPERATION On 4/10/12, a secret information was received by Inspector Surinder Sandhu that the accused Harvinder @ Hallu wanted in this case is likely to come at Keshopur Sabzi Mandi Tilak Nagar. On this information, a raiding team was formed under the supervision of Insp. Kishore Kumar SHO/TN along with Insp. Vineet Kumar had issued specific directions to initiate drive against the absconders who are involved in crime and absconding from the clutches of law. He gave directions to SHO Hari Nagar Insp. Ashok Kumar to trace the absconding BC`s of the area. They collected record of absconding BC Goverdhan`s sureties and traced his native place in Rajasthan. Raids were conducted at his native place Village Jodhras, Distt. Bhilwara (Rajasthan). But accused had already left this place along with his family members. Police party then deployed secret informer in his native place. The police team succeeded in getting clues from the villagers. They came to know that accused is hiding somewhere in Patiala District of Punjab. Call details of the relatives of accused were analyzed and mobile number of accused was traced. Electronic surveillance of accused was kept and finally on 04.10.2012 he was nabbed from Village Chhota Shambhu, Distt. Patiala, Punjab. Goverdhan was the B.C. of Hari Nagar area. He was actively involved in the business of illicit liquor. Many cases of Excise Act and Arms Act were registered against him. He was also previously convicted by the court. But all of a sudden in the year 1999 he went underground. He did not appear in the courts. Process of proclamation was issued against him. PRESS RELEASE Introduction On 4/10/12 HC Babulal No.37/NW posted at PS Keshav Puram Delhi was going to Budh Vihar after his duty in the police station. At about 8.30PM he was travelling into a DTC bus plying on root no.182 from B-3 Block Keshav Puram Bus stand. In this bus, there was rush of passengers. Two-three boys were present near the front gate. One of the boys tried to take away his purse (containing cash Rs. 1200/- and other documents) from the pocket of his shirt. HC Babulal opposed the action and got hold the hand of the boy. At this the boys started beating Head constable Babulal. No passenger came forward to help HC Babulal. In the mean time the bus was stopped at the next bus stop at B-4 Block Keshav Puram these boys dragged Babulal out of the bus and started beating him in the meanwhile one of the boy robbed his purse and started running. HC Babulal got hold one of the boy and in the mean time two- three public persons also gathered their to help him. One of the robbers namely Tabrej S/o Moh. Rahmtula R/o Vill. Kharwa Po. Mudya Distt. Dharbhanga Bihar was apprehended on the spot and robbed purse containing Rs.1200/- and documents were recovered form his possession.
