Sealed Tenders are invited from reputed manufacturers/direct dealers/Integrators having valid
dealership license issued by the manufacturer for supply and installation of 47” Multi-touch Table with
Touch Screen Monitor as per Council’s specifications. Firms having proven experience with strong
financial background and capable to render after-sales service support may obtain Tender Documents
from this office on any working day or download the same directly from Council’s website
www.ncsm.gov.in. Tender must be submitted in two parts i.e. Part-I (Technical & Commercial Bid) and
Part-II (Financial Bid) as per the format provided in the tender document along with the relevant
documents. Sealed Tenders containing Part-I and Part-II both will be received at this office up to July 25,
2015. Late Tenders shall not be accepted. Sealed covers containing Part-I shall be opened at the first
instance in this office at 4 p.m. on July 27, 2015 for technical evaluation as well as selection of TechnoCommercially acceptable offers and at the second stage, the sealed covers containing Part-II of only the
techno-commercially acceptable offers/equipment shall be opened in this office at 4 p.m. on July 30,
2015. Tenderers may be present during opening of Tenders. Decision of the Council, regarding selection
of eligible vendors for opening of Financial Bid (Part-II) shall be final and binding on the tenderers.

INSTRUCTION OF FILLING THE TENDER
TENDER NO. I-18012/7/15(111).
01. The instruction and specifications given herein will be strictly binding on the tenderers and
deviation, if any will make the tender or tenders liable to be considered invalid. Tenders
incorporating additional conditions by the tenderer are liable for rejection.
02. Offer should be submitted in sealed cover along with the Earnest Money of Rs.1,00,000/- (Rupees
One Lakh only) by way of crossed Demand Draft on any Nationalized Bank of India payable in favour
of ‘NATIONAL COUNCIL OF SCIENCE MUSEUMS, KOLKATA’. Earnest Money Deposits in respect of
such offers which are not accepted will be returned to the tenderers within 30 working days from
the date on which the final decision is taken about the source from which the items under tender
are to be procured or within 2 (two) months from the date of the opening of the tenders whichever
is earlier. Earnest Money deposit in respect of the successful tenderer will be retained with the
Council until entire execution of the order as per terms of the tender. If the successful tenderer
fails to execute the order in full or part within the stipulated delivery period of the Purchase order,
the Earnest Money deposit retained with the Council shall be forfeited forthwith after cancellation
of the concerned order. No interest will be paid on the Earnest Money deposited with the Council.
03. Tenderers are requested to submit the “General Terms and Conditions” and “Declaration” enclosed
duly signed on all the pages with official seal in token of their acceptance.
04. The Tenderer shall fill up the enclosed “OFFER FORM (FINANCIAL BID)” and submit the same in the
sealed envelope duly filled in, signed and sealed in all pages as a token of their acceptance.
05. Tenderer shall obtain prescribed ‘Undertaking from OEM’ as per enclosed Proforma and submit
mandatorily the same, duly filled in and signed by the OEM, along with the quotation /offer.
06. Incomplete offers i.e. offer received without prescribed “TECHNICAL & COMMERCIAL BID
DOCUMENT”, “OFFER FORM”, “DECLARATION”, “UNDERTAKING BY OEM”, “EARNEST MONEY”
and “GENERAL TERMS AND CONDITIONS” duly filled in, signed and official seal on all pages will be
rejected straightway without any reference to the Tenderers.
07. Telegraphic and conditional offer shall not be accepted.
08. Overwriting in the Offer Form is not permitted and shall be rejected straightway without any further
reference.

09. Tender must be submitted in two separate sealed covers marked PART – I (Technical &
Commercial Bid) and Part-II (Financial Bid) superscribing “Tender for supply and installation of 47”
Multi-touch Table with Touch Screen Monitor”. Both these covers are to be put in a bigger cover
which should also be sealed and duly superscribed. The contents of PART – I and Part-II will be as
follows:
PART-I:
This sealed cover shall contain: a)
‘Technical and Commercial Bid Document’, in prescribed format, duly filled in and
signed by the tenderer.
b)
“Earnest Money Deposit” as detailed in clause no.02 in the form of Bank Draft/Pay
Order/Bank Guarantee drawn on any nationalized bank payable at Kolkata.
c)
‘Undertaking from Original Equipment Manufacturer (OEM)’, as per prescribed
format, duly filled in and signed by the OEM.
d)
“General Terms and Conditions” and “Declaration”, in prescribed format, duly
signed by the tenderer on all the pages as a token of their acceptance affixing
official seal, as detailed in Clause No.3.
In case the tenderer fails to submit any of the documents as stated above, the sealed
cover containing ‘PART- II’ of their tender shall not be considered for opening and shall be
rejected straight away without any further reference.
PART-II:
This sealed cover shall contain:
“Offer Form (Financial Bid)” as per prescribed format duly filled in all the columns and
signed by the tenderer.
The sealed cover containing ‘Part I’ (Technical and Commercial Bid) shall be opened by the Council
at the first instance and evaluated by the competent authority of the Council. At the second stage
the sealed cover containing ‘Part II’ (Financial Bid) of only techno-commercially acceptable offers
shall be opened for further evaluation and ranking before awarding the contract.
10. The quantities specified in the tender may be decreased or increased at the sole discretion of
NCSM authorities. This office may decide to place the order and distribute the work to more than
one tenderer. Prices/rate quoted for each item shall also remain valid in the event of such split of
order.
11. The authorities of National Council of Science Museums does not bind themselves to accept mere
lowest tender and reserves the right to reject or accept any or all tenderers wholly or partially
without assigning any reason whatsoever.

GENERAL TERMS AND CONDITIONS (GTC) FOR SUBMISSION OF TENDER FOR
SUPPLY& INSTALLATION OF 47” MULTI-TOUCH TABLE WITH TOUCH SCREEN
MONITOR AS PER SPECIFICATION OF THE COUNCIL.

01.
Tenderer shall have necessary infrastructure and facilities so as to take up the job of supply
& installation of the tendered items strictly as per specification of the Council (enclosed)
with required technical & financial capability.
02.
PRICE:
The price and rates indicated/quoted shall be inclusive of cost of materials, supply and all incidental
charges to supply and install the Multi-touch Table strictly as per Council’s specification (enclosed)
at National Council of Science Museums, Sector-V, Block-GN, Bidhan Nagar, Kolkata: 700 091. The
rate of Excise Duty, Sales Tax and any other taxes/duties/levies to be imposed on the rate shall be
clearly mentioned. Prices and rates quoted shall be firm and fixed for the entire period of execution
of the order and no escalation of rate on any ground whatsoever shall be acceptable.
03.
The successful tenderers shall submit the following documents within 7(seven) days from the
date of placement of the order: i)
Duplicate copy of the order duly signed and stamped as a token of acceptance of the
order.
04.
DELIVERY PERIOD:
Time is the essence of this tender. Supply & installation of the tendered items shall be made at
National Council of Science Museums, Sector-V, Block-GN, Bidhannagar, Kolkata – 700091 strictly as
per specifications of the Council (enclosed) within 30(thirty) days from the date of placement of the
order. For non-compliance of any of the above terms and non-delivery of the tendered items in all
respects within the above-stipulated period, the Council shall either cancel the order or impose
penalty as detailed in Clause No.05. Decision of the Council in this regard shall be final and binding
on the successful tenderer.
05.
PENALTY CLAUSE:
The time allowed for completion of supply and installation of the tender documents as detailed in
clause no. 4 shall be strictly observed by the successful tenderer. The supply shall throughout the
stipulated period of the order, be proceeded with all the diligence (time being deemed to be the
essence of the order) and the successful tender shall pay to the Council, an amount equal to 1% of
the amount of the order value for every week that the supply & installation may remain incomplete
as per delivery schedule as stipulated in Clause No.04 subject to a maximum compensation of 10%
of the order/contract value after which period, action will be taken by the Council as will deem fit.
The Council may extend the time of delivery & installation of the tendered items at their discretion
on the application of the successful tenderer for such purpose provided that the Council considers
the reasons for such extension as good, sufficient and acceptable.

06.
Every effort shall be made to complete the supply & installation of the tendered items by the
successful tenderer within the specified time schedule. In case the firm fails to comply with
Clause No.4 within the specific time schedule as per the finalised and accepted terms &
conditions the council shall have the right to either impose penalty clause or cancel the order
forthwith and earnest money deposit/security deposit retained with the Council shall be
automatically forfeited. The decision of the Council in this regard shall be final and binding on
the successful tenderer.
07.
PAYMENT TERMS:
No advance payment shall be made by this Council on any circumstances. Payment shall be
released within 30 (thirty) working days from the date of receipt of invoice/bill duly accompanied by
receipted challan, Warranty Certificate (in hard copy) issued by the Manufacturer etc., subject to
satisfactory inspection/installation report of the tendered items issued by the authorised officer of
the Council.
08.
WARRANTY:
Manufacturers’ standard comprehensive on-site warranty for the tendered items as per enclosed
specifications shall be offered effective from the date of supply & installation of the equipments
[Warranty Certificate on paper (not by any electronic form) duly signed and sealed by the
Manufacturer need to be submitted by the successful tenderer]. The successful tenderer shall be
responsible for all defects/inferior quality of materials etc. for the entire warranty period of the
equipment, which will be finally installed at Kolkata, West Bengal.
09.
The materials to be supplied by the successful tenderer shall conform to the
description/specification given by the Council. Sub-standard quality of materials will not be
accepted. The samples must be got approved well in advance from the competent authority of
the Council.
10.
If it is noticed that the goods supplied do not conform to the specification of the order, the
Council shall have the right to reject the materials in part or full. The supplier shall be liable to
replace the rejected materials within the stipulated time. Till the replacement is done, the
rejected materials shall be lying at the risk cost and responsibility of the supplier. If the supplier
do not arrange to replace the rejected materials within the stipulated period, the same may be
disposed off at the risk of the supplier and in the manner, which the council will deem fit. The
council shall be entitled to retain the proceeds of the disposal either in part or in full towards
the expenses incurred on storage, handling and disposal of the materials. The council shall also
be entitled to recover the expenses made by them on account of storage & handling of such
rejected goods till the goods are removed from the premises of the council.
11.

NCSM authorities. This council may decide to place order and distribute the orders to more than
one tenderer. Price/rates quoted for each item shall also remain valid in the event of such split
of order.

12.
The earnest money deposit of the successful tenderer for Rs.1,00, 000/- (Rupees One Lakh only)
shall be retained with the council as security deposit until satisfactory execution of the purchase
order. In case of failure to execute the order in full or part within the stipulated delivery period
of the order or failure to adhere any of the terms and conditions of the Purchase Orders, the
earnest money/security deposit retained with the council shall be forfeited forthwith after
cancellation of the concerned Purchase Order.
13.
In case the successful tenderer refuse to accept the offer after finalization or does not comply
with the clause No.03 within 10 (ten) days from the date of placement of the order as per the
finalized and accepted terms & conditions, earnest money deposit would be automatically
forfeited and the order shall be cancelled forthwith.
14.
The authorities of the NATIONAL COUNCIL OF SCIENCE MUSEUMS reserves the right to amend,
alter or modify the terms & conditions mentioned above, if necessary, from time to time.
15.
All disputes and differences between the successful tenderer and the council of any kind except
quality of workmanship and materials whatever arising out of or in connection with the order on
carrying out the supply (whether during the progress of the work or after their completion and
whether before or after the determination, abandonment or breach of the terms & conditions
of the order) shall be referred to the sole arbitration of a person nominated by the Director
General, National Council of Science Museums, whose decision in this regard will be final and
binding on the both successful tenderer and the Council.
The provision of the Arbitration and conciliation act 1996 or any statutory modification or reenactment thereof and of the rules made there under for the time being in force shall apply to
arbitration proceedings under this clause.
