Foreword
Thank you for agreeing to attend the inaugural Gavel Clubs Summit.
Minister Mentor Lee Kuan Yew once commented: “The first problem of leadership is
communication. If you can’t tell the people what you think, you can’t tell them where you want
them to go.”
Communication has always been the defining asset of leaders across all civilizations and in all
eras of human history. In this day and age, however, globalisation has accelerated the pace of
life and brought the world closer together. This necessitates more effective exchange of
information and ideas, rendering communication skills even more important.
Toastmasters International provides us with the perfect platform to acquire such communication
skills. It creates a conducive environment for us to practise and to learn from our mistakes. The
establishment of Gavel Clubs has allowed us a head start in this wonderful programme that
would not otherwise be possible.
One of the underlying principles of the Toastmasters experience is cooperation. Here I refer not
just to cooperation amongst members of a single club, but also that amongst clubs themselves.
Gavel Clubs should not and cannot operate in isolation, and we would do well to draw upon each
other’s resources as well as those of the wider Toastmasters community.
It is my pleasure to be the organising chairman for the inaugural Summit. Through coming
together to discuss issues close to our hearts, let us break the communication barriers that exist
between us, and to form bonds of friendship that will last a lifetime.
I wish you a pleasant and fruitful experience.

Toastmasters Mission Statement
1. To provide a mutually supportive and positive learning environment for every
member who joins the club.
2. To provide opportunities for our members to develop communication and
leadership skills which in turn foster self-confidence and personal growth.

Speakers
Associate Professor Khong Chooi Peng, DTM
Distinguished Toastmaster Dr Khong Chooi Peng is the District 80 Governor
of Toastmasters International, serving many clubs in Hong Kong, Macau,
Thailand and Singapore. DTM Khong currently holds the appointment of
Associate Professor of the School of Computer Engineering in the Nanyang
Technological University (NTU) and also serves as the coach and mentor of
the NTU debate team.
Mr. Poh Kim Siong, DTM
Distinguished Toastmaster Poh Kim Siong has been a Toastmaster for more
than 13 years. He currently serves as the District 80 Lieutenant-Governor
Education and Training. DTM Poh is a toastmaster of global repute, having
conducted training sessions in Hong Kong, Malaysia, Thailand, Indonesia,
Macau and Singapore. DTM Poh is honoured to be the only Toastmaster in
the region with the distinction of serving as a judge at the World Public
Speaking Championships Finals 2005 in Toronto, Canada.
Mr. Michael Wee, DTM
Distinguished Toastmaster Michael Wee has been a prominent toastmaster
for more than 14 years. He currently serves as the district’s LieutenantGovernor Marketing. DTM Wee is very familiar with the workings of a Gavel
Club, having worked with Tampines Junior College to register the first Gavel
Club in Singapore in 2000. DTM Wee is currently also the advisor to the
Raffles Junior College Gavel Club.

Presentation Guidelines
1. Each school will be given 5-10 minutes to present, and please note that there will be no limit
on the number of presenters.
2. The presentation topics include:
a. Club Activities by NUS High School and National Junior College
b. Club Sustainability by Tampines Junior College
c.
Inter-club Cooperation by Raffles Junior College
3. Kindly keep to the allocated topic.
4. A discussion session will follow the presentation session, during which you should be
prepared to answer any questions posed by participants.
5. A white board, markers, laptop and projectors (both LCD & OHP) will be available for your
use. If you require any additional resources, please do not hesitate to inform us.
6. The laptop provided will only support Microsoft Powerpoint and Word, please inform us
before hand or bring your own laptops if you are going to use other software e.g.
Macromedia Flash .
7. Kindly note that there will be no Internet access and no power points available for the
charging of laptops. Please ensure that any laptops you might bring are fully charged.
8. Please be present by 0845 hours if you wish to upload any of your presentation files to our
laptop.
9. Do highlight examples of special programmes specific to your club during your presentation.

Discussion Guidelines
1. The discussion session aims to forge closer bonds between participants, allowing for the
exchange of insights and ideas that will aid all of us in the running of our clubs.
2. The emcees will moderate and facilitate the discussion sessions.
3. We request that proper respect be given to both the emcees and the other participants
during the course of the sessions. Kindly refrain from personal attacks or the use of
inappropriate or offensive language.
4. We encourage the use of proper English throughout the discussion sessions in the spirit of
upholding the Toastmasters’ ethos.
5. Participants are free to comment on any ideas or proposals that are put forth, but please
bear in mind that only constructive criticism should be given.
6. Should you wish to speak at any time during the discussion sessions, please raise your hand
and wait for the emcees to call upon you before speaking.
7. Please keep your speeches clear and concise for the benefit of all participants.
8. Do feel free to discuss or make references to programmes specific to your club during the
discussion sessions; the discussion need not only be about the presented material.
9. We recommend that each school prepare a list of questions or topics that they wish to
highlight during the summit in order to facilitate the discussion.
10. The Gavel Summit will only be successful if there is an active discussion of relevant issues.

Raffles Junior College Gavel Club
From humble beginnings as a Student Interest Group founded in July 2005, the Raffles Junior
College Gavel Club has managed an impressive degree of growth due to strong support from
both the College and various Toastmasters. In late 2005, the Club organised a workshop for CCA
Leaders in the school by inviting several prominent Toastmasters to deliver talks on
communication and leadership. In 2006, the Gavel Club was awarded full CCA status, in light of
the acknowledgement of the importance of public speaking skills in students by the College. The
Inaugural Gavel Summit 2006, the brainchild of the RJC Gavel Club, was organised because we
saw the need for Gavel Clubs in Singapore to work together under a common banner.
