CITY ORDINANCE NO. 23, S-1999 “AN ORDINANCE IMPOSING FEES IN SUPPORT FOR THE CITY GOVERNMENT’S PROGRAM OF REFORESTATION AND ENVIRONMENTAL PROTECTION” legalized the collection of: Reforestation Conservation and Environmental Protection Fee enacted and passed on December 16, 1999. SECTION V. Problems Encountered 1. Resistance of lot owners adjacent to the relocation site. 2. No potable water supply. 3. House and lot ownership. 4. Market of flower is not good. Coping Mechanism 1. Negotiated with lot owners. 2. Coordinated with Tagum City water district for potable water supply to relocated communities. 3. Pabahay Program Impact Analysis 1. Increased Income Impact Analysis 2. There is joint effort of LGU, community, academe, NGA’s and other organizations in addressing the problem. 2. There is a continuous dialogue, planning and education campaign with the community and partners. 3. There is reduction of flood water heights. Lesson Learned 1. The city government should have land for relocation so problems with existing lot owners will be avoided. 2. Market for livelihood products should have been created earlier.
