March 2013 Association of Construction and Informal Workers 3rd Leg of the Series of National Constructors Forum conducted at Davao City The Department of Labor and Employment (DOLE) together with the Bureau Ms. Joan McLaughlin, Education and Training Head for ACIW Davao City of attended the National Constructor’s Forum. of Labor Relations (BLR) hold the 3rd Leg of the National Constructors Forum at the Crown Regency Hotel last March 21, 2013. The first leg was conducted last November 8, 2012 at Pasay City and the second leg was conducted last February 26, 2013 at Cebu City. These series of consultations tackle safety situations in the construction industry, updates on the Memorandum of Agreement-Joint Administrative Order No. 01 Series of 2011, the direction of Department Order No. 13, and the initiatives of the National Construction Industry Tripartite Council. In the final report of the Task Force Safety Patrol, it conducted safety audit of 112 ongoing projects in Region 3, NCR, Region 4A, Region 7, and Region 11. The Safety Patrol is comprised of representatives from OSHC, BWC, ECC, Accredited OSH Consultants, and workers organization including ACIW. In majority of the projects, around 80%, the findings are as follows, among others: 1.The projects do not have an approved Construction Safety and Health Program (CSHP) because it is not a requirement in building permit application, although the DPWH has issued a Memorandum Circular to all building officials, requiring CSHP in building permit application; 2.Many of the projects that submitted CSHP to DOLE do not have the DOLE approval of their CSHP; 3.Copy of the approved CSHP are not available on site; 4.Cost of personal protective equipment such as hard hats and safety shoes are deducted from the salaries; 5.Lack of OSH training of workers, safety officers and project engineers contribute to the generally unrecognized hazards, and even imminent danger conditions. 6.Only 4 projects complied with the DO 13 requirement on accredited safety practitioners; 7.Designated safety officers have not completed the prescribed 40-hours training on construction safety; The MOA-JAO signed last April 2011 by and between the Department of Labor and Employment, Department of Public Workers and Highways, Department of Trade and Industry, Construction Manpower Development Foundation, Philippine Contractors Accreditation Board, Department of Interior and Local Government, and Professional Regulation Commission.
