Piazza Education Center, 9680 Citrus Avenue, Fontana, California. Present at the meeting were: Dr. D. Wayne Ruble, President; Mr. Rick McClure, Clerk; Mrs. Kathy Binks, Member; Mr. Gus Hawthorn, Member; Dr. Karen Harshman, Superintendent; Mr. Emmanuel J. D’Souza, Associate Superintendent, Business; Ms. Fran Mazzolini, Associate Superintendent, Educational Services; and Dr. Patricia Peoples, Associate Superintendent, Administrative Services. Ms. Laura Abernathy Mancha, Member, Board of Education, was absent. The President called the meeting to order at 4:00 p.m. Regular Meeting 02-19-03 The President called a Closed Session at 4:01 p.m. reconvened at 6:12 p.m. The meeting Closed Session Visitors present at the meeting were: Mr. Sam Poindexter, President, Fontana Teachers Association; Mr. Tony Micciche, President, United Steelworkers of America, Local 8599; and interested employees and members of the community. Visitors Present The President opened the meeting with the Pledge of Allegiance to the Flag of the United States of America. Dr. Ruble requested that the audience remain standing for a moment of silence in memory of Max Bryson, retired employee, and the father of Nancy Jarman-Dunn, counselor at Sequoia Middle School. Pledge of Allegiance (Board of Education Regular Meeting February 19, 2003) The President opened a public hearing and called for comments from the audience regarding the following Public Hearing item: Public Hearing District Collective Bargaining Proposal to Fontana Teachers Association. There were no comments. The President closed the public comment period. The President adjourned the Public Hearing and called the Regular Meeting to order. Regular Meeting On motion made by Mrs. Kathy Binks, seconded by Mr. Rick McClure, and carried, the Board approved the minutes of the Board of Education Regular Meeting of February 5, 2003. Minutes Approved The introduction of new School Police Officers was postponed to a later date. The President called the Hearing Session to order and called for comments from visitors. Mr. Tony Orlich spoke on the subjects of President Bush’s rejection of war protests, and on media debates and the role the media plays in presenting information to the public. He then requested an explanation on the process for student expulsions. Dr. Harshman explained the process and the make-up of the members of the Administrative Hearing Panel that makes the recommendations for expulsions, which then need to be approved by the Board. 2 Introduction of New School Police Officers Postponed Visitors’ Comments (Board of Education Regular Meeting February 19, 2003) Mr. Ken Nelson, a psychologist for the district, expressed the sentiment that he was grateful for the administrators he worked for in the district. He gave his commendation to two administrators for meeting the needs of both regular and Special Education students: Ms. Brenda Odell, Principal of Maple Elementary; and Ms. Sharon Lovell, Principal of Virginia Primrose Elementary. He stated that these two principals had demonstrated amazing creativity in the utilization of site resources to maximize outreach to student populations. He thanked them for welcoming all students and encouraging staff to meet their needs. Visitors’ Comments, continued Mr. Poindexter stated that he took issue with a comment made by Mr. Mr. Nelson while he was speaking about his perceived tendency of Special Education teachers to take more of a “baby-sitting” attitude, rather than teaching. He commented that to his knowledge, all teachers in the district, including Special Education teachers, were committed to their duties to teach students. Bargaining Unit Representatives’ Comments Mr. Tom Reasin, Assistant Principal from Fontana A. B. Miller High School, introduced Mr. Bill Gruber and Mr. Bob Freeman, teachers, to present reports on the CISCO and Masonry programs at A. B. Miller. Masonry and Cisco Programs Report Mr. Gruber gave a presentation on the CISCO program at the school. He explained that the program offered a 2-year intensive training program in networking, and used a world-wide, on-line curriculum. Mr. Hawthorn asked where some of these high school students might end up after leaving the class. Mr. Gruber explained that the program was articulated with Chaffey, San Bernardino Valley and Crafton Hills community colleges, so in effect, a senior from the Miller program could take one year at the high school and then move right on into the community college program. He noted that there were jobs available just about anywhere and everywhere dealing with networking, which is the emphasis of the CISCO program. Mr. Freeman introduced student Eunice Crespo, who explained that she was a Masonry student, and had previously competed in the fastest trowel competition, in which she and her partner took 1st place. She stated her plans to continue on to college to become an architect. 3 (Board of Education Regular Meeting February 19, 2003) Mr. Freeman then introduced Manuel Del Rosa, a former Masonry student who graduated in 2002, and was currently working for the same company that built A. B. Miller as a bricklayer apprentice. Mr. Del Rosa explained that he had been hired right out of high school, and was very happy with the skills and knowledge he had gained from the program. Masonry and Cisco Programs Report, continued Ms. Amy Vasquez, a representative from the Masonry Industrial Training Association and President of the National Association of Women in Construction, then presented some background on the program, which was followed by a slide presentation by Mr. Freeman highlighting some of the projects and competitions that students in the Masonry program had participated in. Mrs. Binks how many students the program had served, and of those, how many were females. Mr. Freeman responded that during the past seven years the program had served around 130 to 140 students per semester, and that the average number of females participating was up to 10 or 11 each semester. Mr. Hawthorn commended Mr. Freeman on the program and the contacts he had made within the industry. Dr. Harshman presented certificates on behalf of the Board to Eunice Crespo and Manuel Del Rosa recognizing them for their accomplishments in the Masonry program. On motion made by Mr. Rick McClure, seconded by Mr. Gus Hawthorn, and carried, the Board approved a reduction in days of operation in the State Preschool Program (GPRE 2286) at Mango Elementary School on January 21, 2003 due to an emergency. Amoroso Construction, the third lowest bidder on Bid #02/03-1059R. He stated that the purchasing department had responded to the concerns expressed, and that the district had also consulted with County Counsel, who advised that the district would be fine with approving the bid. Miller High School, to ATEK Construction, the lowest responsible bidder, in the total amount of $5,842,000.00, and authorized Betty Fraser, Director of Purchasing, to sign the necessary documents. Dr. Ruble asked if any of the Board members had comments regarding the next agenda item, approval of Board Policy 6146.1, High School Graduation Requirements. Mr. Hawthorn referred to the presentation from the last meeting regarding the new requirements, and stated that he fully supported the new policy. Mr. McClure agreed with Mr. Hawthorn. Mrs. Binks expressed concerns for Special Education students not being able to meet the new requirements, and asked if that issue had been addressed. Dr. Harshman replied that parents would have the option to opt their students out of the new curriculum. Dr. Dayton Gilleland, Director of High School Education, reiterated that along with the stricter A-G requirements being proposed, the current, existing requirements would remain in place. He stated that the new requirements would provide greater opportunities for students in the future. 9 Discussion of Proposed Board Policy (Board of Education Regular Meeting February 19, 2003) Mrs. Binks stated that she felt with so many students having problems with basic math that the district needed to concentrate on that, and how she felt those concerns were not being addressed. Dr. Ruble asked what the district was doing for students that weren’t ready for Algebra, and whether it would be more useful for those students to take basic or business math. Dr. Gilleland replied that Algebra I was a requirement mandated by the state for graduation, and measured in the High School Exit Exam. The focus of the new curriculum would be on Algebra I to prepare the students for this. Once students demonstrated proficiency in Algebra I by passing that section of the High School Exit Exam, they could then go back and take other math courses as desired. Mrs. Binks asked if the Board could wait to vote on the policy. Mr. Hawthorn noted that the Board could approve the first reading and request clarification prior to adopting the policy at the second reading. He then commented on the preparation for students out of high school for work and higher learning, and that the Board had to look at policy changes that would do the most good for the most students. Dr. Ruble asked whether there had been any parent input in the form of surveys or otherwise. Dr. Gilleland responded that while there had been no parents involved with the A-G requirement, participation on future committees had been prompted by meetings on the High School Exit Exam. Dr. Ruble then requested that the district involve parents of students that do not plan on going to college, as well as those do, on those committees. He then asked if the district had reviewed any employment tests used by government agencies to see the types of math skills required on those tests. Dr. Gilleland replied that the district had based its curriculum strictly on the K-12 standards. Mr. McClure commented that he felt public education was doing as fine a job as ever, and was proud of the job the district was doing to narrow the achievement gap. He expressed his belief that raising expectations was a critical part for all students to succeed, and that in his work with Special Education students, that the higher the bar was raised, the higher students achieved. Donations Accepted, continued Mrs. Binks noted that Fontana High School was redoing the locker rooms and asked where students were going to be able to dress for sports while this was taking place. Board Member Comments Dr. Harshman responded that she would get an answer to that question. Mr. Hawthorn expressed a concern about the reason for the recent closure of the access road behind the pool deck on the Fontana High School campus, and whether this was related to recent hit and run accidents. Mr. Patrick McCurry, Chief of School Police, responded that there had been several accidents in that area of campus, and that he would get more detailed information to the Board. Mr. Hawthorn then commented on the dedication ceremony for Ted J. Porter Elementary School earlier in the day, and asked at what point in their education were students taught to apply basic skills learned at elementary levels. Dr. Harshman stated that she would provide this information to the Board. Dr. Ruble congratulated Henry J. Kaiser High School students on their success in the recent Academic Decathlon, and requested that all high schools inform the Board members of their awards banquets so that they may have the opportunity to attend. Dr. Harshman commented on the proposed new high school graduation requirements, and the problem existing at the middle school level concerning students and what could be done in terms of an alternative program. She stated that she had proposed the possibility of a charter school to be chartered by the district with very limited focus for 7th and 8th graders only who did not have the opportunity to come through the Fontana Unified District’s standards-based curriculum. She explained that, if instituted, the charter school would be a very focused school with small modules for reading, math, beginning algebra and language. She stated her wish that she would like to propose, if the Board was interested, to explore this possibility further. 36 Superintendent Comments (Board of Education Regular Meeting February 19, 2003) Dr. Harshman then commented that 25% of the charter schools operating in the state were operated by school districts, and that the advantage of operating a charter school would be that students would not be provided with full-fledged programs including electives and extra-curricular activities, but only with the programs the students needed focus in. Superintendent Comments, continued Mrs. Binks and Mr. Hawthorn expressed support for such a program. Dr. Harshman stated she would like to bring more information to the Board and have the school approved by the state by July if possible, but no later than next year. Dr. Harshman then announced that she planned to retire as Superintendent effective June 30. Dr. Ruble then commented on the recent budget sessions where Mr. Ken Hall, from School Services of California was present, and asked whether he could come back and work with the Board for a half day session once all recommendations had been presented. Kr. Harshman agreed that this might be a good idea; however, the district might not know how much would have to be cut from the budget until summer, but she would keep Dr. Ruble’s request in mind.
