Dear Prospective Member,
Welcome to the Yokota Flight Training Center (FTC) / Aero Club. We're the only military aero club
located on Mainland Japan and one of three in the Pacific. The only requirements to join the Aero
Club are that you are under the Status of Forces Agreement (SOFA) of Japan, hold a Military
Identification Card, a copy of your original birth certificate or current U.S. Passport (TSA
requirement).
There is a one time initiation fee of $35.00 which can be waived with a letter of good standing from
another military club. Also there are monthly dues of $30.00. You must be enrolled in automatic dues
either by a credit card or by an advance payment of 12-months ($360.00) and must be renewed every
five months. We have a letter which you may sign to give us the authorization to charge you dues
monthly via MasterCard, VISA or Air Force Club Card.
Once becoming a member, your ground and flight scheduling will be authorized through an internet
scheduling program at www.flightschedulpro.com.
Once you're completed all the paperwork and have been inputted into the dispatch computer and
internet scheduling, you will then schedule a professional ground instructor who will provide you with
an accelerated version of ground school prior to your first flight. To make your initiation easier, we
have constructed an initial pilot briefing checklist which the staff will go through to ensure you have
an understanding of our daily operations and procedures. The cost for the ground instruction is $35.00
per hour for a total of $ 105.00.
The syllabus used at Yokota FTC private pilot course is based on assortment ofmaterial throughout the
general aviation community. We follow the Jeppesen Professional Part 141 Syllabus and the Rod
Machado Private Pilot Handbook and Workbook. You can purchase the kit fi-om the Flight Training
Center or through numerous commercial pilot organizations through the internet. Your completion of
ground school is not required prior to your flight training. We find it best to have some flight
experience prior to the course or to complete the ground and flight training in unison for a solid
understanding of the training process and materials.
Our aircraft rental rates are $115.00 per hour for the 180HP Cessna 172M and the 180HP Cessna
T41A and our instruction fees are $35.00 per hour. You won't find a more economical place to fly.

Aero Club members must complete the following paperwork/procedures priorto their first flight.
1. Completethe Aero Club standardization, aircraftmake & model knowledge and mountain flying written
examinations. Note: Those pilots qualified and interested in Instrument Flight Condition (IFR) flights must also
take the instrument examination.
2. Read Pilot Information File (PIF)
3. Review or attend the monthly safety meeting
4. Schedule 3-hours ground/local procedures familiarization
5. Complete the AF Form 2519, Indoctrination Briefing Guide and Initial Pilot Briefing.
6. Obtain briefing fi-om the Instructor for the following, if a student pilot member:
a. Overall flight and ground training
b. Scheduling aircraft and Instructor
c. USAF Flight Training Record and Jeppesen Training Syllabus
7. Initial Pilot Briefing is intended to give new members an overview and understanding of the Yokota Aero
Club/Flight Training Center operating procedures. All members must receive this indoctrination briefing prior to
scheduling their first flight with a certified flight instructor. The training consist of 27 items ranging fi*om
scheduling aircraft, local area procedures, local area charts and traffic, cross-country procedures, fueling, weight
and balance, aircraft preflight and fueling procedures, etc. Once all the preliminary items are completed, the
member with the instructor will go through the clearing authority checklist and complete all items prior to flight.
8. A certified pilot must accomplish 50 items to become qualified to fly Yokota Aero Club aircraft and each item is
evaluated by a certified flight instructor. Members must be certifled to fly our aircraft cross-country, inside the
Tokyo Terminal Control Area, during night and instrument flight if FAA certified as an instrument pilot. The
USAF Aero Club Instructor Standardization guide is the publication among others used for pilot qualifications.
No member is authorized to use our aircraft unless they have the requirements and qualifications mandated by the
AFMAN 34-232, AFI34-217, applicable Yokota Air Base instructions, Yokota Aero Club Standard Operating
Procedures and the Federal Aviation Administration (FAA) regulations. We also abide with International Civil
Aviation Organization (ICAO), Japanese Civil Aviation Bureau (JCAB) regulations and any procedure required
in landing and departing local airport.
9. A flight instructor must go through the same checkout procedures as new pilots. They must also take the
instructor written examination; participate in standardization training for each course that is taught and piece of
equipment used in instruction; maintains flight proficiency for each course that is instructed; adheres to all FAA
regulations and Air Force and local policies and procedures; researches new and improved teaching techniques.
10. Our flight and ground instructors are the central figure in aviation training and are responsible for all phases of
required training. The instructor must be fully qualified as an aviation professional. They must also show
proficiency in both pilot and co-pilot positions. Each instructor is evaluated by either the Chief Instructor or Aero
Club Manager. Evaluations are also conducted via student pilot check flights to insure the instructor is teaching
according to Federal Aviation Guidelines. Even though the instructor is qualified, their evaluations continue
throughout the instructors' contract.
11. All members, instructors and staff require an annual check flight to conduct flights at the Yokota Aero Club. All
checkouts are documented via AF Form 1584 (Pilot Checkout Record).
12. Yokota Aero Club understands that members come to us with widely differing flight experience; however, there is
no guarantee they have ever been properly trained to fly general aviation aircraft. It's our responsibility to insure
that each member is qualified to fly at Yokota and surrounding airports. The existence ofthe Yokota Aero Club is
dependent on our safety record, which is a direct reflection of how well we conduct our training and checkout
programs.
