Message from
the Mayor
Through the City’s Making
Waste Matter: Integrated
Waste Management
Strategy, approved by
Council in the fall of 2015, Kawartha
Lakes is poised to become a leader in
best practices and waste management.
Sustainable, efficient and effective waste
management protects the health of our
families, communities, local economy
and natural environment.
Our strategy to divert 70% of our waste
away from City landfills over the next
30 years, is not only realistic but
more importantly, accountable and
measurable.
Together, with your commitment and
effort, we look forward to achieving this
significant goal for our municipality.
Andy Letham,
Mayor, City of Kawartha Lakes

Winter Safety
Winter collection can be
challenging for our drivers, please:
• Place materials in a visible spot
at the end of your driveway
• Keep recycling & waste off
snowbanks and the street, and
out of the way of snow removal
equipment. Shovel out a small
collection area, if necessary.
• Set it out in the morning
(before 7AM) to avoid overnight
snow and ice accumulation.
• Avoid setting white garbage
bags on snowbanks.

Kawartha Lakes
Waste Strategy
In late 2015, City of Kawartha Lakes
council adopted Making Waste Matter,
a new municipal waste management
strategy for our community:
• It’s all yours! Through extensive
public consultation you told us
you wanted an affordable,
innovative and accountable plan.
• It will save us $$$! The proposed
programs will greatly improve our
waste diversion rate and extend
the life of our landfills
• It looks towards the future!
The strategy is designed to
adapt with the changing needs
of residents, population growth
and new technologies.

Backyard
Composting
Do you know that backyard
composting can reduce household
waste by up to a 1/3? Composting
also provides a high quality soil
conditioner for plants and gardens;
more nutritious than peat moss!
With just a little work, planning
and management, you can create
a vermin-free space for organic
waste in your garden.
Backyard composting resources
can be found online (visit “Waste &
Recycling” on the City of Kawartha
Lakes website), at your local library,
and of course by asking your
favourite gardening whiz!
March 2016
Composters are available for
purchase through the municipality
(page 48) or at your local hardware
or gardening supplies store.

Try these out: Put lighter items on the bottom and heavier items on top. Place your full garbage bag on the bin to
weigh down the contents. If you have a large amount in your green (paper/fibre) bin, stack it up sideways instead
of on the bottom. And finally, don’t overfill your bin!

Spring Cleaning
It’s that time again!
• Take recyclables and special
waste to City Drop-offs
(see pg 38–41 for full list)
• Take other materials to community
recycling programs (pg 23)
• Take usable housewares to the
Reuse Centre at the Fenelon Falls
Landfill Facility (pg 18)
• Donate leftover paints to the
Drop in the Bucket Paint Reuse
Program (starts May 1st - pg 20)
• Bring Household Hazardous Waste,
hard bulky plastic, electronics and
small appliances to a Round-Up Day
in June or July (pg 14)
April 2016
• Host a clean-up event in your

Bin Basics : Spring cleaning is often followed by a trip to the landfill! Before you leave, make sure you
secure your load (with a tarp, for example). Unsecure loads are illegal, a notable source of roadside litter, and
create a safety hazard for other drivers.
11
Leaf and Yard
Residential leaf and yard waste is
collected on specific dates in the
spring and fall. See pg 34 to ensure
you know the collection dates for
your residence.
Remember:
• Leaf and yard waste must be in
paper yard waste bags or tied in
neat bundles 3 feet (91 cm) or
less in length
• Branches and stumps must not
be more than 3 inches (7.5 cm)
in diameter
• Not accepted: plastic bags,
pet waste, non-organic debris,
rocks, flower pots, grass
clippings, sod, and root balls
May 2016
Leaf and yard waste is accepted
from residents free of charge year
round at all landfill facilities (pg 42).
Ensure yard waste is under 3 inches
in diameter (length does not matter)
or regular tipping fees are applied.

Recycling and waste programs vary across the province. Please make sure you become
familiar with ours as it will be different from what you are used to.

Critters
Wildlife is abundant in the City of
Kawartha Lakes! To keep them out
of your waste and recycling:
• Use a garbage can or box lid
• Set out on collection morning
(by 7AM); the less time exposed
and in the hot sun, the better
• Store organics (especially bone and
meat waste) in the freezer until you
are ready to place it at the curb
• Invest in a heavy-duty, bear-proof
bin. Halve the cost by sharing it
with a neighbour. Clearly mark your
house numbers on the inside lid of
your garbage can to avoid single
dwelling bag limit penalties
You are responsible for your recycling
and waste until it is collected.

Bring in your unused paint.
Or take home paint new to you!
The City of Kawartha Lakes’ Drop in

usable paints (and stains) from being
disposed of unnecessarily by making
them available to residents for free!
From May 1st to October 15th, you
can bring your leftover paint to the

(Household Hazardous Waste Depot)
or come for a visit to see what paint
you can take home for your next
project (pg 42).

Bin Basics : Don’t get left behind! After Thanksgiving, in areas with a high number
of seasonal residents, our waste and recycling collectors don’t check every permanent bin
on their route. To ensure your materials are collected, flag it! Hang a brightly coloured cloth
on your bin or make a sign to signal to the driver that you would like them to stop and collect. 23
Tires
Not sure what to do with those old
worn out tires? We’ll take them!
We’ll give them to the Ontario Tire
Stewardship (OTS) who, along with
their partners, will make innovative
items out of them, like playground
surfacing, athletic flooring, carpet
padding, roofing shakes, and
more!
Bring your clean tires (with or
without rims) to any of our landfill
facilities (pg 42). There’s no cost
and no limit to the number you
bring, however, if you are
dropping off more than 20,
please call ahead 705-324-9411.

Coffee Cups
Photo by Scott M. Mitchell, Landfill Staff
There’s nothing like a hot cup of
coffee (or hot chocolate) on a cold
winter’s day!
But if you don’t have a travel mug
and need to recycle, where does
your paper cup go?
Because they have a special
coating inside, paper coffee cups
can’t be recycled with paper. They
are, in fact, processed with Tetra
Pak-type containers, milk and juice
cartons, and paper ice cream tubs.
The lids are polystyrene and
recycled with Styrofoam!
So what does that mean for you?
Empty the contents, separate the
lid from the cup and into the blue
bin they both go!

Large Item &
Appliance Collection
Medical Waste
Program
Unable to get your sofa to the landfill? You can arrange for “large
items” (e.g. mattresses, sofas, freezers) to be collected from your
curb (weight limit: 220 lbs. or 100 kgs):
If you or someone you are caring
for generates extra waste (over the
regular 2-bag limit) due to
medical reasons, you can apply to
the City’s Medical Waste Register
to receive bag tags. For more
information visit
www.city.kawarthalakes.on.ca or
call 705-324-9411.
1. Purchase a “Large Item” sticker. Available for $5 at Municipal
Service Centres and participating retailers (page 48).
2. If appropriate, purchase a “Freon Appliance” sticker.
Refrigerators, freezers, air conditioners water coolers and
dehumidifiers must each have a Freon label. These are available
for $20 (to cover the cost of Freon removal). See page 48.
3. Schedule a collection date.
Schedule a curbside large item
pick-up date by calling Miller Waste
at 1-888-557-4711.
4. Label and set curbside. Label item
with purchased sticker and place at the
curb by 7AM on your scheduled date.
35
Why was it le behind?
Was it out on time?
Collection truck schedules change without notice. Ensure your
materials are set out by 7AM (6AM in designated downtown areas).
Is it over the bag weight or limit?
Your weekly limit for waste collection is 2 bags (maximum 40 lbs or
18 kgs per bag). If you set out more, they must be labelled with
pre-paid bag tags available at all Municipal Service Centres and
participating retail locations (page 48).
Note: Over-sized bags are counted as two. Households that share
containment systems must put their house numbers on the
underside of the garbage can lid or it may appear you have gone
over your weekly limit. There is no residential recycling limit.
Is it curbside garbage?
Construction and demolition materials (wood, drywall,
piping, etc.) are not collected at the curb but can be taken to
any City landfill (page 42). Charges will apply.
Curbside Collection
Private,
Seasonal and
Unassumed
Roads
For private road collection,
your road must be properly
maintained. If it is assessed as
unsafe for travel, your materials
will not be collected. Follow
these standards for guaranteed
collection:
Household Hazardous Waste (see page 38) must be taken to a
depot at either the Lindsay Ops or Fenelon Landfill Facility.
Batteries must not be put in the garbage. Take them to the
Lindsay Ops or Fenelon Household Hazardous Waste Depot
36
(page 42–43) or a Municipal Service Centre or library
drop-off (page 49).
Is it contained?
You are responsible for your garbage and recycling until it is
collected. To help keep animals out, place material in a garbage
can or box with a lid and set out on the day of collection. Please
do not spray bags with bleach or cayenne pepper, or use bungee
cords on your bins.
Is it visible and clearly marked?
Curbside materials must be no more than 7 ft. (213 cm) from the
travelled portion of the road. Don’t put white bags on snow or
green boxes/bags in the shade! Keep foliage trimmed.
Is it bagged or contaminated recycling?
Recycling materials placed in clear blue recycling bags cannot be
processed easily at our sorting facility. Please set them out in a
wide-mouthed bin (like a recycling box) for collection.
Contaminated recycling is costly to sort and transport. Please
ensure you have followed the guidelines on page 30 and 32.
Still have questions about collection?
Call Miller Waste at 1-888-557-4711.
• Road is plowed to a minimum of
10 feet or 3 metres wide
• Sand or salt is applied, as
required
• Vegetation is cut back to a
minimum 10 feet or 3 metres
high and wide
• Potholes are filled and graded
as required for safety
• A turn-a-round is provided for
the collection truck
• Garbage and recycling is set no
more than 7 feet or 2.2 metres
from the road
Between the end of October and
the beginning of May, collectors do
not check every bin on roads with a
large number of seasonal residents.
If using a permanent box, ensure it
is clearly marked (e.g. hang a bright
cloth from it) to indicate to the
driver that you need a collection.
