Naval War College
Report reveals new joint defense needs
NEWPORT, R.I. - The Defense Department and Navy will need to develop new areas of expertise, authorities
and planning processes in order to meet key goals and objectives, according to a U.S. Naval War College (NWC)
game report prepared for the Pentagon’s Air-Sea Battle Office and the Chief of Naval Operations (CNO).
The report highlights the
findings of the Global 2014 War
Game and showed that changes
are needed in order to achieve
“unity of effort in joint crossdomain operations,” which will
have important implications for
joint doctrine, education, training and career progression.
The game, conducted by
NWC’s war gaming department, examined four command
and control concepts.
This first is the Combined
Joint Force Information Component Commander (CJFICC),
responsible for cyber, space, information operations and theater
electronic warfare.
The second is the CrossDomain Operations Coordination Element (XDOCE), which
provides functional component
commanders with cross-domain
expertise.
The third is the Combined
Joint Task Unit (CJTU), which
assimilates capabilities from
different domains and services
under a functional component
commander.
The last concept is the Combined Joint Force Sustainment
Component Commander (CJFSCC), responsible for providing theater-wide sustainment
support.
The report says that an integrated approach to planning and
executing joint cross-domain
operations will reshape how the
joint force is organized, trained
and operates, particularly at the
operational level of war.
The game results show that
the CJFICC concept is ready for
implementation, but solely as a
cyber-component commander.
The report suggests that follow-on efforts should continue
to evaluate whether information
operations and theater electronic
warfare space could benefit
from a dedicated component
commander.
Both the XDOCE and CJTU
The CJFSCC concept, the
report said, is not ready to move
forward, as it requires further
evaluation to determine whether
it contains sufficient utility to
justify further development.
“The themes that emerged
from Global ‘14 provide a
framework for improving
quick, effective and proactive
decision making in a time sensitive A2/AD environment where
communications are often degraded or denied,” said Walter
Berbrick, NWC professor and
lead analyst of the Global 2014
War Game. “Much of the value
of Global ‘14 lies not only in
the four, C2 concepts explored
themselves, but in the critical
working relationships that are
developed and sustained beyond
the game.”
Since 1979, the Navy’s Global
War Game series conducted in
Newport has helped the CNO
define the future Navy, as well
as help prepare naval and joint
warfighters to meet the operational and strategic challenges of
today and tomorrow.
Innovation cell seeks input from Pacific Sailors
by MC2 Brian M. Wilbur
PEARL HARBOR - The
Chief of Naval Operations’
Rapid Innovative Cell (CRIC)
program recently extended its
reach to Hawaii and along with
U.S. Pacific Fleet’s own innovation team, is looking for
contributions from Sailors.
CRIC gives junior leaders
an opportunity to identify and
rapidly prototype solutions for
the fleet and to field emerging
technologies that address the
Navy’s challenges. Hawaii is
the first CRIC recruiting location
outside of the continental U.S.
“Innovation is not new to the
military. This is just a different spin on an old idea,” said
Cmdr. Ben Salazar, director of
CRIC, who said that reaching
out to many commands around
the fleet helps to get a diverse
group of people together with
wide-spread ideas on experimentation.
CRIC was commissioned in
2012 by the CNO to allow both
officer and enlisted junior leaders to conceive and implement
radical ideas. According to a
Secretary of Defense memorandum, the purpose of CRIC is
to “pursue innovative ways to
sustain and advance our military
superiority for the 21st century
and improve business operations
throughout the department.”
“This isn’t for everyone, but if
you have a passion or you think
you have an entrepreneurial
spirit and you have a vision of
something you can improve on
in the Navy, throw your hat in
the ring,” Salazar said. “You
miss all the shots you don’t
take.”
Becoming a part of the CRIC
team involves an application
process and idea submission. If
your idea is approved, you brief
the CNO about your project
proposal.
“Every Sailor has ideas on
how to better the Navy,” said
prospective CRIC recruit Cryptologic Technician (Technical)
1st Class Anthony Oubre. “CRIC
is basically the ear to listen to
our voice.”
“Organizations like CRIC help
junior Sailors bring their great
ideas to fruition by operating
around the traditional bureaucracy and create a culture where
Sailors can be acceptable risk
takers and rewarded for it,” said
David Yoshihara, Pacific Fleet’s
(PACFLT) director of Warfighting Assessment and Readiness,
who added that PACFLT’s Innovation Center is also open to
new ideas and takes submissions
through its website.

WASHINGTON - More than 500 people assembled in Arlington, Va. March 7 for the annual celebration of the anniversaries
of the Seabees, Civil Engineer Corps (CEC), and Naval Facilities
Engineering Command (NAVFAC).
NAVFAC Commander and Chief of Civil Engineers Rear Adm.
Kate Gregory hosted the special ball to honor these organizations’
past, present and future.
“Tonight we honor all of our Seabees, CEC officers and
NAVFAC civilians working around the world in support of our
great Navy and nation,” said Gregory. “It is truly an honor to
serve with you.”
This year’s ball marks the 73rd anniversary of the Seabees,
the 148th anniversary of the Civil Engineer Corps, and the 173rd
anniversary of NAVFAC, which was established in August 1842
as the Bureau of Navy Yards and Docks.
Master Chief Petty Officer of the Navy Michael Stevens was
the guest of honor and keynote speaker at the event.
“From humanitarian efforts in the Pacific, to civil-military
operations in Thailand, and a sustained 13 years of combat operations in the Middle East, Seabees have truly lived up to their
motto, ‘We Build, We Fight,’” said Stevens.
“Tonight we come together not only for the birthday of our
Seabees, but also to celebrate the long-lasting legacy of NAVFAC and the Civil Engineer Corps,” he continued. “The positive
impact that NAVFAC has on the department of the Navy cannot
be overstated. Your support to our expeditionary programs and
shore infrastructure, our utility and energy programs, our small
businesses, and one that is very near-and-dear to my heart, military
construction projects, is truly impressive.”

Move to take Defense out of sequestration
House and Senate Armed Services Chairmen
Mac Thornberry (Texas) and John McCain
(Ariz.) are pressing their respective Budget
Committees to approve defense spending for
FY 2016 of more than $50 billion above the
mandated sequestration budget cuts required by
the Budget Control Act of 2011. Also, 70 Republican R e p r e sentatives signed a letter sent to House Speaker John Boehner to
express their support for a defense budget that’s at a minimum
equal to the president’s proposed FY 2016 budget request, which
is $38 billion above sequestration levels. Although the caps would
need to be altered by law to actually increase defense funding, the
first test will be how each chamber treats defense spending in its
upcoming budget resolution. FRA wants Defense excluded from
sequestration. Budget cuts mandated by the Budget Control Act,
known as sequestration, pose a threat to national security. Further,
these cuts will substantially impact military pay and benefits,
which will in turn negatively affect retention and recruitment.
Sequestration requires that 50 percent of the automatic budget cuts
come from Defense, even though Defense makes up 17 percent
of the federal budget.
The FRA member album
As we first announced in the January issue of FRA Today, FRA
is creating a yearbook-type album to celebrate our shipmates’
Loyalty, Protection and Service over the past 90 years. This beautiful full-color volume will showcase the Association’s history and
accomplishments and will include full-color photos and details
from every shipmate who participates. It is an album you’ll be
proud to display on your coffee table or in your branch library and
will be a resource and directory shipmates will refer to again and
again. Delegates at the 87th FRA National Convention approved
the Fleet Reserve Association Member Album and authorized
Harris Connect, our partner company in producing the book, to
contact our members about this exciting endeavor.

Protect your hearing from damage
Sounds surround us. We enjoy many of them—like music,
birdsong, and conversations with
friends. But loud or long-lasting
noises—from motors, power
tools, and even headphones—
can permanently damage your
hearing. Take steps to protect
your ears from harmful noises.
Loud noise is one of the most
common causes of hearing loss.
An estimated 26 million Americans between the ages of 20 and
69 already have irreversible
hearing loss caused by loud
sounds. And up to 16% of teens
have hearing loss that may have
been caused by loud noise.

“Noise damage can begin at
any age, and it tends to accumulate over time. That’s why avoiding excess noise is so critical,”
says Dr. Gordon Hughes, a clinical trials director and ear, nose,
and throat specialist at NIH.
“Hearing loss caused by noise is
completely preventable.”
For adolescents, music players
with headphones are a common source of noise exposure.
“With adults it may be power
tools, lawn mowers, snow blowers, and other sources of that
type,” Hughes says. “Workplace
noise—like farm machinery,
construction, and noises associated with military service—may
also cause problems.”
6 • www.armedforcesdispatch.com • THURSDAY, MARCH 12, 2015
Noise-related hearing loss can
arise from extremely loud bursts
of sound, such as gunshots or
explosions, which can rupture
the eardrum or damage the bones
in the middle ear. This kind of
hearing loss can be immediate
and permanent.
But most noise-related hear-
ing problems develop slowly
over time, with ongoing exposure to loud sounds. Loud noises
can injure the delicate sensory
cells—known as hair cells—in
the inner ear. “These cells have
little hair-like tufts on one side,”
Hughes says.
It’s a Noisy Planet:
It’s best to avoid loud noises
when possible. But how loud is
too loud?
Sound is measured in units
called decibels (dB). Sounds less
than 75 dB are unlikely to harm
hearing. Normal conversation,
Protect Your Hearing
Your ears can be your warning system. Noise
is too loud when:
4 You have to raise your voice to be understood by
someone standing nearby.
4 The noise hurts your ears.
You’ve got a buzzing or ringing in your ears, even
temporarily.
4 You don’t hear as well as you normally do until
several hours after you get away from the noise.
If you’re around noises at this level:
q Turn down the sound.
q Avoid the noise (walk away).
q Block the noise (wear earplugs or earmuffs).
for instance, measures about 60
dB. A typical hair blow dryer
has an intensity of about 85 dB,
but if they’re used for just brief
periods, they’re unlikely to damage hearing.
Hair cells help to convert
sound vibrations into electrical
signals that travel along nerves
from the ear to the brain. These
cells allow us to detect sounds.
But when hair cells are damaged
and then destroyed by too much
noise, they don’t grow back. So
hearing is permanently harmed.
However, long or repeated
exposure to sounds at or above
85 dB can cause problems. The
louder the sound, the quicker
the damage.
Sometimes loud noises can
cause tinnitus—ringing in the
ears that lasts anywhere from a
brief period to a lifetime. Loud
noises can also cause temporary
hearing loss that goes away
within hours or a couple of days.
“But some research suggests that
even though the symptoms disappear, there may be molecular
or chemical abnormalities that
build up and cause potential for
long-term damage to hearing,”
Hughes says.
“At maximum volume, an
audio player with ear buds might
produce 105 dB. There’s potential for noise damage to occur at
barely 30 minutes of exposure,”
Hughes says. A siren may be
120 dB, a rock concert 110 dB,
a motorcycle 95 dB, and a lawn
mower 90 dB. All these have
the potential to harm hearing
over time.
“Wear ear protection such
as ear plugs if the sound can’t
be avoided. Or just get away
from the sound, or reduce it,
like turning down the volume
on an audio player,” Hughes
says. Foam insert earplugs can
keep some sound intensity from
reaching the eardrum, as can
protective earmuffs, available
at hardware and sport stores. For
better ear protection, talk with a
hearing specialist about getting
a custom-fitted ear mold.

FY-16 Reserve Senior and
Master Chief Quotas
Cycle 225 E8/9 FTS and SELRES advancement quotas have
been released 9 March 2015 From Navy Reserve Forces Command
E-8 and E-9 advancement quotas for Full-Time Support
(FTS) and Selected Reserve (SELRES) Sailors were released
March 4.
Advancement for Sailors is based on current and planned job
openings in the fleet, and is aligned with Navy efforts to balance
the force. The number of quotas accounts for additional losses
incurred by the FY15 Senior Enlisted Continuation Board.
With the decrease in Reserve Sailor requirements, SELRES
saw a decline in advancement opportunities across the board.
Overall Selected Reserve advancement opportunity by pay
grade:
E-8 advancement opportunity decreased from 9.4 percent to
7.8 percent (- 1.6 percentage points).
E-9 advancement opportunity decreased from 11.6 percent
to 9.8 percent (-1.8 percentage points).

One of the best ways to identify stuff you should fix now is
to be petty and notice every little
thing that bugs you about your
workplace. Is your stapler broken? Is your coworker always
late for meetings? Does your
boss always yell at you without
getting the facts first?
Sure, you can put your head
down and tolerate this stuff.
Then again, if you don’t have
some guarantee from a higher
power that you are going to live
a long time, why in the heck are
you willing to be miserable?
Large, powerful changes always start like the breeze off a
butterfly’s wing - subtle, small
and barely noticeable. Your
willingness to sweat the small
stuff and fix it will pay the biggest dividends in your quality
of workplace life and relationships.
If the same people are annoying you in the same ways day
after day, then you might want
to figure out the smallest step
you can take to change the dance
between you. Note, however,
that this step should never be to
tell the offending party what a
rotten human being you believe
them to be.
Telling people off admittedly
is easy and immediately gratifying. Figuring out how to change
your part of the dance requires
strategy and impulse control.
When it comes to change, we
may secretly wish we could be
like Godzilla. In our fantasies,
we sweep through our workplace
being so immediately large and
frightening that all in our path
quake and get out of our way. In
the real world, of course, being
Godzilla will just get you fired.
In the real world, as any Zen
master will tell you, the world
belongs to those who are the
masters of subtle action. People
will acclimate and accept gradual
change but immediately oppose
those who try to overwhelm others with their demands.
Try trading in your Godzilla
fantasies of power this year for
the more subtle power of the butterfly. You’ll find you can influence people better with a breeze
than by crushing them with your
Godzilla tail of demands.
Q. I had a number of negative events last year that I didn’t
expect that took a bunch of time
and energy to fix. As I look out
at the coming year is there a tip
that would help me avoid so
many unexpected issues?
A. Yes, make sure you have
a plan on how to get what you
want. None of us can navigate
workplace difficulties well without a concrete plan to start.

What every parent needs to know about changes in the classroom
(StatePoint) If you have
school- age children, you likely
have heard about the new Common Core State Standards. Already adopted by forty-three
states, the District of Columbia,
four territories, and the Department of Defense Education
Activity, the Common Core
focuses on developing the critical-thinking, problem-solving
and analytical skills students will
need to be successful in college
and the workforce. What does

English Language Arts
Vocabulary development is
a major component of the new
standards for English Language
Arts. Encourage your children
to build their vocabulary organically by supplementing their
required reading with a wide
range of elected choices, such as
classical myths, historical documents and seminal literature. If
you don’t already frequent
the library, consider making
that part of your family’s
routine.
With these new standards in
place, parents may need to offer their students extra support.
How can you help your young

Analysis and comprehension
of reading is also important.
So consider reading the same
articles as your children and discussing what you both learned.
Mathematics
Supplement classroom learning with free online resources.
For example, Casio Education
offers in-depth information
about standardized tests, including sample questions from various state exams. They also offer
webinars and reference guides to
help both students and teachers
make better use of technology
in math class, including topical
calculator instruction. Free education resources and information
can be found at www.CasioEducation.com.
Math is all around us -- from
sports statistics to creating a
family budget to investing for
college. Parents can leverage
real-life events and circumstances to both illustrate the
importance of math comprehen-
sion, as well as help students
further understand the Common
Core curriculum.
“Mathematics education is
most meaningful when it promotes abstract and quantitative
reasoning skills and appeals to
innate human curiosity,” says
Yuji Sasajima, vice president
of Casio’s education division.
“We’ve developed programs and
technologies that allow teachers and students to take on the
Common Core curriculum from
multiple fronts.”

Vice Adm. Braun celebrates Navy Reserve Centennial in San Diego
by Ensign Joey Seymour
AN DIEGO - A standing-room-only crowd of
nearly 400 service members,
invited guests and dignitaries
welcomed Chief of Navy Reserve Vice Adm. Robin Braun
as she arrived at Fleet Logistics
Support Squadron’s (VR) 57
hangar on Naval Air Station
North Island to speak about the
contributions Navy Reserve
Sailors made to the fleet over the
last 100 years in celebration of
the Navy Reserve Centennial.
S
“It’s an honor to be the chief
of Navy Reserve during the
centennial and to be
able to say ‘thank
you’ to those vets
who served, the
Sailors who
are currently
serving and
our next generation, people
like the young
men and women
who took the oath of
enlistment with me on
Jimmy Fallon,” said Braun.
Braun was referring to
her March 4 appearance on the Tonight
Show with Jimmy
Fallon, where she
led the oath of
enlistment for 50
Navy Reserve recruits, then made
Fallon (whose father served in the
Navy Reserve) an honorary Reserve Sailor.
As part of her efforts to promote the Navy Reserve Centennial, Braun made appearances on
Fox & Friends, Good Morning
America and KUSI-TV News in
San Diego earlier this week.
The centennial celebration
in San Diego is fitting, as the
city’s relationship with the Navy
dates back to April 1908 and
has grown to accommodate
the Navy’s largest base on the
Pacific coast, with more than
1,700 Reserve Sailors perform-
ing monthly drills at Navy Operational Support Center North
Island alone.
History Professor Iris Engstrad, University of San Diego,
discussed the importance of the
Navy in San Diego.
“Franklin D. Roosevelt was
a long-time promoter of San
Diego as a naval base,” said Engstrad. “In fact, his first visit came
during the 1915 exposition held
at Balboa Park. In 1934, during

MARINE CORPS AIR STATION MIRAMAR - Capt. Niloofar Rahmani was just 18 when she
became the first female fixedwing pilot in Afghanistan with
the Afghan Air Force. From the
beginning colleagues, extended
family members and even some
members of the Taliban disapproved of her choice, but she still
continued to pursue her dream.
Rahmani, now an International
Women of Courage Award recipient visited Marine Corps Air Station Miramar, Calif., to speak to
women pilots and leaders and see
the aircraft of 3rd Marine Aircraft
Wing, March 10.
Rahmani received the award
for her courage to become a
military pilot and face day-today threats and challenges from
people who disapproved of her
career and ambition.

“It makes you become very appreciative for what we have,” said
1st Lt. Alisa Sieber, a pilot with
Marine Aerial Refueler Transport
Squadron 352 and a San Diego
native. “She has been through a
lot and it’s really inspiring to hear
her story.”
In honor of International Women’s Day, the Department of State
will host ten women of courage
on a special initiative to recognize
women who have shown exceptional courage and leadership in
advocating for human rights and
empowerment, often at great
personal risk.
Rahmani said after hearing
about opportunities for young
women to join the Afghan Air
Force through the media, she
knew she had to jump on the
opportunity.
“I wanted to complete my
father’s dream to become a pilot,” said Rahmani. “Since he
was a child, he never got the
opportunity.”
Despite the threats and hardships, she plans to continue
pursuing her career as a pilot
and hopes to one day become an
instructor.

Elaborating on Engstrad’s
historical perspective, Braun
explained the role that teamwork
plays in supporting the Navy’s
mission.
“Nobody does this by themselves,” said Braun. “Everybody
has the support of family members, employers and shipmates
who help them along the way. So
the Navy Reserve is really like
a family. We all work together
as a team to support the Navy’s
mission. The yearlong celebration is for not only the Reserve
Sailor, but their family members
and employers as well.”
Over the last century, Navy
Reserve Sailors have participated in every major conflict
involving the United States to
include the following contributions made since March 3, 1915,
when Congress passed legislation appropriating funds for the
Naval Reserve Force:
Throughout her training and
career, she has been thought less
of by her male counterparts and
many people throughout her culture began threatening her safety
and the safety of her family.
“[My family] still get
threats, but they are
still supporting me,”
she said. “People are
upset because they
think I’m changing
the culture, but I am
not, I’m just fighting for the rights of
women. We need females to be in each
part of society. They
aren’t just threatening me to stop doing my job; they are
threatening my family and our lives.”
the height of the Depression,
Roosevelt approved funding to
expand the Navy’s presence in
San Diego. This presence led
to an influx of new residents
and an economic recovery from
the Depression. Since then, the
city has served as a welcoming
environment for all members of
the military, especially the Navy
including Reserve Sailors.”
Captain Niloofar Rahmani, the first female fixed-wing pilot in the Afghan Air
Force, speaks with female pilots who fly different aircraft aboard MCAS Miramar
March 9. Rahmani received the 2015 International Women of Courage award by
the Department of state for her courage in advocating women’s rights despite

would happen,” Rahmani said. “I
was expecting this and my family was expecting this, but now
it is actually happening and it’s
something I cannot just think of
as a joke; but on the other hand,
I don’t want to give up because
this will prove to them that I am
not a strong person.”
Rahmani also strives to encourage women around the world
to chase their dreams and fight for
their rights.
“I would just want to encourage of all the females around the
world, especially in my country
where the females have no rights,
to just believe in themselves and
to have more self-confidence,”
she said. “Even if there are people
who say ‘you can’t because you
are just a female’ they should
always just believe in themselves
as a person. If they have selfconfidence, they’ll be able to do
whatever they want.”
FRCSW lands CNO Environmental Award
N AVA L A I R S TAT I O N
NORTH ISLAND - In recognition of its consistent and effective environmental operations,
Fleet Readiness Center Southwest (FRCSW) was recently
chosen by the Chief of Naval
Operations (CNO) to receive the
fiscal year 2014 Environmental
Award in the Environmental
Quality Industrial Installation
category.
The award announcement
was made in an all-Navy message on March 3. Twenty-eight
recipients were selected in ten
categories.
Joining FRCSW in the Environmental Quality Industrial
Installation category were Fleet
Readiness Center Southeast
at Jacksonville, Fla., and Na-
val Base Kitsap at Bremerton,
Wash.
The three facilities will compete in the Secretary of the Navy
( S E C N AV )
environmental awards. The
SECNAV winners
will advance to the
Secretary of Defense
level and compete
against the other armed
services.
“The environmental quality
category recognizes efforts to
ensure mission accomplishment
and protection of human health
through the implementation of
environmental management
systems and pollution prevention that promotes sustainability
in the areas of environmental
planning, waste management,
and safe drinking water,” said
FRCSW Director for Industrial

The Trials are meant to give
wounded warriors a chance to
compete in sports based on their
limitations while also building
camaraderie and relations with
other wounded warriors from
different countries.
James Penceyres, the cycling
coach for the 2015 Marine
Corps Trials, has been a part
of the trials ever since it started
and thus has seen the kind of
difference it makes on wounded
warriors.
“It gives them a chance to not
only be active but also to meet
with other wounded warriors
that they can relate to,” said
Panceyres. “I have seen a lot
of enthusiasm from the athletes
over the years. It makes a difference to them being able to be
around their comrades.”
Panceyres was injured during
the Vietnam War. He lost one
of his legs due to an improvised
explosive device that was buried
12 inches underground and was
self-detonated by the Vietnamese
when he got close to the improvised explosive device.
Out of everything that the
trials could give to the athletes,
the most important thing that
Panceyres hopes they get out of
the trials is healing.
“I have a feeling that when
they get out of the hospital the
first thing that comes to their
mind is that they can’t do a whole
lot now due to their injury,”
said Pancyeres. “The trials are
made to show the athletes how
they can be competitive in the
sports that they have chosen to
compete in despite their injury,
and that it will not only encourage healing but also boost their
self-esteem.”
One of Panceyres close friends
thinks very highly of him as far as
being able to relate to the athletes
with not only being wounded but
knowledge as well.
“He is the best that we could
have asked for as far as a cycling
coach,” said Gary Hanson, the

as far as being able to cycle even
though he’s combat wounded
and he passes on that knowledge
to the athletes to help them see
that even with their injury they
can still be active.”
According to Hanson, Panceyres knowledge with cycling is
also beneficial to the athletes.
“He has a lot of experience
with cycling on the road,” said
Hanson. “This experience allows him to pass on knowledge
that will help them stay safe
while cycling on the road.”

Kevin P. Childre relieved Cmdr.
Eric C. Correll as commanding
officer of EODTEU 1.
(ODGRU 1 Commander,
Capt. Christopher A. Merwin,
served as the guest speaker for
the ceremony.
“Eric is a Sailor’s CO. He
enjoys being around other EOD

Sailors,” said Merwin. “Every
Sailor and civilian that has
worked for (Cmdr.) Correll will
tell you that he sees himself as
part of the team, wants every
member of that team to feel like
a valued member of the team,
and works every day to make
the team better.”
Merwin went on to praise
Correll for an exemplary tour at
EODTEU 1.
“For all of Eric’s noteworthy
accomplishments in this job, he
will be most missed for his keen
sense of where this community
has been, where we currently
are, and where it is we should
be going. In a word, Eric is a
visionary,” said Merwin. “His
impact on our community will
be felt long after this tour and
far into the future.”
Correll addressed the Sailors
and civilians assigned to EODTEU 1 during his remarks.
“You guys get the mission!
The work you’re doing here
enables platoons and companies
can go into harm’s way to get the
job done,” said Correll. “You

Liz Smith: Madonna, she’s not like other girls
by Liz Smith
“I LIVE my life like a masochist. Hearing my father say/’I told
you so; I told you so. Why can’t
you be like other girls? I said: ‘Oh,
no, that’s not me/And I don’t think
it ever will be’.”
Those are some of Madonna’s
lyrics from the title track of her
upcoming “Rebel Heart” album.
Whatever Madonna does,
whomever she marries, beds, or
no matter how many children she
has, whatever her age, she will
never ever be like “other girls.”
Also, apparently, Madonna will
never reconcile her issues with her
dad. (One of the star’s most powerful songs, with an accompanying
haunting video, was 1989’s “Oh,
Father.”)
Madonna refuses to bow down
to any tiresome convention relating to her art or to what is expected
of a woman over 40. (Her recent
accident on stage in London,
wound up too tightly in a cape,
causing her to fall, has unleashed
the usual ageist trolling vitriol on
social media. When did 56 become
“old?”)
La Ciccone’s new album is a
source of tremendous controversy
already. Half of it was hacked and
leaked, forcing the star to officially
release six songs. The deluxe version of the disc contains 25 tunes.
England’s most popular newspaper, The Sun, says “Rebel Heart”
is the greatest album of Madonna’s
long career, and reviews 10 of the
albums unreleased songs.
THE pop icon also decorates the
cover of Rolling Stone magazine
yet again, profiled by the excellent
Brian Hiatt. (I keep waiting for
Madonna to become “irrelevant”
but somehow that never quite
happens.) Madonna talks of many
things - her chronic insomnia (although she can’t relate to people
“who sleep 12 hours a day”) ...
her four children ... her parenting
(“bossy - but what parent isn’t?”)
... what she might have been (a
schoolteacher in Detroit) ... the

ROLLING STONE also reviews “Rebel Heart,” giving it
three and a half stars, calling it a
“long, passionate, self-referential
meditation on losing love and
finding purpose in chilling times.
... Madonna does have a rebel
heart and you can’t fault her for
reminding us that pop music is all
the better for it.”
All glamour and mystery, such
as it is these days, has been sucked
dry. For myself, I tried to avoid
most of the pre-show ceremonies.
I start promptly at 8:30. Not that in
the end, it made much difference.
P.S. Speaking of the red carpet,
it is fascinating to contemplate the
whys and wherefores of leaving
Joan Rivers off the “In Memoriam” segment. Rivers all but
invented what the late 20th and
current 21st centuries have come
to know as “the red carpet,” with
its reliance on fashion questions
and critiques. Joan was a symbol
- like her or not - of how show biz
has transformed, with so much
emphasis on marketing and product placement (“Who are you
wearing?”) And the relating of borrowed gowns and fantastic jewels.
One actress/model whom I’d never
heard of, was actually wearing a
necklace that had once belonged
to the Duchess of Windsor!
SEE Madonna, page 16
TWO final thoughts on Oscar
(but, nothing is ever really “final.”)
People have complained about the
lack of glamour and interest, both
of which seem to be decreasing
precipitously. Well, it’s not just
that old geezers watch the show
and don’t know who many of
these youngsters are. There is the
problem of the endless red carpet
ceremonies, on E!, ABC-TV and
over the past few years, CNN. By
the time the actual awards lumber
out, we have seen the gowns, heard
the stars react to dozens of absurd,
ill-informed, fatuous questions,
and watched the camera zoom in,

Joan also took her snarky insult
persona, which had laid waste to
countless celebrities in her TV
appearances and stand-up routines,
and brought it all to bear on Oscar
Night. Nobody and nothing was
off-limits. Joan and the gang on
her show, “Fashion Police,” took
no prisoners. Joan would say it
was all good fun, and celebrities
should have thicker skins. (Though
her skin was notoriously thin.) Her
foes often found Joan cruel, especially in later years, when her own
appearance, obviously enhanced
by plastic surgery, came in for
a lot of comment. Can it be that
somebody at the Academy simply
didn’t want to honor a woman who
represented the modernity of the
Oscar telecast, at the expense of
its mystery?
Was it revenge? If so, who was
the winner? The Academy for not
honoring her? Perhaps, but they
were then bombarded by Twitter
and Facebook protest.
Or did Joan win, by co-opting
so much attention? How little her
name would have been mentioned
had she simply been included.

Arts and Sciences.
THE other Oscar thing. By
the end of the show, Edith Piaf’s
stirring, classic rendition of “No
Regrets” was going through my
mind, endlessly, and I was more
pleasured by that than most of
what I saw on Oscar Night. But
why was Piaf in my head? I realized the next day that during the
Oscar telecast a commercial for
Cadillac ran numerous times, and
it is accompanied by The Little
Sparrow’s song - in its original
French. (“Non, Je Ne Regrette
Rein” was one of Piaf’s last great
hits.) I have to give Cadillac credit
for using the song. And I wonder
how many, who don’t know from
Piaf, perhaps took the time to find
out? (These days a few clicks on
the computer and you can discover
the answer to almost anything!)
Final, final note? Polly Bergen.
Many wrote in to mention that the
lovely actress and singer was also
not part of the “they who have
passed on” segment. Polly made
about 25 feature films, including
the classic 1962 thriller “Cape
Fear.” She won an Emmy for her
TV performance in “The Helen
Morgan Story” and was married to
one of Hollywood’s most powerful
agents, Freddie Fields.
She will be memorialized in
New York City at the American
Airlines Theater at 3.p.m. on
March 26. Her great friend Rex
Reed will preside. The public is
invited.TENT AGENCY, LLC.

“Chappie”
Considering the extreme violence (which seems appropriate
for this, an R-rated film), “Chappie” is a clever, surprisingly
endearing story. Set in the near
future in South Africa, starring
Sigourney Weaver (“Alien”)
and Hugh Jackman, and from
the director of “District 9” (another fascinating sci-fi film set
in South Africa), the premise for
“Chappie” is, on a superficial
level, reminiscent of the original
“Robocop” film. Crime is fought
by an army of mechanized police
robots. They were doing just fine
until someone decided that they
Enter Chappie. Once a
soul-less member of the
mechanized police force,
Chappie was seriously damaged in a police operation.
Being sent to the scrap heap
proved to be Chappie’s ticket
to have a human-like, benevolent and kind consciousness.
His is a story of compassion
and family. That and more is
what makes Chappie so special,
and what makes the movie
so heartwarming. Chappie is
taught to rap. The results are
hilarious.
I won’t say any more. Hopefully you get the idea. If you
can tolerate the violence of the
confrontations, “Chappie” is
a must-see film. I also think a
sequel might be under serious
consideration, depending upon
how well “Chappie” does at
the Box Office. For more information and to see a trailer,

Now on the run from Jeanine and the rest of the
power-hungry Erudites, Tris and Four search for allies
and answers in the ruins of Chicago. They must find
out what Tris’ family sacrificed their lives to protect
and why the Erudites will do anything to stop them.
Side by side, Tris and Four face one seemingly
insurmountable challenge after another, as they
unravel the secrets of the past and — ultimately —
the future of their world.
