The topography is composed of 3 clear steps 2 + Mountains in the west cover 70% of the natutal area with heigh varying from 500 to 1,480 m. The terrain lies along the border between Vietnam, Laos and stretches to the basins of the rivers of Huong, Bo, Truoi, A Sap, and O Lau, creating narrow coastal plains and the Tam Giang – Cau Hai lagoon system. The catchment areas of these five rivers comprise a crisscross system of streams and mountain creeks that provides an abundant freshwater resource and creates a unique coastal ecosystem. + Midland area: Wide top, slope side, and hundreds of ''bowl-shaped'' hills feature predominantly in this area. The hills are low, between 20 to 200 m., with some points at 400 m, and occupy about a third of the provincial area, between the mountains and plains. + The total plain area is about 1,400 km2 with a heigh of only 20 m. above sea level. Between the hills are lagoons which occupy the remaining 5% of the surface area. Basins of large rivers create narrow coastal plains, covering lagoon area of 22,000 ha, such as Tam Giang, Ha Trung and Cau Hai lagoons, An Cu area and three gates to the sea, i.e. Thuan An, Tu Hien and Lang Co. In the plain, the terrain is sand-banks of 5m - 30m long in parallel with the coast. Climate 7 Thua Thien - Hue is in the tropical monsoon area, influenced by the interfered weather between Asian tropical weather in the north and the tropical weather in the south. The annually average temperature is about 25.6oC. In the mountainous area, the climate is cool with respectively lowest and highest temperatures of 9 oC and 29 oC. The provincial climate can be divided into two regions + The eastern delta is characterized by the annual average temperature of over 24oC, dividing into 3 sub-regions: (i) the sub-delta in the north of Hue City, (ii) the sub-region from Phu Bai to Truoi, and (iii) the sub-region of delta – lagoon in Phu Loc District. + The western hilly area is characterized by a low total heat and annual temperate weather, accompanied by sooner rainfall. This area is divided into 5 sub-regions of hilly areas, Nam Dong valley, Bach Ma, A Luoi, and Ngai mountain. In the coast and delta, the climate is divided into two distinct seasons: the dry season (from March to August) with the highest temperature of 39.9oC and the rainy season (from September to next February) with average temperature of 19.7 oC, sometimes reaching the lowest of 8.8 oC. Daily rains coinciding with winter during this season may lengthen for a week. The natural area is 506,500 ha, comprising 10 main types. The alluvium soil, red and yellow soil, yellow humus soil in mountain, sandy soil, saline soil, etc. are large and scatter in different areas. The total length of rivers and streams flowing through the province is about 300 km, of which the Huong River network accounts for 60%. The discharge variation is considerable when the water volume of 3 flooding months is twice as much as that of 9 remaining months. + River network Most of big rivers in Thua Thien – Hue rise in the Truong Son range, flowing through deltas to lagoons and sea of which the Huong River is the biggest with a basin of 300 km2. The total length of natural and dug rivers and stream is 1,055 km with a basin of 4,195 km2. The river density varies from 0.3 – 1 km/km2 to 1.5 – 2.5 km/km2. The river network distributes from the north-south direction as follows - The Tam Giang – Cau Hai lagoon is the largest lagoon system in southeast Asia with nearly 70 km in length along the coast and about 22,000 ha of water surface. It consists of several smaller lagoons, namely Tam Giang, Thanh Lam, Sam (1,602 ha, landlocked), Ha Trung Thuy Tu (3,600 ha, landlocked), and Cau Hai (11,200 ha) from north-south direction along the coast. The lagoon has two channels (Thuan An and Tu Hien), connecting itself to the sea. The lagoon system is also linked to two basins with four main rivers flowing into the lagoon (O Lau, Bo, Huong, and Truoi rivers). Estimated 300,000-350,000 people fully or partly depend their livelihoods on the lagoon resources. This is nearly one-third of the provincial population. - O Lau River has two tributaries which are the O Lau River and the My Chanh River, rising from Phong Dien District at an elevation of 900 m. - The network of Huong River, the longest river having the largest basin in Thua Thien – Hue, is formed by three rivers : Bo, Huu Trach, and Ta Trach. They flow through districts of Huong Tra, Huong Thuy, Phu Vang, and Hue City, emptying into Thuan An estuary. - The 24-km Truoi River is in the south of Phu Loc District, rising in the National Park of Bach Ma and flowing into Cau Hai lagoon. - Bo River is the natural border between 2 districts of Huong Dien and Huong Tra, emptying into Tam Giang Lagoon. In addition, there are other rivers such as Nong, Bu Lu, and Cau Hai. Dong Ba River: 3 km, connecting Gia Hoi with Bao Vinh. Ke Van River: 5.5 km, connecting the Huong River with rivers of Bach Yen, An Hoa, the surrounding of Hue Citadel and flowing to the Huong River again at Bao Vinh. With a coastline of 120 km., Thua Thien – Hue has an abundant marine fauna with more than 500 species, 30-40 of which are of high economic value, such as lobster, pomfret, scomber, and other sea products. The exploitable reserve is about 35,000 tons a year. Thua Thien – Hue is advantageous to develop aquaculture in three areas in the sea, lagoon, and coastal frest water areas. Along the provincial coast there are bays where big sea ports can be build at favorable sites such as Thuan An and Chan May. The Tam Giang network of brackish water lagoon covering an area of 22,000 ha. is suitable to raise special fish for export. 3.3 Mineral resources 10 There are 120 mineral points and quarries with 25 mineral kinds, underground water of large reserves such as + Non-metallic minerals - Limestone: 1,300 million m3 (in Long Tho: 300 million m3, Phong Xuan – Phong Dien: 240 million m3, Nam Dong: 500 million m3), - Peat: 5 million m3 at Phong Chuong - Kaolin: 530 million m3, - Black and grey granite: thousands m3/year can be exploited and processed, - Clay: 1,000 million tons, - Building stone: 2,000 million m3, - Imenit: 100,000 tons, - White sand: 100 billon tons with its SiO2 content over 98.4%, - Other minerals are sand mine containing quartz for producing hi-quality glass products with reserve of more than 41 million m3. + Metallic minerals: iron, titan, lead, zinc, gold, and tint + Water resource includes hot mineral water which can be used for drinking and medical treatment. The total reserve is 9.200m3/day and distributed at Thanh Tan, My An, and A Roang. 3.4 Forest resources The forest and forest land occupy about 330,000 ha, accounting for 70% of the natural area with wood reserves of about 17.3 million m3. The majority of forest covering the west of Thua Thien – Hue, is at an average height of 250 m, stretching from Quang Tri Province in the north to Quang Nam Province in the south. Currently, the vacant land and bare hills account for 40% of the provincial area. So far, Hue remains to be the only originally historical vestige city in Vietnam. Many of Hue’s attractions are found along two banks of the Huong River. This valuable construction includes more than 100 architectural works, which are the reflection of the life of Emperors and mandarins under Nguyen’s reign. On the nothern bank of Huong River has relics consisting of palaces, which were built as arc defensive ramparts with 11 km. in lenth. Hue is an important center of Buddhism. In Hue and its surroundings exist tens of pagodas contructed more than 300 years ago, and a hundred of temples and pagodas built in the beginning of the 20th century. As a unique city of Vietnam still remains its form of City under Middle Age and monarchic constructions, Hue has become a valuable museum and been classified as a World Cultural Heritage Site by UNESCO in December 1993. Once again, in 2003, the Vietnamese Court Music was recognized as World Heritage by UNESCO. Hue University is the largest training center in Central Vietnam with 88 college special branches, 59 postgraduate studies, 33 training programs for intern and 23 PhD studies. In addition, Thua Thien Hue also has a system of colleges, special secondary schools in the training scope of pedagogy, tourism, construction, sea product, commerce, technique, technology, and a private university of Phu Xuan. Total university teacher is 1,849. 4.2 Health care 14 (Please see Annex 2: Health data of Thua Thien – Hue Province, page: 18) Thua Thien Hue is one of the three intensive and high-tech medical centers of Vietnam. Total number of health establishments under the provincial Department of Health is 191, including 22 hospitals (state-owned: 19, private: 3), 14 regional polyclinics, 152 communal health stations,1 maternity, 2 medical units of agencies and enterprise. National Road (NR) no. 1A runs parallel to provincial roads nos. 2, 3, 4, 5, 6, 7, 8A, 8B, 10A, 10B, 10C, 11A, 11B, 15, and other provincial roads (PR). NR no. 49 connects the mountainous west with the East Sea, linking A Luoi with Laos through border gates of Hong Van – Ku Tai, A Dot – Ta Vang. The midland hilly area and the vast expanse of land in west beloging to districts of A Luoi, Nam Dong are accessible by NR no. 14, PR no. 14B, no. 14C. Nowadays 80% of PR have been asphalted; 70 % of rural roads have been paved with concrete. + Railways The Trans – Vietnam railway run 101 km across the province. Hue and Da Nang the main intermediate stops on the railway line from Hanoi to HCMC + Waterways Total length of river and lagoon is 563 km. The province has two deep-water seaports, namely Thuan An and Chan May. The first is located about 13 km to the northeast of Hue City, having five 150-m. piers to accommodate 1,000-ton ships. The second is 49 km to the south of Hue, being under construction to receive 30,000-ton ships. + Airways Phu Bai airport, the largest domestic airport in terms of passengers per year, is situated 15 km south of Hue City. The former can accomodate Airbus 320 and Boeing 747. The Construction and Water Supply Compant, Ltd. of Thua Thien _ Hue has 10 water supplying plants with a total capacity of 206,500m3/day-night, providing water to 111/152 communes, wards, and townlets, inclusing 100% of people in Hue City and 90% of people in surrounding communes. Irrigation and drainage: 2/3 of 1,015 km. of canal, ditches have been solidified. The province has 485 small and medium-scale irrigation structures, of which 250 are electric pumping stations to irrigate and drain about respective 18,000 ha and 7,000 ha of cultivation area. 5.3 Communications 100% of communes have service points. The telecom network has been digitalized completely. Optical network has been built to link Hue with districts with support of microwave. 100 communes have telephone and been linked with internet. 16 6 Economy GDP has increased by year, from 3,934,037 VND in 2006 to 6,142,030 million VND in 2010, by an annual growth rate of 12,5%. This is compared with 12.7% for Hanoi and 23.5% for HCMC (2009). The province has more than 120 km of coastline, which provides a for a seafood industry that produces over 40,000 tons/year consisting of over 500 species of fish. Arts (e.g. wood works, fabrics, furniture’s, paper arts, pottery), literature (text books), and spicy cuisines (dry goods, vegetarian food) are the main exports of this region. Exquisite custommade áo dài (Vietnamese long dress), and nón lá (conical hat) are souvenir items for foreign visitors and overseas Vietnamese. The ability to make toys, design lanterns, form special papers, and figurine-making are native skills. International tourists visiting Hue from China, Thailand, Italy, Spain, UK, USA have reached 803,000 admissions, increasing 26% as of 2011. The total output of industry – handicraft reached 7,950 billion in 2011, increasing 14% as of 2010. The total social investment capital has increased from 4,750 billion VND in 2006 to 9,2000 billion VND in 2010, of which, the foreign direct investment (FDI) increased from 6.87 million US$ in 2006 to 45.525 million US$ in 2010. There are 90 valid investment projects so far with a total investment capital of 18,203 billion VND, including the domestic source of 13,649 billion VND and the FDI source of 218.8 million US$. The implemented capital is estimated at 4,094 billion BND and 149.74 million US$. There were 8 FDI projects in 1999-2008, capitalised at 66.7 million US$, increasing to 13 projects capitalised at 152.1 million US$ in 2009-2013, an increase of 62.5% of project number and 128% of investment capital. No civil works to be built here. 6.7.2 Hong Van – Co Tai Border Gate in Hong Van Commune, A Luoi District N/A 7 Industrial Parks (IP) Please see Annex 4: Industrial parks in Thua Thien – Hue, page 21. Thua Thien – Hue Province currently has 7 IPs with total natural area of nearly 2,950 ha, of which 2 IPs have operated with occupancy rate of 31.97%. Up to now, the IPs have attracted 76 projects capitalised at more than 9,000 billion VND, of which 19 FDI projects capitalised at nearly 200 million VND. Foreign investors are America, Japan, S. Korea, France, Denmark, Chia, Hongkong, etc. In 2011, the industrial production value of enterprises in IPs reached around 3,000 billion VND, contributing to state budget 638 billion VND, export turnover achieved nearly 230 million VND, creating jobs for 12,800 labors. The production value of IPs has contributed a considerable percentage to the provincial industry and export value. The budget contribution of IPs in 2013 was estimated at 1,264.9 billion VND, increasing 46.6% as of 2012, mostly from the production of business of Hue Beer Co., Ltd. with an amount of 1,049.23 billion VND, accounting for 81% of the IP production value.
