Overview
The Orange County Transportation Authority implements schedule revisions to
selected bus lines three times a year. The June 2012 Bus Service Change
Program is the second schedule revision planned for calendar year 2012.
Recommendation

Background
As prescribed by the collective bargaining agreement between the Orange
County Transportation Authority (OCTA) and Teamsters Local 952, three
service change programs are scheduled to be implemented in February, June,
and October each year.
As part of the schedule maintenance process, OCTA scheduling staff reviews
passenger load and on-time performance data collected throughout the year.
Coupled with input submitted by passengers, coach operators, and other
OCTA staff, bus schedules are revised to improve passenger load distribution
and schedule reliability. Other changes in bus routes and schedules may be
required in response to major construction programs.
In addition, the June program also includes seasonal service adjustments
responding to beach travel and the operation of special event service
supporting the Orange County Fair.

Discussion
Schedules for 27 OCTA bus lines will be adjusted as part of the June 2012 Bus
Service Change Program. Schedule revisions are designed to improve
connections and on-time performance. Fifteen lines will have selected trip
adjustments. Ten lines will have new schedules with adjusted running times.
Two lines will operate on summer schedules.
At the request of the City of Seal Beach, Line 42 will be rerouted off of
Electric Avenue and onto Pacific Coast Highway.
The scheduling adjustments for the June 2012 Service Change Program will be
made within the fiscal year 2011-12 service budget authorization.
A line-by-line description for each OCTA bus route included in the service
change program is attached (Attachment A). A system map is attached
highlighting the routes (Attachment B). A map highlighting the Line 42 reroute
is attached (Attachment C).
Contingent upon receiving Mobile Source Reduction Committee grant funding,
and with approval of the Board of Directors, OCTA will reestablish special park
and ride service to the 2012 Orange County Fair (Fair). Two new OC Fair
Express routes will join the five routes that were operated last year. The seven
special routes are scheduled to operate from Friday, July 13 through
Sunday, August 12 on the five Fridays, Saturdays, and Sundays the Fair is in
operation.
While developing the June 2012 Service Change Program, staff reviewed
changes with the Transit Advocates of Orange County, the System
Improvement Team, and the Service Review Committee. Staff will meet with
the Special Needs Advisory Committee on May 22nd.
Comprehensive public notification materials will be distributed in advance of
implementation.
Summary
Revisions to OCTA bus schedules are made three times a year, in February,
June, and October. The upcoming June 2012 service change involves
adjustments in schedules to improve on-time performance and passenger load
distribution. Necessary public informational materials, including new bus books,
will be prepared and distributed in advance of the service change.
