Expression of Interest is invited from reputed, qualified, experience and eligible
Firm/Organization/Government entities/Specialist/Expert having proven capacity to undertake
and carry out job services for organizing market campaigning at large scale to achieve target
oriented sales promotion of Milk & Milk Products of Mother dairy Calcutta at doorstep of
consumers to fulfill the need and expectation of the consumers in cluster-wise segments within
Kolkata and its suburbs and surrounding districts (hereinafter referred to as territory) for a
period of one year which may be extended twice for a further period of one year at a time for a
maximum of three years terms in total, upon satisfactory performance.
Interested bidders are requested to download all the tender documents from 'wbtenders.gov.in'
from 21.08.15 to 03.09.15. Demand Draft/Bankers Cheque towards Tender fee & EMD have to
be submitted in sealed envelop on 04.09.15 within 4 PM at our Dankuni office. Tender offer
may be uploaded upto 03.09.15 till 2 PM. Tender will be opened on 05.09.15 at 2 PM at the
address mentioned above.
The Tender fee of Rs. 1050.00 (including 5% VAT) & EMD of Rs. 2,00,000.00 Should be in
favour of 'WBCMPF LTD, MOTHER DAIRY CALCUTTA' payable at Kolkata.

We invite quotation for one year contract for engagement of reputed, qualified, experienced
and eligible Firm/Organization/Government entities/Specialists/Expert (hereinafter referred to
as agency) having proven capacity to undertake and carry out job services for organizing
market campaigning at large scale to achieve target oriented sales promotion of milk and milk
products of Mother Dairy Calcutta at doorstep of consumers to fulfill the need and expectation
of the consumers in cluster-wise segments within Kolkata and its suburbs and surrounding
districts hereinafter referred to as territory.
ESSENTIAL CONDITION:
1. Agencies are requested to submit the General Terms & Conditions, Agreement duly signed
on all pages with official seal in token of their acceptance.
2. Agencies are required to submit credibility report, duly quoting the rate(s) for the cluster(s)
and the amount of security deposit as bank guarantee to be keep with Mother Dairy Calcutta,
which amount will be negotiated at final stage and is returnable without interest at the end of
the venture.
3. The Agency/Bidder should also submit a detail Project Report on the proposed venture.
4. Offers should be submitted along with Tender Fee of Rs. 1050.00 (Including 5% Vat) and
Earnest Money of Rs 2,00,000.00 by demand draft drawn in favour of "W.B.C.M.P.F. Ltd.,
Mother Dairy Calcutta". No interest will be paid on the Earnest Money Deposit with the Dairy.
5. Appendix 1, 2, 3 & 4 and Bid Response Sheet 1 & 2 have to be compulsorily submitted duly
signed by the authorized signatory. Non submission of the same will lead to rejected of the bid
submitted.
6. Envelopes containing the original drafts (tender fee & EMD) must be submitted in our
Dankuni Office after last date for uploading the offer as mentioned in the tender notice.
7. Tender offer without Tender Fee and Earnest Money will be summarily rejected.

8. This contract shall be governed by the General Terms & Conditions laid down in the
specimen agreement enclosed herewith. The bidder shall read carefully all those terms &
conditions and submit the same along with this offer duly signed and sealed on all pages in
token of their acceptance.

aggressive marketing at large scale through maximum market penetration by way of market
campaigning to achieve target oriented sales promotion of different varieties of milk and milk
products of Mother Dairy Calcutta reaching at the doorstep of the consumers in cluster-wise
segments.
11. Bid shall be submitted online system of wbtenders.gov.in and any bid submitted in
physical form or by Fax, e-mail etc. will not be accepted.

ABOUT MOTHER DAIRY CALCUTTA
Mother Dairy Calcutta (MDC) is a Government of West Bengal Project, under Department of
Animal Resource Development. Mother Dairy Calcutta started activity in the year of 1978.
Presently, it handles different types of milk, culture products like Mishti Doi, Plain Curd, Multi
Flavoured Yoghurt, Ghol, coagulated product like Paneer etc. It also markets different varities
of Ice-cream, Peda, Ghee, Pudding and Packaged Drinking Water. There is a continuous effort
for maintaining quality of all varieties of milk and milk products time to time, as per
consumer,s choice. The main plant is located at Dankuni. Other 2(two) Dairies at Bardhaman
and Durgapur are Managed by Mother Dairy Calcutta. Presently, 4(four) Franchisee units
located at Ausgram, Howrah, Kasba and Narendrapur work with Mother Dairy Calcutta.
Annual turnover of the organization is Rs. 22 crores. Mother Dairy Calcutta is ISO and
HACCP certified organization. Dairy Development Board in 1978 and is liable to change in
future.
QUALIFICATION OF THE AGENCY
1. Mother Dairy Calcutta has decided for aggressive marketing through maximum market
penetration by way of door to door market campaigning for target oriented sales promotion
with the aim to achieve market retention as well as positive growth of milk and milk
products of Mother Dairy Calcutta. Considering the above, the should have proven
capability to undertake and carry out market campaigning at large scale to achieve target
oriented sales reaching at the doorstep of the consumers within the assigned territory.
2. The Agency will be selected on the basis of its infrastructure and experience in handling
similar types of jobs. The Agency must have adequate infrastructure and meet statutory
requirements so that it can start the assigned job within one month after finalization of
agreement.
3. The Agency will collect item-wise demand for milk and milk products of Mother Dairy
Calcutta from the assigned area and arrange for the supply of those products through the
authorized LADs/Distributors keeping close coordination with Mother Dairy Calcutta.
4. The Agency must maintain the goodwill of Mother Dairy Calcutta.
5. The Agency will be responsible for the sales growth to be achieved on present sale which
will be approximately 5% quarterly as prescribed over the present sale. The present number
of outlets, distributors (Milk & Milk Product) and their details will be informed
accordingly.

The Agency may apply for one or more numbers of clusters at a time, depending upon its
capability to get the job done. Initially the job will be done for a period of one year tentatively,
which may be extended for further period of time not exceeding one year at a time for a
maximum of two times depending on the performance evaluation through achievement of the
sales promotion etc.
The Agency is required to quote the minimum amount of remuneration for the job and nos. of
persons they will engage on whole time basis for any cluster. 50% of the remuneration shall be
awarded as incentive on achievement of the target as fixed by Mother Dairy Calcutta. For nonachieving the target but maintaining the sales volume over present level, the agency will get
proportionate amount of incentive. However, unsatisfactory performance in any quarter
resulting in decrease in sales over present level will result in termination of the Agency
forthwith. The Agency should fix the number of persons to be engaged for the job to achieve
the desired level of target oriented sales promotion. The performance of the venture will be
reviewed quarterly.
SUPPORT FROM MDC
Mother Dairy Calcutta shall provide the following support:
1. Mother Dairy Calcutta shall authorize the Agency to campaign for MDC milk & milk
products on behalf of Mother Dairy Calcutta.
2. Mother Dairy Calcutta shall authorize the Agency to monitor demand of milk & milk
products from the distributors of the assigned area for onward supply to the points.
3. Mother Dairy Calcutta shall provide promotional support and guidelines including other
related supports like POP materials, advertisement for corporate level as well as mass level
awareness will be provided by Mother Dairy Calcutta but for local level it is to be done by
the agency itself. However the performance of the Agency shall be judged independent of
the promotional support provided by Mother Dairy Calcutta.

conditions of the contract with Mother Dairy Calcutta by affixing non-judicial adhesive stamp.

various terms and conditions of the Agreement. The said Security Deposit is liable to be
