We also worked closely with the Manitoba Pharmaceutical

promotion of the program during the Pharmacy Awareness Week
from March 3-9th , 2013 and with the Winnipeg Police during the
National Drop-Off day, May 11th 2013.

Dosage forms can include:

Stakeholders & Responsibilities
Consumers:
Consumers purchase health products from pharmacies and health
stores . Medications are intended to be consumed entirely to treat
specific conditions or symptoms . Ideally all medications purchased
should be used by the consumer/patient . Because of the practice
of keeping medications for future use, there is typically a considerable lag time between purchase and eventual disposal .
Pharmacies:
The collection sites for the MMRP are community pharmacies. Pharmacy managers interested in participating can sign up voluntarily
(no fees charged) to be a collection and storage point for the Program. Pharmacists are widely regarded as the most knowledgeable
health care professionals when it comes to medications.

2013 Highlights
With another yer already completed, we have reached our targets for both collection locations at 81.6%,
and an overall increase of 22% or 16,884 kg of collected medications in 2013.
We partnered with several stakeholders in Manitoba including the Manitoba Pharmacists Association and the
Society of Manitoba Pharmacists for the organization of two Medications Return Campaigns (spring/fall). The
campaigns consisted of two separate 4 weeks promotions that included, but were not limited to transit,
newsprint and radio promotion.

HPSA partnered with Winnipeg Police Services to faciliate participation with the National Prescription Drug
Drop Off Day. The event helps to foster understanding and awareness of the importance of medications

Officers and the Manitoba Pharmaceutical Association helped to remind Manitobans that medication
safety is not just a one day event and that they can return their expired and unused medications all year
round, free of charge to participating pharmacies through the MMRP. See event details in Appendix 3.

INDEPENDENT AUDITORS’ REPORT
To the Members,
Health Products Stewardship Association:
We have audited the accompanying financial statements of Health Products Stewardship Association, which
comprise the statement of financial position as at December 31, 2013, and the statement of changes in net
assets and operations for the year then ended, and a summary of significant accounting policies and other
explanatory information.
Management's responsibility for the financial statements
Management is responsible for the preparation and fair presentation of these financial statements in
accordance with Canadian accounting standards for not-for-profit organizations, and for such internal control as
management determines is necessary to enable the preparation of financial statements that are free from
material misstatement, whether due to fraud or error.
Auditors’ responsibility
Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our
audit in accordance with Canadian generally accepted auditing standards. Those standards require that we
comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether
the financial statements are free from material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the
financial statements. The procedures selected depend on the auditor's judgment, including the assessment of
the risks of material misstatement of the financial statements, whether due to fraud or error. In making those
risk assessments, the auditor considers internal control relevant to the entity's preparation and fair presentation
of the financial statements in order to design audit procedures that are appropriate in the circumstances, but
not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. An audit also
includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting
estimates made by management, as well as evaluating the overall presentation of the financial statements.
We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our
audit opinion.
Opinion
In our opinion, the financial statements present fairly, in all material respects, the financial position of Health
Products Stewardship Association as at December 31, 2013, and the results of its operations and its cash flows
for the years then ended in accordance with Canadian accounting standards for not-for-profit organizations.

NOTES TO FINANCIAL STATEMENTS
DECEMBER 31, 2013
1. PURPOSE OF THE ORGANIZATION
The Health Products Stewardship Association (HPSA) was formed to respond to government and environmental
issues relating to the efficient collection and safe disposal of unused or expired health products returned by the
public in provinces having regulations requiring industry stewardship programs.
The health products industries are responsible for setting up and administering Medications Return Programs.
HPSA was federally registered on December 31, 1999 as a Not-for-Profit Association, governed by a board of
directors representing the industries. HPSA was formerly known as Post-Consumer Pharmaceutical Stewardship
Association.
2. SIGNIFICANT ACCOUNTING POLICIES
These financial statements have been prepared in accordance with Canadian accounting standards for not-for- profit
organizations and include the following significant accounting policies:
a) Estimates and assumptions
The preparation of these financial statements in conformity with Canadian accounting standards for not-for-profit
organizations requires management to make estimates and assumptions that affect the reported amounts of
assets and liabilities and disclosure of contingent assets and liabilities at the date of the financial statements and the
reported amounts of revenues and expenses during the reporting period. Actual results could differ from those
estimates. These estimates are reviewed annually and as adjustments become necessary, they are recorded in
the financial statements in the period in which they become known.
b) Financial instruments
Financial instruments are initially recognized at fair value and are subsequently measured at cost, amortized cost or
cost less appropriate allowances for impairment.
c) Capital assets
HPSA has some computer and office equipment. These were purchased when revenue was below the threshold for
which Canadian not for profits are required to capitalize capital expenses and so they were expensed. As HPSA
has now passed this threshold, future capital expenses will be amortized according to their useful life.
d) Revenue recognition
The organization follows the deferral method of accounting for revenue. Restricted revenue is recognized in the year
in which the related expenditure is incurred. Unrestricted revenue is recognized when it is received or becomes
receivable.
Membership, medication, and sharp revenue are recognized when received or receivable if the amount can be
reasonably estimated and collection is reasonably assured. Interest is recognized in the period the interest is
earned.
3. FINANCIAL INSTRUMENTS
Financial instruments of the organization consist of cash, investments, accounts receivable, accounts payable and
government remittances payable.
Unless otherwise noted, it is management's opinion that the organization is not exposed to significant interest rate,
currency, credit, liquidity or market risks arising from its financial instruments and the carrying amount of the financial
instruments approximate their fair value.
4. INVESTMENTS
The organization had investment certificates that matured in 2013.
5. NET ASSETS
The net assets have been divided between the medication and sharp program according to each programs share of the
net revenue. The assets are not restricted, and the funds can be used for other operational purposes at the discretion
of the board.
6. COMPARATIVE FIGURES
Certain comparative figures have been reclassified to be consistent with the current year's presentation.

National Prescription Drug
Drop Off Day
On Saturday, May 11, 2013 the Winnipeg Police Service will
open their doors to members of the public wishing to dispose of
unwanted, expired or unused prescription drugs as part of
National Prescription Drug Drop Off Day.
The event is sponsored by the Canadian Association of Chiefs of
Police, and is being held in partnership with the Canadian Center
on Substance Abuse and Public Safety Canada and Health
Products Stewarship Association.
Many citizens have unused and expired prescription medications
in their home as their safe disposal can be difficult. Flushing
them down the drain or tossing them in the garbage can be an
environmental hazard.
As well, the misuse of prescription drugs has become a crisis in many communities across the country.
Research suggests that approximately 75% of young people who misuse these drugs have obtained them
from home.
“Every unused prescription turned in has the potential to save the life of a citizen who may not be fully aware
of the dangers of taking medication that has not been prescribed for them,” said Chief Devon Clunis of the
Winnipeg Police Service.
This coming Saturday drugs can be dropped off from 8:30 a.m. to 6:30 p.m. at any of our Service Centres.
This one-day Drug Drop service is free and anonymous.
