Center, presented the Navy Meritorious Civilian Service Award to
Ernest A. Solberg, head, Equipment Management Program
Office, Central Staff, for Solberg's exceptional contributions
to the Center's financial management systems.
NWC benefited from Solberg's technical skills for the past
19 years. He was the architect of
the Center's Automatic Billing
System as well as the Document
Entry System (DES), and he
created the interface for the mandated Civilian Payroll System.
These systems are still in use

today.
Solberg's contributions have
extended beyond NWC. DES is
currently in use by the Naval
Ocean Systems Centee (NOSC).
In his leuer oC nomination,
Curtis V. Bryan, head, Central
Sta(f, nOled, "Mr. Solberg is
known for his willingness to
tackle ' impossible' problem
areas and to pursue resolution in
spite of obstacles. His charter was
usually to ' ma1c:e it work,' and his
achievement is that he did. His
vision of commonality and compatibility between systems has
resulted in some of the most successful ADP business applications to be found in the Navy."

development of the first Navyproduced Tactical Electronic Intelligence (ELlNT) fIle within schedule

were William McBride, supervisory
aerospace engineer, Edna Fujiwara,
computer scientist; Don Heyden,
electronic engineer, John Lorch, genen! engineer; and James Manin,
mathematician, all in the Systems
ECfectiveness Branch, Systems
Analysis Division, Electronic WarCare DepanmenL
In presenting the awards, Schiefer
noted, "This reward is Cor a significante(fon in a short period of time. We
had to ftsh or cut hait with the ELINT
files. and you people accomplished
the task."
The inclusion oC Electronically
Erasable Pro~ble Read Only
Memory (E PROM) in the Highspeed Anti-Radiation Missile
(HARM) Command Launch Computer (CLC) made it possible to rapidly
update the HARM ELINT ftJe, the
"fmgeq>rint" against which signals
received by HARM are com~ for
identification. Prior to E PROMs,
the ELINT me was loaded into
PROM by a conlrllCtor production
process that sometimes resulted in up
to two years between updates.
As a result of this rapidly changing
electronic environmen~ NWC was
tasked with producing a Caster turnaround time for the ELINT me Cor the
HARM Block ill missile upgrade.
McBride was responsible for managing this eCCOlL His outstanding
Jeadership capabilities resulted in the
completion oC this e(fort with a technically correcl product within cost
and schedule.
Fujiwara was tasked with providing the electromagnetic parameter
information (the "fingeljJrint'') that is
used to identify each signal received
by HARM. a difficult assignment
because there are hundreds oC emitters. She also directed the construction oC a computerized relational data
base Cor the automated retention and
update oC the ELINT parameters,
Cacilitating a much Caster turnaround
for future meso

one-for-one basis.

many instances where
employees make requests for an
advance of sick leave to accommodate anticipated lengthy recovery
or
periods resultin from su e
other disabilities. II has happeoed or
may happeo to all of us during our
careers. Previously, upon returning to
work the employee would liquidale
advanced sick leave only by off-sel
from earned leave.
The Federal Personnel Manual
(PPM) Supplemenl990-2, Book 630,
Seclion 2-5, "already aUlhorizes
employees to refund advanced sick
leave or annual leave in cash if mutually agreeable and administtatively
feasible with the agency. The pay rate
applicable to refund is thaI rate which
was in effecl al the time the advanced
leave was taken. Repaymenl by com"
pensatory time, however, is nOI specifically authorized or prohibited by the
FPM or regulation.
Well, NWC employees can now
repay advanced sick leave with compensatory time. This MIPI was
endorsed by Curt Bryan (Code 08)
and Eva Bien (Code 09). New
implementation procedures are being
developed by the Personnel Departmenl and will be announced shortly.

however, he has been working three to

and maintenance under the direction
ofLt. Jeff MallOx. the Aircraft Weapons Integration Department's
ineoming deputy. replacing Commander Morgan who has been reassigned to Washington en route to
Thailand. The A-7 aircraft is slated
for use by the fleet until atieastl993.
