Solberg, head, Equipment Management Program Office, Central Staff, for Solberg's exceptional contributions to the Center's financial management systems. NWC benefited from Solberg's technical skills for the past 19 years. He was the architect of the Center's Automatic Billing System as well as the Document Entry System (DES), and he created the interface for the mandated Civilian Payroll System. These systems are still in use ,...... ',' today. Solberg's contributions have extended beyond NWC. DES is currently in use by the Naval Ocean Systems Centee (NOSC). In his leuer oC nomination, Curtis V. Bryan, head, Central Sta(f, nOled, "Mr. Solberg is known for his willingness to tackle ' impossible' problem areas and to pursue resolution in spite of obstacles. The authorily aequired by this MIPI will permil civilian employees 10 off-sel negative sick leave balances with compensatory time provided the employee makes a written requesl stating such repaymenl will be on a one-for-one basis. There are many instances where employees make requests for an advance of sick leave to accommodate anticipated lengthy recovery or periods resultin from su e other disabilities. II has happeoed or may happeo to all of us during our careers. Previously, upon returning to work the employee would liquidale advanced sick leave only by off-sel from earned leave. The Federal Personnel Manual (PPM) Supplemenl990-2, Book 630, Seclion 2-5, "already aUlhorizes employees to refund advanced sick leave or annual leave in cash if mutually agreeable and administtatively feasible with the agency. The pay rate applicable to refund is thaI rate which was in effecl al the time the advanced leave was taken. Anyone interested in anending this videoconference should submit NWC Form 12410/73 to Code 094 by Oct. 3. The new high temperature superconductors (HTS) open up possibilities for applications in magnets, power transmission. com puter interconnections, Josephson devices and instrumenlation, among many others. The success hinges on many interlocking material factors, which wiD be discussed in this course. It wiD introduce the key material properties of relevance to applications and give some application examples analyzing the leverage which HTS offers. Background on HTS beyond what is reported in the press will be given to enable thinking creatively about possible new applications. This course will begin with a summary of the different new superconducling materials and their physical properties. In the second segment, some of the existing large-scale 4.2K applications of superconductivity will be reviewed and the effect of them on HTS will be investigated. The third segment wiD focus on smallmicroelectronics applications. • • • • • • 19 appl,'cau'ons in any area of study that have been established by Center Man- systems. There are only five months remaining in the leave year in which to schedule and use annual leave. Last year, only a handful of people on base found themselves in a situation where they cwld carry their useor-lose leave into the current leave year. Chaoces are, anyone who has use-tt-Iose leave and doesn't schedule time to use it, will lose it Use-or-Iose leave can be carried over only when a booafide emergency situation arises at work which prohibits a person from raking scheduled use-tt-Iose leave. Last year, only seven cases were approved allowing individuals to carry over use-or-Iose leave. An employee's well ness is enhanced by scheduling and using leave in order to get away from it all. Shon trips and long weekends are as good as a single, long vacation. When the vacationer returns to work, he or she is more effective. Late summer, faU and early winter are ideal times to take leave. This is off-season for many reson areas because school is hack in session and the number of travelers decreases at this time of year. Airlines and resons team up during this off-season 10 offer some bargain travel packages. Don't lose leave. Employees shwld schedule time 10 use their leave and rake the scheduled time off.
