TITLE:
FINANCIAL ANALYST – FINANCE AND ACCOUNTING
REPORTS TO:
Manager of Financial Accounting and Reporting
Distinguishing Characteristics: Under general supervision and administrative direction
of the Manager of Financial Accounting and Reporting will assist in the preparation,
maintenance and reconciliation of the general ledger, subsidiary ledgers, budget and other
systems and schedules, which support the financial statements and other internal and
external reports of the Tucson Airport Authority. This work will be conducted in
accordance with TAA’s procedures, programs, policies, and standards.
Essential Functions:
Maintain all fixed asset subsidiary systems, including Oracle Fixed Assets, Oracle
eAM and departmental Microsoft Access databases. This will include:
Entering information into the Oracle Fixed Assets system, including additions,
disposals and transfers.
Generating and posting fixed assets depreciation.
Maintaining and preparing monthly the fixed asset roll forward schedule.
Generating and distributing detail Oracle fixed asset depreciation reports.
Reviewing and monitoring accuracy of detail asset information in Oracle eAM
and Oracle Fixed Assets.
Maintaining accuracy and integrity of Oracle Fixed Asset system and the Oracle
eAM system through mapping and reconciliation of the two systems.
Maintain all Finance department project records and schedules, including:
Maintaining and reconciling general ledger project records to Planning and
Development and Airport Project Manager (APM) subsidiary records.
Maintaining project cost records for account reconciliation to grant pay requests
and grants receivable subsidiary listing.
Maintaining a monthly rollforward of work in process.
Prepare and maintain Flightline TotalFBO records for transfer to the Airport Business
Manager (ABM) subsidiary system, including revenue, billing, collection and
statistical information.
Maintain Flightline fuel inventory reconciliations and schedules.
Prepares sales, excise and other tax reports for various regulatory authorities.
Acts as the primary liaison with the Planning and Development department to
facilitate that department’s grant and project management efforts.

In coordination with the Director of Budget and Fiscal Services assist in the Resource
Allocation Program (RAP) process, including participation as a member of the RAP
committee, including:
Receipt, storage and distribution of RAP request forms.
Coordinate efforts between RAP committee and requesting departments.
Assist with maintaining RAP schedules.
Assist with budget process, including:
Enter information into budget preparation systems.
Assist with detail supporting budget schedules.
Assist with research and calculation of rates and charges.
Provide assistance with day-to-day banking and investment functions.
Perform routine and Ad-hoc financial and account analysis.
Assist with preparation and distribution of organization and departmental
financial reports for management and outside agencies.
Assist in the annual audit process and prepare audit schedules as needed.
Assist the Accounting Clerks in the various areas of Payroll, Accounts Payable,
Accounts Receivable, Flightline, and other financial areas as needed.
The above listed functions are not necessarily all the essential functions. Job duties and
functions may be expanded or reduced by management based on future changing needs
and job requirements.
Position Requirements: A bachelor’s degree in accounting, finance, or business, or
equivalent experience; two to five years of progressively responsible experience with
complex financial systems software, in accounting functions/analysis/spreadsheets; and
general ledger maintenance and analysis.
Have working knowledge of computers and the ability to use Microsoft Office software,
and other software and programs as required, and office machines, (i.e., fax, calculators,
copy machines, and other office machines as required).
Have good organizational, oral and written communication skills
Ability to design, develop and implement reports from primary data systems sources.
Ability to establish and maintain effective working relationships, both inside and outside
the organization.

Must perform tasks with a high degree of accuracy, attention to detail, with mature
judgment, to function in compelling, fast moving work surroundings, with deadlines and
multiple projects; to initiate and organize responsibilities without observant supervision,
and to take independent action relative to work problems requiring immediate solutions.
Ability to analytically evaluate and organize detailed financial and operating information
into concise written reports and correspondence.
Must understand that dissemination of information outside of job requirements is based
on “need-to-know” basis and must have ability to maintain discreet and professional
sense of confidentiality due to sensitive nature of job functions.
Ability to plan and schedule work activities and ensure priorities are maintained and
projects are completed timely and accurately.
General knowledge of federal, state, local codes, laws and regulations relating to finance
functions.
General knowledge of federal, state, and local laws and regulations relating to the receipt,
expenditure and accounting of public funds, federal grant compliance and reporting, bond
reporting and aviation industry preferred.
Have the skill and ability to research information and organize data in meaningful form,
make sound judgments, draw accurate conclusions, and make appropriate
recommendations.
Must participate in continuing education and training activities to maintain and enhance
level of knowledge with respect to financial, management, aviation, compliance and other
functional areas of responsibility.
Must have ability to communicate via telephone, radio, and cellular telephone, with
sufficient clarity to be understood by others. Must be able to detach from caller’s
emotions, yet project an image of empathy (i.e., avoid personal involvement).
Must perform cross training within work environment.
As an employee, you are deemed to be essential personnel as part of TAA’s Emergency
Response Team, and must respond to airport incidents as requested/required.
Must have the ability to read, write and speak the English language in an articulate, fluent
manner.
